The following information, clarifications, changes and modifications are by reference incorporated into
the bid documents for the above referenced project. Any work item or contract provision not changed or
modified will remain in full force and effect. The bid date and time and construction schedule remain the
same.
CLARIFICATION
Clarification Item No. 1: The Pre-Bid Agenda, which was made available to interested bidders who
attended the mandatory pre-bid meeting and site visit, Item 2a, “A Successful Bid Must Incorporate the
Following,” alludes to two Sign-In Sheets. Please be advised that only one sign-in sheet was utilized,
subsequently posted to TMWA’s website and will be utilized to determine which bidders are eligible to
submit a bid proposal.
QUESTIONS AND RESPONSES
Question No. 1: Would you know the estimated start of construction date? Subcontractors have been
enquiring as their schedules are getting jam-packed.
Response to Question No. 1: A preliminary version of the Supplemental Conditions was inserted into
the front of the Technical Conditions by mistake and should be deleted. The correct version of the
Supplemental Conditions is attached hereto and should replace the version inserted into the Technical
Conditions. See Article 7 of the attached Supplemental Conditions for project schedule information.
The start of construction is scheduled for August 14, 2017.
Question No. 2: A few submittals in the specifications have LEED/COC requirements. Is it essential
for the General Contractor to be LEED certified to bid this project?
Response to Question No. 2: Any reference to LEED/COC requirements may be waived. This is not a
LEED Certified project. – L. Murray, H+K Architects.
Question No. 3: Does NRS 339.025, Payment and Performance Bonds, apply to Subcontractors on this
project?
Response to Question No. 3: Per TMWA’s interpretation of NRS 339.025, only the successful bidder
(the General Contractor) awarded the construction contract is required to furnish the Performance and
Material Bonds
Question No. 4: Specs call for Roller Shades (12 49 40-1) however they are not shown on the
drawings.
Response to Question No. 4: On sheet A602, at each window, there is a callout labelled, 12 24 13,
which should read 12 49 40, which references the Roller Shade specification. See Sheets A402 & A602,
revision #2, dated June 15, 2017 attached hereto. The roller shades also appear in detail 3/A702.
Question No. 5: In Section 26-05-73 page 3 subsection 1.5 B. #2 it appears that this requirement is in
direct violation of the N.R.S 625.530 (3) would you have someone give a detailed explanation as to how
to accomplish this study while not violating the N.R.S.
Response to Question No. 5: It is TMWA’s opinion that Specification Section 260573, Paragraph
1.5(B)(2) is not in violation of the NRS 625.530 Paragraph (3). This NRS provision is intended to be
applied to the selection of a professional engineer hired by the public works agency, not by a contractor
working on a public works project. The A/E team for this project has already been selected by the public
works agency (TMWA) in a manner that is consistent with NRS 625.530.
The NRS provision does not apply to design services that are required to be included by a bidding
contractor, as those design services cannot be completed until construction has commenced. It is the
bidding contactor’s responsibility to select a qualified company to perform the Study during
construction. The bidding contractor is free to select the company at their own discretion, so long as the
company meets the requirements set forth in the specifications and construction documents.
However, in an effort to maintain consistency and quality, TMWA has decided to delete the requirement
for the short circuit and protective device coordination study from the contractor’s scope of work.
Please delete Technical Specification Section 26 05 73. TMWA will hire an electrical engineer to
perform the work. The contractor will be required to coordinate with TMWA’s engineer regarding
schedule and providing necessary data to facilitate the short circuit and protective device coordination
study.
Question No. 6: What areas will be available for material laydown and staging?
Response to Question No. 6: There will be some space available directly south of the new addition.
Additional space will be provided in the gravel area located in the northwest corner of the property
(corner of Wall Street and Corporate Blvd).
Question No. 7: Should the contractor’s insurance cover the value of the existing building and
improvements?
Response to Question No. 7: No. The contractor’s insurance should only cover the value of the scope
of work for the new construction and improvements only.
Question No. 8: What is the scope of work for the data center?
Response to Question No. 8: See the notes added to revised Sheet G102, dated 6/15/17 attached
hereto.

SUPPLEMENTARY CONDITIONS
ARTICLE 1: GENERAL
1.01 General
A. These Supplementary Conditions amend or supplement the General Conditions and
other provisions of the Contract Documents as indicated below.
B. All provisions which are not so amended or supplemented remain in full force and
effect.
1.02 Project Representative and Engineer
A. The Project Representative is the sole point of contact for the Contractor on matters
relating to the Work. References to “Engineer” or “Architect” in the Specifications
shall be understood to mean the Project Representative. The Project Representative for
this Project is Scott Estes, 1355 Capital Blvd, Reno, NV 89520-3013, office phone 775-
834-8033; cell phone 775-742-0909.
B. The Architect for this project is Lee Murray, AIA, H+K Architects, 5485 Reno
Corporate Drive, Suite 100, Reno, NV 89511-2262, office phone 775-870-4879, cell
phone 775-332-6642.
ARTICLE 2: CONTRACTOR’S INSURANCE
2.01 General
A. The Contractor shall provide insurance as specified in Articles 5.02 and 5.03 of the
General Conditions and as modified below.
2.02 Builders Risk
A. Per Article 5.03 A of the General Conditions, Contractor shall provide builders risk
insurance for the structures being constructed and renovated under this Contract.
1. Insurance amount shall be for the full cost of replacement at the time of loss.
2. The Builders Risk policy shall cover all physical loss including but not limited to
fire, lightning, explosion, wind, hail, aircraft, theft, vandalism, and water damage.
2.03 Flood Insurance
A. Work under this Contract is being performed within a FEMA A, AE, AH, AO, or A99
flood zone. The Contractor shall provide flood insurance during construction.
ARTICLE 3: PERMITS
3.01 General
A. Refer to Article 6.06 “Permits” of the General Conditions for requirements governing
responsibility for obtaining permits and paying permit fees.

3.02 Construction Site Stormwater Permit
A. Refer to Article 6.14 “Construction Site Stormwater Control” of the General
Conditions for additional requirements.
B. The estimated area of land that will be disturbed by the Project is less than one acre
therefore the Contractor is not required to prepare a SWPPP or file a NOI with NDEP.
3.03 Dust Control Permit
A. Refer to Article 6.15 “Dust Control” of the General Conditions for additional
requirements.
B. The estimated area of land that will be disturbed by the Project is less than one acre
therefore TMWA will not obtain a dust control permit from the Washoe county Health
District.
3.04 Building Permit
A. The Contractor is responsible for picking up the building permit at the Washoe County
Building Department office. TMWA will pay for the permit fee.
ARTICLE 4: ACCESS TO WORK SITE
4.01 General
A. Refer to Article 4.01 of the General Conditions for general requirements governing
availability of lands.
4.02 Site Specific
A. Prior to beginning work at the site, the Superintendent and Foreman for the General
Contractor and the Superintendent and Foreman for any Subcontractors will be
required to submit to a background check. The General Contractor will furnish
TMWA a list of names with an e-mail address for all such persons. TMWA will send
each person an information form that must be completed and returned by e-mail to
TMWA to allow TMWA to perform the background check. Those personnel passing
the background check will be issued a temporary ID badge allowing access to the
TMWA job site.
B. Contractor supervisory personnel issued a temporary TMWA ID badge will be
responsible for providing access to the job site for their crews and workers. Workers
will not be allowed access to any area of the TMWA building or grounds that are not
part of the work area.
ARTICLE 5: DOCUMENTS FOR CONSTRUCTION
5.01 General
A. TMWA will prepare conformed Drawings and Specifications for construction that
incorporate all addenda issued during bidding.
B. TMWA will provide 10 sets of the conformed documents to the Contractor for use
during construction. Additional sets can be obtained at cost.

C. Only conformed documents shall be used for construction. TMWA will not compensate
the Contractor for incorrect work done as a result of not using the conformed Drawings
and Specifications.
5.02 Ownership of Documents
A. Per Article 3.06 “Ownership and Return of Contract Documents” of the General
Conditions, ownership of the Contract Documents remains with TMWA. All copies
shall be returned to the Project Representative before payment will be made for
demobilization and before a Notice of Completion will be filed.
ARTICLE 6: PROJECT CLOSEOUT
6.01 General
A. Refer to Article 7.06 “Retention and Final Payment” of the General Conditions for
additional information.
B. Project closeout starts when the Contractor submits a letter to the Project
Representative stating that the Project is complete and requesting release of retention.
C. The project closeout process is part of the Work and must be completed within the
specified Contract Time.
6.02 Procedures
A. Upon receipt of the Contractor’s letter, the Project Representative will determine if the
Project has been completed as required by the Contract Documents. To be considered
complete:
1. The Project shall be in service or be ready to be placed in service.
2. All punch list items shall be completed to the satisfaction of the Project
Representative.
3. The final conforming Change Order shall be signed by the Contractor and be
ready for execution by TMWA.
4. The retention release pay request shall be submitted and approved by the Project
Representative.
5. The Record Drawing set shall be submitted and approved by the Project
Representative.
6. All copies of the Contract Documents shall be returned to the Project
Representative.
7. All conditions of the Project permits shall be fulfilled. Evidence of acceptance or
sign off by each permitting agency shall be submitted to the Project
Representative. The building permit drawing set and completed permit sign off
card shall be delivered to the Project Representative.
8. The following items shall be submitted and approved by the Project
Representative:
i. Warranties.
ii. Test reports and certifications.
iii. Operation and Maintenance manuals.

iv. Spare parts.
v. Special tools.
vi. If the Contractor utilized other property for staging, equipment storage,
stockpiling, or similar uses, a written statement from each property owner
stating that all provisions of the agreement between the Contractor and
property owner have been complied with.
B. If the Project is complete, the Project Representative will submit the required
documentation to TMWA’s Contracts Administrator and request that the Notice of
Completion be issued. The one year warranty required by Article 6.18 “Warranty” of
the General Conditions shall start on the date of the Project Representative’s
determination that the project is complete.
C. If the Project is not complete, the Project Representative will notify the Contractor in
writing of items that need to be completed or submitted before the Project will be
considered complete.
ARTICLE 7: PROJECT MILESTONES
7.01 General
A. Refer to Article 3 of the Agreement, the Definitions contained in the General
Conditions and Article 2.05 of the General Conditions for additional information.
B. Time is of the essence on this construction Contract and the Work shall be one hundred
percent (100%) complete no later than the date specified in the Agreement. As defined
in the Agreement, the Time of Completion is based on a specific number of calendar
days after the date of the Notice to Proceed (NTP).
The date of the NTP begins the Contract Time. Contract Time is defined in the
General Conditions. Contractor shall not move onto, store materials, or perform any
work at the site prior to the Notice to Proceed. Any mobilization of labor, material or
equipment by Contractor prior to TMWA issuing the Notice to Proceed is done at the
sole risk and expense of the Contractor, and shall not modify the Contract Time. The
allotted Contract Time includes all preliminary Work tasks including permits,
surveying, potholing, submittals, etc. The tentative project schedule is shown below.
The actual project schedule may be slightly different depending upon whether
intermediate milestones are met.

TWMA DATA CENTER WORK DESCRIPTION
Wet-pipe Fire Sprinkler Removal & Non-Combustible Construction Installation
• The servers and equipment must remain operational throughout the course of the work.
• The contractor and his subcontractors shall exercise the utmost care to protect the servers and the connections.
• Each bank of servers shall be tented with 6 mil reinforced poly sheeting, taped and sealed so as to maintain a positive pressure environment beneath the tent. Zippered access panels shall be provided to each server rack.
• The servers are both temperature & humidity sensitive. The contractor shall work closely with the Owner to monitor the conditions and adjust as required.
• Once the air barrier has been installed, carefully remove and store the existing ceiling tiles, for re-installation. The contractor shall provide in his bid, a cost for replacing any tiles damaged (including tiles with dirt or fingerprints) during removal.
• Remove the existing ceiling grid.
• Install a 3/4” plywood shield above each bank of servers. Shield shall extend 6” beyond the sides of the server racks on all sides, and be no closer than 6” to the top of the server rack.
• Shut down & drain the building’s fire sprinkler system .
• Disconnect, drain and remove all abandoned fire sprinkler lines above the server room, per Fire Protection drawings.
• Install existing construction fire protection per Fire Protection drawings.
• Reinstall suspended acoustical ceiling.
• Clean room and remove server protection.

Reflected Ceiling Plan Notes
1. For the purpose of Architectural work, all items not shown to be removed or altered on this sheet shall remain in their existing condition. This pertains to all equipment and other consultant's work. See other disciplines for additional demolition.
2. There will be selective demolition for Structural, Electrical and Mechanical components. This demolition is to facilitate the replacement and/or new installation of Structural, Electrical and Mechanical components. Although this demolition may not appear specifically on this sheet, the Contractor shall include in his bid all demolition work for the removal of required building materials necessary for the installation of these components.
3. See Selective Demolition and Cutting and Patching sections in Project Manual for additional demolition requirements.
4. All existing components shown on this Demolition Plan are for the Contractor's information. All components not specifically noted on the drawings to be removed or relocated shall remain in their existing location and condition. Refer to the Consultant drawings for alterations to utilities. Notify the Architect of any components which vary from that shown on the drawings.
5. Suspended ceiling demolition shown is minimum required to accommodate new construction. Additional demolition may be required to tie new ceiling grid to existing ceiling.
6. Remove all suspended grid and acoustic panel ceilings within the limits of construction in its entirety. This includes all light fixtures, mechanical ceiling diffusers and registers (See Mechanical and Electrical Drawings).Protect (e) fireproofing and structural furring, typ.
7. Where gypsum board ceilings and/or soffits are shown to remain and mechanical/electrical components above these ceilings/soffits are shown to be removed and/or replaced, the Contractor shall work above the existing ceiling with the ceiling to remain in place. If the Owner is not notified by the Contractor prior to the bid opening that the existing ceilings in this area must be removed, it shall be assumed work may be done above the ceiling. Any demolition of the ceiling and/or soffit without prior approval from the Owner will be at the Contractor's expense.
8. Intersection of all existing and new construction shall be accomplished with a clean and finished edge.
9. Refer to Mechanical plans for location of HVAC registers. All mechanical registers, diffusers, etc. are not indicated on this sheet.
10. Refer to Electrical plans for location of lighting and other electrical equipment. All electrical items are not indicated on this sheet.
11. Center all sprinkler heads and other devices 12" x 12" from suspended ceiling grid intersections.
12. All ceiling elevations are above finish floor at point of reference unless noted otherwise.
13. All gypsum board ceilings lower than the bottom of structure may be suspended from structure above at the Contractor's discretion. See A603 for typical details.
