• Revise paragraph 2.2.I. to “Furnish structure to brace casings for suction pressure of 2.5 inch wg, and shall not exceed 0.0042 per inch of panel span (L/240).”

• Add: 2.2 CASING

J. Air Leakage: Casing air leakage shall not exceed leak class 6 (CL = 6) per ASHRAE 111 at specified casing pressure, where maximum casing leakage (cfm/100 ft2 of casing surface area) = CL X P0.65. • Revise paragraph P.5 to “Ventilation Override (RTU 04-1 & 04-2 only): Factory installed. Binary input from independent fire or life safety panel causes unit to override standard operation and assumes one of two factory preset ventilation sequences - purge or pressurization.

6. Sheet E0.01, Electrical General Notes:

a. Add Note 11: CONTRACTOR SHALL INCLUDE THE FOLLOWING SCOPE OF WORK IN THEIR BIDS. REVIEW CONDITIONS AND OPERATIONS OF EXISTING SMOKE DAMPERS. ENSURE THESE DAMPERS ARE SUBMITTING SIGNALS TO FIRE ALARM PANELS. DAMPERS SHALL BE POWERED OPEN UNDER NORMAL OPERATING CONDITIONS AND ALLOWED TO CLOSE (NORMAL POSITION) DURING ALARM CONDITION.

7. Replace E5.01 with the attached. 8. Sheet H5.07:

a. Replace sequences for Firefighter Smoke control panel with the following: SMOKE CONTROL SYSTEM AND FIREFIGHTER SMOKE CONTROL STATION (FSCS)

1. Smoke Control System and FSCS shall be provided by the BAS vendor and shall be listed in

accordance with ANSI/UL 864. This single control system shall coordinate the control functions,

specified herein, for the fire alarm system and FSCS. Smoke Control System shall comply with the

requirements of NFPA 92, UL Category UUKL, and applicable IBC, as specified herein. FSCS shall

replace the existing FSCS in the same location. FSCS shall override all other controls.

2. The FSCS shall have:

a. Panel Power ON LED light.

b. Panel enable key switch.

3. The FSCS shall be easily recognized graphics that include:

a. Building Floor Plan with color coded areas for each Smoke Control Zone.

b. Switches located in matching color coded blocks corresponding to each Smoke Control Zone.

c. Indicate direction of airflow and relationship of components.

4. Each Smoke Control color coded block shall have:

a. Fans:

i. Fan control switches and LEDs for fan status (On/Off/Auto). Status shall be

determined by duct pressure sensors.

ii. Fault LEDs for failures.

iii. Push buttons for lamp test.

b. Motorized Dampers:

i. Damper control switches and LEDs for damper status (Open/Closed/Auto). Status

shall be determined by damper end switches.

ii. Fault LEDs for failures.

iii. Push buttons for lamp test.

5. The panel shall have two (2) color block areas for Smoke Control Zones D-North and Smoke Control

Zone D-South.

6. Panel shall have audible alarm for all fault conditions and key switch to silence alarms. Alarm shall be

active if fans and dampers exceed response time.

7. LED lights shall be color coded as required by applicable code.

8. BAS vendor shall provide interconnection wiring to perform the specified functions. Panel face shall

graphically show the building floor plan and equipment locations.

9. FSCS shall allow responding firefighters to control operation of the Smoke Control Systems equipment

and override normal and automatic functions.

10. FSCs shall have the following functions:

a. RTU 04-1 (OFF-POSITIVE PRESSURE-AUTO selector switch, and proof of air flow)

b. SEF 04-1 (OFF-SMOKE EVACUATION-AUTO selector switch, and proof of air flow)

c. RTU 04-2 (OFF-POSITIVE PRESSURE-AUTO selector switch, and proof of air flow)

d. SEF 04-2 (OFF-SMOKE EVACUATION-AUTO selector switch, and proof of air flow)

11. Firefighter strategy to control smoke is to run SEFs to remove smoke, run associated RTU in override

mode to provide make-up air, and run adjacent RTU in override to provide positive pressure in

adjacent Smoke Zone. Adjacent zones are D-North and D-South.

12. FSCS shall override all other controls.

SEF 04-1/ RTU 04-1 and SEF 04-2/RTU 04-2 (Smoke Evacuation/Make-up Fans)

1. The owner’s proprietary BAS vendor shall provide hardwired ANSI/UL 864 controllers to provide

control functions as specified herein to comply with the requirements of NFPA 92.

Sequence of Operation 1. RTU 04-1 and RTU 04-2 shall be provided with manufacturer’s Ventilation Control Override. Owner’s

proprietary BAS vendor shall provide ANSI/UL 864 controllers to provide control functions as specified.

2. Normal Mode:

a. SEF Fans shall remain off and gravity and motorized backdraft damper shall be closed.

b. RTU 04-1 and 04-2 shall operate as specified.

3. Auto Smoke Mode:

a. Any of the duct mounted smoke detectors in each Smoke Control Zone (D-North and D-South)

shall generate one signal, per zone, thru the Fire Alarm System to start the SEF for that

Smoke Control Zone and allow gravity backdraft damper to open. The RTU control shall be

overridden and the supply fans shall run and OA damper shall open as directed by the Smoke

Control System. Override shall close RA and EA dampers shall remain closed and shut down

ERV.

b. The supply fans in the RTU of the adjacent Smoke Control Zone fans shall run and OA damper

shall open as directed by the Smoke Control System. Override shall close RA and EA dampers

shall remain closed and shut down ERV.

4. Firefighter Override at FSCS – responding Firefighters shall be able to select the following:

a. OFF selections shall stop fans and close dampers.

b. SMOKE EVACUATION selection shall start SEF, and gravity backdraft damper shall open. SSF

shall start and motorized damper shall open. Feedback shall be provided to the FSCS from

the fans.

c. AUTO – Fans shall return to Normal/Auto Smoke Mode.

d. Smoke Control Zone will be unoccupied until new HVAC equipment and Smoke Control

System is operational and tested.

6. IF WORK MUST BE PERFORMED WITH SNOW ON THE ROOF OR WITH SIGNIFICANT

CONSTRUCTION LOADS, TEMPORARILY SUPPORT THE JOISTS AS DIRECTED BY A

WISCONSIN LICENSED PROFESSIONAL ENGINEER.

7. CONCRETE DEFORMED REINFORCING BARS USED TO STRENGTHEN THE JOISTS SHALL BE

ACCORDING TO ASTM A706 WITH MINIMUM YIELD STRENGTH OF 60 KSI.

8. A36 OR A572 STEEL PLATES AND BARS MAY BE USED AS SUBSTITUTE FOR REINFORCING

BARS WITH THE APPROVAL OF THE ENGINEER. THE BARS SHALL HAVE AN AREA PER UNIT

LENGTH THE SAME OR EXCEEDING THAT OF THE REINFORCING BARS.

9. WELDED CONNECTIONS SHALL BE IN ACCORDANCE WITH THE LATEST EDITION OF

ANSI/AWS D1.1 STRUCTURAL WELDING CODE, MADE WITH E70XX ELECTRODES AND

PERFORMED BY CERTIFIED WELDERS.

10. ALL SURFACES OF EXISTING BASE METAL IN CONTACT WITH NEW BASE METAL SHALL BE

CLEANED OF ALL DIRT, RUST, AND OTHER FOREIGN MATTER EXCEPT ADHERENT PAINT.

SURFACES TO BE WELDED SHALL BE THOROUGHLY CLEANED OF ALL FOREIGN MATTER.

11. STEEL ANGLE FRAMES SHALL BE SHOP PRIMED.

12. AFTER WELDS ARE COMPLETE APPLY A COAT OF PRIMER TO WELDED AREAS.

13. REPAIR EXISTING ROOF AFTER FRAME INSTALLATION.

14. CONTRACTOR SHALL REVIEW CONDITION AND ARRANGEMENT OF EXISTING STRUCTURAL

ELEMENTS TO ENSURE MODIFICATIONS MADE DO NOT REQUIRE REMOVAL/REPLACEMENT

OF ANY EXISTING CONDUITS, WIRES, DUCTWORK, PIPING, ACCESSORIES, OR LIGHT

Request for Information submitted by Bidders

County of Kenosha – KCDC Rooftop Equipment Replacement Project Phase 1

Bid #2111

Bidder RFIs are listed in “black text” and using “N.).” Responses are given in “red” below each RFI.

1.) Phasing – please confirm how much time the owner is allowing for us to have each system

down, and how the project should be phased. At the pre-bid meeting it was discussed a 3 week

duration per unit and one unit at a time. Please also clarify which areas will remain occupied

during the construction and which areas can be vacated. Also indicate what kind of construction

barriers the customer is requesting in each area.

a. For bidding purposes, one unit to be worked on at a time in a 3 week duration. Once

contractor is awarded, construction sequence to be coordinated with owner per

specifications. See addendum for additional details for each area in scope.

2.) Site staging. Please indicate what areas are available for staging / job trailers

a. At the Northeast area outside of the building (Near column lines R/1 on sheet G0.02) is

space available for staging / job trailers.

3.) Please clarify which components serving the new equipment will be controlled by the RTU

BACNet controls and which will be controlled separately by Kain (i.e. AFMS, Hot Water Control

valves, etc.)

a. Controls section in Part 2 Products of respective equipment in Project Manual list out

what to be furnished by temperature controls contractor and what to be furnished by

manufacturer’s controls.

4.) Structural work only shows reinforcing work for joists. There is nothing shown for reinforcing or

support at the new curbs and no details for new roof frames if the existing need to be

modified. Can you please clarify the work required and details for the following:

1. Is it intended to re-use the existing roof frames for duct openings or are new frames /

roof opening locations required?

a. New roof curbs are to be provided for new equipment per the Project Drawings and

Project Manual.

2. Is there any support steel at the existing curb perimeter that would need to be modified

to match the new curbs or does the unit just sit directly on the deck? If there is existing

curb support steel is it angles below the deck or C-Channel on top of the deck?

a. Detail on S1.01 has been added where new or larger openings in the roof are

required.

5.) Please clarify who the CxA is for commissioning and who is responsible for their costs.

a. See Project Manual – Section 01 40 00 Quality Procedures, 1.2.H. The commissioning

authority for this project consists of representatives from owner and engineer.

Contractor does not need to include costs of the commissioning authority.

6.) Is there a specification section for ERV 04-1 and 04-2?

a. See Section 23 34 00 HVAC Fans in Project Manual.

7.) HV 02-1 and 03-1 show exhaust fans (keynote 6 on the diagram on H5.06) but the sequence calls

for a return fan (see 4b, 5b, 6a) please clarify.

a. It is an exhaust fan. See addendum for updates to sequence.

8.) From the Trane Rep: 23 81 06: E:-2 is seismic required for the curbs? This is not typical and other

curb specifications do not call for it

a. There are no seismic requirements.

9.) From the Trane Rep: Controls: Because there is an existing BAS contractor I think it makes sense

for the manufacturer to provide integration assistance. I would like the engineer to specify the

amount of time per unit needed. My recommendation would be 4 hours per packaged RTU and

8 hours per AHU.

a. See Field Quality Control section of each unit specifications in Project Manual for

minimum time required from manufacturer’s technical representative. This time can

also be used for integration assistance.

10.) From the Daikin / Aaon Rep: For rooftop units labeled RTU 02-1, RTU 03-1, RTU 04-1, and RTU

04-2 the spec and schedule show these units to be unitary/light commercial RTUs with variable

speed fans and compressors. Our RFIs below can help address the gap between manufacturers

and will allow at least 3 manufacturers to bid as equals.

1. Is a 2-speed belt-drive fan acceptable in lieu of supply fan with VFD?

a. No, 2-speed belt-drive fan is not acceptable. Provide supply fan with VFD.

2. Are multispeed EC blower motors acceptable in lieu of supply fan with VFD?

a. Yes, multispeed EC blower motors are acceptable.

3. Variable speed compressors are not available from most unitary rooftop manufacturers,

will a 2-staged compressor be acceptable in lieu of the variable speed compressor?

a. No, 2-stage compressor are not acceptable. Provide variable speed compressor.

11.) See below from my structural contractor from the walkthrough yesterday. I would suggest

having each contractor carry an allowance in the bid for moving of existing piping / electrical for

the joist reinforcing. That way you only pay for what we actually have to move and you get fair

bids without too much CYA on the front end.

a. Note 14 on S1.01 added in the event existing piping/electrical is required to me reworked.

1. Also is the shoring required for the joist reinforcement? I have done more intensive

reinforcing jobs without shoring. I'm not a structural engineer but I'm wondering if this

is needed. It will be very difficult in many of these areas...

a. Note 6 on S1.01 has been revised regarding shoring. Shoring is not required unless

there is snow on the roof or other significant construction loads. Temporary support

shall be as directed by a Wisconsin Licensed Professional Engineer.

2. Please refer to drawing S1.01. The Joist Strengthening Schedule calls out 5 joists

keynote 3, and 2 joists keynote 4. Per the plan there are 1 joist per keynote 3, and 5

per keynote 4. We plan to qualify our bid that we include reinforcing per the quantity of

joists on the framing plan rather than the schedule. You may want to ask for

clarification.

a. Schedule has been revised to match the roof framing plan.

3. See the joist elevation on S1.01. The designer calls for the joists to be temporarily

supported (shored) at 1/4 points. Is this required it will add a lot of cost.

a. See response 12) 1a above.

4. Keynotes 1,2,3 are at a Medical area. There is a tremendous amount of piping in the

way. Also, one joist is tight to a wall so we won't be able to get to the backside of the

joist if we need to add rods to both sides.

a. An option has been included to use one rebar on one side of the joist only. Note

than minimum overlap length for splicing bars together has been increased to

accommodate the larger diameter bars.

5. Keynote 4 are joists over an active kitchen. A lot of coordination will be required there.

a. No comment.

6. In all cases we will clarify that obstructions such as ceilings, electrical, plumbing

obstructions need to be removed and replaced by others.

a. No comment.

7. We don't plan to include anything for new curb support channels, field-fabricated roof

frames, or deck material or labor to fill existing roof openings.

a. No Comment.

8. All joist reinforcing material to be provided without paint due to field welding. No

touch-up or field painting will be included.

a. General contractor responsible to coordinate application of paint per requirements.
