H e was busy with his law practice and golf when he was handpicked by Tomas Osmeña to be his running mate in 1988. Alvin Garcia went on to serve as Cebu City vice mayor until 1995. When Osmeña took a break from politics to focus on his family, Garcia was his choice as standard bearer of Bando Osmeña - Pun- dok Kauswagan (BO-PK). Garcia was elected may- or for two terms in the 1995 and 1998 elections. On his second term, his relations with his mentor turned sour. Osmeña ac- cused Garcia of misman- aging the city while Garcia accused his former ally of trying to to regain control of City Hall. A slew of allegations followed: the irregular purchase of a 29-hectare lot in barangay Guba worth P11.5 million, an idle condominium, the demolition of the Ramos Public Market and an aborted high investment bank debenture scheme. In 1999, Garcia and eight other officials were placed under preventive suspension for six months by the Ombudsman- Visayas. At question was an as- phalt contract with F.E. Zuellig for the city's batch- ing plant. He served 24 days of the suspension before the Supreme Court ruled that six months was too long. Garcia lost to Osmeña in 2001 and 2004. He shunned politics, saying he would run again only if elections are full auotmat- ed so he wouldn't be cheated again. With the May 10 polls a historic first with poll au- tomation, Garcia tries his luck again in the mayoral race under the Nacional- ista Party-Kugi Uswag Sugbu banner. Now is the chance for him, if elected, to revive previous plans for the Wa- terfront Development Pro- ject to transform Cebu City’s downtown and wa- terfront areas into a world- class tourism destination. Cebu City’s first Infor- mation Technology (IT) Summit in 2001 also took off during his watch, part of the goal to position city as the “IT capital” of the coun- try. The South Reclamation Project was started and fin- ished during his tenure. How do you size up your opponent? Who among your op- ponents do you consider your strongest? What are your cam- paign strategies? We offer a better alter- native for the Cebuanos and remind them of the programs that I have made before these were set aside by Mayor Osmeña. Our campaign today is basically handshaking dur- ing the day and in the evening, three or four pu- long-pulongs in the south and another three or four pulong-pulong s in the north. That has been sus- tained for over a month now. We have toured all the barangays in the north and south but not all sitios. How do you topple a well-entrenched political machiner y? There are times that people are tired of that well-entrenched political machinery because they can’t deliver basic services. (But) it will be difficult because they have all the resources and we have seen their dole outs nga gi- panghatag ang ila mg a projects that were never done before suddenly ila gibuhat. It shows there is really fear on the part of the incumbent that people want change. We will show the people that this administration has not done anything good for the people. How will you work with those from outside your party who will be elected to serve with you? I can work with our councilors in the city. I see that most of them are “yes” men. It's not difficult for me to work with anybody especially those who are known to be subservient to the incumbent. What do you plan to accomplish in your first 100 days in office? The most important is to straighten out the mess created by the South Reclamation Project (SRP). I intend to create a panel of experts to study this problem and seek so- lutions. They will deter- mine whether we should sell, or maybe save it. Since they are experts I will follow whatever they will say but the recom- mendation is crucial. What are the top three problems plaguing the city? How do you wish to solve these? The number one prob- lem is the SRP. The number two prob- lem is the city hospital. It is mismanaged. The may- or has not lifted a finger to manage the hospital. It was threatened to be closed. This should be ad- dressed. We should get an expert in running a hospi- tal.
