2.0 Revisions and Updates

The FSP requires changes in two areas; the first updates in the PSP occur in theintroduction by revising:• Section I.I.I- History of Operations• Figure 1-1• Section 1.2.5—Nature and Extent of Contamination

The second area of change occurs in the on-site investigation section with revisionsincluding:• Section 4.0 - On-Site Investigation• Section 4.1 - Subsurface Soil Investigations• Section 4.3 - On-Site Field Methods• Table 4-1• Table 4-2

2.1 History of OperationsSection 1.1.1 - A paragraph is added to identify the location of the UST. An updatedFigure 1-1 is included that illustrates the location of the UST. Section 1.2.5 - Aparagraph is added to describe potential contamination associated with the UST.Contamination will not be known until removal and investigation is carried out.

2.2 On-site InvestigationSection 4.0 - A paragraph is added that includes me UST removal and soil investigationas part of the on-site program.Section 4.1 - A bullet line item is added that identifies the specific objectives of the USTsubsurface soil investigation.Section 4.3 - A new section (4.3.7) is added that briefly describes the UST on-site fieldmethods to be used. Table 4-1 is updated to add the UST investigation to the overviewtable. Table 4-2 is updated to reflect UST chemical sample analysis.

2.3 Analytical MethodsSection 7.0 - A new section is added regarding TRPH; Section 7.2.8. - An insert is addedat the end of Table 7-1. Standard Operating Procedures for TPH and TEPH are added atthe end of the Section.

2.4 InsertsInserts for the above mentioned changes can be found on subsequent pages.

To be added as the last paragraph in Section 1.1.1...

In addition, the location of an underground storage tank (UST), estimated to be 300-500gallons, is shown in Figure 1-1.

1.0 Introduction

This Addendum was developed by Morrison Knudsen Corporation (MK) to support thesecondary area clay cap and sitework at the Popile Superfund Site, El Dorado, Arkansas. It is inresponse to Modification 001811, Contract Number DACA56-94-D-0021 of theU.S. Army Corps of Engineers, Tulsa District (USACE) Total Environmental RestorationContract (TERC). The document's objective is to update, revise and supplementcurrently existing work plans in order that those plans reflect the modified scope of work.

1.1 ScopeThis addendum addresses the following plan:

• Field Sampling Plan (FSP)

The FSP was submitted June, 1998 and subsequently accepted as the Final FSP by theUSACE with comments. The revisions and updates presented in this addendum attend tothe additional work identified in modification 001811. No deletion of procedures hastaken place unless noted.

The revisions and updates are presented in two parts. Initially, the sections, pagenumbers, and subject matter are identified and the update is stated (Section 2). Secondly, insert pages are provided identifying the section and page number location for insertion.

Insert for Section 1.2.5 -following page 1-6

To be added as the last bullet line item in Section 1.2.5...

• Regarding the UST, no determination of the extent of COCs can be made until thesite is excavated, the condition of the UST is inspected and soil samples from theinvert are analyzed.

Insert for Section 4.0 —following page 4-1

The first sentence in the first paragraph of Section 4.0 should read as follows...

The on-site program consists of borehole drilling, monitoring well installation, existingwell abandonment, pump well installation, aquifer testing and UST closure.

Insert for Section 4.1 —following page 4-2

Following the final bullet in Section 4.1, add the bullet line item...

• Determine if the contents of the UST has leaked and contaminated the tank'ssubsurface soils.

Insert two new Sections to read as follows...

4.3.7 UST RemovalThe UST will be removed in accordance with ADEQ guidelines. Prior to removal of thetank, a sample of the tank contents will be collected to determine me nature of thephase(s) and the product type. Subsequent soil samples will be collected from beneathme tank and analyzed for possible release of tank contents.

4.3.8 UST Sample CollectionOne sample of the tank contents will be collected using a disposable bailer, dipper, orother suitable device. Samples will be analyzed as outlined in Table 4-2.

After removal of the tank, three samples will be collected from beneath the tank (one inthe middle and one on each end) using stainless steel equipment. Samples will beanalyzed as outlined in Table 4-2.
