The US President Barrack Obama has left India on completion of his three-day visit to India.While the experts will continue to debate the implications of his trip trying to figure out meaningof every word he uttered it may not be denied that he was able to strike an emotional chord withpeople particularly in his address to the joint session of Parliament. By invoking the names ofMahatma Gandhi, Swami Vivekanand, Rabindranath Tagore and Babasaheb Bhim Rao Ambedkarhe could connect himself to the Indian psyche at civilizational level. In doing so he not onlyrecognized the potential of an incredible India which has 'risen' but also acknowledged thecivilizational roots which need to be nurtured and strengthened.

Obama started by addressing the concerns of his constituency back home trying to flaunt50,000 jobs which he won for them in India through deals amounting to 10 billion USD. It gavean impression that US perceived India only as a market inviting all out criticism. His initialreluctance in naming Pakistan as the state responsible for terrorism in India also did not godown well with Indian people. Apart from terrorism, the issues related to outsourcing, nuclearpower, high-technologies, regional security, UNSC seat etc. were supposed to be definingfactors in Indo-US relationship. Obama's open endorsement to India's claim to UNSC permanentseat, asking Pakistan to act against Lashkar-e-Toiba, lifting curbs on high-tech exports, sup-porting India's membership in the Nuclear Suppliers' Group and promise of an important place inAsian security architecture have, to some extent, offset the glitches that were earlier evident inhis approach. It has definitely sent right signal to the people of India. The follow-ups in thecoming days will be awaited with hope and expectations.

Congress led UPA government at the Centre was seen wanting on many occasions. It couldnot advocate India's interest firmly on several issues raising a question mark on its prepared-ness and good homework for the US President's visit. Prime Minister Manmohan Singh's si-lence on Obama's reference to India's 'inaction on gross violation of Human rights in Myanmar'was like swallowing a rebuke without any complaint. India was also seen wavering on thequestion of Iran and China. The government also showed no interest in raising the issues ofBhopal gas victims. It goes to the credit of Leader of Opposition in Lok Sabha Smt. SushmaSwaraj who raised five points important to the nation ,including the issue of Bhopal gas victimswith Obama during her 30-minutes meeting. Her raising the issue of the confiscation of socialsecurity under the tantalization agreement is reportedly also seeing some positive action on thepart of US. It may be noted that Obama asking Pakistan to act against Lashkar-i-Toiba was theresult not of UPA diplomacy but mainly an outcome of the young India's determination to grillhim on the issue forcing him to go for a re-think. The meek and weak policies are not going tosafeguard India interests but assertiveness of young India and frank exchange of views are theway forward for securing space for India's constructive role in the comity of the nations.

The US President's visit may help evolve Indo-US bilateral relations on firmer groundprovided Indian leadership pursues the outcomes with vigour and commitment. Obama wascandid in admitting that US needed India and its market while Indian concerns on major policyissues need to be emphasized with fresh approach and understanding. He was advocated a‘Win-Win’ situation for both the democracies which are largest in the world. While Obama mayendorse India's claim to permanent UNSC seat and acknowledge it as a power that his 'risen'India requires to cover a lot of ground before it starts really playing major role in global politics.For this, political will, determination and dedication to address India's problems at home andabroad are required to assume a significant global role with civilizational strength.

US must take effective steps to ensure justice to thevictims of Bhopal gas tragedy : Sushma to Obama

Leader of Opposition in Lok Sabha Smt. SushmaSwaraj during her meeting with the US PresidentShri Barack Obama in New Delhi on October 8,emphasized the historical evolution of Indo-US

relationship referring back to the initiatives taken by theNDA headed by Shri Atal Bihari Vajpayee when a strategicdialogue between the US and India had commenced.

She highlighted five important issues in the meeting,the better understanding of which will help evolve abetter relationship between the two nations. These issuesare:(a) We appreciate the concern shown by the American

President with regard to the terrorist attacks on 26/11 and the sympathies he expressed for the victims of the said attack. The US and India share a commonperception of the war against terror. However, every Indian would appreciate if the US is clear inidentifying the perpetrator of this terror attack- namely Pakistan. She emphasized those occasionalutterances on behalf of the US such as granting the special status relationship to Pakistan or treatingit as the most important non-NATO ally of USA caused concern in India. An impression should notbe allowed to be gathered in India that Pakistan is an ally and India a market.

(b) It was emphasized that China cannot have a role in resolving any issue in South Asia. The UnitedStates must dispel this notion.

(c) The gross tragedy that took place in Bhopal 25 years ago has still left its wounds behind. The USmust, even at this stage, take effective steps to ensure justice to the victims and adequate punishmentto the guilty. It was emphasized that the environmental concerns in Bhopal even today require aresolution. The US must realize the importance of finding “a solution on the pattern of BP Oil spillcase”.

(d) The confiscation of social security under the tantalization agreement is causing unhappiness andconcern to Indians who have worked in the US or who go to US for work on temporary permits. TheUS must find a solution to the same.The President appreciated the concerns expressed by the Leader of Opposition in Lok Sabha and

extended an invitation to her to visit the United States in the near future.

Case against Indresh politically motivated : Shahnawaz HussainThe BJP on November 04, 2010 said the case against RSS leader Indresh

Kumar was politically motivated and he was being fixed because of his worksfor the Muslim community. Interacting with media persons BJP Nationalspokesman Shri Shahnawaz Hussain said, “Indreshji’s efforts to work for theMuslims are well-known. And that is the reason why he has been targeted”.“While the Congress remained silent on the issue of corruption during the AICCsession, it attacked a nationalist organisation like the RSS to divert attention fromscams under its leadership at the Centre as well as Maharashtra,” Shri Hussainadded. Shri Shahnawaz Hussain said, “The BJP always stands by what is right

for the nation”, and he suggested Congress chief Sonia Gandhi not to remain a mute spectator andtake action against those who were neck deep in 2G spectrum, commonwealth games and AdarshSociety scams. (FOC)

At an election rally in Bhanwar Pokharin Patna on October 27, BharatiyaJanata Party national president ShriNitin Gadkari said the state elections

this year would determine whether the people ofBihar were in favour of development as heraldedby the NDA government or of destruction asperpetuated by the previous administrationsin the state.

Shri Gadkari said, “The choice is veryclear. If you want development in the state,you should vote for the NDA. On the otherhand, if you are happy with the way thingswere before 2005, you may vote for otherparties,”.

Describing the Congress, RashtriyaJanata Dal (RJD), and Lok Janshakti Party(LJP) as the parties of family dynasties, hesaid that the post of party president inCongress has permanently been reserved fora Gandhi progeny and if someone like PrimeMinister Manmohan Singh wanted to become theAICC president, he could not do so.

“This is in sharp contrast to the BJP whereeven an ordinary party worker could rise to the topof the party hierarchy,” he said.

Commenting on RJD President Shri LaluPrasad Yadav’s claim that his party was forprogress and development of Bihar, Shri Gadkarisaid that Yadav first needed to explain what washe doing when he was in power for 15 years in thestate.

At another Election Rally in BhagalpurDistrict while canvassing for NDA nominees hesaid, “Congress is the victim of a family rule,”.

“RJD and LJP too are engaged in promoting‘parivarvad’... They will bite the dust,” he said.

Hitting out at RJD, Shri Gadkari alleged that

Shri Lalu Prasad had installed his wife Rabri Devias the chief minister in his place when he was sentto jail in the multi-crore fodder scam. “Now Prasadhas brought in his son (Tejaswi) in politics.”

He also accused RJD-Congress combine ofpushing Bihar “miles behind” in developmentduring their rule.

“The RJD-Congress regime has beencharacterised by corruption and jungle raj,” healleged.

“The work done during the past five years byNitish Kumar government is just a trailer... Thefull film will be screened once Bihar makes it to thecategory of developed states in the country. “Indiacan’t develop unless Bihar is developed and it canbe made possible only when every hand in thestate has plenty of opportunities for jobs.” he added

The first step taken by the Nitish Kumargovernment was to establish the rule of law andmore than 45,000 criminals were convicted inspeedy trials during its tenure, he said.

Besides constructing 23,000 km of road anumber of initiatives were taken for bringingdevelopment back on tracks in the state.

relating to electricity supply would be accordedtop priority and steps would be taken for settingup thermal power plants, besides ensuringdevelopment in all fields, Shri Gadkari said.

At an Election rally in Pirpainti, he said “RJD-LJP are all about promoting their own familymembers. For them the family members matter morethan the people of Bihar. Congress has masteredthe art of dynastic politics and now the RJD andthe LJP is borrowing a page from the Congressplaybook,” Gadkari said.

Poll panel should organise debatesbetween leaders : Advani

In an election rally BJP Parliamentary partyChairman Shri L.K. Advani on October 29suggested the Election Commission organisepublic debates between leaders of various politicalparties on key issues during the election campaign.

The Election Commission should organisepublic meetings for debates on issues during the

election campaign, he said, addressing a rally inBhagalpur town constituency.

Instead of a BJP public meeting or a Congressor a Lok Janshakti Party public meeting, there is aneed for debate among the leaders of differentpolitical parties, Shri Advani said, adding: “Thiscould give new life to debate on poll issues duringthe election campaign.”

Referring to ongoing polls in Bihar, ShriAdvani said there should be a debate betweenChief Minister Nitish Kumar, who is chiefministerial candidate of the National DemocraticAlliance (NDA), and Lalu Prasad, the chiefministerial candidate of the Rashtriya Janata Dal(RJD)-Lok Janshakti Party (LJP) alliance.

‘It will provide an opportunity for people tolisten and decide whom to support,’ he said.

Targeting the Congress and the RJD, he saidBihar was ruined during the 15-year rule of LaluPrasad and his wife Rabri Devi from 1990 to 2005.

‘RJD chief Lalu Prasad has only derailedBihar,’Shri Advani alleged.

Shri Advani also sought to refute Congresspresident Sonia Gandhi’s remarks that the Bihargovernment failed to utilise the funds sent by thecentral government for development schemes. ‘Thecentral government funds were not Congress partyfunds, the funds were fully utilised,’ he said.

Sushma Swaraj upbeatabout poll results

Leader of Opposion in Lok Sabha Smt.SushmaSwaraj, during an election speech in Patna onOctober 25 , said that while other parties in thefray were relying on negative campaigning, theNDA was solely running its election campaign on

its records and achievements attained inthe last five years.

“The opposition has no agenda forBihar and they also have no laurels to standon. In the lack of any positive message, itis solely counting on negative propagandaand people’s amnesia to come back intopower,” Smt.Swaraj said.

Giving high marks to the NDA on itsrecord of development in Bihar, She saidthat in 2005, the NDA had appealed forvotes by making promises to bring changein the state.

“Today once again we are asking thevoters to give us their trust on the basis of what theNDA had been able to accomplish in a short spanof five years,” Smt. Swaraj said adding theRashtriya Janata Dal (RJD), the Congress, and theLok Janshakti Party (LJP) were the parties of familymembers whereas the NDA had development onits side.

Declaring the days of caste-based politicswere over in Bihar, Smt. Swaraj said that the voterswere only concerned with development andprogress and did not care who belonged to whichcaste.

He said BJP is a modernparty which stands for aneconomic model which is, pro-poor, pro-people and pro-reforms. Competition andproductivity are the twoimportant key factors of thiseconomic growth model and theEconomic Forum should go intothe details of every issue andprepare position papersaccordingly, he advised.

Shri Gadkari emphaticallyBJP stressed that the Public-Private Participation model hasan important place indevelopment of economy, as itcan take care of viableinfrastructure needs. It is herethat the government finances canbridge the inequality gulf, he

added.The BJP perceives India to

be a strong economic power witheconomic justice for all whichwill ultimately remove all kindsof disparities between the havesand have-nots, BJP Presidentsaid.

Speaking at the day-longdiscussion, the former Unionfinance minister Shri YashwantSinha highlighted the variouseconomic reforms undertaken bythe then BJP-led NDAgovernment. He lamented thatthe UPA dispensation could notcontinue the momentum, whichthe NDA had created.

Close to the heels of sweeping thepolls to all the six civic bodies in Gujarat,the BJP routed the Congress in thepanchayat polls too. Out of the 24district panchayats, BJP won 21 whilethe Congress managed toget only two panchayats.The poll to the Bharuch

Of 24 district panchayats, theCongress managed to win just two,Gandhinagar and Tapi. These are the

smallest of all panchayats in the state. The BJP won 47 outof the 53 municipalities and most of the 208-talukapanchayats.

If the defeat in Anand is a jolt to Solanki and Dinsha, theeclipse of Bharuch, where tribals and Muslims form aformidable force, suggests a setback to Congress presidentSonia Gandhi’s political advisor, Ahmed Patel. SeveralMuslim candidates of BJP have won in the Bharuchmunicipality. The loss in Valsad and Surat is a disturbingsign for Congress.

Advani hails party's sweepLauding BJP’s sweep of the local body elections in Gujarat,BJP Parliamentary Party Chairman Shri L K Advani saidmore than 100 Muslim candidates from BJP won, sendingthe Congress in a “state of shock” and forcing its senior stateunit leaders to resign. “I do not recall the election result ofcivic bodies in any state causing such a political upheavalas has occurred in Gujarat last week. The Congress party inthe state has been shocked by the results of the municipaland Panchayat elections.”The senior BJP leader further states that this shock wasvisible in the actions of the Congress leaders with their statepresident Siddharth Patel resigning from his post owning“moral responsibility” while Leader of Opposition in theAssembly Shakti Singh Gohil also stepped down.Advani insisted that these elections have proved thatMuslims and Christians are influenced by “developmentpolitics” of Gujarat Chief Minister Narendra Modi and BJPand evidently disillusioned by vote bank politics.

Significant gains for BJP inKerala local body elections

BJP could retain its strongholds, recapture lost strongholds andexpand its reach in the local body elections in the state of Kerala againstall odds. Early preparations and united work have paid off for the BJPin the elections to local bodies in the State. The people’s disenchantmentwith the ruling front and the development agenda put forward by theparty has contributed to the party’s improved performance. It fieldedcandidates for 9,922 out of 21,456 seats and could win in new areas thistime. This apart, the party has been able to throw up a triangular fight,instead of a conventional two-way contest between the LDF and theUDF in the State. BJP Kerala State President Shri V. Murlidharan

The party not only succeeded in retaining theseats it won in municipalities like Palakkad andKasaragod in the last election but also registeredsurprise wins in Thiruvananthapuram and Kochicorporations and other civic bodies. In Palakkad,where the BJP lost the chance to rule after the 2005civic polls due to the untouchability policy adoptedby the CPI (M) and the Congress, retained the 15seats it had bagged last time. The party claimedsecond position here and in KasaragodMunicipality where it won in 12 divisions. Theother surprising performance of the BJP was seen inThiruvalla and Kanhangad Municipalities whereit bagged five seats each and in Eloor municipality,where it won three seats and is poised to becomethe king-maker in the 31-member body, with UDFand LDF having won 14 and 13 seats, respectively.However, the most surprising performance of theBJP was in Thiruvananthapuram Corporationwhere it bagged seven seats. The party had not wonin even a single division in the capital civic body inthe 2005 election. The Party made impressive gains

in the capital city in a tightly contested threecornered fight. Not only it won seven corporationwards but came close second in another eight seatslosing by a maximum of 30 votes. In Kochi andThrissur corporations, the BJP won two seats each.In the Grama Panchayats, it has won about 450seats, compared to 236 in 2005. This figureexcludes Independents supported by the party,which exceed 50.

Though the Party could win seven BlockPanchayats, same as it won last time, inmunicipalities, the party has expanded itsrepresentation by winning 90 seats in 28municipalities, including 11 Independentssupported by the Party, against 71 seats in 23municipalities in the last elections. The resultsindicate grass root level growth of the party andthe growing confidence among the party workers.The impressive victory in the local body electionswas a much needed tonic to boost the morale of theParty, capable of putting it on a firm footing, muchahead of the Assembly elections.

BJP records massivevictory in Dadar &Nagar Haveli and

Daman DiuThe Bharatiya Janata

Party has got huge victory inlocal body elections held inDadar & Nagar Haveli andDaman Diu. Out of a total of22 seats of local bodies BJPwon 17 seats whereasCongress got only five seats.

Besides out of 114 villagepanchayats and 11 districtpanchayats for whichelections were held, BJP won70 village panchayats and 8district panchayats. Similarly,out of 34 seats in Daman Diu,BJP won 18 seats whereasCongress got 3 seats andindependent won 12 seats.One seat is still remainingundecided.

BJP National Vice-President Smt. NajmaHeptullah has said that this victory isimportant in many ways. She said that Dadar

& Nagar Haveli and Daman Diu are the border statesof Gujarat. Both union territories are under directadministration of Central Government. Congress hasbeen in power in these union territories for the last 20years. The result of maladministration was that duringthe 2009 Lok Sabha elections the people of these two union territoriessupported BJP and BJP MPs were elected from there. It is to be notedthat being border states of Gujarat the people of both these unionterritories are very much attracted towards the developmental andother public welfare activities being undertaken by Shri NarendraModi, Chief Minister of Gujarat. Congress is facing defeat in the entirecountry due to wrong policies of the Central Government. There isgreat resentment among the people towards the anti-people policiesparticularly attempt to ignite communalism and soft attitude towardsterrorism, separatism and naxalism as well as uncontrolled price riseof Congress led UPA Government at the centre. As a result Congressis facing defeat in local body elections and by-elections being held inthe entire country. Congress should keep these facts in mind that thepeople are behind the victory and not the machine. In a press release issued on October 28 on thespeeches made by Syed Ali Shah Geelani andArundhati Roy at Srinagar, BJP has said therehas been a recent controversy with regard to

the speeches made by Syed Ali Shah Geelani,Arundhati Roy and others both at New Delhi andat Srinagar. There is no issue that the subject matterof the speeches disputes the territorial integrity ofIndia. The speeches have attacked the very idea ofthe sovereignty of India. They have spoken aboutthe balkanization of India and referred to Indiansecurity forces as occupational forces in Jammu &Kashmir. The State has been referred to as an‘occupied territory’. All these speeches haveadvocated the concept of Azadi - not in the contextof devolution of more powers but in clear andunambiguous terms as separation from the IndianUnion. In the meetings, the speeches have incitedthe raising of slogans in support of Azadi.

Two views have been raised in relation to thesaid speeches. Some have suggested that even to

advocate Azadi is a part of the right of freedom ofspeech and expression. Others have suggested thateven though the speeches may be seditious innature, the same should be ignored.

The Bharatiya Janata Party has alreadyasserted that there is no absolute right to freedomof speech or expression that attacks the sovereigntyand integrity of India. The right to freedom ofspeech and expression which is guaranteed as afundamental right by the Constitution of India.The Constitution itself circumscribes therestrictions on the said fundamental right. Thesecurity of State, public order, sovereignty andintegrity of India are grounds on which prohibitionon the right to free speech and expression can beimposed. Thus, if such disaffection against theState is allowed to continue in the name of right tofree speech, this will act as a precedent for thefuture.

be an offence of sedition under Section 124A of theIndian Penal Code. That debate for the time beingcan be ignored. Giving of a speech of this natureis a clear offence under Section 13 of the UnlawfulActivities (Prevention) Act, 1967. Section 2(1)(o) ofthe said Act defines “unlawful activity” as: -

“2(1)(o) - ‘unlawful activity’, in relation to anindividual or association, means any action takenby such individual or association (whether bycommitting an act or by words, either spoken orwritten, or by signs or by visible representation orotherwise), - which is intended or supports anyclaim, to bring about, on any ground whatsoever,the cession of a part of the territory of India or thesecession of a part of the territory of India from theUnion, or which incites any individual or groupof individuals to bring about such cession orsecession; or(i) Which disclaims, questions, disrupts or is

intended to disrupt the sovereignty andterritorial integrity of India; or

(ii) Which causes or is intended to causedisaffection against India.Thus, if any person supports any claim for the

cession of a part of the territory of India from theUnion or questions the sovereignty and territorialintegrity of India or incites any individual or groupto bring about such cession or secession, it clearlyfalls within the parameters of ‘unlawful activity’under the Act. The punishment for committing

‘unlawful activity’ is provided in Section 13 of theAct which reads as under:

“13. Punishment for unlawful activities – (1)Whoever (a) takes part in or commits, or (b)advocates, abets, advises or incites the commissionof any unlawful activity, shall be punishable withimprisonment for a term which may extend toseven years, and shall also be liable to fine.

(2) Whoever, in any way, assists any unlawfulactivity of any association declared unlawfulunder section 3, after the notification by which ithas been so declared has become effective undersub-section (3) of that section, shall be punishablewith imprisonment for a term which may extendto five years, or with fine, or with both.

(3) Nothing in this section shall apply to anytreaty, agreement or convention entered intobetween the Government of India and theGovernment of any other country or to anynegotiations therefore carried on by any personauthorized in this behalf by the Government ofIndia.”

It is clear that those who have delivered thespeeches, have unquestionably committed anoffence under Section 13 of the Unlawful Activities(Prevention) Act, 1967.

It has been argued by some people that eventhough a penal offence may have been committed,it is politically prudent to ignore this and not makea martyr of those who have committed the offence.

It is dismaying to note that the CentralGovernment did not take any preventivemeasures and has not taken any action to punishthe guilty. The Central Government should notforget that there are two responsibilities andobligations of the state — to prevent such eventsand to punish the offenders.On the other hand, the Government exercised theoption of looking the other way which is notavailable to it.

BJP is outraged by open anti-Indiasentiments and demand for sedition at theSeminar and finds these as absolutelyunacceptable. It seems that the Centre hasabdicated its duty to protect the unity andintegrity of the country by allowing the functionto take place in which anti-India voices wereraised. The whole country was shocked when

separatists met under the nose of the Centralgovernment to encourage sedition in India.Reports indicate that the issue was ‘India cannotbe one and has to be broken up.

Democracy and freedom of expression doesnot give anybody a right to demand sedition. Nodemocracy permits right to sedition. But somemisconceived representatives of civil society haveadvocated it as free speech. The freedom of speechand expression is a constitutional guarantee, butwith certain restrictions.

If anybody speaks against the sovereignty ofIndia, such exercise comes under penal law —offences against state. The Seminar yesterdaycomes under the purview of the penal law andthe people associated therewith includingGeelani must be prosecuted. The Governmentcannot be a mute spectator.

SC pulls up CBI, Union Govt.for tardy 2G scam probeThe focus in the 2G spectrum scam shifted

back to Telecom Minister A Raja with theSupreme Court taking serious exception to hiscontinuation in the post in the face of “serious”allegations against him.

According to a Pioneer report the Centre,which had long evaded this demand raised byBharatiya Janata Party (BJP), was foundwanting for, especially since Solicitor GeneralGopal Subramanium, the Centre’srepresentative, was absent from the court dueto illness.

Reserving its uncomfortable questions forNovember 15, when the Solicitor Generalwould be available, the Bench of Justices GSSinghvi and AK Ganguly said, “The nature ofcomplaints is serious and the same Minister iscontinuing still. Is that the way a Governmentmust function?” It even posted the petitionfiled by Subramanian Swamy seeking sanctionto prosecute Raja for consideration on the nextdate.

Additional Solicitor General (ASG) HarinRaval, who appeared for CBI, sought to pacifythe Bench, but the judges lashed out againstthe agency. “Your investigation is veryslipshod. You are merely dragging your feet.The complaint is pending for over a year. Isthat the standard you follow in all cases,” itasked.

At one point, the Bench subtly remarked,“How long will you take to investigate, another10 years?” Dispelling the Bench’s concerns,Raval said that investigation was proceedingat good pace and the agency expects to windup the probe in six months. Raval informedthat the CBI was awaiting final report of theComptroller and Auditor General (CAG)highlighting the Telecom Ministry’s complicityin the allocation of 2G spectrum licences.

When Swamy drew the attention of thecourt to the stated position by Solicitor Generalon investigation being pending, the Benchassured him, “That remark was tentative, wewill put questions to him.”

Media reports have indicated that the UnionMinistry of Home Affairs has advised that such aprosecution or investigation should be avoided.

If any such offence has been committed, thereis no power available with the Government of Indiaor the Ministry of Home Affairs or for that matterwith the Home Minister to prevent an investigationof the matter. If the commission of the offence underUnlawful Activities (Prevention) Act, 1967 has beenbrought to the notice of the concerned Police Officer,the investigating officer is bound to investigate thesame and prepare his investigation reportaccordingly.

All he has to do is to go through the text of thespeeches which have been video graphed and ifthe territorial integrity of India has been questionedor the cause of any territory of India being severedfrom the Union has been advocated, he is boundto file a prosecution. The role of the Ministry ofHome Affairs would come only when the sanctionfor prosecution is sought. In case the offence hasbeen committed in any State, then in that event theconsent of the concerned State Government wouldbe sought. There is no power available with theGovernment of India to prevent such aninvestigation. The Supreme Court of India hascategorically approved the principle where thefollowing has been held by the English Courts:-

“I have no hesitation, however, in holdingthat, like every constable in the land, he should be,and is, independent of the executive. He is notsubject to the orders of the Secretary of State, .... Ihold it to be the duty of the Commissioner of Police,as it is of every chief constable, to enforce the lawof the land. He must take steps so to post his menthat crimes may be detected; and that honest citizensmay go about their affairs in peace. He must decidewhether or not suspected persons are to beprosecuted; and, if need be, bring the prosecutionor see that it is brought; but in all these things heis not the servant of anyone, save of the law itself.No Minister of the Crown can tell him that hemust, or must not, keep observation on this placeor that; or that he must, or must not, prosecute thisman or that one. Nor can any police authority tellhim so. The responsibility for law enforcement lieson him. He is answerable to the law and to the lawalone.” The Home Ministry and the Governmentof India have no authority to direct the Delhi Policenot to investigate those who have deliveredseditious speeches.

Movement: Correcting the Mis-Perception” on November 1,2010 in New Delhi. BJP NationalPresident Shri Nitin Gadkariinaugurated the symposium. Thesubject was discussed in detailby eminent speakers includingBJP Spokesperson Smt. NirmalaSitharaman, Shri VinaySahasrabuddhe, Director, Centrefor Human rights Studies &Awareness, Shri Avinash RaiKhanna MP (Rajya Sabha) Ex-Member, Human RightsCommission, Punjab and ShriArun Bhagat, IPS (Retd.).

In his Key Note Address tothe gathering, Shri Nitin Gadkarisaid Human Rights are the rightsrelating to life, liberty, quality anddignity of individualsguaranteed by the Constitutionor embodied in the InternationalCovenants and enforceable bycourts in India. Various SocialGroups, NGOs and individualsknown as activists are working

on the subject to establish Dignityof Human Being. Over the period,it has been noted that some mis-perceptions have arisen aboutthe movement among people aswell as activists, may be due tounorganized nature of theirworking. Bharatiya Janata Partyhas created a special cell as“Human Rights Cell” in order tostreamline the efforts to protectand promote the objectives of themovement.

He emphasized that theHuman Rights cell of the BJPwill work for the weaker sectionsof the society including women,SCs (schedule castes), STs(scheduled tribes) and physicallychallenged. These sections havebeen deprived for long so theyneed special care and attention.Apart from this the issue offarmers who are committingsuicide due to indebtednessshould also be given specialattention.

Shri Gadkari said theterrorists and separatists groupsare taking advantage of humanrights, and misuse of such rights

must be taken note of by thegovernment.

He said lakhs of tonnes offoodgrains in godowns haveturned into waste while ourpeople are dying of starvation.The government is notdistributing the foodgrainsamong the needy. This is theheight of apathy andmismanagement, Shri Gadkarisaid. The Human Rights cell ofthe BJP will raise such issues forthe benefit of the common people,and, if necessary co-ordinatewith Human Rights Commissionof India so that the longstandingissues of human rights violationare resolved.

Surajkund – Haryana onNovember 05, 2010, BJPParliamentary Party ChairmanShri L.K. Advani said hisHoliness the Dalai Lama is notonly the spiritual leader of thepeople of Tibet, but he is one ofthe great living spiritual lightsin the world. And like theBuddha, he practices hisphilosophy in suffering andstruggle. His suffering is thesuffering of his people. The factthat he has been waging a non-violent struggle, in which his‘weapons’ are perseverance,propagation and his own moralpersonality, for the past overhalf-century speaks of hisgreatness.

He said we in India areindeed fortunate to have been ofsome service to His Holiness theDalai Lama and his people intheir struggle. It is a way of ourrepaying the debt of gratitude tothe Buddha.

Shri Advani said in India’slong history, it has never sentarmies to conquer other landsand establish an ‘IndianEmpire’. I am reminded here ofthe tribute that Hu Shih (1891–1962), a renowned liberalChinese scholar and China’sAmbassador to USA, paid tocivilisational India: “Indiaconquered and dominated Tibetculturally for twenty centurieswithout ever having sent a singlesoldier across her border.”

He said civilisational Indiahas given shelter to manypersecuted communities. Amongthem were Zoroastrians, whohad to leave their homeland.They could not go back becausethere was no homeland left forthem. Almost everything of theirreligion was destroyed and theycould stay back in Persia only byceasing to follow their religion.

Thus, they accepted the caringembrace of Mother India forever.But that is not the case with thepeople of Tibet. They have theirhomeland, which is very dear tothem. It is the land of theirancestors. It is the land of theirmagnificent monasteries. It is theland of bountiful natural wealth.It is their Holy Land. And eventhough a lot of atrocities havebeen committed and much of thecultural and spiritual heritage ofTibet has been damaged — most

of all during China’s shockinglymis-named ‘Cultural Revolution(1967-77) —, Tibet continues tobe the Home Land and HolyLand of the Tibetan people.

He said therefore, I do hopeand pray that a day will comesoon when His Holiness theDalai Lama and other Tibetanpeople living in forced exile areable to go back to their Home

Land and Holy Land in anhonourable and dignified way,and thereafter be able to buildthe future destiny of Tibet.

He said my party, both asthe Bharatiya Jana Sangh andlater as the Bharatiya JanataParty, has always been asupporter of the Tibetan people’saspirations.

India has no reasonwhatsoever to interfere in theinternal affairs of China. Indiahas never made any territorialclaims either on Tibet or onChina. India and China areneighbours and two ancientcivilisations with much incommon. The commonness isimparted by Civilisational Tibet.

For thousands of years, ourtwo civilizations were separatedby the high mountains of Tibet,where one of the world’s mostunique civilisations was born.But now history has made Indiaand China share a commonborder. In the new historicalsituation, we would like Tibet tocontinue to serve as a bridgebetween India and China. Thesurvival of civilisational Tibet,which is culturally andpolitically autonomous, is in factbeneficial to post-communistChina. He said indeed, it seemsto me that the biggest hurdle in

resolving the issue of Tibet is theideology of communism and thecommunist regime in Beijing. Ademocratic China would surelybe good for both Tibet and forthe Chinese people.

He said, I believe that Beijingshould reach out to His Holinessthe Dalai Lama with theintention of sincere and genuinedialogue, and with a recognitionof the legitimate aspirations ofthe Tibetan people. Beijingcannot have a more reasonableand peace-loving interlocutorthan this living embodiment ofthe teachings of the Buddha.

As far as India is concerned,our support to the aspirations ofthe people of Tibet isindependent of our unresolvedborder dispute with China. It isa dispute that became moreknotty after China’s war ofaggression in 1962. In spite ofthe betrayal of our trust and thegenuine gesture of friendshipthat India had shown prior tothe war, India has taken steps tonormalise our relations withChina.

He said, I would like to make

a special mention here of thecontribution of Shri Atal BihariVajpayee, both when he was theExternal Affairs Minister in theJanata Party’s government in1977, and also when he becamethe Prime Minister, heading theNDA government between 1998and 2004. Of course, othergovernments in New Delhi havealso made sincere efforts tonormalize relations with Chinaand to resolve the border disputethrough dialogue.

Shri Advani said thebilateral relationship betweenIndia and China will be one ofthe key determinants of thecourse of world history in the21st century. There is noalternative to peaceful co-existence between India andChina. This requires peacefulresolution of the border disputebetween our two countries.However, this is not possible ifChina makes hostile statements,giving expression to itsaggressive and expansionistintentions. For example, its claimon Arunachal Pradesh is whollybaseless.

Launching a bristlingattack on the UPAgovernment at theCentre for its alleged

step-motherly treatment beingmeted out to Madhya Pradesh inthe matter of allocation of coaland funds under centralschemes, Madhya Pradesh BJPPresident Shri Prabhat Jha onOctober 24 alleged that itamounted to murder of the spiritof democracy and federalism in

Lauding the initiative ofthe State unit to convenesuch meetings at smalltowns, Shri Ram Lal said byconvening meetings atdistrict-level and smalltowns, local workers getbenefitted. He claimed thatthe workers of State partyunit are always in demand,whenever elections are heldin any State. ”I don’t make jokes”, said Will Rogers.“I just watch the government and report thefacts.” In one line, this is the best example ofhow the present Congress-led UPAGovernment functions at the Centre.

Freedom of speech and expression is oneof the most important rights that have beenbestowed to the citizens by the Constitutionof India. At the same time, Article 19 (2) of theConstitution provides Nothing ….shall affectthe operation of any existing law, or preventthe State from making any law insofar assuch law imposes reasonable restrictions on

the exercise of the right conferred by the said sub-clause in the interestsof the sovereignty and integrity of India, security of the State, ……., publicorder, decency or morality, ….or incitement to an offence”.

It clearly means that the freedom of speech and expression can andshould be restricted reasonably in the larger interest of the country. It isthe duty of the State machinery to curb the misuse of these rights by anycitizens in order to protect our national interest.

The expression ‘reasonable restriction’ seeks to strike a balancebetween the freedom guaranteed and the social control permitted by therestrictions on those freedoms.

The present government is behaving as a blind and deaf in allowingthe “ideological terrorists” like Ms. Arundati Roy have a field day andgo scot free in spite of evident seditious statements that infringe the veryspirit of the Constitution which is being used as a crutch to justify theactivities of these publicity-hungry pseudo-liberal individuals.

The inaction of the government on such a volatile and sensitivematter demonstrates not a sense of political tolerance but a lack ofpolitical will and oblivion to the dire consequences of these provocativestatements. Any further inaction will only embolden the anti-national,anti-social, secessionist and divisive elements to hurt the feelings of thepeople of the country.

Allowing Ms Roy to continue to propound such seditious theorieswithout any reprimand shows gross negligence on the part of theGovernment of India.

Why is the Government not taking into consideration the adverseeffect such statements are likely to have on the morale of the IndianArmed Forces? It is, in effect, belittling of the great sacrifice being madeby our brave soldiers.

I call upon the Congress leaders to:Listen to the words and comprehend the meaningListen to your conscience and do what is rightDo what is expected of youNot because you have toBut because you choose to.

The meeting started with theopening remarks by Shri RajnathSingh who felt that the farmers’issues are above the politicalconsiderations. He emphasizedthat if industry can have FICCIand CII to represent theirinterests why has a body torepresent farmers’ interests notbeen formed?

He said that in his recent

speech at UN, he had calledupon the world community tocollectively stand up to realizethe goal of hunger free world. Hesaid that when 57 million Indianchildren out of total 146 millionin the world are facing stuntedgrowth, how are we going tobuild great India.

Farmers leaders includingShri KB Chowdhary from UP,Shri SS Chawhan from Gujarat,Fr. Mathews from Kerala, ShriRamgopal Trivedi from Bihar,Shri RK Patel from Gujarat, ShriMY Syyed from Maharashtra,Shri GS Thind from Haryana,Shri Ajmer Singh Lokhowal fromPunjab raised the issue ofnegative effect of NREGA on

agriculture. They felt that ifNREGA work is not extended toagriculture, farmers will facesevere problem of labourshortage.

They demandedremunerative prices to farmersfor their produce on a formula ofcost plus 50%, as recommendedby National Commission onFarmers. They also called for

agriculture loaning at4% rate of interest. ShriRajnath Singh saidthat during his tenureas BJP President hedirected BJPGovernments in MP,Karnataka andChhattisgarh to givefarm loans at 4%. Hesaid MP is now givingfarm loans at 3% andChhattisgarh at 1%.

Farmer leaders decided toform a national level body offarmers by the name “NationalAlliance of Farmers'Associations” by making 21associations from 15 statespresent in the meeting as itsprimary members. Theyrequested Shri Singh to leadthem for redressal of theirissues and take initiative tobuild political consensus ontheir issues. Among otherssenior party leaders BJP NationalSpokesperson Smt. Madhya Pradesh celebrated itsfoundation day on November 01. TheState was constituted 56 years back.To mark the foundation day function

was organised on a grand scale right from Statecapital to Panchayat levels. ‘Aiye Apna MadhyaPradesh Banayen’ (Come, let’s make our Madhya

He expressed happiness that the spirit of AaoBanayen Apna Madhya Pradesh Abhiyan launchedby him on previous Foundation Day of the statehas been well assimilated by the people. This hasstrengthened the emotional bonds of the peopleliving in different regions of the state therebyadding a new chapter of active citizenship indevelopment history of the state, he added.

Shri Chouhan said that the well contemplated70 resolutions passed in the special session ofVidhan Sabha form the basis for inclusion ofMadhya Pradesh among the first ranking states ofthe country. Shri Chouhan said that the stategovernment is making all out efforts to work inconsonance with ideology of Pandit Upadhyaya.According to this philosophy government is amedium of serving the people. Chhattisgarh scales newheight in a decade of

its formation

Chhattisgarh celebrated its 10th year offormation on November 1, 2010. GrandRajyotsava celebrations were organisedin various parts of the state on the

occasion. The State scales new height in these tenyears of development journey. According to a reportpublished in the BusinessStandard, Chhattisgarhspends 10 times more on itsplan expenditure againstthe fund allocated tothe head when itcame into being.

According tog o v e r n m e n trecords, theannual plan sizeof the state hadincreased to Rs13,230 crore in2009-10 from Rs1,312.27 crore in 2001-02. Riding on politicalstability and planned development programmes,the state has shown considerable progress in fiscalmanagement.

The state‘s tax revenues had also gone upfrom Rs 2,001.76 crore to Rs 7,123.26 crore in thelast one decade, while its non-tax revenues hadsurged from Rs 722.38 crore to Rs 3,043.49 crore.

Chhattisgarh, the ninth-largest state in termsof area, completes a decade of its existence onNovember 01. “On an average, the plan size hasincreased 30 per cent every year since the inceptionof the state”. The surge in the state’s revenues hadenabled the government to focus more on planexpenditure, sources added.

Another feather in the State’s achievementshas been a steady rise in the gross domestic product(GDP) rate, despite being affected by Naxalism.

Chhattisgarh’s GDP at current price hadincreased from Rs 29,539.35 crore in 2001-02 to Rs1,07,848.23 crore in 2009-10. The state had recordedthe highest GDP growth rate in the country in thelast financial year. (FOC)

meeting of all the Agriculture andFood, Civil Supplies Ministersbelonging to the BJP ruled stateswas held at Raipur on October22, 2010. The Convener of BJPGood Governance cell and formerChief Minister of Goa ShriManohar Parrikar presided overthe meeting. Bharatiya Janata Party urgesthe Central Government toseriously look into theexisting challengesfacing agriculturesector in general andthe farmers inparticular. It shouldhold talks with all thestake holdersconnected with thisfield directly orindirectly andformulate a farmercentric agriculturalpolicy by creatingconsensus in the light of therecommendations of Dr.Swaminathan Commission.BJP demands that the CentralGovernment must promoteinvestment in agriculturalfield in a result-oriented way.BJP is of the opinion thatminimum income of thefarmers should be guaranteedand it should be treated astheir fundamental right. Afull-fledged debate should beheld in this regard. It shouldbe ensured that they get theminimum income and shouldbe tied to inflationary indexso that allowances areperiodically adjusted.BJP demands that agricultureand irrigation should beincluded in the ConcurrentList, which would facilitaterapid increase ininfrastructure facilities.

Besides, this change willprove helpful in solving theinter-state disputes also.Without accepting the broadconcept of nutrition security,

talks about food security willbe incomplete. Nutritionsecurity should be the mainconcern of Food SecurityPolicy of government.The Central Governmentshould draft a new storagepolicy for discussion. Itshould provide for privateand public financialparticipation and farmerscontrol therein.Due to the CentralGovernment’s neglect ofstorage of foodgrains, manyfamilies living below povertyline are forced to die ofstarvation on the one handwhereas on the other handfood grains are rotting inGovt. godowns for the last twoyears.Grain banks should beconsidered for storage offoodgrains after looking into

the financial demands on thefarmers. Arrangementsshould also be made to makeadvance payments to farmersfor their food grains kept insuch banks.As regards public distributionsystem (PDS), the successfulefforts of Chhattisgarh shouldbe implemented in all stateadopted the model accordingto their requirements.The system of mortgagingland for granting loans forsupplementary incomegenerating activities likepoultry and dairy shouldimmediately be dispensedwith, so that, the land offarmers can be protected.Insurance schemes foragriculture and alliedactivities should be looked intoafresh. Separate insuranceschemes should be introducedfor poultry and dairy etc.Government makes changesin its Import & Export policyduring the crop season dueto which the farmers are putto heavy losses. Keeping thisin view, BJP demands that nochange should be made insuch policies till a crop seasonis over. Any change shouldbe announced well inadvance of the crop season.For a long time BJP has beingdemanding to makeagricultural loans available tofarmers at an interest ofmaximum 4%. The party isproud to say that many BJPruled states includingChhattisgarh have madeagricultural loans available atan interest of 4% or 3%. BJPwants that this policy shouldbe adopted throughout thecountry.Separate budgetary provision

should be made forproducing quality seeds. Thisshould be sustained for along term as R&D forproducing quality sees isnecessary for farmers.BJP demands goodinfrastructure facilities fortimely distribution of qualityseeds at reasonable prices.The Agricultural extensionprogramme should beactivated as soon as possibleby making suitableamendments necessary.Krishi Vigyan Kendrasshould also be entrusted withthe responsibility ofdistribution of quality seeds.The scheme of soil health cardunder implementation inChhattisgarh and Gujaratstates should be implementedin all other states too.Infrastructure facility shouldbe provided to farmersresiding in areas under everyagricultural university toparticipate in researchprogramme of theagricultural universities.In order to raise the level ofground water table, multi

pronged efforts on missionmode should be undertaken.It will lessen the burden onthe irrigation system andcrops will be saved from crisesin the absence of rains. In thiscontext ‘Samuday – SahbhagKendrit Prayas’ being made inGujarat should be followed.In this very context MahatmaGandhi National RuralEmployment GuaranteeScheme should be earmarkedfor desilting and dredging ofrivers, ponds and wells only.Govt. should introduce LandAcquisition Bill and SeedsBill in the coming wintersession of Parliament onlyafter including thesuggestions made by BJP andafter making necessaryamendments therein.Rejecting the meagre

In the times to come, thefuture of politics will beinfluenced more byeconomics than any thing

else. With economics being soimportant in the politics what isneeded is a position paper onmajor issues. But with economicsthere is always a dilemma, atrade off. Economics is criticalnegotiations and thereforerequires an analytical approachwith a long term vision, with wellinformed people at the same levelof understanding. The strategyand concept of developmenthave to be formulated throughdemocratic means. Developmentmodels based on consensus andparticipation minimize strifeand civil unrest.

Whenever there is a crisis,economic nationalism takescentre stage over politicalnationalism. World is in conflict.Every nation is watching its owninterests. Economic wellbeing ofits own people is takingprecedence over global concerns.Some myths have to be shaltered,economic policy of the countryhas to take into consideration thefuturistic aspirations of our ownpeople. We don’t need to followwhat the western world did andtaught us some twenty yearsback, when even our food is notsecured and our farmers arecommitting suicides. There aresome serious issues having farreaching consequences in thecountry. We have to analyzethem. The issue of foreign directinvestment (FDI) and exchangerate management are very closely

intertwined to each other,generating widespread debatethe world over.

The policy makers areconcerned that economic rivalsare using exchange rates to theiradvantage and searching forways to preserve domesticgrowth and employment. Brazilhas specifically described this asan exchange war. There is a fearthat investors will flee America’slow interest rates and weakening

dollar and flow into theirmarkets, overheating theireconomies. Many countries haveembraced some forms of capitalcontrols to reduce incomingshort-term investment. Brazil hasincreased the tax on moneyflooding into its bonds and SouthKorea is also talking of the needto check speculative foreigncapital inflows.

The issue of exchange ratemanagement is a matter of greatconcern. Many countries likeThailand, Brazil, China andEurope are trying to devalue theirexchange rates to help theirexports. The entire world ispressurizing China to let itsundervalued currency toappreciate. Beijing having

accumulation of large foreignexchange reserves throughpersistent surplus in its capitalaccount, does not want to movein this direction.

The deposits which aregenerated out of this FDI and FIIflow’s and kept with the RBI is aliability for the country and arein the form of a debt and arewrongly designated as reservesand therefore are a misnomer.Secondly, they are mostly keptin the form of dollars and otherEuropean currencies, if theircurrencies are devalued by theserespective countries, we areultimately a looser.

The rate of inflation in ourcountry is very high and to securedomestic saving, which is thebackbone of our capitalformation; we have to keepinterest rates high. The domesticeconomy is in resilient mood dueto high demand push incomparison to recession in manyparts of the world. Both thesefactors are attracting FDI as wellas FII funds flow. With theIndian economy forecast to growmore than 8.5% on rising incomesand abundant loans, globalinvestors prefer India. India isone of the few Asian economiesthat do not depend on exports incomparison to China which ishighly dependent on exports.

FII inflows in India areexpected to reach the landmarkof $25 billion in 2010. FII’s havealready poured about $18 billionin Indian stocks so far this yearsurpassing the $17.9-billionrecord in 2007. With the Sensex,

racing towards all-time high,foreign investors are pouringmoney in funds focused onIndian stocks. This is hot moneycreating lot of volatility andinstability in the economy andcannot be considered to be verygood for the country.

FDI is mainly beneficial toMNCs. The manufacturing unitsset through FDI are owned byMNCs having majority stake. Theprofits of this manufacturingunit belong to them. Secondly,they have invested in a currencyassets which have a potential toappreciate. They will also gethigher returns simply because ofthe high rate of interest. Thirdly,the so-called reserves of ourcountry are parked with theirparent country having controlover these reserves. A simpleprocess of devaluing their owncurrency can reduce the value ofthese investments. What does thedomestic country get? Only,good wages for the servicesrendered. This also makes ourproduct cheaper in internationalmarkets and therefore helpsinternational communities tofulfill their demand forconsumption. According toWWF commissioned report,countries like Australia, UnitedStates, Canada etc. have a veryhigh level of consumption ofnatural resources having heavyglobal footprints. These aretherefore termed asunsustainable economies.

Whatever benefit we mayhave in the future will also betaken away from us. Historicallywe have our experiance withUSSR. In our trade with USSR,Rouble was the denominatingcurrency and our agreementstated that all bilateral paymentwill be in Rouble denomination.

The Rouble value was notdetermined by market forces butwas fixed. We were buying alldefense equipments, oil etc inRouble denomination, whenRussian economy got burst weshould have been benefited bypaying in Roubles as per ouragreement, but being the level ofcorruption that we have allliability was converted intorupee denomination.Historically, this transaction hasthe distinct legacy of being thesingle largest donation by a poorcountry to a rich nation. Hat’soff to then Prime Minister Smt.Indira Gandhi!

The two financial crises thatthe world passed throughrecently have many lessons forus. Earlier in the South EastAsian crises, real asset bubblewas built up through massivefunds flow and bank lendingbased on the securities of theseassets and currency exposure byinternational investors likeWarren Buffett etc. combinationof these factors suddenlydestabilized the whole economyin a synchronized manner. Therecent financial crises in the westwas the other way round wherebubble was built through largescale deficit financing andindiscriminate printing ofcurrency by US and thensubprime domestic lending tofuel consumption. It was in theUS interest to release this bubble,and was done through loosebankruptcy laws. The world losttrillions and trillions of Dollarsin the form of reserves.

We are mortgaging ourpresent for the future. In a newglobal hunger index by theInternational Food PolicyResearch Institute, India hasbeen ranked way below

neighboring countries like Chinaand Pakistan and is at 67th rank.The index, rated 84 countries onthe basis of three leadingindicators – prevalence of childmalnutrition, rate of childmortality, and the proportion ofpeople who are calorie deficient.In India, the Index scores isdriven by high levels of childunderweight resulting from thelow nutritional and social statusof women in the country. Thereport points out that India aloneaccounts for a large share of theworld’s undernourishedchildren. India is home to 42 percent of the world’s underweightchildren, while Pakistan has just5 per cent. Among otherneighboring countries, Sri Lankawas ranked at the 39th position,china at 9th, Pakistan at 52nd andNepal at 56th. Bangladesh listedat the 68th position. The economicperformance and hunger levelsare inversely correlated.

In the midst of rising foodinflation this situation is veryserious and the government doesnot seems to be at all worried onthis count, indulging in massivewastage of scarce resources inorganizing events likeCommonwealth games, gettingcarried away by internationalpropaganda of India as anEconomic Superpower of thefuture. The nation is boggeddown by many unattendedproblems like Naxal unrest,Kashmir logjam, where theintellectual bankruptcy of ourown people is eating into ourroots, creating vested interestoutside the national interest. Yes,India can become economicsuperpower, but withdetermined will.

BJYM celebrated‘SANKALP DIWAS’ onOctober 26, on theanniversary of

accession of J&K into the IndianUnion in New Delhi. It isnoteworthy, that due to theongoing crises and critical lawand order condition in J&K theBJYM has initiated ‘India FirstCampaign’ (Desh Pehle Abhiyan)and SAMKALP DIWAS is beingorganised at every districtcentres across the country as anawareness initiative.

Addressing thousands ofBJYM activists at ‘SankalpSabha’ in New Delhi BJPNational General Secretary ShriAnant Kumar M.P said theinterlocutors sent by the centerhad proved to be suspicious. Theinterlocutors seem to haveforgotten that they have not beenappointed to advocate the causeof separatists.

Shri Kumar said that theinterlocutors are speaking thelanguage of the separatists andhe asked the Prime Minister andHome Minister to make it clearthat who has actually set theagenda for talks.

He demanded the arrest ofseparatist leader Sayyid Ali ShahGeelani and Arundhati Roy fortheir anti national seditionistspeeches.

National President, BJYMShri Anurag Singh Thakur MPaccused the Congress led Uniongovernment of being soft with theseparatists due to which the antinationals have even dared tochallenge the national integrityin the national capital under thenose of the government.

Shri Thakur said that thenation is paying the price ofhistorical blunders made byCongress party. Despite so muchof unrest in the valley theCongress President Smt. SoniaGandhi and the party GeneralSecretary Rahul Gandhi have notime to visit J&K.

The Supreme Court in its Samatha judgmentlaid down the guiding principle that companiesworking in the Scheduled Areas should set apartat least 20 per cent of their profits for localinfrastructure building. Presently, miningcompanies have no legal obligation towards thisend and even Central PSUs spend negligibleamounts for this purpose.

Therefore, the Bill should provide for settingapart amounts expressed in terms of multiple ofroyalty for local development, said thememorandum.

The State unit of the BJPhas decided not to supporteither the UDF or the LDF inelection of municipalchairpersons andpanchayat presidents inmunicipalities andpanchayats where neither ofthe fronts has a majority.State president Shri V.Muraleedharan announcedin Tiruannanthpuram. Hesaid the party would put up

its own candidates in all such local bodies and itsmembers would vote for them. In local self-governments where it does not have the numbersto support a nomination, the party would extendsupport to those not belonging to either of thefronts. It did not wish to precipitate anadministrative crisis in any local body.

He said the decision was taken at a meeting ofthe State office-bearers of the party which reviewedthe results of the election to the local self-governments. Meetings of its electedrepresentatives in each local body would beconvened to communicate the decision to them.

Former BJP national president Shri RajnathSingh said in Patna on October 23 that while theCongress was trying to steal the thunder of theNDA government in Bihar by claiming credit forprogress in the state, the people of Bihar knew itwere the right policies of the Nitish administrationthat were able to achieve in short five years thatprevious governments failed to attain in last severaldecades.

“What the NDA has accomplished in such ashort period is nothing short of a miracle. Crimerate has gone down and the rule of law has onceagain been established in the state. The annual

Post-CWG, India slipsto 87th spot in globalcorruption rankings

India has slipped to 87th spot inTransparency International’s latestranking of nations based on the level ofcorruption, with the global watchdogasserting that perceptions aboutcorruption in the country increased in thewake of the scam-tainted CommonwealthGames.

Transparency International’s‘Corruption Perception Index’ reportcovering the public sector in 178 countriesshows that India fell by three positionsfrom its ranking of 84th in 2009.

With an integrity score of 3.3, India isnow ranked 87th in the world in terms ofcorruption. Neighbouring China is aheadof India in the list at 78th place, with ascore of 3.5. It was at 79th position in2009.

Among BRIC countries, Brazil was at69th position with a score of 3.7 and Russiawas 154th, with an integrity score of 2.1.PTI

BJP, Sena seek dismissal ofMaharashtra government

The Bharatiya Janata Party and the Shiv Senademanded the dismissal of the Maharashtra governmentin light of the current Adarsh society scam. A delegationof leaders from the two parties met Maharashtra GovernorShri K. Sankaranarayanan at Raj Bhavan in Mumbai toput forth their demand. Speaking to reporters after themeeting, BJP leader Shri Eknath Khadse said, “The ChiefMinister and the former Chief Ministers have beenimplicated in the scam. This is a clear case of misuse ofpower. We have put all these issues before theGovernor and demanded the dismissal of the government.”

Sena leader Shri Subhash Desai demanded thesuspension of bureaucrats involved in the scam.“Bureaucrats have been given flats in the society. Thoseinvolved should be suspended and an inquiry should beinstituted against them.” Shri Desai said the matter was aserious one and those involved have sullied Maharashtra’simage. He said the Mumbai Metropolitan RegionDevelopment Authority (MMRDA) had stripped theBrihanmumbai Municipal Corporation (BMC) of its powersto issue the Occupation Certificate.
