In years to come, observers may look back at the ten years between 1985 and

1995 as one of the most revolutionary periods of the twentieth century. Certainly

everyone will recall that the Soviet Union unraveled and then wrenched apart during

that time. The changes that emerged elsewhere proved barely less revolutionary for

taking place within established geographic boundaries. China survived its own trans-

formative impulses intact but forever changed by political decentralization and eco-

nomic opening. In Western industrialized states, economic policy makers in one

state after the other followed the lead of Great Britain and the United States. Extol-

ling the virtues of individual initiative and competitive marke ts . . . [they jointly]

Although sectoral pressures are the norm , other political divisions may cu t across
