BDR Consulting, LLC (BDR), established in 2009, is a civil engineering company providing
consulting services for private and public entities in the Las Vegas Valley. Our mission is to
provide our clients with quality designs at economical rates in order to fully satisfy our client’s
development requirements.
BDR resides at 2677 African Violet Avenue in Henderson, Nevada in a residential area that
provides home offices for several engineers, developers, and construction companies. Work is
completed by 8 people, three of which are licensed civil engineers in the State of Nevada. Our
crew has work experience on residential and commercial projects through either their current
employment or past employment experiences. Projects have ranged from small residential and
commercial developments to master planned developments.
Through our commitment to provide cost-effective solutions, BDR integrates six disciplines to
assist in managing and operating multiple projects. The disciplines include land planning, civil
engineering, water resources (hydrologic and hydraulic), traffic engineering, land surveying
(supervising affiliates), and construction management services.
As a service industry related company, BDR is committed to the belief that the Firm’s only goal is
to provide our clients with the most efficient design, as it relates to cost and constructability, in
the quickest amount of time. If this methodology is performed, there is no way for the client to
feel other than completely satisfied. The only way to accomplish this task is to assemble a team
which can work together, problem solve, and communicate. We have been successful in
creating this type of working environment at BDR. Our company will take on any task and take

BDR has established the following as our core values which we try to meet or exceed on every

our clients. Just to meet the client’s expectations is not acceptable. We differentiated ourselves

The principals of BDR Consulting, Darryl Lattimore and Ray Fredericksen, are licensed civil
engineers in the State of Nevada with over 25 years of combined experience in multiple facets
of civil engineering, including private development, water resources, hydrology, traffic
engineering, construction services, and inspection. They have participated in various aspects of
numerous major projects including Master Planned Developments such as Rhodes Ranch and
Southwest Ranch; Master planned Commercial Developments such as Cornerstone which is part
of a City of Henderson redevelopment agency. Some of the larger subdivision projects are
Ascaya and Boulder Creek, all of which are located within the City of Henderson. Both principals
focus on the management of design professionals to accomplish the scope of services necessary
to exceed our client’s expectations.
We feel that the only true way to tell whether a civil engineering firm is exceeding their client’s
expectations is to have a continued relationship with this client after the first project. Both
principals have accomplished this task by completing multiple projects from the same clients or
from clients who were referred to us by previous clients. We have included a list of projects
completed over the past few years by Mr. Lattimore and Mr. Fredericksen for your review.

Ascaya (2005) – The single family residential
project, located within the southern edges of
Henderson, consists of 640 acres, yielding 300
high end lots carved out of the existing
mountain side. The project site utilizes 32 miles
of 16 foot high rock wall. Material was not
allowed to leave the project site per the
approved entitlements, therefore approximately
15 million cubic yards of material was moved
and compacted to achieve a balanced project
site. Several water pressure zones within the
City of Henderson water system were emulated
via pump stations and tanks due to the extreme
elevation ranges within the project site.

Capitan Way in unincorporated Clark County

Tesora Apartments (2002) – The multi-family
apartment project, located on the southwest
corner of the intersection of Fort Apache Road
and Post Road in unincorporated Clark County,
consists of 288 units on 16 acres. The site was
impacted by 6,000 cfs of peak flow storm runoff
requiring HEC-RAS analyses, scour analyses, and
the design of a 40-foot wide, rectangular
channel that splits the project site. Even with
said encumbrance, the site plan density was
maximized per zoning requirements.

(2001) – The mixed use project,
located on the northwest corner of the
intersection of I-215 and Stephanie Street in the
City of Henderson, consists of various residential
and commercial components on 200 acres. The
project consisted of a1,400 LF of 9’x32’ RCAP
from the I-215 to the existing Pittman Railroad
East Sediment Basin, as well as two LOMRs for
the northern and southern portions of the
project site.

Ascaya5 (2005)- The single family residential project,
located within the southern edges of Henderson,
consists of 640 acres, yielding 300 high end lots
carved out of the existing mountain side.
Boulder Creek5 (2003) – The single family residential
project consists of 560 lots on 160 acres. The site was
impacted by 1,000 cfs of storm runoff, requiring
temporary drop structures and rip rap channels. A
FEMA LOMR was conducted on the project.
Anthem Heights/Estates1 (2001)- The project was
for a 120 acre single-family residential site within
the Anthem master planned community. Design
included a 1,700 LF of 10-foot wide arch culvert
and a debris basin collecting 800 cfs. Sediment
transport and scour analysis supporting both
facilities were conducted per City Standards, as
well as a HEC-RAS analysis to verify erosion
protection and flow depths.
Tesora Apartments2 (2002)- The multi-family
apartment project, located on the southwest
corner of the intersection of Fort Apache Road
and Post Road in unincorporated Clark County,
consists of 288 units on 16 acres. The site was
impacted by 6,000 cfs of peak flow storm runoff
requiring HEC-RAS analyses, scour analyses, and
the design of a 40-foot wide, rectangular channel
that splits the project site. The project also
included the construction of two (2) culvert
structures and analyses of the channel discharge
hydraulic characteristics within a FEMA
designated “Zone A” flood zone.

s Aliante Infrastructure (Allen Lane, Deer Springs Road, and
Aliante Parkway)2- The project scope was for a utility and
roadway infrastructure plan set for 14,000 lf of right-of-
way within the Aliante master planned community. The
project improvements included design and sizing of a
sufficient storm drain system to accommodate a 100-year
flood flow of 250 cfs tributary to the proposed streets in
both the interim and ultimate construction conditions.
The project also involved evaluating roadside drainage
paseos, street conveyance, and RCPs of various sizes to
safely convey said storm runoff to larger facilities
proposed by the master developer.
Other Notable Roadway Projects:
Hollywood Ranch4 (2005)- A roadway design of
Hollywood Boulevard (arterial) including a 6x6 RCB
and clearance of said box from a 24-inch gas main
and 96-inch SNWA water main.
Goodsprings Access Road6 (2008)- Two miles of
access road to a proposed public facility including
dip sections and roadside drainage facilities.
Arlington Ranch Blue Diamond Road4 (2004) – The
project scope included preparation of roadway striping,
streetlights, and drainage improvements for 3,000 LF of
Blue Diamond Road (State Highway SR-160) adjacent to
the Arlington Ranch community. The design proposed
updating a set of approved improvement plans by
resizing and re-locating existing drainage facilities and
eliminating guard rail to provide additional frontage area.
Services included coordination with jurisdictional and
utility coordination, project cost estimation and
presentation to the Client, determination, preparation of
specifications, scheduling, construction support, schedule
and budget tracking, and coordination with sub-
consultants and in-house design teams.
Cornerstone
5 (2001) – The mixed use project, located on
the northwest corner of the intersection of I-215 and
Stephanie Street in the City of Henderson, consists of
various residential and commercial components on 200
acres. The project scope included preparation of
roadway striping, streetlights, drainage improvements for
Wigwam Parkway and Stephanie Street. Traffic
signalization and design plans were prepared for the
intersection of Stephanie Street and Wigwam, as well as
for two other intersections.

Ruby Duncan Elementary School6 (2008)- The
project scope was to provide site development
for a proposed Clark County School District
elementary located southwest of the
intersection of Deer Springs Way and Goldfield
Street. Services included civil improvement
plans, a technical drainage study, and a traffic
impact analysis, as well as entitlement support
to the project architect.
Other Notable Projects:
Clark County Shooting Ranch6 (2008)- The
development included civil improvements for the 5
acre shooting park recreation center in
unincorporated Clark County.
Arlington Ranch Bus Park4 (2005) – The
development included entitlements and civil
improvements for a Clark County bus park to serve
the Arlington Ranch Master Planned Community.
Boulder Creek Park4 (2007) – The project scope
was to provide civil engineering and survey
services for a 10-acre Public Park, located in the
City of Henderson. Services included
improvement plan preparation and submittal to
the City of Henderson, the Western Area Power
Association (WAPA), the Nevada Department of
Transportation (NDOT) and local dry utility
entities. The project required extensive
coordination between the City of Henderson
Park Department, the landscape architect, as
well as the residents within proximity of the
proposed park. Additional services included
providing ADA access throughout the park.
Heritage Aquatic Center6- The project scope
was to provide site development for a 43,800-
square-foot aquatic facility located on
Racetrack Road just off Burkholder Boulevard.
Services included civil improvement plans, a
technical drainage study, and a traffic impact
analysis.

2370/2500 Zone Area Sewer Master Plan4
(2006)-
The City of Henderson required a wastewater
capacity analysis for future lots within the 2370 and
2500 Henderson Water Pressure Zone. The analysis
included sewer generation, demand calculation of
existing downstream homes, and capacity
calculations for tributary mains.
Supplemental Wastewater Capacity Analysis:
Pearl Creek4 (2004)- The project site was a
proposed 60 acre, 497 residential unit
development, located in the City of Henderson.
Approximately 518 existing lots were tributary
to the correlating existing sewer system.
Calculated flow depths and velocities for 5,000
linear feet of existing sanitary sewer that was
affected by the proposed wastewater
discharge. Determined the effects of the
increased flows within the existing system and
created a report for the Agency’s review and
approval.
Offsite Force Main for Crestwood4 (2007) – The
single family residential project (onsite improvement
plans by others) required a lift station and offsite
sanitary sewer force main to service the 25-acre site.
Scope of work included a preliminary pump analysis
as well as the design of a 2-inch force main (4,000 LF)
conveying approximately 0.15 MGD of wastewater.
Said design maintained positive slopes over Clark
County Regional Flood Control District (CCRFCD)
facilities, Southern Nevada Water Authority (SNWA)
facilities, and Southwest Gas transmission mains.
Prepared and processed improvement plans through
Clark County, the CCWRD, the SNWA, and other
applicable agencies.
Sewer Analysis Update for Rhodes Ranch4 (2003)-
The project included wastewater capacity analysis for
a sewer bypass system in order to accommodate
additional upstream residential lots within the 1,080
acre Rhodes Ranch Master Planned Community. Said
analysis served as the basis for the future bypass
sewer plans.

2370/2500 Zones Water Master Plan4- The
2370 and 2500 Henderson Water Pressure Zone
(WPZ) expansions were located in Henderson
and consisted of approximately 317.97 acres of
single family residential property. The project
involved sizing the 2500 Reservoir, sizing PRVs
to the lower 2370 WPZ, providing domestic and
fire flow pressure analyses to both zones, and
preparing a 72-hour water aging analysis for all
pipes in the system.
Other Notable Water Distribution Studies:
Vista Cielo4 (2004)- The development included 520
single-family lots on 100 acres in North Las Vegas.
Cornerstone5 (2001) – The development included
was a mixed use project consisting of various
residential and commercial components on 200
acres in Henderson.
Buffalo Ranch4 (2005)-The development included
458 single-family and 354 multi-family homes on
120 acres in unincorporated Clark County.
Ascaya5 (2005) – The single family residential
project, located within the southern edges of
Henderson, consists of 640 acres, yielding 300
high end lots carved out of the existing
mountain side. Several water pressure zones
within the City of Henderson water system
were emulated via pump stations and tanks due
to the extreme elevation ranges within the
project site.
Rhodes Ranch 2860 and 2975 Water Pressure
Zone Analyses1 to 4
(1999 to 2007)-The project
included water distribution analyses and
temporary pump station design within the
Rhodes Ranch Master Planned Community. The
Rhodes Ranch 2860 Water Pressure Zone (2860
WPZ) and Rhodes Ranch 2975 Water Pressure
Zone (2975 WPZ) consists of 530 acres and 550
acres, respectively, and utilized various types of
development. Said analyses encompassed a Las
Vegas Valley Water District project refund
agreement in order to mitigate developer
construction costs.
