Biographies

General David M. Rodriguez

General David M. Rodriguez became the third commander of United States Africa Command (USAFRICOM), headquartered in Stuttgart, Germany, on April 5, 2013. U.S. Africa Command is one of six unified geographic

combatant commands within the Department of Defense unified command structure.

A native of West Chester, Pennsylvania, General Rodriguez earned his commission from the United States Military Academy at West Point, New York in 1976.

General Rodriguez has commanded at every level. His previous assignment was Commanding General of the United States Army Forces Command. Additional commands include: the International Security Assistance Force - Joint Command (IJC) in Afghanistan; the 82nd Airborne Division; 2nd Brigade, 82nd Airborne Division; and 2nd Battalion, 502nd Infantry Regiment, 101st Airborne Division (Air Assault). He commanded companies in 75th Ranger Regiment, and 1st Armored Division.

General Rodriguez’s Army and Joint experiences include: Commander, IJC in Afghanistan; Senior Military Assistant to the Secretary of Defense; Commander, Joint Task Force 82 in Afghanistan; Joint Staff Deputy Director, Regional Operations (J3); and Defense Joint Exercise Officer, United Nations Command, United States Forces Korea.

General Rodriguez’s combat experiences include: G-3 Planner, XVIII Airborne Corps, Operation Just Cause, 1989-1990; Operations Officer, 1st Battalion, 505th Parachute Infantry Regiment, 82nd Airborne Division, Desert Shield/Desert Storm, 1990-1991; Assistant Division Commander, 4th Infantry Division (Mechanized), 2003; Commander, Multi-National Division-Northwest, 2005; Commander, Joint Task Force-82 in Afghanistan, 2007-2008; and Deputy Commander, United States Forces Afghanistan and Commander, International Security Assistance Force - Joint Command, 2009-2011.

General Rodriguez holds a Master of Arts in National Security and Strategic Studies from the United States Naval War College and a Masters of Military Art and Science from the United States Army Command and General Staff College.

Lieutenant General Steven A. Hummer

Lieutenant General Steven A. Hummer assumed duties as Deputy to the Commander for Military Operations, United States Africa Command (USAFRICOM) in June 2013.

Prior to his arrival in Stuttgart, Germany, General Hummer served as Commander, United States Marine Corps Forces Reserve and Marine Forces Northern Command. After enlisting in the Marine Corps in 1970 and an honorable discharge as a sergeant in 1973, he was commissioned following graduation from Albright College, Reading, Pennsylvania, in 1977.

As a company grade officer, General Hummer served in the operational forces with 3d Battalion, 3d Marines and 1st Battalion, 9th Marines. His assignments included Rifle Platoon Commander, Battalion Training Officer, Battalion Operations Officer and Company Commander. As a field grade officer, he served in the operating forces with 1st Marine Division, I Marine Expeditionary Force and III Marine Expeditionary Force. His assignments included Officer-In-Charge, 1st Marines Regimental Enhanced Training Section, 1st MARDIV; Operations Officer, 31st Marine Expeditionary Unit (Special Operations Capable), III MEF; Officer-In-Charge, Special Operations Training Group, III MEF; Assistant Future Plans Officer, 1st MARDIV; Commanding Officer, Battalion Landing Team 1/1 under 13th MEU (SOC) and 15th MEU (SOC); and Commanding Officer, 7th Marines, 1st MARDIV, and Director of Operations (J-3) for US Forces – Iraq, during combat operations in Operation Iraqi Freedom.

Supporting establishment duties include Registrar, Marine Corps Institute; Ceremonial Rifle Company Commander, Marine Barracks, Washington, D.C; Department Head, Naval Expeditionary Warfare Training, Expeditionary Warfare Training Group Pacific; Chief of Staff, Joint Special Operations Command, with participation in Operation Iraqi Freedom and Operation Enduring Freedom; Commanding General, Marine Corps Base Hawaii, and Deputy Commander, Marine Forces Pacific; Chief of Staff, US Special Operations Command; Assistant Deputy Commandant for Plans, Policies and Operations, Headquarters Marine Corps; and Deputy Commanding General, Marine Corps Combat Development Command.

General Hummer’s professional military education includes The Basic School, Officers Infantry Course, Amphibious Warfare School, Command and Staff College, and School of Advanced Warfighting within the Marine Corps University; and the Air War College.

Civilian education includes a Bachelor of Science degree in Psycho-Biology from Albright College and a Master’s degree in International Security Studies from the Air War College.
