I would also like to personally thank you for re-electing me as your Business Manager/FST, and allowing me to continue our work in progress representing you and our Local into the future. Congratulations to all the New Journeymen (pictured below.) We had a great turn out at the 2016 Awards Banquet last month. State Senator Michael Padilla and ITI Director Jim Page gave great motivational speeches to all in attendance. Please reserve the date – August 19, 2017 -- so that you can join us next year. Unfortunately, none of our Service Award recipients could attend due to unforeseen circumstances. We are proud of the Journeypersons who came before you that provided the foundation upon which we stand today. We must never forget these individuals that came before us to give us this privilege. Leadership is a quality we don’t all possess, but it is one we can acquire. I would like to thank all of you for supporting Local 49 with your exceptional voter turnout and participation in our great Union’s leadership process. Local 49 welcomed the SMART International Retiree's Club to Albuquerque. They had a wonderful weekend touring the area and Santa Fe, and had a great meeting at Isleta Resort & Casino (Union Built!).

Work Outlook

Work has picked up substantially and there are some nice projects on the horizon. For the members that are willing to travel, we have picked up some work in Los Alamos and also the Facebook project in Los Lunas.

Amarillo/Lubbock, TX: Plains Plumbing and Howards Mechanical / Anthony Mechanical and as Dynamic Systems out of Dallas has some work on going at Covenant Medical Center and Texas Tech dorms.

Albuquerque and North Central New Mexico: There are multiple projects in progress or getting up and running in the area, including work in Los Lunas, Los Alamos and at the Albuquerque Sunport.

President’s Report Charles S. Thomas, II

Brothers and Sisters the fall season is fast approaching. Gone are the hot days of summer. The smell of chili roasting, even here in the Panhandle of Texas, the cooling of temperatures, the remembrance of our beginnings with Labor Day just past, and good ole politics. National, state and local elections are fast approaching.

I want to thank all the members that took the time to come out and vote in our Local Union elections. I encourage everyone to get out and exercise their right to vote in the upcoming national, state and local community elections. As always all elections are crucial. By exercising our rights we can make a difference in the future of our family's, nation, state and our own livelihood. The members of SMART #49 have been diligent in safeguarding our best interests through the election season, by stepping up to the plate and endorsing, donating and working nonstop for the candidates that appreciate and support our Local Union and families.

Election season can be a stressful time. Not just trying to pick candidates, but also being willing to serve and run for office, be it Local Union elections or, vying for a public office. Local elections are as close to home as the election process can get to us as members of a Union. The outcome is not always the way the candidates would presume or prefer, but one thing is certain; once the process is completed we are all in the game together. No matter the outcome we are still members of the Local Union and citizens of our state and country.

Candidates of all categories deserve the respect that comes with the office when the final tabulation has been certified. Current trends give the impression that this is not always so. We rely on our constitution of more than 200 years as a country to respect the process. As Union members we rely on our International Constitution for our Local Union election process. As a country of laws and a Local Union under our International, it is paramount to our future to honor these constitutions and processes, no matter the outcome.

Our Local Union is currently (at time of print) working through this process. No matter the extensive time, travel and expense involved, at a direct cost to our members, we are obligated to uphold the rights of each member. We as members will continue to move forward toward a future that we make for ourselves. Having an industrious and conscientious leadership at the helm will produce the

outcome that we hunger for and deserve after we exercise the right to vote.

Please get out and vote. Get your family and neighbors out to vote. And, dare I ask, please find the time to help the Local Union help you by volunteering (even at this late hour) and working for the candidates to which our Local Union has donated and endorsed.

Organizing Isaiah Zemke --Organizer

Hello Brothers and Sisters,

This quarter’s major focus on organizing has taken us to the Texas Pan Handle and all the way down to “Chuco” town as locals call it, otherwise known as El Paso, where we have been able to increase the El Paso County prevailing wages from $23.19 established in 2012 to $27.16. This should give our contractors the ability to bid competitively on public works projects in El Paso and provide more work for our members in the area. It was apparent with an increase of the local skilled workforce leaving El Paso County for higher paying jobs in New Mexico that there was an obvious need for wage increases from the construction industry and committee members in the area. This process, spearheaded by local business, county officials and the El Paso Building Construction Trades Council, took over eight months of active Committee involvement to accomplish.

We also recently signed Howard’s Mechanical in Amarillo, where there is an increasing demand for skilled craftsmen such as ourselves. SMART LU 49 members were there to man these ongoing projects to make them profitable. With the stagnant signing of contractors in West Texas for twenty-some years, this stood as a beacon of light for local leadership and the members to join the ranks of our new signatory contactor. We look forward to keeping up our rapport with Howard’s and the members we serve.

Your leadership is consistently at the battlefront of all issues that are concerning in our jurisdiction. We encourage the membership to get involved in local events, meetings, volunteer, social media or any way you can. This is your Union and your opinion, comments and suggestions matter. We are Union Strong!

signed the Amarillo/Lubbock Area Collective

Bargaining Agreement with Local 49 on April 18,

2016, bringing in over 10 new members. They are

currently employing 17 members at various jobsites

in North Central and West Texas.

Brothers and sisters, please let me know what

jobsites you are working at! I would like to come

and visit them, and if allowed, I would like to take

pictures for the RIVET with a brief explanation on

job crew, size of the project and any special

installations. I was invited to visit this jobsite of

Howard’s Mechanical in Cleburne, Texas, at the

Cleburne County Jail. There are over 400 security

grilles and refrigeration lines. It is staffed by Eric

Baldwin (Foreman), Efren Salazar (Journeyman),

and Local 68 forth year apprentice, Benito

Menchaca.

Los Alamos National Labs –2017 – 2022 Contract Signed Vince Alvarado --Business Manager/FST

Congratulations to the negotiating team on their successful efforts in negotiating the new Los Alamos National Security Collective Bargaining Agreement. Members Jeremy Benavidez, Tom Bradshaw, Mike Nuber, Chris Waters and Isaiah Zemke worked very hard to represent our members employed at the Labs and put in many extra hours meeting and researching.

The negotiating meetings themselves took two full days, and your team did an exceptional job! Of the four bargaining crafts, Local 49 secured the highest guaranteed wage increase in the first year, and raised the floor for the blended indices for the subsequent years.

The membership ratified the contract on Thursday, August 4, 2016, and the agreement was formally signed on Wednesday, September 21, 2016.

Training Jerry Arms --Training Coordinator

The Training Program is still moving forward with the Daikin Lab. Last year’s Third Year class did a great job of running all the refrigerant piping. Here is a list of the students who did a fantastic job: Efren Esqueda, Arnaldo Herrera, Erik Johanson, Cody Maurer, Callan Scoggin, Jesse Thompson, and Aaron Valdez. The power to the equipment has been run and the Heat and Frost Insulators Apprenticeship Program has insulated the lines. We appreciate their effort and making class projects out of it. Our next step is we will be required to have John Pennebaker attend a Train the Trainer Class held by Daikin before we can do any training. We are planning to accomplish this next year.

Currently we are running 16 apprentices in the new First Year class, with 5 coming in from the surrounding area. We have a total of 71 registered in class this year, which is up slightly over the last years.

I would like to give a special congratulation to those who completed the program this last July and were honored at the Awards Banquet. They are as follows: Jeremy Benavidez, Cristian Botello, Alex Davis, Wyatt Dearing, Erik Donoghue, Jerry Hendricks, Lucas Martinez, Shawn Smith and David Nevarez who is just finishing up his last two weeks of class. I know this group will be missed in class but I know they will make a great career in this industry. It was my privilege to get to know them over the last Four Years. Many are and will continue to be foreman and leaders in the future.

Our membership has been “raising the bar” by fighting against the so-called “Right to Work” legislative attacks in our state – and Winning!

As Union members, we must use our energy and our ballots to elect a president who will increase jobs and wages, not press for pay cuts and layoffs. We must make every effort to win back a friendly Senate majority and vital Congressional seats. This holds especially true in our own State elections in both houses.
