Afghan National Security Forces (ANSF):Training and Development

ANSF capacity in numbers

Current Force Level

• AfghanNationalArmy(ANA):hasnowachieveditsrecruitmentgoalof195,000troops• AfghanNationalPolice(ANP):149,208officers• AfghanAirForce(AAF)(createdin2007):5,728personnel;98aircraft• ANASpecialOperationsCommand:approximately10,000(includesCommandosandspecialforces)• AfghanLocalPolice:13,412• AfghanPublicProtectionForce(APPF):approximately10,000guards.

ANSF size and cost post-2014

ThecurrentANSFtotalgrowthtargetremainsat352,000forcesbyOctober2012.TheAfghanNationalArmyreacheditsgrowthtargetinApril2012,6monthsaheadofschedule.TheAfghanNationalPoliceisalsowellontracktoachieveitsgoalaheadofschedule.

Discussionsonthepost-2014sizeandcostoftheANSFarecurrentlyongoingbetweentheInternationalCommunityandtheAfghanauthorities.

ThesustainmentoftheANSFpost-2014remainstheresponsibilityoftheGovernmentoftheIslamicRepublicofAfghanistanandtheInternationalCommunityasawhole.AtChicago,ISAFleaderswilldecidewhatNATO-ISAFfuturerolewillbeinassistingAfghanistantodevelopsustainableANSFpost-2014.

Growing ANSF capacity

Sinceitscreationin2002,theAfghanNationalArmyhasbeenmovingfromaninfantry-centricforcetoafully-fledgedarmytocomprisebothfightingelementsandenablingcapabilities-suchasmilitarypolice,intelligence,routeclearance,combatsupport,medical,aviation,andlogistics.TheroleoftheAfghanNationalPoliceisshiftingfromcounteringtheinsurgencytoamorecivilianpolicingrole,byfurtherdevelopingcapabilitiesfromcriminalinvestigationstotrafficcontrol.MeanwhiletheAfghanAirForcenowhas134 trainedpilotsandhas98aircraftincludinggunship,attackandtransporthelicoptersandlightaircraft.

Training and Leadership

• Approximately85%oftrainingiscarriedoutbyAfghansthemselves.AlltrainingattheKabulMilitaryTrainingCentre(KMTC)isledandtaughtbyANApersonnel,whereover100instructorsprovideinstructiontobetween7,000and9,000ANAsoldierseveryday.

• PolicetrainingcentresarealsobeinghandedovertotheAfghans.FullleadershipofthelargestAfghanNationalPolicetrainingcentreinthenorthofAfghanistanwashandedovertotheAfghanson26April.

• Uptoadozenvocationalschoolshaveopened,trainedleadershaveincreasedby500%,andretentionishigherthaneverwith87%oftheBasicWarriorTrainingrecruitspassingGrade1 literacytesting.0

NATO supporting initiatives

The NATO-ANA Trust Fund

Createdin2007,theNATO-ANATrustFundsupportsthefollowingactivities:

• ANAsustainmentuntil2014(atChicago,ISAFleaderswilldecidewhatNATO-ISAFfuturerolewillbeinassistingAfghanistantodevelopsustainableANSFpost-2014),

• ANSFlong-termliteracy,Englishlanguagetrainingandprofessionalmilitaryeducation,• TransportationandinstallationcostsforequipmentdonationsbyISAFnationstotheANA,purchaseofANAequipmentand

servicesforengineeringinfrastructureprojects,in-andout-of-countrytraining.

TheNATO-ANATrustFundactsincomplementofotherbilateralandmultinationaltrustfundswhichsupporttheANSFfinanciallyandwithequipmentdonations.TheUSAfghanSecurityForcesFundingrepresentsthemostsignificantbilateralfinancialinitiative.TheLawandOrderTrustFundestablishedbytheUnitedNationsDevelopmentProgrammesupportstheAfghanNationalPolice,whereastheNATOANATrustFundallowsthebroaderinternationalcommunitytosupportthecapacityandcapabilitydevelopmentoftheAfghanNationalArmy.

AsofMay2012,nationalcontributionsandpledgesmadetotheNATO-ANATrustFundtotal489,088,425Euros.

The NATO Equipment Donation Programme

Createdin2006,theNATOEquipmentDonationProgrammeprovidesamechanismthroughwhichAlliesdonateessentialequipment,fromuniformsandmedicalequipmenttoammunitionandhelicopters.

The NATO-Russia Council (NRC) Helicopter Maintenance Trust Fund

LaunchedinMarch2011,theNRCTrustFundprovidesvitally-neededmaintenanceandrepaircapacity,includingtheprovisionofsparepartsandtechniciantraining,totheAfghanAirForcehelicopterfleet.

• Backin2009,86%ofallnewANArecruitswereilliterateandtherewasnomandatoryliteracytraining.Bycontrast,nearly212,000ANSFhavenowcompletedbasicliteracytrainingorhigher.

• SinceNovember2009,theANSFhavetrainedover50,000officersandNCOsthroughavarietyofleadershipcourses.Leadershipinstitutions,suchastheAfghanNationalMilitaryAcademyandtheAfghanNationalPoliceAcademy,havebeenestablishedinAfghanistantoprovidetheANSFwithalong-termself-generationcapability.

Conduct of operations

• ANSFparticipateinallandlead40%ofconventionaloperations

• AllISAFSpecialForcesoperationsarepartnered.• Sinceend-January2012,theANSFhavehadleadsecurity

responsibilityforover50%oftheAfghanpopulationandthereforeassumeleadershipforboththeplanningandexecutingofoperations,withaclearlyreducedlevelofISAFinvolvement.Withtheannouncementofthethirdsetofareastoenterthetransitionprocess,theAfghanforcesaresettotakeleadsecurityresponsibilityforover75%oftheAfghanpopulation.

• ISAFsupportfortheANSFremainscritical,notablyintheprovisionofkeyenablingcapabilities.ThissupportwillremainuntilsuchtimewhentheANSFarefullycapableofactingindependently.

Women in the Armed Forces

Thereareapproximately1,370womenintheAfghanNationalPoliceand350womenintheAfghanNationalArmy,includingtwofemalepilotcandidates.Womencurrentlyrepresentapproximately3%ofnewANArecruitsandthenumberscontinuetoincreasesteadily.

Afghan Local Police

EstablishedinJuly2010,theAfghanLocalPolice(ALP)programisledbytheAfghanMinistryofInterior.Itisvillage-focusedandcomplementscounterinsurgencyeffortsbytargetingruralareaswithlimitedtonoANSFpresenceinordertoenableconditionsforimprovedsecurity,governanceanddevelopment.

TheALPprogramdistrictsexistinlocationswherethelocalpopulacehasrequestedanALPpresence.ThesecommunitiesthenselectlocaldefenderstoserveastheirALP.

ISAFsupportstheALPprogramthroughtheprovisionoffunding,training,equippingandtechnicalassistancetotheAfghanMinistryofInterior.

Afghan Public Protection Force (APPF)

ThetransitionofprivatesecuritycompaniestotheAfghanPublicProtectionForcesispartoftheoveralltransitiontoAfghan-ledsecurity.InaccordancewithPresidentialDecree62from17August2010,mostAfghanandinternationalPrivateSecurityCompanies(PSCs)operatinginAfghanistanwillbedissolvedandtheirresponsibilitiestransferredtotheAPPF.OnlyembassiesandotheraccrediteddiplomaticentitieswillbeallowedtocontinueusingPSCs.

APPFunitsareundertheresponsibilityoftheAfghanMinistryofInterior.TheyaretrainedandarmedinselecteddistrictsofAfghanistantoprotectpeople,vitalinfrastructureandconstructionprojectsandconvoys.APPFguardsdonothaveamandatetoinvestigatecrimesorarrestsuspects.

Workiscurrentlyunderwaytotransfer11,000AfghanguardscurrentlyworkingforPSCstoAPPFs.Theirresponsibilitieswillbeconcentratedondevelopmentsitesandonconvoys.

ANSF Recruitment and VettingRecruitmentfollowsaneight-stepvettingprocess,whichincludesendorsementbylocalelders,biometricdatacheckingandmedical(includingdrug)screening.Anation-wideprogrammetoscreenandre-validateeveryANSFmemberalreadyinserviceiscurrentlyongoing.

Counter-Infiltration PlanOn14March2012,followingarequestbyNATODefenceMinisters,theNorthAtlanticCouncilendorsedaplantoreducetheriskofattacksonISAFbyAfghanNationalSecurityForcespersonnel.TheplanwasdevelopedbythecommanderofISAFinclosecooperationwithhisAfghancounterpartsandisbeingimplemented.

TheplanaimsatstrengtheningISAFsecuritymeasures;revisingandimprovingvettingandmonitoringproceduresforAfghannationalsecurityforces;andintensifyingculturalawarenesstrainingforbothISAFandANSFtobridgetheculturalgap.

IncooperationwithISAF,theANSFhavealsoundertakenseveralinitiativestoimprovetheirrecruitment,vettingandscreeningprocesses.Inaddition,counter-infiltrationstaffwillbeembeddedwiththeANSFandintrainingschoolstomonitorthebehaviourofAfghanservicemembers.Trainingisongoingtoincreasethenumberofthoseofficersto850.ANSFarealsotofocusonstrengtheningleadership;ensuringthatsoldiersandpolicegetadequateleaveandregularpay;thatweaponsareaccountedforproperly,andthatallANSFaremedicallyscreenedanddrugtested.

NATO’s Training, Mentoring and Advising Role in AfghanistanNATO’sTrainingMissioninAfghanistan(NTM-A)wasestablishedon21November2009,bringingtogetherNATOandnationaltrainingeffortsunderoneumbrella.ItworksinclosepartnershipwiththeAfghanMinistryofDefenceandMinistryofInterior,aswellasincollaborationwiththeEuropeanPoliceMissioninAfghanistan(EUPOL)andtheEuropeanGendarmerieForce.Therearecurrently38nationscontributingtoNTM-A.

TrainingandmentoringofAfghanNationalSecurityForcesiscarriedoutbyNATO’sMilitaryAdvisoryTeams(MATs)andPoliceAdvisoryTeams(PATs).AdditionalISAFadvisorteamsareprovidedtotheAfghanOperationCoordinationCentres(OCCs),whichsupporttheANSFcommandersincoordinatingtheemploymentofforcesintheirareas.
