Submitted by Dave BlouinThe 75th Anniversary July 3 & 4 events were a big success thanks to great weather and lot of dedicated volunteers and enthusiastic attendees. The turnout was the largest anyone has seen in recent memory and I’m told was similar to the really big July 4 events from years ago. A crowd estimated around 300 enjoyed the concert and picnic on the evening of July 3. They were treated to music from Dimensions in Sound which performed a great range of songs starting from the 1940’s and also a fantastic Westmorland history overview from our history book editor and author Sarah White. The fact that it was so well-attended and popular strongly suggests the WNA will consider a similar program next year. Credit for these great events is owed to the dedicated July 4 Planning Committee of Meg Stevens, Ruth Manning, Jan Murphy, Kathy Revello, Chris Tall, Tom Martinelli, Cami Martin, Erica Throneburg, Charles James, Julie Verban, Christopher Harrison, and Dawn Liska-Tollefson. The planning committee met regularly to craft a great agenda for both days of activities. We also owe big thanks the Midvale Heights and Sunset Village Neighborhoods who co-sponsored this year’s events and helped with financial assistance for the extra costs. Board members Christopher Harrison and Chris Tall did an outstanding job again this year keeping the Kids Games tent running smoothly. Thank you to all the neighbors who brought Cake Walk treats. Big thanks to Lochlan Masters, Westmorland’s own balloon master who hosts one of most popular booths. And special thanks to everyone who came out on the day before and the morning of the event for setup; all the extra help made a big difference and we were ready for the crowds.Madison Fire Department came through again this year with Engine 9 leading the parade and we also featured a handful of vintage cars. Thanks to Jennie and Larry Larson, Lorrie and John Hylkema, and Dan Pope and his brothers for driving their vintage cars in the parade! We’d like to feature even more vintage cars in the future so please let me know if you’re interested in participating or if you have a lead on anyone who might be interested – even if not in Westmorland.We continued the big turnout of Girl and Boy Scouts for the parade and the girls had the honor of raising the flag at the park. Participating troops this year were: Brownie Troop 2430 from Midvale School and Queen of Peace Church and led by Katie Gustafson and Marnie Wickizer; Boy Scout Troop 15 from Queen of

Hello Neighbors! It is time for our annual membership drive again. Now is the time for
you to support the Westmorland Neighborhood Association and help us continue our 75-year tradition of activities for our neighbors. With this Courier, you are receiving your household membership forms. I hope you will consider renewing your membership or becoming a member of the Westmorland Neighborhood Association. You may return your completed membership forms to your block captain or give them to our Treasurer, Chris Gunst. Many of you may not realize that the various activities in the Neighborhood do not pay for themselves. Even our fantastic Fourth of July event requires a subsidy. As a result, we ask neighbors to contribute annually, in the form of dues. With these dues, we sponsor many of the different things that make Westmorland a great place to live. In addition to the Fourth of July celebration, our members sponsor our annual Halloween Parade and Party, the Winter Play Date, and Wine and Cheese Get Together. We also sponsor the excellent work done by various committees, including the Greenspace Committee and the History Committee. All of this programming contributes to making Westmorland the vibrant neighborhood that it is today. We hope to continue to be able to bring you this same level of programming in the future. Update
The Greenspace Crew has continued with some work dIt’s been an unusual year for Madison with lots of rain and above average temperatures well into September. Many people have commented on the lush growing season with vegetable and flower gardens seemingly ‘out of control.’ That feeling was echoed by the Greenspace Crew as we weeded and pruned and worked to prevent the spread of invasives while encouraging our native plantings. The Rock Garden and nearby shrub islands have been the primary focus of our late summer activities. We also acquired some native grasses at a deep discount and planted a border along the sidewalk of the Glenway Gully. Just in time for all that rain, City Engineering redesigned and rebuilt much of St. Clair Street this year. In the process, rainwater was no longer directed into the Park at Holly which previously caused a lot of erosion and damage in the shrub islands. We can already see the improvement with the deluge that was experienced in September. There was some fascinating information in the latest newsletter from City Engineering. In an ongoing study, they found that removal of leaves from street gutters reduced the phosphorus levels downstream by 80%!!! That’s amazing and that’s up to US! Please keep your street gutters free of debris, particularly before approaching rainfall. As fall approaches, the cutting back of plants on the Westmorland and Glen Drive medians as well as at some Westmorland signs has begun. Before you know it, there will be a blanket of snow covering our greenspace, taking a nap before spring.Earlier this fall, someone cut a trail from the Tokay sidewalk into the woodlands. This opening leads down a steep slope into the woodlands and, as time goes by, foot or bike traffic will create erosion. Please do not make your own trails through the woodlands or park land and try to make sure your children aren’t surreptitiously doing it either. Later this fall, we will continue with our efforts to control invasive plants by doing some cutting and treating at the Park. We had intended to accomplish
this last winter but weather and personal injuries prevented us from getting that done. Through years of solid Integrated Pest Management, we have reached the point where we are mostly herbicide-free. Yet, even with a group of people working every Tuesday evening throughout the growing season, we are not always able to keep up with what mother nature throws at us. Our goal is to minimize the use of herbicides but sometimes they are the only effective course. We do not remove invasives simply for aesthetic purposes. There are serious environmental problems that occur if invasive plants impact the overall native plant population, such as a reduction in butterflies, bugs, birds and creatures. We rarely use herbicides and when we do, it is usually to treat stumps of trees or shrubs which are too large to be dug out, going above and beyond the Parks Dept. and EPA standards in assuring nearly all herbicide application takes place when children are least likely to be in the Park woodlands. As usual, we will mark the treated areas for 30 days from time of treatment so that you can avoid the area if you have concerns. We greatly appreciate the compliments and thanks we receive during our Tuesday evening work parties. Peace Church led by Jim Pankratz; Boy Scout Troop 104 from Midvale Lutheran led by Nathan Wilke; Cub Scout Pack 120 from Bethany United Methodist led by Jeff Iverson and Lisa Coleman; Brownie Troop 1196 from Lincoln School led by Susie Madden; and Girl Scout Juniors Troop 1193 led by Jen Fafinski. The National Anthem was again led by the Westmorland Walking Band plus they played a bonus set of songs immediately afterwards for the whole crowd. Thanks to Julie Verban for organizing and leading the band. The popular band Primitive Culture returned this year and had many dancing on the lawn. Thanks to Tom Martinelli for hosting the History Committee’s wonderful new displays under the big tent. We also continued the limited free beer this year and will continue as long as it’s a positive addition to the event. Thanks to Troy Reeves of the UW Oral History Program, UW Archives loaned digital recorders and helped train volunteers for our ongoing oral history project. James Meyers, Pei Pei Heikkinen, Marie Kazcmarek, and Carrie Golden recorded memories
and more about past July 4 events for our ongoing oral history project and Jan Murphy organized the art project in the big tent that will ultimately become a new neighborhood banner. I don’t know the timelines for completion of these projects but watch the listserv and our website and Facebook page for updates.Please note that some of the popular events brought back just for this year such as the petting zoo, bounce house, and dunk tank would not have been possible without the additional financial support of the other neighborhoods plus support by our own Westmorland neighbors. These events are costly and require additional insurance coverage that also increases costs. Whether or not we can continue these popular events depends on future support in the form of neighborhood association dues and contributions so please be generous with your dues this fall. We’re always open to any suggestions on how to improve our signature annual Westmorland event. Neighbor volunteers are encouraged to join the July 4 Planning Committee that will likely begin meeting late this year. I plan to step down as overall

The History Committee has recently come in possession of two photos from the 1940s related to two subjects of interest in the neighborhood. The first photo was recently included in an article in the Wisconsin Magazine of History, Summer 2016 Issue. The article entitled “The Life and Times of Carson Gulley” tells the story of world-famous UW chef Carson Gulley (from 1926-1954) who developed a recipe for fudge bottom pie that is still served at the UW Memorial Union. Gulley and his wife Beatrice enjoyed golfing in their free time. The article included a photo (page 9 of the article`) showing Gulley putting on a golf course green. After further research of the photo, we determined that the photo was taken on the 9th green of the Westmorland Golf Course sometime between 1940 and when the golf course closed in 1944. The 9th green would have been in what is now the parking lot for Our Lady Queen of Peace Church. Houses shown in the background of the photo on Holly Avenue and Euclid Avenue where built between 1935 and 1940 (WHS Image #124011).
The second photo was taken in the Village Bar in October of 1941. The photo was donated to the History Committee by Dennis Herling, grandson of Bill Herling, the first owner of the Village Bar building when it was known as Herling’s General Store (1928-1933) and then Herling’s Tavern (1933 until 1943). (Even though Dennis Herling lives in the State of Washington, he still has interest in the history of the Westmorland neighborhood).
Bill Herling (b: 1881; d:1963) is shown in the photo standing at the bar with three bartenders behind the bar. The bartenders are (L-R) sons Bill, Jr. (b:1919; d: 1964) and Herb (b:1910; d: 1991), and an unknown bartender.

Submitted by Erica ThroneburgAfter three years of fundraising efforts, a new playground at Midvale Elementary is a reality! On August 8th and 9th, over 80 community volunteers worked to assemble the new equipment.Westmorland neighbors have been an important part of this fundraising effort. The Midvale Elementary Playground Committee would like to extend a big thank you to all our neighbors who donated to the fund with time or money, attended events, bid on or donated to our silent auctions,

helped build the playground, or supported this project in any way. Thanks to the incredible support of our Madison community, nearly $100,000 was raised to pay for this new, safe, inclusive playground. The final $40,000 was raised in June and July when our community donated $20,000, which was matched dollar-for-dollar by Madison West Kiwanis. MMSD rounded out the money needed to complete the project this year. The playground will continue to grow as natural play areas will be added over time.

The Mayor submits his executive budgets and the Board of Estimates and the Common Council make amendments to his proposal. Of interest to District 11, the Mayor’s 2017 Capital Budget proposal had no funding for construction of the Madison Police Department Midtown District Station, the funding was delayed until 2018, which would have meant a 3 to 4 month delay beyond the timeline that was established for construction drawings and construction. The Board of Estimates approved an amendment sponsored by me and several other Alders that put funding for Midtown construction in the 2017 budget. Construction is expected to start in August 2017 and be completed in July 2018.Please email me at [email protected] with any comments on the budget.

Agrace to Offer Orientation for New Volunteers in NovemberSubmitted by Elizabeth KoplingVolunteering for Agrace Hospice & Palliative Care can be a very rewarding experience in a person’s life. In November, Agrace will offer volunteer orientation for those interested in making a difference in the lives of patients with advanced illnesses. Agrace has opportunities for volunteers who would like to work directly with Agrace patients, as well as organizational support roles that do not involve patient care. Areas of most immediate need are for customer service volunteers at the Agrace Thrift Store–East, 2402 East
Springs Drive, Madison as well as café and kitchen help at Agrace’s Madison campus, 5395 E. Cheryl Parkway.Agrace will host new volunteer orientation sessions on Monday, Nov. 7, from 5 p.m. to 9 p.m., and Tuesday, Nov. 29, from 8 a.m. to noon, at Agrace, 5395 E. Cheryl Parkway, Madison. Before they attend orientation, prospective volunteers must complete an application and an interview to discuss their skills and interests. Submitted by Caroline GermanAs you may remember from previous updates, the City of Madison Parks Division is planning to update the playground area of Westmorland Park in 2017. We as neighbors have the opportunity to raise additional funds, above what the City has budgeted, to supplement the playground update. Extra funds could be used toward additional items or equipment for the park. If you are interested in contributing funds toward the Westmorland Park update, please do so by indicating the amount of your donation on your membership form and adding that amount to the amount of your dues on your check.
By donating, you will help make the new play area that much nicer for generations of Westmorland Neighbors!There is a small committee of neighbors assigned to work with the Board and to help assist the City with plans for the new Westmorland playground. Neighborhood input regarding the new play area will be sought in coming months. Specific details for meetings and information sharing will be communicated once available.
