D E C L A R A T I O N We declare that we have received Addendum No. 1 and we will take into consideration the modifications and changes when pricing the PRACTICE fees for works as mentioned and described in Addendum No. 1

The Total sum of the PRACTICE Fees shall be deemed to include full costs and expenses whatsoever nature necessary for any work mentioned anywhere in the “PRACTICE Documents” and including the modifications, changes as per this Addendum No. 1 which will be considered as an integral part of the PRACTICE Documents.

We declare therefore that all the aforesaid have been considered as declared and that we shall not make any claim of any nature whatsoever on account of the aforesaid which guarantees the completion of works and achieve the required efficiency of the pumping stations.

MINUTES OF PRE-TENDER MEETING

Date of Meeting : 24th February 2021

Location : Ministry of Public Works

Meeting Room – Third Floor

Purpose:

To give a brief description about the project, clarify any queries regarding the PRACTICE Documents and do discuss all the issues related to the scope of work of the PRACTICE and the impact on the proposal.

Discussion

- The meeting was held in the presence of representatives of the Public Authority for Roads and Land Transport, Ministry of Public Works and Two Companies as per attached list.

- Managing Director of the Public Authority for Roads and Land Transport started the meeting by welcoming all the attendees who gave a brief about the project.

- A hard copy of the presentation has been distributed to the practicers, the same to be considered indicative.

- A presentation was conducted by PART-TSS clarifying the purpose of the project, major topics, scope of work, and major problems of the subject pumping stations.

- The practicers were allowed to ask questions which have been answered by PART representatives, however PART requested all practicers to submit their queries officially to the DG email which was distributed during the meeting. Queries to be received by maximum 24th February 2021 and any queries received after this date will be disregarded.

- Official answers will be included in Addendum No. 1 of the practice document.

- Practicers requested a time extension and PART DG promised to study their request.

- Attached is the list for the names of the practicers who attended the pretender meeting.

- The meeting ended at 11:30 am.

With reference to the Tender MPW/RA/285 for the Maintenance and Operation of Rainwater Pumping Stations for the Tunnels located on Expressways Tender documents and the Pre-Tender Meeting conducted on Wednesday 24th February 2021 at Ministry of Public Works (MPW) Building Meeting Hall; please find blow our Questionnaire which require the Clarifications or additional information.

Q1. Request to arrange Site-Visit to all the 23 Nos. of Tender listed Pumping stations.

A.1

Site visits to all the 23 Nos. of PRACTICE Documents listed pumping stations were arranged on 7th March 2021, for (9) Nos pumping stations, 8th March 2021 for (11) Nos pumping stations, 10th March 2021 for two pumping stations and 13th March 2021 for one pumping station.

Q2. During the Pre-Tender Meeting, it was notified by PART representatives that some pump stations are still under Construction Contractor’s Warranty and will be transferred to the Maintenance Contractor at later stage. Please advise if any of the tender listed 23 Pump Stations is still under Contractor’s Warranty?

A.2 Pumping stations (PS-01) located at Jahra Road Project will be transferred to the Maintenance Contractor at later stage during the contract duration and other out of the 23Nos are to be notified on the meantime.

Q3. Tender Documents Bill of Quantities No. 5 Plant Services, Code PS-25 states Thermal Image Survey. Please advise and provide technical specifications for the same.

A.3

For Code PS-25 Thermal Image Survey as per PRACTICE Documents Bill of Quantities No. 5 Plant Services, Method of Statement and technical requirements are to be submitted by the winner contractor for PART Engineer’s approval.

Q4. Tender Documents Bill of Quantities No. 7.1 to 7.21 Facility Improvement Cost, all the Electrical Works is Lump Sum although different services have to be done and the Tender is re-measurable.

The PRACTICER shall refer to Document 5-4 Bill of Quantities preamble, particularly the first paragraph which states that “The items in these bills of quantities do not necessary contain full descriptions of the required work and when pricing the Practicer is to refer to the Drawings, Specifications and the conditions of the Practice. The rates will be deemed to include for the full cost of the works as described in all Documents to provide and maintain a complete construction and installation, although such works may not be specifically included in the Bills of Quantities (BOQ).”

Q5. Tender Documents Bill of Quantities No.8 Maintenance & Repair of Pipeline for 1 year the unit is mentioned as Lump Sum although the tender is re-measurable.

Q6. Request to extend the bid submission for at least two weeks from the completion of Site-Visit.

Q1.

As mentioned in the Document (14) الموقعیة Page-4 الوثیقة 2-3 التجھیزات Requested on site laboratory TYPE-C, we request provide the complete specifications of the laboratory.

A.1 Establishment of laboratory is not required.

Q2. The Document of Bill of Quantity named as Updated BOQ 285 R04 from Bill of Quantities No. 3.1 to 3.3 (Sheet No:-6,7,8) items “unit” mentioned as Lumpsum (LS) for all kind of activity. Where it needed as segregated for each item activities. Request for clarification.

(Example:- For Complete overhauling of the Main Submersible Pump & Complete over hauling for Dewatering pump, Non-Return Valve, Check Valve price will vary.)

A.2 The Practicer shall refer to Document 5-4 Bill of Quantities preamble, particularly the first paragraph which states that “The items in these bills of quantities do not necessary contain full descriptions of the required work and when pricing the Practicer is to refer to the Drawings, Specifications and the conditions of the Practice. Q3. The Document of Bill of Quantity named as Updated BOQ 285 R04 from Bill of Quantities No. 7.1 to 7.21 (Sheet 14 to 24) Facility Improvement of the Electrical items “Unit” mentioned as Lumpsum (LS) for different technical items, request for clarification where it should be Lumpsum price for all the item as needed to fill as individual price.

A.3 The Practicer shall refer to Document 5-4 Bill of Quantities preamble, particularly the first paragraph which states that “The items in these bills of quantities do not necessary contain full descriptions of the required work and when pricing the Practicer is to refer to the Drawings, Specifications and the conditions of the Practice. The rates will be deemed to include for the full cost of the works as described in all Documents to provide and maintain a complete construction and installation, although such works may not be specifically included in the Bills of Quantities (BOQ).”

Q4. BOQ IN 7.1 to 7.21 In Electrical UPS Requested but battery backup how many hours required, Request for clarification.

A.5 Site visits to all the 23 Nos. of PRACTICE Documents listed pumping stations were arranged on 7th March 2021, for (9) Nos pumping stations, 8th March 2021 for (11) Nos pumping stations, 10th March 2021 for two pumping stations and 13th March 2021 for one pumping station.

Q6. We are requesting Extending the contract closing for another 2 weeks if possible, to study the site carefully to pricing.
