Feb 2017 in Tehran.
After successful running of 7th
INDM Conference in Tehran, which was supported by UNISDR in Geneva
and regional office in Bangkok, the approval for running the 8th
conference is issued through State
Management Training Organization and recognized as an accredited conference. The main topic of 8th
INDM conference is preparation with focus on different issues like the role of Disaster Support Systems
in Disaster Management, Early warning systems, social Determination Disaster, Social and Economic
Impact of Natural Disasters, Long term national strategies for Disaster Management, Climate Change
Adaption, Water Management and drought, Making Cities Resilient Campaign and the new version of
LGSAT.
For the first time, the private sector in Iran has an active role in disaster risk reduction (DRR). In the 7th
International Conference on Integrated Natural Disaster Management (7th
INDM) which took place on
15-16 Feb 2016 in Tehran with the aims to bring people, state authorities and other stakeholders
together to implement the Sendai Framework for Disaster Risk Reduction 2015-2030 (Sendai
Framework) in Iran.
The City Development and Innovation Corporation (CityDi) - the main IT development subsidiary
corporation of Shahr Bank Holding - became an official partner of the UNISDR Making Cities Resilient
Campaign with commitments to promote DRR and support cities to become more resilient to disasters,
using innovative finance solutions. CityDi provides temporary internet banking access and mobile
banking services in disaster affected areas with guarantee of payment within 24 hours of an event. It
provides digital identify card storage for customers in case of loss of hard copies in disasters, disaster
insurance to customers and low interest loans for reconstruction and building reinforcement.
Receiving the certificate of partnership with the Campaign, UNISDR representative, Mr. Armen Rostomyan from the UNISDR
Global Education and Training Institute (GETI) and Mr. Masieh Ghaemian the Managing Director of Shahr Development and
Innovation Corporation (CityDi) of Bank Shahr (City Bank)
As the next step, Shahr Bank will use its Social Corporate Responsibility (CSR) to create a system of
Incident Command System (ICS) in different cities of Iran to support quick response to disasters,
particularly earthquakes, using the Bank’s network of 1000 mobile bank branches.

The ICS and mobile bank branches will be present at different levels of a city such as neighborhoods;
district and one of them will take the lead responsibility for the whole city. Using the mobile bank
branches as complimentary to the ICS will enable the cities, particularly those with limited budget, to
strengthen its preparedness for disaster and become more resilient to different risks.
Speaking at the Conference, Mr. Najar, Head of the National Disaster Management Organization of Iran, welcomed the
engagement of the private sector as well as other stakeholders as critical players to build disaster resilience in Iran.
Mashhad, the second major city of Iran whom authorities participated in the Conference was introduced
to the Sendai Framework that emphasizes actions at the local level. UNISDR representative, Mr. Armen
Rostomyan from the UNISDR Global Education and Training Institute (GETI) presented the Ten Essentials
for local disaster resilience and tools provided by the Making Cities Resilient Campaign to help cities
assess their risks and resilience and develop action plan to achieve Sendai Framework outcome of
substantial reduction of disaster risks and losses for attaining sustainable development goals. As an
immediate follow up action to the Conference, Mashhad government and UNISDR held two day
workshops for Mashhad local government authorities, universities and other stakeholders on 17-18
February in Mashhad.
