EXECUTIVE SUMMARY
Fyfe Pty Ltd (Fyfe) has been engaged by the Urban Renewal Authority (Renewal SA) to review the
infrastructure serviceability of the proposed Aldinga Structure Plan area, shown as the ‘Subject Land’ in
Figure 1.1.

occurring. This should be read in conjunction with the relevant sections to ensure that limitations are
understood.

1. INTRODUCTION
Fyfe has been engaged by Renewal SA to review the infrastructure serviceability of the proposed area shown
below as the ‘Subject Land’ in Figure 2.1.
This report is intended to support the Aldinga Structure Plan and will review the following infrastructure for
existing condition, future capacity and identify any augmentation works which may be required:
Wastewater;
Potable Water;
Recycled Water;
Gas;
Telecommunications; and
Electrical.
The stormwater infrastructure will be reviewed and assessed as part of a separate investigation.

2. SUBJECT LAND
The Urban Renewal Authority (trading as Renewal SA) owns the area identified as the Subject Land in Figure
2.1 below. The land forms part of the City of Onkaparinga’s Deferred Urban Zone and extends from the
existing township to Main South Road. More specifically, the land is identified as:
Lot 2 Quinliven Road, Aldinga (Certificate of Title Volume 5969 Folio 161);
Lot 55 Port Road, Aldinga (Certificate of Title Volume 6147 Folio 415); and
Lot 61 How Road, Aldinga (Certificate of Title Volume 6038 Folio 306).
2.1 Assumptions
The following assumptions have been made in the preparation of this report:
For the purpose of this assessment, it has been assumed that the land will be used almost exclusively for
residential housing and will result in a potential yield of 1000 new dwellings. The exceptions to this land
use are a 14 Ha site set aside for a future school and a 100m wide rail corridor that equates to another
14 Ha;
The information is preliminary only, and should not be used for detailed design purposes;
All assessments have been based on the current infrastructure available and its capacities. This is likely
to change over the course of the development and will need to be reviewed once the final layout and
staging is known;
This report has not taken into account other developments; and
The assessment has been based on correspondence with the appropriate authorities, and the
information outlined in this report. Copies of all correspondence with service authorities have been
included in Appendix A.

3. WASTEWATER
3.1 Existing Infrastructure
SA Water has existing gravity and rising mains within the roads adjacent the Subject Land. The details of the
existing infrastructure are as follows:
Port Road/Quinliven Road – 100mm PE rising main and 225mm PVC gravity main (eastern side only);
Aldinga Beach Road – 225mm PVC gravity main;
How Road – 300mm PVC gravity main; and
Bowering Hill Road – 150mm PVC gravity main.
The location of existing infrastructure has been shown on plans included in Appendix B.
3.2 Authority Discussion
In discussions with Ms. Debbie Snoswell, from SA Water, she has stated the following:
The existing wastewater network currently has no capacity to cater for new development in this area;
SA Water has identified several upgrades necessary to improve the network’s capacity and these have
been included in SA Water’s capital works program. The identified upgrades consist of:
― Upgrading a wastewater pump station (WWPS278) on Rowley Road;
― Installation of flow monitoring equipment in a maintenance hole (MH 5298716) in the Desoto
Drive/Eden Terrace intersection; and
― Redirecting the rising main from a wastewater pump station (WWPS373) on Aldinga Place to
discharge into the Rowley Road system.
There will be headworks required to service the area. This is detailed in Section 3.4;
Construction of the sewer (wastewater) infrastructure must be in accordance with SA Water Network
Infrastructure Standards; and
The wastewater concept supplied by SA Water has been provided in Figure 3.1.

3.3 Servicing Requirements
3.3.1 External Works
It is expected that there will be some external works (i.e. extension from the adjacent mains) required to
service the Subject Land. This will be determined once final layout, composition and staging of the
development is known.
3.4 Headworks
The existing network does not currently have capacity to cater for the development and SA Water has
advised that the construction of approximately 620m of DN225 gravity main to connect to the existing main
at the intersection of Old Main South Road/Old Coach Road/Carter Street as shown on Figure 3.1, will be
required.

3.5 Summary
Based on the advice provided by SA Water wastewater services can be provided to the site subject to the
identified capital works and headworks being undertaken.
4. POTABLE WATER
4.1 Existing Infrastructure
SA Water has existing potable water mains in all adjacent roads except Quinliven Road and the northern
portion of How Road. The details of the existing mains are as follows:
Port Road – 200mm Asbestos Cement main;
Main South Road – 80mm Cast Iron main;
Aldinga Beach Road – 500mm Ductile Iron Concrete Lined main;
How Road – 150mm Asbestos Cement main; and
Bowering Hill Road – 150mm Asbestos Cement main.
The location of existing infrastructure has been shown on plans included in Appendix B.
4.2 Authority Discussion
In discussions with Ms. Debbie Snoswell, from SA Water, she has stated the following:
The network has sufficient capacity to service the proposed development subject to augmentation of
existing mains. The required augmentation is detailed in Section 4.4;
There will be a number of internal distribution mains required to provide adequate supply and security.
SA Water has nominated sizes of the internal mains, however, the final design will be dependent on the
final stage layout;
This is a current capacity assessment only (undertaken by SA Water) and will be subject to review when
a development application is lodged; and
The potable water concept supplied by SA Water has been provided in Figure 4.1.

4.3 Servicing Requirements
4.3.1 External Works
It is expected that there will be some external works (i.e. extension from the existing mains) required to
service the Subject Land. This will be determined once final layout, composition and staging of the
development is known.
The location of existing infrastructure has been shown on plans included in Appendix B.
4.3.2 Internal Works
There will be a number of distribution mains required within the Subject Land and SA Water has nominated
sizes for these main. The final sizing and arrangement of these mains will be dependent on the final layout
and staging.

4.4 Headworks
Based on the advice provided by SA Water, the following headworks will be required:

Construction of approximately 320m of DN450 potable water main within Aldinga Road;
Construction of approximately 560m of DN250 potable water main within Quinliven Road; and
Abandon approximately 1000m of DN80 potable water main within Main South Road.
4.5 Summary
Based on the advice provided by SA Water potable water services can be provided to the site subject to the
identified headworks being undertaken.
5. RECYCLED WATER
5.1 Existing Infrastructure
SA Water has two existing recycled water pipelines (375mm) that run North-South adjacent the Subject Land.
The location of existing infrastructure has been shown on plans included in Appendix B.
5.2 Authority Discussion
In discussions with Ms. Debbie Snoswell, from SA Water, she has stated the following:
The recycled water network in this area has available capacity to supply the new school and the
residential development;
It may be necessary for larger development site, such as the school, to have their own on-site storage
and pump station to meet the required irrigation schedule; and
The recycled water concept supplied by SA Water has been provided in Figure 5.1.
5.3 Servicing Requirements
5.3.1 External Works
It is expected that there will be some external works (i.e. extension from the existing pipeline) required to
service the Subject Land. This will be determined once final layout, composition and staging of the
development is known.

5.4 Headworks
The headworks for the site will be as follows:

5.5 Summary
Based on discussion with SA Water, they have not identified any issues with the provision of recycled water
services to the Subject Land.

6. GAS RETICULATION
6.1 Existing Infrastructure
APA Group has existing high pressure gas mains on Quinliven Road and How Road as follows:
Quinliven Road – 100SP main; and
How Road – 110PMT main from Quinliven Road and 110PMT main between Bluepoint Way and Dolphin
Boulevard.
The location of existing infrastructure has been shown on plans included in Appendix B.
6.2 Authority Discussion
In discussions with Mr. David Holden, from APA Group, he has stated the following:
APA can supply gas to this area.
6.3 Servicing Requirements
6.3.1 External Works
It is possible that there will be some external works (i.e. extension from the existing gas mains) required to
service the Subject Land. This will be determined once final layout, composition and staging of the
development is known.
6.4 Headworks
The headworks for the site will be as follows:
No upgrade works are required.
6.5 Summary
Based on discussion with APA, they have not identified any issues with the provision of a gas reticulation
service for the Subject Land.

7. TELECOMMUNICATIONS
7.1 Existing Infrastructure
There is existing telecommunications infrastructure in Quinliven Road, How Road, Aldinga Beach Road and
Old Coach Road.
The location of existing infrastructure has been shown on plans included in Appendix B.
7.2 Authority Discussion
In discussions with Ms. Jodie Lunn, from NBNco, she has stated the following;
NBNco will be able to provide telecommunication services to the site;
The service is likely to use Fibre to the Premise technology; and
There will be a per premise deployment contribution required. This is current $400 for a multi dwelling
unit (MDU) and $600 for a single dwelling unit (SDU).
7.3 Servicing Requirements
7.3.1 External Works
It is possible that there will be some external works (i.e. alteration to existing pits) required to service the
Subject Land. This will be determined once final layout, composition and staging of the development is
known.
7.4 Headworks
The telecommunications headworks for the site will be as follows:
No upgrade works are required.
7.5 Summary
Based on discussion with NBNco, they have not identified any issues with the provision of telecommunication
services for the Subject Land.

8. ELECTRICAL
8.1 Existing Infrastructure
There are existing high voltage (11kV) cables on all roads adjacent the Subject Land except for Main South
Road and Port Road.
In addition, there are two high voltage (66kV) cables that cross the Subject Land itself and include existing
easements (nominally 26 metres) in favour of SA Power Networks. These cables run between Main South
Road and How Road, and Bowering Hill Road and Port Road.
The location of existing infrastructure has been shown on plans included in Appendix B.
8.2 Authority Discussion
In discussion with Mr. Andrew Harding, from SA Power Networks, he has stated the following;
SA Power Networks will be able to provide electrical services to the site;
There will be an augmentation charge for the area. This is currently $235 per kVA if the development
doesn’t exceed the substation capacity within any five year term. Any development that exceeds the
substation capacity will currently incur an augmentation charge of $273 per kVA;
The substation capacity is 2,500 kVA and the demand per dwelling will be 6 kVA; and
Based on the expected development timeframe (10+ years), the augmentation charges will cover any
headworks required.
8.3 Servicing Requirements
8.3.1 External Works
It is expected that there will be some external works (i.e. alteration to stobie pole arrangements) required to
service the Subject Land. This will be determined once final layout, composition and staging of the
development is known.
8.4 Headworks
Based on advice from SA Power Networks, the augmentation charge will cover any headworks that are
required. The augmentation charge will be borne by the eventual developer.

8.5 Summary
Based on discussion with SA Power Networks, they have not identified any issues with the provision of
electrical reticulation services for the Subject Land.
9. PROPOSED SCHOOL SITE
9.1 Technical Requirements
The proposed school is understood to be located on land fronting the southern side of Quinliven Road and
Port Road. This section addresses the utility services that may be required in the road reserve at the proposed
site.
It is understood that school’s consultant has proposed that a wastewater service be provided from the
existing infrastructure in How Road, via an easement running behind the Galilee Catholic School. There is
existing gas, telecommunication and electrical infrastructure along the entire length of Quinliven Road and
Port Road, which can be utilised to service the school. There is an existing potable water main within Port
Road, however, there is no potable water infrastructure within Quinliven Road. Depending on the proposed
layout of the school, the existing potable water main may need to be extended into Quinliven Road.

The existing network currently has no capacity to cater for new development in this area,
however some works have been identified and included in SA Water’s capital works to improve
the capacity.
• The developer is required to install 620m of DN225 main from the intersection of Old Main
South Rd/Old Coach Rd/Carter Rd to the development area as shown on the Figure
below.
• Additional works shown on the plan below have been identified on our capital works
program
• The construction of the sewer infrastructure must be in accordance with SA Water Network
Infrastructure Standards.

Recycled Water:

Thank you for your enquiry regarding the availability of natural gas infrastructure in the Aldinga area.
• Yes there is existing natural gas infrastructure in this area (as per the attached plan) • APA/AGN will be able to supply gas infrastructure to this site (subject to necessary approvals)
• To have this evaluated to determine whether there would be a charge for installation of natural
gas distribution networks, further information would be required. This information should include; when will the project commence, staging plan and timing, confirmation on who will be
providing the trenching, expected growth rate etc. However as an indicative guide to charges, similar developments that have been reticulated with natural gas charges can range
from $0 to $300 per allotment.

Fyfe has been appointed as the lead consultant on the Aldinga Structure Plan for Renewal SA, please see attached a
plan showing the plan area. We will be preparing an assessment of existing infrastructure and what will be required
to facilitate the development of the area.
The expected land use is almost exclusively residential with the exception of the rail corridor and station, a new
school and a small local centre. The expected yield is 1300 dwellings. The new school will occupy 14Ha, have

capacity for 1675 students and include two full size ovals. It is to be located adjacent the Aldinga Sporting Club on
Quinliven Road/Port Road.
Can you please provide feedback on the following:
- Is there any gas infrastructure in the area?
- If so, will APA be able supply the site with a gas service?
- Will there be a charge to supply this service?

Hi Jodie,
Fyfe has been appointed as the lead consultant on the Aldinga Structure Plan for Renewal SA, please see attached a
plan showing the plan area. We will be preparing an assessment of existing infrastructure and what will be required
to facilitate the development of the area.
The expected land use is almost exclusively residential with the exception of the rail corridor and station, a new
school and a small local centre. The expected yield is 1300 dwellings. The new school will occupy 14Ha, have
capacity for 1675 students and include two full size ovals. It is to be located adjacent the Aldinga Sporting Club on
Quinliven Road/Port Road.
Can you please confirm/answer the following:
- NBNco will be able to provide telecommunication services to the site
Yes
- What technology is likely to be provided to the site?
Fibre to the Premises
- A deployment contribution will apply for each new dwelling created ($400 for MDU and $600 for SDU)

- Will there be a deployment contribution for businesses within the proposed local centre?
Per premises contribution applies regardless of residential or business premises (ie business per premises
contribution is the same for business/commercial sites)
- Will there be any backhaul charges to service the site?
Unlikely, however I will confirm with our national planning team via a feasibility study, ca you please
indicate the likely stage 1 entrance point
- Do you have any other information that may be pertinent at this stage?
nbn have an open Access Network with more than 190 phone and internet providers offering residential,
business and enterprise services with speeds up to 1Gbps

These comments are as the system is today thing could change by 2020
The proposed 1300 lots @ 6kVA per lot = 7,800kVA the Substation Capacity Threshold is 2,500kVA.
If the development takes 10 years to complete that is 780kVA per year at today’s augmentation charge that would
$235 per kVA. Any stage that is developed within a five year period will be counted as one eg: 5 stages of 130 lots @
6kva per lot = 3900 kVA, once we go over the 2,500kVA threshold augmentation would be charge at $273 per kVA
after 5 years Stage 1 will drop off this calculation. Being staged over ten years the existing system can cater for this
proposal any upgrades that maybe required are covered by the augmentation charges this would include any
upgrades to the Aldinga Substation.
You also need to be aware that we have 2 x 66kV lines cross this proposal one in Lot 2 and one in Lot 12 these will
have a 26m wide easement on them which can’t be built on.
If you have any other quires let me know.
- Does the existing system have capacity to cater for the proposal?
- If not, how many allotments can be created prior to the capacity being reached?
- What local sub-station will service the area and does it have capacity to cater for the proposal?
- What will be the proposed augmentation charge per kVa?
- Are any external works/lead up works required to facilitate development?
- Do you have any other information that may be pertinent at this stage?
