President’s Message

Boots on the Ground Our club had seven members at-

tend the CFRW Northern Division Leadership Work-shop held at the Marriott Hotel in Rancho Cordova on January 21, 2012. The members who attended were Mary Croxen, Char Booth, Dottie Linden, Janet Gard-ner, Fran Kruger, Suzanne Jones and myself. It was an informative day with workshops and presentations. The guest speaker for the workshop was Catharine Baker who spoke on Voter Integrity. I am happy to announce our new Director of Commu-nications is Maxine Rodowicz. In February, Maxine decorated our meeting room at North Ridge Country Club with her Valentine decorations and is planning on decorating with the St. Patrick Day’s theme for our March meeting. We are all happy to have Maxine on our board. The CFRW 37th Advocacy Workshop will be held at the downtown Sacramento Hyatt Regency on April 16-17, 2012, put this date on your calendar to attend the event. The Board of Directors Meeting will be on Monday and the Advocacy Workshop will be on Tues-day. Suzanne Jones will need volunteers to recruit as well as attend to the students that we sponsor. On May 2, 2012, we will have our biennial “Whistle Stop” where Republican candidates for Federal, State and County positions will be invited to present their platforms and answer questions. This is a wonderful opportunity to hear some of our outstanding candidates and pick up campaign literature to review. Making sure our candidates are informed and comfortable, Sandy Stultz will need volunteers to assist with this function. A great way to recruit Republican Women is invite them to our SRWF Membership Tea in June. You can invite women in business, Republican moms, legisla-tive staff women, college women and working woman. We will be making plans for this important event in the near future. We have a busy year ahead of us, once the Primary election determines our Republican candidate for Presi-dent; we will need all your support and valuable efforts to create an ARMY of women to make sure all Repub-licans get out to-vote. We will, with your efforts, take this country back.

Legislative Updates Allison Olson, CFRW Legislative Advocate June Ballot As reported in previous Capitol Updates, last year the Democrats in our

state legislature decided to eliminate propositions from the primary ballot. They know that conservative propositions are more likely to pass and liberal ones more likely to fail on a primary ballot because Republicans come out in more numbers to vote in primaries than Democrat voters do. So this June the primary ballot only has two propositions, two that qualified for the ballot before this new law took effect. These two ballot propositions are the last two to appear on a primary ballot. The CFRW has not taken a position on these two measures yet, but the CFRW Voting Body will very soon. The two propositions on the June primary ballot are Prop 28, limiting legislator’s term limits from 14 years to 12 years (with other provisions), and Prop 29, a ciga-rette tax for cancer research. The CFRW will analyze the propositions and our analysis will be available very soon. Stay tuned!

Governor Brown’s Budget Battle It is no secret that Governor Brown released his 2012 budget with the hopes that voters will approve his multibil-lion dollar tax plan. Governor Brown has gone as far as to threaten that schools would face the equivalent of cut-ting three weeks of instruction if voters fail to pass his tax hike. But as the Legislative Analyst Office discovered last week, that may be an empty threat. Because California passed Prop 98 in 1988, the state is required by law to spend a minimum of 39% of the budget on K-12 education. The state has already cut as much as it can, constitu-tionally, from education. So for Governor Brown to suspend Prop 98, it would take a two-thirds vote by the legis-lature as well as some legally risky policy maneuvers. Governor Brown will not be able to hide behind his fear tactics for long. Remain educated and informed!

Democrats Sue for Back Pay Last Tuesday the Legislative Democrat leaders filed a lawsuit against John Chiang, State Controller, for the pay they lost last year because they did not pass a budget on time. As you may recall, the voters passed Prop 25 in 2010, which requires the legislature to pass a budget by their constitutional June 15th deadline or risk losing their pay each day the budget is not passed. Last year the legislature passed a “budget” by June 15th, which Controller Chiang deemed unbalanced and he then withheld their pay. Democrat leaders Senate Pro Tem Steinberg and As-sembly Leader Perez claim that Controller Chiang overstepped his role in taking away legislator’s pay while Chiang says he was enacting the will of the voters since the budget submitted was clearly not balanced. The legis-lators lost about $4,800 because they did not pass a budget on time. To give you perspective, California legisla-tor’s base pay is $95,000 a year. This does not include approximately $30,000 in per diem payments. It is ridicu-lous that the Democrat legislative leaders have the arrogance to sue a bankrupt state for that amount of money. This clearly shows just how out of touch the Democrats in the legislature really are with the common California voter. This is the type of news we need to share with everyone we know! AMERICANISM

A jarring political campaign is going on for the Republican nomination for President, and charges of corruption are being thrown about by the candidates. The media are taking sides and special interests are pouring money into the campaign. It sounds like

I’m talking about Romney and Gingrich, but actually I’m talking about the election of 1912, 100 years ago when an all-out fight between the sitting president, William Howard Taft, and Teddy Roosevelt was waged over the Republican nomination. Taft had been hand-picked by former president Teddy Roosevelt to be his successor; however, Teddy Roosevelt wasn’t happy with some of the decisions that Taft had made as president so he wanted the job back. Taft had never really wanted to be president in the first place, preferring instead to be a Justice of the Supreme Court, which he became eventually. When Teddy Roosevelt was denied the Republican nomination, he and his followers founded the Bull Moose Party. They got the name for the party from the 50-year old Roosevelt who said he was as fit as a Bull Moose in contrast to Taft who weighed 350 pounds. Before this election, political parties were not as important as they are today. The parties involved in this elec-tion besides the Republican and Bull Moose, were the Socialist Party and the Democratic Party. The Democratic Party nominated Woodrow Wilson as their candidate. Wilson thought he was personally chosen by God to do great things, rather like our present president, Obama. Little was known about Wilson and the people projected their hopes and dreams onto him. The Bull Moose Party spilt the Republican vote and Taft suffered the worst ever defeat of an incumbent president in the election as Woodrow Wilson was elected president. Good luck! • After completing one hat try it on and make adjustments as needed. The yarn and tension we use may differ. I have found with different yarn I have to change my needle size. Feel free to knit with circular nee-dles, I do. If you use circular needles you will need four 6 inch double pointed needles to do the decrease at the end. • Cast 72 stitches on to needles Knit 1 pearl 1 for six rows Row 7 begin alternating knitting and pearling rows. After 7.5 total inches knit 2 together one row. Pearl row Knit 2 together one row Pearl row Knit 2 to-gether one row Pearl row Knit 2 together one row You should have 9 stitches left. Cut yarn about 16 inches Pull yarn through the 9 stitches left then either sew or crochet hat together. Hats must be made in green or tan camouflage, black, dark or medium gray yarn, tan or brown. The black can have a fleck of gray in it and the gray can have flecks of a darker or lighter gray or black in it. Brown or tan may also have flecks of a lighter or darker shade. Wool is best as it does not react to heat.

Highlights of the Briefing Report: Weighted Pupil Funding A New Finance Model for California’s Schools

and a New First Step

What is Needed California’s K-12 education system is badly broken, and the research consensus is that pouring more money into this broken system will not improve student achievement. The Governor’s bold proposal is, therefore, welcome and perhaps a necessary change. However, it is not sufficient. California’s K-12 system suffers under too many other crippling burdens. The Governor proposes to remove a tremendously heavy burden from the back of edu-cators, but it is not enough. A new approach, starting with a WPF formula, should also: • Ensure per pupil funding follows the pupil to his or her school site. The Governor’s proposal sends the dollars to the school district, leaving no guarantee that the money will be used to support the pupil who generated the funds. • Remove districts’ ability to designate or maintain a pupil as an ELL solely to secure additional funding. • Provide charter schools the same base and weighted funding as all other public schools. Charters currently receive almost $400 less per pupil, but still serve large ELL and low-income populations. • Grant the school site principal the power to make staffing and site-level budget decisions independent of most district rules and overly restrictive collective bargaining mandates. • Offer and oblige, in addition to local control, local accountability in the form of parental choice and open en-rollment. • Reward successful schools with greater autonomy and funding so they can build on their success and serve more students with more options. Accept zero tolerance for failing schools. The state is ultimately responsible for educating kids. If a school or dis-trict does not effectively educate kids, the school or district should ultimately be dissolved and replaced with one that succeeds. With these protections in place, the Governor’s WPF proposal holds promise. However, without significant changes to the governance and cultural status quo, it is unlikely that altering the state’s school finance system will be sufficient to raise student achievement to the level necessary for California to flourish. CFRW YOUTH ADVOCACY PROGRAM April 16 - 17, 2012 Sacramento, CA

The purpose of the Youth Advocacy Program is to educate our youth to be good citizens and future leaders. It is a program that encourages our

young people to know how their government works and to feel that they can have an impact. During the Sacramento Youth Advocacy trip the high school students will have an opportunity to tour the Capitol in Sacramento, meet legislators, attend a legislative committee meeting, participate in a fun and interac-tive Monday night dinner, (connecting with other like-minded youth), as well as attending an all day program on Tuesday with special speakers and events put on by the CFRW Advocacy Chair. The Youth Advocacy Program is a great opportunity for the students to see our California government in action. CFRW 2012 WINTER CONFERENCE REPORT Terri Lyn Alexander, President

Karen Klinger and I attended the CFRW Winter Conference in Manhat-tan Beach. We enjoyed the workshops, the vendors with their many items for sale and the speakers that attended the event.

The guest speaker for the Saturday luncheon was Lynn Leach, former Assembly woman giving her “Lynne Leach Presents” presentation. The Club Presidents had a President’s Roundtable Discussion pre-sented by Carla Sawyer, Billie Ruth Harrel and Daryl Reynolds. It was a very informative workshop giving us ideas on what we can do for new members, voter registration information and we went over our duties of being new Presidents. We also had Republican National Committeewoman, Linda Ackerman and Republi-can National Committeeman, Shawn Steel speak to the members, they are candidates running for office. On Saturday evening at our banquet, our featured speaker was Damon Dunn, who is a visiting Fellow Hoover Institution at Stanford. He spoke about positive policy formation in economic, political, and social changes in societies, at home and abroad. On Sunday we were honored by having our NFRW President, Rae Chornenky speak to all the members, along with two candidates running for US Senate, Rabbi Nachum Shifren and Elisabeth Emken. The total clubs represented at the Winter Conference on Saturday were 76 with 155 members and on Sunday, 78 clubs with 170 members.

Read more on the NFRW Internet site The American Energy Infrastructure Jobs Act is the latest measure in the House GOP American Energy Initia-tive, an ongoing effort to support job creation and lower energy prices for families and businesses by allowing increased production of American-made energy. This measure would help create millions of new American jobs by eliminating some of the unnecessary government barriers that prevent our country from utilizing its vast energy resources, and also provide a new revenue stream for infrastructure repair and improvement. Specifi-cally, the American Energy Infrastructure Jobs Act includes: • The Energy Security and Transportation Jobs Act, introduced by Rep. Steve Stivers (R-OH), which would lift President Obama's drilling ban on new offshore areas by requiring the administration to lease offshore ar-eas estimated to contain the most oil and natural gas resources. • The Protecting Investment in Oil Shale the Next Generation of Environmental, Energy, and Resource Secu-rity Act ("PIONEERS" Act), introduced by Rep. Doug Lamborn (R-CA), which would set clear rules for the de-velopment of U.S. oil shale resources and promote shale technology research and development. • The Alaskan Energy for American Jobs Act, introduced by Chairman Doc Hastings (R-WA) and Rep. SUNSHINE

The months of December, January, and February brought sore throats, colds, and pneumonia to many of our SRWF membership. Members who were ill, most of them for three weeks were: Jo Ann Raney, Marylou Colombo, Mary Smothers, Claudia Dickerson, Ruth Crone, Betty Burns, Luana Hamilton, Nancy Buckner, Donna Keep, Marlene Coy, and Barbara McCarthy, who was in the hospi-tal for three days with pneumonia. I have talked with them by phone and they are recovering well. Naomi Johnson is suffering with complications from diabetes. Kay Burton's daughter, Linda, was in the hos-pital to have a pacemaker inserted, and has been doing well, until Linda slipped in the bathtub, and broke one wrist, and fractured the other wrist. Kay has been busy traveling back and forth to Lincoln with food and care for Linda and family. February brought blooming trees, mild weather and wellness to many of our members. Mary Croxen’s husband will be having cataract surgery on March 19. It would be greatly appreciated if you will send news to me. Send the sunshine happy things that are happening as well as illnesses.
