Documentation will be compulsory for all competitors except those residing more than 250kms from event. 16:00-21:00 Venue:Pretoria North Toyota,597 Gerrit Maritz street Pretoria North. FORMAT AND STATUS

4.1 The event will be known as the ARRO TARMAC RALLY/ Northern District Rally Championship Round 5 and will be run in the Pretoria area . The event will start at 16h00 on Friday 31st October as Day 1 and resume at 06h30 on the 1st November as Day 2 and will be deemed to have finished once the results are final. 4.2 The WOMZA flag will be flown for the duration of the event. 4.3 The event will be a Regional event. 4.4 Race Headquarters and central service park for Day 1 Kyalami Race Track, Day 2 Gertoc testing facility.

5. DESCRIPTION

5.1 Competitors who have not completed documentation and scrutinizing will not be

permitted to start. Competitors will be required to complete the documentation and scrutinizing formalities as detailed in WOMZA 2014 regulations.

6.2 Car Racing Sections

6.2.1 Rally special stages will be approximately 140kms, comprising of 10 tar stages with a central service point on both days .Total open sections between stages will be approximately 110kms. 6.2.2 4 Stage event distance will be approximately 53kms special stages and 80kms open Sections between stages. 6.2.3 PLEASE NOTE THAT ALL COMPETING VEHICLES THAT ARE NOT IN A ROADWORTHY STATE MUST BE TRAILERED BETWEEN STAGES.

6.3 NO PRE RALLY PRACTICE WILL BE ALLOWED WITHOUT PERMISSION OF THE COC.4 Stage competitors will be afforded 1 Recce run on each stage.

6.4 Competitors briefing will be on Friday 31st October at 16:30 and again at 06:30 Saturday 1st November.

6.5 The Clerk of the Course reserves the right to: 6.5.1 Alter the departure times and route if forced to do so through weather conditions, or for any other reason;

6.5.2 Alter the scoring methods, if it is found to be necessary to do so; 6.5.3 Alter the times stated in the clauses of these Supplementary Regulations

6.6 The promoters/organisers reserves the right (subject to the approval of WOMZA to postpone or cancel the event for reasons of “force majeure” Refer to Rulebook

7.2 Judges of Fact The names and responsibilities of the appointed Judges of Fact will be displayed on the Official Notice Board prior to the start of the event. ROVING JUDGES OF FACT WILL BE APPOINTED TO OBSERVE COMPLIANCE WITH WOMZA. COMPETITORS ARE REMINDED THAT IT IS COMPULSARY FOR THEM TO STOP AND ASCERTAIN WHETHER IT IS SAFE TO CROSS IRRESPECTIVE OF WHETHER AN OFFICIAL (TRAFFIC OFFICER OR OTHERWISE) INDICATES THAT THEY SHOULD PROCEED. 7.3 MEDICS

Two full medical teams will be present for the duration of the event. The following will be present: 1.2x Full life support ambulance. 2.Advanced life support paramedics. 3. Roaming Rescue vehicle’.

8. ELIGIBILITY AND PRE-START REQUIREMENTS

8.1 Competitors 1. All competitors must comply with WOMZA regulations. 8.2 Advertising

Competitor’s attention is drawn to WOMZA Regulations.

9. CREW AND CHANGE OF CREW OR VEHICLE 9.1 Refer to Womza Rulebook

9.2 A change of vehicle, may be permitted by the COC of the meeting, in terms of Womza Rulebook. Any application for such change must be made, in

writing, and will only be permitted prior to the crew having completed documentation, refer to Rulebook.

10. GROUPS DESCRIPTION OF CAR GROUPS RALLY COMPETITORS

GROUP OR: Unrestricted two and four wheel drive purpose-built off-road vehicles. Sub groups may follow in this group. GROUP A: All four wheel drive, turbo/super charged and space frame vehicles or highly modified vehicles ie:engine make different from body make will be also be classified in this group. GROUP B:Two wheel drive vehicles unrestricted with a capacity between 2000cc 16 valve and upwards. GROUP C:Two wheel drive vehicles unrestricted with a capacity between 1600cc 16 valve and 2149cc 8 valve. GROUP D:Two wheel drive vehicles unrestricted with a capacity between 1500cc 16 valve and 1660cc 8 valve. GROUP E:Two wheel drive vehicles unrestricted with a capacity up to 1500cc 8 valve. GROUP N:Two wheel drive non turbo vehicles RESTRICTED. Shock absorbers-local shocks only ie:Gabriel/Armstrong etc,no competition shocks. Tyres-ONLY used rally tyres will be permitted. Brakes-Maximum of 2 pod brake calipers in front,rear disc brake conversions permissible for safety purposes. Differential-NO limited slip diff allowed unless standard ie:Nissan Skyline GTX,however diff may be welded and locked. Fuel-Only pump 93/95 octane may be used,NO racing fuel permitted. Mounting points-ALL suspension mounting points to remain standard as from factory. In GROUP B,C,D and E the engine and chassis must be of the same manufacturer. Classification of any vehicle falling outside of the above classification will be classified automatically into GROUP A. Any bakkie (LDV) with a unitary floor pan and standard silhouette will be allowed to enter. The determining class factor will be engine size. S2000 may enter but will be classified in Group A. Any brand of rally tyre will be permitted and only rally slick/homologated tyres or local road tyre shall be permitted for tar stages. 4 STAGE COMPETITORS GROUP T1 All four wheel drive turbo/super charged and space frame vehicles or highly modified vehicles ie:engine make different from body make will be also be classified in this group. GROUP T2 All two wheel drive turbo/super charged and space frame vehicles or highly modified vehicles ie:engine make different from body make will be also be classified in this group. GROUP T3 All two wheel drive normally aspirated vehicles unrestricted with an engine capacity between 1600 20 valve and onwards. GROUP T4 All two wheel drive normally aspirated vehicles unrestricted with an engine capacity up to 1600cc 16 valve.

11. START ORDER 11.1 Starting order for DAY 1 will be determined by the entry list and at the discretion of the Organisers, the starting order will be placed on the notification board at documentation. 11.2 Starting order for DAY 2 will be determined by the Competitors combined elapsed time

of DAY 1 which will determine the Competitors Start position for the rest of the rally.

11.3 Should a competitor not compete on DAY 1 he/she will automatically start at the back of the field with no exceptions on DAY 2. 11.4 Should a competitor not complete a/or stages on DAY 1 they will be given the slowest Stage time in their group plus 5 minutes for every stage not completed and may continue on DAY 2 with the awarded penalties. 11.5 Final starting order will be posted on the notification board 30 minutes prior to 1st car starting stage 1. 11.6 A guided REECE run will be held for each stage only for 4 Stage competitors. 11.7 Scruiteneering times-competitors scriuteneering time will be one hour before their start

Time and please note that this will be a time control area.Lateness penalty will be applicable.

12. ENTRIES 12.1 GENERAL Entries open immediately and close at 13H00 on Wednesday,22nd October , by which time properly completed entry forms accompanied by prescribed fee must be in the possession of the organisers. The organisers reserve the right to limit the number of entries to a maximum of seventy five (75) . 35 TARMAC RALLY SPACES AND 45 ARRO/SOCSA 4 STAGE SPACES ONLY. Should a competitor be uncertain of whether he will be able to compete, he should nevertheless submit an entry. Should he then be unable to compete he should inform the organizers, in writing, by no later than 10h00, 25th October. If the organizers are in receipt of such a withdrawal of entry they will refund the entry fee less a R100-00 handling fee to the entrant. PACE NOTES There will be NO additional charge for the pace notes.

Pace notes will be supplied to all paid entries on the morning of the event at documentation.

12.2 ENRTY FEES

Cars:

Rally- R850 per team including pace notes. 4 Stage-R850 per competitor incl 1 Event license. Late entry will be R1500 The entry fee does not include a meal ticket.

12.3 FAXED / EMAIL ENTRIES Faxed or e-mailed entries will be accepted in accordance with Rulebook. PLEASE CONFIRM YOUR FAXED ENTRY WITHIN 3 HOURS Competitors wishing to enter by fax or email may deposit their entry fee directly into the PROMOTERS bank account as detailed below and are to fax a copy of the deposit slip together with their entry form to the number given below. PLEASE ENTER YOUR COMPETITION NUMBER AND NAME UNDER THE REFERENCE ON THE DEPOSIT SLIP TO ENSURE THAT IT GETS CREDITED TO THE CORRECT ENTRY. Competitors entering by fax or e-mail are requested to bring their original entry forms and deposit slips to documentation. 12.4 LATE ENTRIES LATE ENTRIES WILL BE ACCEPTED AT ADDITIONAL COST OF R650 PER ENTRY.

13. RACE HEADQUATERS AND OFFICIAL NOTICE BOARD 13.1 RACE HEADQUATERS

Race Headquarters and Start for Day 1 will be situated at Kyalami Race Track. Start for Day 2 will be situated at Pretoria North Toyota. Race Headquarters for Day 2 will be situated at Gerotec Testing Facility.

13.2 OFFICIAL NOTICE BOARD The Official Notice Board will be situated at headquarters. All results and official notices will be posted on this board and competitors are requested to check the official notice board periodically. 14. DOCUMENTATION

14.1 All competitors including navigators will be required to complete documentation. 14.2 PRE DOCUMNETATION WILL BE COMPULSORY FOR ALL COMPETITORS WEDNESDAY THE 29TH OCTOBER AT PRETORIA NORTH TOYOTA,597 GERRIT MARITZ STREET PRETORIA NORTH FROM 16:00-21:00.

15. PIT AREA

15.1 The Sponsors, Promoters and /or Organisers cannot be held liable for any loss or damage to vehicles left in this area.    

16. REFUELING AND DESIGNATED SERVICE POINT 16.1 Designated Service Point The designated Service Point will only be at the central service park. 16.2 Competitors attention is drawn to safety regarding refuelling regulations and to Rulebook regarding fuel. Servicing and refuelling will only be allowed in the demarcated pit area. There will be no additional refuel points. Adequate fire extinguishers must be available in this area and environmental mats are compulsory for each competitor. 16.3 Any competitor deemed to be speeding in the Service area area WILL be excluded f from participating further in any further stages that may remain.

Once the competitor has left the service area, he or she may then continue to the start control marshal where he or she will then receive starting orders.No competitor will be

allowed to race or test cars in the service area during any stage of the event. Failure to comply will result in an immediate exclusion. NO ALCOHOL OR BRAAI (OPEN FIRES) OR UNSUPERVIED CHILDREN WILL BE PERMITTED IN THE PIT AREA. 17. FINISH AND ROUTE CHECK CONTROL CARDS 17.1 The finish of the event will take the form of a timed control point.

The competitor's elapsed time of all 10 stages together with any penalties, will be used to determine the competitor's total time for the event. The competitors in each GROUP with the least total time will be declared the winners of the event.

17.2 All competitors will be issued with a TIME CARD at documentation. Loss of this card may result in the competitor concerned be classified as a non-finisher of the event.

NOTE :TIME CARDS AND INCIDENT REPORTS MUST BE HANDED IN WITHIN 30 MINUTES OF COMPLETING THE RACECING SECTION OR AFTER WITHDRAWL FROM THE RACE.

18. PARC FERMÉ 18.1 The organisers may, at their discretion, carry out post-event scrutinizing. Refer to Womza Rulebook.

19. TIME BAR

19.1 The Time Bar for the ARRO Northern District Rally Championship on both days will be a maximum of 30 minutes for the rally. The Clerk of the Course may extend these time bars at his discretion. .

19.2 Should a competitor arrive at the Designated Service Point after the time bar specified (or extended by the Clerk of the Course) he will be time barred from The event. He will be required to hand in his route check control card, will be excluded from the results and will be instructed to return to Race Headquarters by the most direct route. The Organisers will not be responsible for sweeping and/or medical recovery of any competitor who disregards a marshal's instructions in this regard. 20. SWEEPS AND RECOVERY 20.1 A radio sweep will be conducted. The Organisers will not be responsible for recovering stranded crews, vehicles or spares, but will endeavour to provide service crews with as much information as possible regarding stranded crews. 21. COMPETITOR CONDUCT 21.1 Accidents/Incidents Refer to RB 21.2 Incident Report Forms Refer to RB

The onus rests on the competitor to ensure that he/she submits their own incident report form.

21.3 Retirements Refer to RB 21.4 NO ALCOHOL,COOLER BOXES OR ANY FORM OF BRAAI WILL BE ALLOWED AT GEROTEC TESTING FACILITY OR BOEKENHOUTSKLOOF TRAFFIC SCHOOL IF ANY COMPETITOR’s SERVICE CREW,FAMILY FRIENDS IS FOUND TO BE TRANGRESSING THIS CONDITION THEY WILL BE EXCLUDED IMMEDIATELY FROM THE EVENT AND BE ESCOURTED OFF THE PREMISES. ALL COMPETITORS REMAIN LIABLE FOR ANY ACTIONS TAKEN BY THEIR CREWS,FAMILIES AND FRIENDS. 21.5 Competitors are requested to be considerate to landowners when retrieving stranded racing vehicles from the route and to ensure that the damage to cultivated and grazing land is avoided. Failure to comply with this will resume in disciplinary action being taken against the competitor concerned. 22. Medical Assistance The following medical assistance will be available to competitors during the course of the event:

22.1 A medical rescue teams will be based at Race Headquarter and will be in radio contact with Race Control and the marshals along the route. 22.2 In the event of anyone being injured, competitors must stop and render whatever assistance may be necessary. The next marshal must be informed as soon as possible in order to summon medical assistance

23. PENALTIES 23.1 JUMP START

A jump will be when a competitor leaves the time control area before his due time

as indicated by the start marshal or the timing equipment. This will result in an automatic penalty of 2 minutes and will be at the sole discretion of the start marshal. This penalty is not protest able unless video footage of the incident can be produced by the accused.

23.2 SHORT CUTTING Short cutting will be when a competitor deviates off the indicated rally route and does not pass through the arrow gate as marked. If a competitor is found guilty of such a transgression he/she will be immediately excluded from the event in which the transgression occurred and furthermore will receive a BAN for un-sportsman like behaviour for any remaining events that may still occur from WOMZA.

23.3 ARROWS If a driver is found guilty of deliberately knocking down arrows in order to cut corners he/she will receive a 2 minute penalty for the 1st incident and if found guilty twice in any one event he/she will be excluded immediately from that event for un-sportsman like behaviour.

23.4 EARLYNESS This is when a competitor clocks in early and not on their due time at a time controlled area. For every 1 minute clocked in early he/she will receive a 1 minute penalty.

23.5 LATENESS This is when a competitor clocks in late and not on their due time at a time controlled area. For every 1 minute clocked in late he/she will receive a 10 second penalty.

23.6 SCRUITENEERING This is when a competitor clocks in late and not on their due time at a time controlled area. For every 1 minute clocked in late he/she will receive a 10 second penalty.

24. RESULTS

24.1 Provisional results for Day 1 will be posted as soon as possible after time bar on Day 1 has lapsed by no later than 22:00 at Race Headquarters Final Rally results will be posted after provisional results are made final and by no later than 19:00 on Day 2. 24.2 Should there be an unreasonable delay in announcing the results the Clerk of the Course may postpone such announcement refer to Rulebook

25. PRIZE GIVING

25.1 Prize Giving will commence once the results are final on Saturday 1ST November. The venue for the prize giving will be at Bundu Inn. Meal tickets will be available and need to be confirmed and paid for together with entry fee,R45 PER PERSON. .

26. AWARDS

Rally-Trophies will be awarded to 1st, 2nd and 3rd in each group for driver and navigator. 4 Stage-Trophies will be awarded only for 1st in each group, Certificates for 2nd and 3rd.

27. RIGHTS OF THE CLERK OF THE COURSE/PROMOTORS AND ORGANISERS 27.1.1 The Clerk of the Course reserves the right (subject to the approval of the Stewards of the Meeting) to: 27.1.2 Alter the departure time and route if forced to do so through weather conditions, or for any other reasons; 27.1.3 Alter the starting and scoring methods, if it is found necessary to do so.

27.2 The Promoters/ Organisers reserve the right (subject to the approval of WOMZA) to: 1. Postpone, abandon or cancel the event for reasons of “Force Majeure In the

2. of postponement for more than 24 hours, entrants will be entitled to a refund of their entry fee,

3. Postpone, abandon or cancel the event if fewer than thirty (30) paid entries are received by the date and time of entries closing

4. Refuse any entry. 28. ENVIRONMENTAL CODE 28.1 Competitors attention is drawn to the environment to please make use of ground Sheets. 28.2 The use of Environmental mats during servicing is compulsory. IN THE CASE OF CONFIRMED SPILLAGE, A FINE OF R1000 WILL BE LEVIED AND THE RELEVANT CREWS WILL HAVE TO CLEAN UP THE SPILLAGE TO THE LANDOWNERS SATISFACTION AND PAY THE COSTS THEREOF. 29. Crossing of Public/District Roads As the organizer we have fully acquainted ourselves with WOMZA handbook with regards to crossing of public/district roads. We the organizers are also aware and have acquainted ourselves with the provisions of Section 317 of the Road Traffic Act and confirm that the event officials have been made Aware of the above section. By allowing the event to proceed we accept that all Requirements are complied with and where applicable all relevant permissions are in place.

30. GENERAL We thank all the sponsors for their contributions and willingness in making this event
