ENVIRONMENT AL LIABILITIES
According to the Environmental Law with No: 2872 and related regulations, the contractor is required to obey the commitments, defined by the Project Owner, in the Final EIA Report/Final Project Description File of Electric Transmission Plant (overhead line, underground cables, substations etc.) whose "EIA Positive Verdict/EIA Not Necessary Verdict" is obtained from the Ministry of Environment and Forestry or Related Governorate.
Commintments, which should be obeyed by the Contractor in accordance with the Environmental Legislation, are described in the "Mitigation and Monitoring Plans". Environmental Management Plan (EMP) Application Report covering the processes within the scope of EMP is required to be prepared by a firm having received licence from the Ministry of Environment and Forestry as to the "Necessity Certificate Communique" published in the offical gazzette with No:26961 and on the date of 8 August 2008.
Following the signing of the contract and hand-over of the site, until the operational acceptance, the contractor is supposed to submit the EMP Application Reports, which are prepared in a quarterly basis, to the Project Owner to be transmitted to the Ministry of Environment and Forestry/Related Governorate/the World Bank.
The contractor shall be required to present the Application Report to the Project Owner within maximum 7 (seven) days as from the end of the reporting period. If EMP Application Reports is not submitted to the Project Owner in due time, 10000 - TL (Ten Thousand Turkish Liras) is fined from the progress payment of the Contractor.
If it is determined by the Project Owner, Ministry of Environment and Forestry/Governorate or third parties that the commintments within the scope of the Environmental Legislation are not obeyed by the Contractor, all the responsibilities are on the Contractor.

1. MITIGATION PLAN
In this section, feasible and cost-effective mitigations to be taken for the prevention of, reducing to acceptable levels or compensation of the probable adverse impacts of 380 kV Yenibosna GIS Substation Project, which were determined in the Project Description File (PDF), are presented. For ease-of-use, mitigation measures taken in each phase of the project are prefered in a tabular form (Table 2.1). Mitigation plan have been prepared as to cover the following subjects.

The regulated limit value of Dust/Particulate matter emision being 3 mg/Nm3 (Industrial Air Pollution Control Regulation) is not to be exceeded. Watering will be done in the dry seasons Loading and unloading will be carried out with care and without scettering. In order not to lead to scattering, loading/unloading works will be performed in an area allocated for loading/unloding and water sprays will be used in this area. While loading/unloading, a limit drop height will be applied for the dusty materials. Additionally, the workers are warned being careful. In addition, wind direction and strength will be taken into account while loading and unloading. The trucks will be covered and speed limitation will be applied. Speed limit on trucks is 30 km/hr (at project site) and 50 km/hr (outer of the project site - within the city) Vehicles with emission stickers will be used In the case of storing vegetable soil at the site, it will be ensured to be covered with canvas or with the matter having particle size greater than 10 mm Tires of the trucks will be cleaned where necessary to prevent dirt being carried onto the roads

• The continuous work-site noise (day times) will be ensured
to be under 70 dBA (according to the Turkish Evaluation of
Environmental Noise Regulation.
• During the construction, noise measurement will be done

reducing noise level (sound absorbing barriers) will be
placed by the contractor.

the power of the machines. Generally, the average noise

When it is not possible or practical to reduce the number of

The substation will be establihed as to the fire safety elements in the "Electric Intensive Current Plant Regulation" For the operation of the substation there is a standard yearly maintenance/operation and test program, The program will be followed during the operation of the substation, If there is a sign of failure unexpectedly (arc, local warming, decrease in the level of isolation, instability of current/voltage etc,) the enegy will be ceased and the trained operational personel working at the substation will provide technical support to solve the problem,

3. MONITORING PLAN
Environmental monitoring provides information about key environmental issues, especially about the efficiency ofmeasures taken and environmental impacts of the project, at the implementation phase of the project. This information enables project owner and audit mechanism to evaluate the effectiveness ofthe mitigation and to allow correct actions to be taken in the case of necessity. Therefore, EMP describes the aims and the types of monitoring by relating the impact assessments defined in PDF and the mitigation measures defined in EMP.
