ntroduction

In years to come, observers may look back at the ten years between 1985 and

1995 as one of the most revolutionary periods of the twentieth century. Certainly

everyone will recall that the Soviet Union unraveled and then wrenched apart during

that time. The changes that emerged elsewhere proved barely less revolutionary for

taking place within established geographic boundaries. China survived its own trans-

formative impulses intact but forever changed by political decentralization and eco-

nomic opening. In Western industrialized states, economic policy makers in one

state after the other followed the lead of Great Britain and the United States. Extol-

ling the virtues of individual initiative and competitive marke ts . . . [they jointly]

State institutions are bu ilt around the leading sector and are as inflexible as it is.

Such states are also burdened by extensive state services and patronage systems

intended to d ull attacks on their autonomy and funded by the se sectors' easily

tapped resources. Defen ding state revenue s and export earnings--and conseq uently

the state's ability to fu nd itself, pay its deb ts, and serv ice constituents--thus de-

man ds tha t leaders defend the leading sector. Institutionally, th ey can do nothing

else and hav e no plac e else to turn. Even if th ey want to restructure, this requires

reviving the leading sector; it is the only source of the vast sum s needed . . . . In

short, leaders hav e independent state interests, but the y cannot be autonomous o f

sectoral interests. (45, emp hasis in original)

the international integration of financial m arkets has altered the co ntext of national

industrialization all over the world. Capital is m ore mobile than ever b efore. For

national capitalists, short-term investm ents in dom estic financial markets or for-
