Advantages to Bundling Projects / Citizen Satisfaction / Community Impact

PROJECT BUNDLING Potential for substantial Costs savings by bundling projects such as: Community Center Parking PW Building Construction and Storage Potential for ½ mile of improved Trail system adjoining Nall Park Mobilization Costs can be minimized by bundling and economy of scale savings for one larger project with multiple elements can result in substantial overall savings CITIZEN SATISFACTION Priority areas in the CSS note trails, city owned building maintenance and services as high priority action items Trails being constructed in Nall Park currently with no definable “Trail Head” masterplan completed in 2007 Parking at the community center during events has been a concern- Some project cost estimation has been completed previously to

address the issue. The need for a new PW Facility is an accepted fact but its location outside of Roeland Park has been a concern for some COMMUNITY IMPACT By bundling and combining separate and smaller projects into a regional “Roeland Park Community Facilities Improvement Project” construction could address multiple areas noted in the citizen survey, provide facilities needed to maintain current service levels and provide a substantial improvement to parking deficiencies at one of the communities most highly used facilities.

Potential Project Bundle

New PW Facility located in Roeland Park on 1.2 Acres currently owned by RP with adequate existing zoning

No Land purchase funding

Limit professional services funding

PARKING near critical Community Center facilities

Current proposal makes a better use of the existing site layout without substantial disruption to existing uses.

Trail construction of a ½ mile of perimeter trail with a limited trailhead on the west side of the Comm. Center site. Short term parking could be shared use facilities with the PWF.

Building Construction Upgrade of Architectural Finishes

Savings could be applied to Architectural Finishes to PW facility

Finishes could be tied together with synthetic stucco on the existing buildings

Solid vinyl fencing with potential for masonry columns every 35’ to architecturally accent the buffer between Single Family and this site.

Landscape buffering and accenting in and around the site to tie the uses together and encourage pedestrian access.

Building Cost Estimate $600 K Building foundation and contingencies

Site Improvement Costs Engineers Estimate: Trail: $15k ($10k for trail, $5k for primitive trailhead) Paving: $90k (does not include storage area, assuming gravel and wrapped into building cost) Curb: $25k Wall: $130k (assumes 12-ft tall wall NW of storage yard, 8-ft wall north of NE parking lot) Grading: $120k (assumes 7,000 CY of borrow for public works area, parking lot would likely balance) Please note there would also be storm sewer relocations, utility services, adjustments to existing utilities, potentially some detention, etc. Storm piping / structures (no detention) is roughly $60k.

Total Estimate: 1.1 Million

Project savings could be substantial This keeps Roeland Park assets in Roeland Park Provides a main trail head for future trail connections and could be a

starting point for a citywide system Compliments existing Nall Park Plan Architectural upgrades to the PW facility could extend the Community

Center usability and tie multiple RP uses together on a single site. Greenspace and hardscape improvements make the entire complex

more useable and commit funding to multiple high priority action items identified in the latest citizen satisfaction survey.

Utilizes existing assets to maximize and address community livability issues in one of the only landmarks of Roeland Park.

Maximizes citizen capital expenditure to definable benefit in a single multi –tiered project
