Mean Number of UEs with Two Combined RLs
 VS.SHO.AS.2Softer
Mean Number of Three-RL UEs with Three Combined
 VS.SHO.AS.3Softer
There are 3 additional counters and they are usually 0 in commercial networks:
Mean Number of UEs with Four RLs
 VS.SHO.AS.4
Mean Number of UEs with Five RLs
 VS.SHO.AS.5
Mean Number of UEs with Six RLs
 VS.SHO.AS.6
This is because we usually set the maximum cell in an active set as 3.
These measurement items provide the mean number of UEs with different RLs.
The RNC periodically takes a sample from the number of UEs with different RLs. At the end of the measurement period, the RNC divides the accumulated number by the
number of samples to obtain the average number of UEs with different RLs in the measurement period.

Number of Soft Handovers Initiated by RNC
 VS.SHO.Att.RNC
Number of Call Drops due to Soft Handover
 VS.SHO.Drop.RNC
 VS.SHO.Succ
This measurement item provides the number of successful soft handovers (including softer handovers).
The measurement is triggered at point C, as shown in the figure. When the RNC receives an ACTIVE SET UPDATE COMPLETE message from the UE, which indicates that the soft handover is successful, the RNC measures this item.
 VS.SHO.Att.RNC
This measurement item provides the number of soft handovers (including softer handovers) that the RNC decides to initiate.
The measurement is triggered at point B, as shown in the figure. When the RNC sends an ACTIVE SET UPDATE message to the UE, the RNC measures this item.
 VS.SHO.Drop.RNC
This measurement item provides the number of call drops caused by soft handover in the RNC.
During soft handover, when the RNC sends an ACTIVE SET UPDATE message to the UE, it starts the timer to wait for the response from the UE. If the RNC does not receive the response until the timer expires, it releases this RRC connection, which results in call drops. At this time, the RNC measures this item.

The measurement is triggered at point C, as shown in the figure. When the RNC receives a PHYSICAL CHANNEL RECONFIGURATION COMPLETE message, or a TRANSPORT CHANNEL RECONFIGURATION COMPLETE message, or a RADIO BEARER RECONFIGURATION COMPLETE message from a UE during inter-frequency hard handover, the measurement of this item shall be triggered.
 VS.HHO.InterFreq.Att.RNC
This measurement item provides the number of inter-frequency hard handover requests initiated by the RNC.
The measurement is triggered at point B, as shown in the figure. To initiate an inter-frequency hard handover procedure, the RNC first sends a RADIO LINK SETUP REQUEST message to the NodeB. After it receives a RADIO LIN SETUP RESPONSE message, the RNC sends a PHYSICAL CHANNEL RECONFIGURATION message, or a TRANSPORT CHANNELRECONFIGURATION message, or a RADIO BEARER RECONFIGURATION message to the UE. At this moment, the measurement of this item shall be triggered.
 VS.HHO.InterFreq.Drop.RNC
This measurement item provides the number of call drops due to inter-frequency hard handover failure in the RNC.
During inter-frequency hard handover, the RNC sends a PHYSICAL CHANNEL RECONFIGURATION message, TRANSPORT CHANNEL RECONFIGURATION message, or RADIO BEARER RECONFIGURATION message to the UE and starts a timer to wait for the response from the UE. If the UE returns a PHYSICAL CHANNEL RECONFIGURATION FAILURE message, or a TRANSPORT CHANNEL RECONFIGURATION FAILURE message, or a RADIO BEARER RECONFIGURATION FAILURE message, it indicates that the hard handover fails. If the RNC cannot maintain the call connected before the hard handover, it initiates an RRC connection release procedure, which results in call drops. At this moment, the measurement of this item shall be triggered.

E-DCH Service Cell Change Success
Rate with Inter-HHO Counters (CELL)
Number of Success to Change Serving Cell due to EDCH-to-
EDCH Inter-Frequency Hard Handover Triggered by RNC
 VS.HSUPA.HHO.InterFreq.NoChR.Succ
Number of Attempts to Change Serving Cell due to EDCH-to-
EDCH Inter-Frequency Hard Handover Triggered by RNC
 VS.HSUPA.HHO.InterFreq.NoChR.Att
 VS.HSUPA.HHO.InterFreq.NoChR.Succ
This measurement item takes statistics of the number of successful attempts to change the serving cell because the RNC triggers the EDCH-to-EDCH
inter-frequency hard handover.
This measurement is triggered at point B shown in the figure. When the RNC receives a PHYSICAL CHANNEL (TRCH/RB) RECFG COMPLETE message
from the UE, the RNC measures this item in best cell that the UE camps on before the hard handover if an EDCH-to-EDCH inter-frequency hard handover
is performed.
 VS.HSUPA.HHO.InterFreq.NoChR.Att
This measurement item takes statistics of the number of attempts to change
the serving cell because the RNC triggers the EDCH-to-EDCH inter-frequency hard handover.
This measurement is triggered at point A shown in the figure. When the RNC sends a PHYSICAL CHANNEL (TRCH/RB) RECONFIGRATION message to
the UE, the RNC measures the item in best cell that the UE camps on before the hard handover if an EDCH-to-EDCH inter-frequency hard handover is performed.

E-DCH Service Cell Change Success
Rate with Inter-HHO
According to Huawei definition, the E-DCH Service Cell Change
Success Rate with Inter-HHO is calculated by the following
formulas:
tteq.NoChR.AHO.InterFrVS.HSUPA.H
ucceq.NoChR.SHO.InterFrVS.HSUPA.H ucc.Ratioeq.NoChR.SHO.InterFrVS.HSUPA.H =
