19

Sheet C.305 (package 2) and C.501 (package 1) have a detail for

Tee-Base Fiberglass Manholes that has a callout for “ASTM

03743” that should read “ASTM D3262”, can this be corrected?

2

No change made to plans at this time. Reference to ASTM

D3262 is correct. Disregard reference to ASTM 03743 as

shown.

20The surge pressure is listed as 150 psi. Is this an appropriate

value for the anticipated surge pressure?3 Minimum design pressure for all force main piping is 150 psi.

21

We have noticed several instances on the package 3 force main

where air release valves are not at a high point in the pipeline.

Should the ARV’s be moved to ensure effectiveness?

3No change made at this time. Base bid on design as

proposed.

26Please confirm if CPUSA will be including the two (2) alarm

beacons in their scope. If not, a detail is preferred.2 Yes this is in CPUSA's scope.

27

Please confirm if CPUSA will be including the

remote/start/stop/lock-out for the LS pumps in their scope. If

not, a detail is preferred.

2 Yes this is in CPUSA's scope.

34Request for approval for Kinger Gate Valves and Kinger Check

Valves.2 Not approved.

35Wastewater Valves Section 15139 This section appears twice in

the spec book with differences.2

Disregard duplicate Section 15139 (IFB Project Manual p.752-

758). Refer to Addendum body for additional detail.

37Respectfully request AWWA C200 spiral welded steel pipe be

added as an option to bid on all diameters. 2 Not approved.

38We respectfully request Tnemec Perma-Glaze Series 435 100%

solids epoxy be acceptable as a lining material for steel pipe. 2 Not approved.

39

We respectfully request that Golden Harvest be named as an

approved equal for the stop logs in specification section 11290

for the WMARSS Transfer Lift Station P2 – Lift Station project.

2 Not approved.

40

What is the installation method of 5,650 lf of 66-inch sewer line

and 2,400 lf of 36-inch and 42-inch siphons being installed in the

project?

1 Refer to plans for detail.

41

Section 15139 is included in the bidding documents twice. These

valve sections are not the same, please advise which pages are

the correct ones for this project.

2 Refer to response to question 35.

43Drawings D-102, D-304, and D-506 currently show stop logs, but

each drawing does not state how tall each log should be. Please

clarify the height and number of logs required for the 48” pipe.

2 Refer to Section 11290 in the Package 2 Project Manual.

44Also, can the bottom of the frames be “squared off” instead of the

curved design shown on D-506?2 No.

45Do the logs only extend upward enough to cover 48” diameter

pipe?2 Yes.

46

Section 11289. Paragraph 2.2.A call for wall thimbles “per gate

schedule…”. However, there is no gate schedule. Drawing M.102

seems to indicate that gates are either embedded or surface

mounted, not wall thimble mounted. Please clarify type of

mounting.

3

Clarification: Specification Section 11289 – Paragraph 2.2.A

Wall Thimble:  There are no wall thimbles nor is there a gate

schedule for the gates at the headworks tie-in structure.

Gate installation requirements are as shown on Sheet

M.102.

We have determined the discharge of dredged or fill materials into waters of the UnitedStates associated with this project appears to qualify for Nationwide Permit 12 for Utility LineActivities. To use this permit, the permittee must ensure the work is in compliance with thespecifications and conditions listed on the enclosures and the special conditions listed below.Additionally, all activities must comply with the water quality certification conditions of the TexasCommission on Environmental Quality (TCEQ) located at http://www.swf.usace.army.mil/Portals/47/Users/053/21/821/NWP%20201 7%20Texas%20401 cert.pdf.

2. The permittee understands and agrees that, if future operations by the United Statesrequire the removal, relocation, or other alteration, of the structure or work hereinauthorized, or if, in the opinion of the Secretary of the Army or his authorizedrepresentative, said structure or work shall cause unreasonable obstruction to the freenavigation of the navigable waters, the permittee will be required, upon due notice fromthe Corps of Engineers, to remove, relocate, or alter the structural work or obstructionscaused thereby, without expense to the United States. No claim shall be made againstthe United States on account of any such removal or alteration.

Failure to comply with these specifications and conditions invalidates the authorization and mayresult in a violation.

Our verification for the construction of this activity under this nationwide permit is valid untilMarch 18, 2022, unless prior to that date the nationwide permit is suspended, revoked, ormodified such that the activity would no longer comply with the terms and conditions of thenationwide permit on a regional or national basis. The USACE will issue a public noticeannouncing the changes when they occur. Furthermore, activities that have commenced, or areunder contract to commence, in reliance on a nationwide permit will remain authorized providedthe activity is completed within 12 months of the date of the nationwide permit’s expiration, modification, or revocation, unless discretionary authority has been exercised on a case-by-case basis to modify, suspend, or revoke the authorization in accordance with 33 CFR 330.4(e)and 33 CFR 330.5(c) or (d).

The USACE based this decision on a preliminary jurisdictional determination (PJD) that thereare waters of the United States on the project site. A PJD is not appealable.
