Preparedness and access to contract opportunities are concepts which lead
to business growth. The goal of DBE Supportive Services for the upcom-
ing training year is to utilize departmental resources and courses within this
document to aid DBEs to prepare themselves for contract opportunities. DBE
Supportive Services has arranged for the courses to be held statewide to
assist DBE firms to attend as their schedules dictate. DBE firms are encour-
aged to attend these courses and provide input on measures for their en-
hancement.
Additionally, should a question arise, DBE owners are encouraged to use
this document as a tool to direct them to appropriate ALDOT personnel for
answers to regarding the DBE Supportive Services program. ALDOT's commit-
ment to provide opportunities for minority and women businesses within the

DEVELOPING MARKETING MATERIALS AND CREATING AN ONLINE PRESENCE
COURSE OVERVIEW: This workshop training will provide hands-on
help in developing startup marketing strategies to include creating a logo
and business cards, statement of qualifications/capability statement and
building an online presence. (A Google account is required to establish
a business listing.) Participants will be asked to bring a laptop in order
to create some of these marketing tools if they don’t have them or to
refine those marketing materials they do have.

will be given a USB flash drive with their marketing content and

TIPS TO EVALUATE A COMMERCIALLY
USEFUL FUNCTION (CUF)
A CUF requires a DBE to perform, manage and supervise its work. The
USDOT DBE regulations require an evaluation as to whether a DBE is
performing a CUF by conducting interviews, observing their equipment
and examining relevant documents in the following areas:
Management
➢ Is the DBE scheduling work operations?
➢ Is the DBE providing its own equipment and ordering
supplies?
➢ Is the DBE knowledgeable about the project?
➢ Is the DBE preparing and submitting certified payrolls?
➢ Is the DBE responsible for hiring and firing employees?
→ A NO response requires follow-up to assess if a DBE is
independent from the Prime Contractor.
Workforce
➢ Are employees working for both the DBE and the Prime?
➢ Are employees listed on both the DBE and Prime’s payroll?
➢ Do the DBE’s know who they work for?
→ A YES response requires follow-up to determine if a DBE is
managing its own workforce.

Equipment
➢ Who owns the equipment?
➢ Observe equipment and assess signage. Is there a sign cover-
ing another owner’s identity?
➢ Who is operating the equipment? Is the operator an employee
of the DBE?
➢ Do the daily inspection reports and project diaries identify the
equipment used by the DBE?
→ If it is unclear that the DBE has control over equipment,
follow-up is required.
Materials
➢ Did the DBE order its own materials?
➢ Are invoices for the materials and supplies addressed to the
DBE?
➢ Who paid for the materials? Is payment made by a joint check
with the Prime’s and DBE’s signature?
→ If it is unclear that a DBE is responsible for ordering and
paying for materials and supplies, follow-up is required.
Performance
➢ Does the DBE have a contract with the Prime Contractor?
➢ Has the DBE performed 30% of the overall contract?
➢ Is a portion of the DBE’s work performed by the Prime
Contractor or any other companies?
→ If it is unclear that the DBE is performing the work specified
in its agreement with the Prime Contractor, a follow-up is
required.
