What is delegation ?
• Is the process of assigning responsibility for accomplishing a goal or objective to a member of the staff
• Mooney defines delegation as a process of conferring specified authority by a high to a lower authority
• To Terry delegation means conferring authority from one executive or organization unit to another

Delegation
• Terry argues that delegation may as well be from a higher to a lower level or between equal levels.
• Delegation may, thus, be ‘‘downward, upward or sideward’’
• Thus Delegation means the devolution of authority by a person to his agent or subordinate subject to his right of supervision and control .

Need and importance of delegation
• The various levels of the organization are used more appropriately
• An effective delegation increases sense of responsibility
• The activities rendered by the organization are improved and are discharged efficiently and economically

What not to delegate ?
• The extent to which authority may be delegated is restricted by the Constitution/law
• The calibre of staff at the lower level ; delegation to an incompetent individual is clearly impracticable
• The extent to which special programme requires necessitate centralization
• The extent to which there is no clear procedures for internal communication

• Delegate whole tasks to individuals/ teams• Select the right person/team for tasks• Clearly specify results expected, not the
methods for accomplishing them• Make sure recipient understands and agrees
with assignment

• Agree on criteria for monitoring progress, times for reporting & feedback
• Maintain open lines of communication• Set up means for addressing problems• Evaluate and reward successful performance

Hindrances to delegation
• Highly developed egotism on the part of persons who rise to positions of hierarchical leadership
• The apprehension that others are incapable of making proper decisions
• Fear that subversive power centre may develop among subordinate
• Absence of emotional maturity in the top man

• The desires of leaders to be always to be always in the lime light and to take credit for every thing

Principles for effective delegation
• Delegation of authority should be specific and customarily in written form
• Policies, regulations and procedures should be well defined
• Authority which can be exercised competently and safely at lower levels should be delegated
• The delegation should follow the normal line of command
