Public comment period open through Nov. 13 for Central Texas
Medicaid regional health care partnership plan
(COLLEGE STATION, TX) — Following federal approval for a waiver that allows Texas to provide
cost-saving Medicaid improvements, the Texas A&M Health Science Center (TAMHSC) has taken a leading
role in two of the state’s new regional health care partnerships. Public comment on a proposed partnership plan
for a portion of Central Texas is open through noon Nov. 13.
The new waiver allows Texas to expand Medicaid managed care while preserving hospital funding for
indigent care and will capture more federal dollars – up to $29 billion over five years – to support innovation in
the state’s health care delivery system. This includes formation of regional health care partnerships to improve
access, quality, cost-effectiveness and coordination among communities.
There are 20 regional partnerships statewide, with TAMHSC anchoring two, including Region 8
comprised of Bell, Blanco, Burnet, Lampasas, Llano, Milam, Mills, San Saba and Williamson counties. As

participating local public entities, identification of hospitals receiving incentives and their yearly performance

improvements and population-focused improvements. Input is being provided by county medical associations
and organizations, local government partners, key stakeholders and the general public.
A portion of the plan is due to the Texas Health and Human Services Commission on Nov. 16, and the
fully submitted plan can be amended during the four-year period. Projects in the plan will be monitored and
measured to ensure funding is used efficiently and effectively.

(1) The Community Needs Assessment describes the rate of uninsured in six of the nine counties in Region 8 as having higher uninsured rates than the statewide average, and lists Williamson, Bell, and Llano counties as having uninsured rates below the statewide average. However, those counties’ uninsured rates are 6%, 9%, and 13% higher than the national benchmark (respectively), and thus the uninsured rate in the more urban areas of Region 8 is also an issue that the DSRIP projects must address. Data source: footnote 8 of the Region 8 RHP Plan. (2) The section of the Community Needs Assessment addressing “Healthcare Infrastructure and Environment” describes the high number of providers located in Williamson and Bell counties, citing those counties’ higher population density and hospital locations as a reason for this statistic. However, the Community Needs Assessment fails to note that Williamson County’s ratio of primary care physicians to County residents is well above both the national benchmark and the statewide average. Thus, even with a high number of providers in total, there is still a shortage for Williamson County residents seeking primary care. Data source: footnote 8 of the Region 8 RHP Plan.

(COLLEGE STATION, TX) — Following federal approval for a waiver that allows Texas to provide
cost-saving Medicaid improvements, the Texas A&M Health Science Center (TAMHSC) has taken a leading
role in two of the state’s new regional health care partnerships. Public comment on a proposed partnership plan
for a portion of Central Texas is open from Dec. 3-7.
The new waiver allows Texas to expand Medicaid managed care while preserving hospital funding for
indigent care and will capture more federal dollars – up to $29 billion over five years – to support innovation
in the state’s health care delivery system. This includes formation of regional health care partnerships to
improve access, quality, cost-effectiveness and coordination among communities.
There are 20 regional partnerships statewide, with TAMHSC anchoring two, including Region 8
comprised of Bell, Blanco, Burnet, Lampasas, Llano, Milam, Mills, San Saba and Williamson counties. As
