After the RNC receives the RAB ASSIGNMENT REQUEST message, it performs resource allocation and admission control according to the

Allocation/Retention Priority IEs in the message. The RABs with the

highest priority will be allocated first and the RABs with the lower priority

may be placed in a queue. In this case, the RNC directly sends the CN a

RAB ASSIGNMENT RESPONSE message indicating the queuing RAB. The RAB setup procedure will proceed when there are enough resources.
