1.0 EXECUTIVE SUMMARY
Cameron is pleased to present our quotation to Dragados Offshore de Mexico to be considered for
Platforma De Producción / Compressión CB-Litoral-A project. Cameron has concentrated its efforts
on developing a balanced package that combines technical, service and management compliance with
a competitive price which, we believe, will provide Dragados Offshore de Mexico with a cost effective
solution to the Platforma De Producción / Compressión CB-Litoral-A Development project.
Cameron has employed significant resources to develop this opportunity through the proposal phase
and believes this demonstrates our commitment to foster a long-lasting relationship with Dragados
Offshore de Mexico. Our complete project team is committed to ensuring this project is of the highest
quality and exceeds the requirements of Dragados Offshore de Mexico.
The following pages present a summary of the key aspects of our proposal to demonstrate how we will
meet and/or exceed Dragados Offshore de Mexico’s requirements and expectations, all of which are
fully detailed within the bid documentation package.

2.0 PROPOSAL SUMMARY
2.1 INTRODUCTION
Cameron offers this firm proposal for design, manufacture and supply of one (1) Amine Sweetening
Unit treating 20 MMSCFD gas for the Litoral Tabasco project.
Please note: The proposed system is strictly based on the AS-SOLD Amine System to
Dragados for the CA-A project. Any deviations, exceptions and clarifications in the CA-A
Amine System will also apply to this Amine System for the CB-A as well.
The system is designed to treat 20 MMSCFD (maximum) of feed gas total. Refer to Section 3.0 of this
proposal for a summary of process design conditions. The purpose of this introduction is to highlight
some of the main points of this proposal document.
Cameron has reviewed PEMEX design for the Amine sweetening system and has moved the pre-
filtration section of the lean amine upstream of the DEA Balance tank.
By placing the three equipments - Lean DEA Pre-filter, Lean DEA Activated filter and Lean DEA
Post filter upstream, the DEA balance tank can see a much cleaner lean amine and hence
minimize any settling of contaminants in the DEA Balance tank.
This design eliminates the use of the booster pumps GA-5404 A/R. By providing this configuration,
the overall design of the amine plant is simplified with less number of rotating equipment, valves,
instruments and associated piping.
Cameron has also designed the unit with one (1) DEA charcoal filter per train. Based on our
experience, single charcoal filter is required for this process with full bypass on the filter for
maintenance.
Cameron has designed a filter separator for the Liquid Gas Separator. The filter separator provides
better performance which will remove any unwanted particles and hydrocarbon liquid that comes
with the feed gas from the compressors.
Cameron has designed the unit for a maximum of 55°C feed gas temperature to the DEA
Contactor. The Amine reaction is an exothermal one so the higher temperature of the feed gas will
mean there is a lot of heat generated in the DEA Contactor which will make it impossible to meet
the required sweet gas specification. For the maximum operating case (90 kg/cm2 and 80°C),
there will be the need to install an air cooler upstream of the DEA Contactor and this will cool the
gas temperature down to max of 55°C before the DEA Contactor. Currently, Cameron has not
included the feed gas cooler in our scope of supply. Should this case be required, Cameron can
provide the additional cost for the air cooler.
Cameron’s experience in the design, fabrication and field support of Amine Conditioning Packages
extends several decades. We appreciate this opportunity to utilize this know-how in our current
proposal. The Cameron organization is ready to support the Dragados PEMEX Litoral Tabasco Project
Teams in whatever way possible to make this endeavor a success.

At a broader level the Cameron scope of supply is limited to following:
Cameron will be responsible for supply of all the equipment-pressure vessels, tanks, heat-
exchangers and pumps, valves, instruments and PLC control panel and Gas Detection panel.
Cameron will be responsible for supply of skid, skid fabrication and assembly including all the On-
skid piping, E&I hook up, JB’s, lighting, fire & gas detection, fire water system, portable fire
extinguishers and security signboards.
Cameron will be responsible for design, fabrication and supply of one (1) amine module including
all the piping on module.
Removable internals like Gas Distributors, Liquid Distributors, Mist Eliminators, structured packing,
random packing, filter elements shall be shipped loosed to be installed by customer after the
skid/vessels are installed on module/platform.
Cameron has also included the following items in their scope of supply for the B revision:
1. All the equipment and piping has been changed from solid 316L or 316L clad to CS-NACE +
3mm CA. Please refer to the equipment list for the changes which have been highlighted in
red. The reflux system has been kept as 316L as that system is subjected to extremely
corrosive acid gas environment and Cameron strongly recommends keeping them as SS316L.
2. All the transmitters, control valves and PLC control panel will be suitable for Foundation
Fieldbus interface communication.
3. Cameron has included Corrosion Inhibitor tank and Corrosion Inhibitor pump in the scope of
supply. Please refer to the updated equipment list for addition of these equipment.
4. Installation support with one (1) person six (6) months in Tampico, Mexico during module
fabrication and hookup.
5. FAT testing support with three (3) person six (6) days in Tampico, Mexico for FAT testing of the
module.

4.4.1 Schedule
Cameron provides three business days’ notice for “Hold” points and one business day’s notice for
“Witness” points. More advance notice will require an adjustment to the project schedule.
Cameron’s schedule is based on the timely return of documents. The Buyer will have 14 calendar
days to comment upon and return all approval documents. If the Buyer fails to return any
documents on time, the remaining work will be rescheduled and the delivery date may be changed.
Cameron advises that significant delays in delivery are possible and likely if the work is
rescheduled.
4.4.2 Materials
Material test reports (MTR’s) are available for review at the site of manufacturing, and will not be
submitted for approval.
The corrosion allowance on corrosion resistant alloy materials is zero.
Pipe material used for construction of vessel internal components is classed as vessel internals, is
not considered process piping and does not comply with piping specifications. Internal pipe
components are fabricated using welded pipe and plate flanges (if removable). No NDE is applied
other than visual inspection, and welds are “fillet” welds.
4.4.3 Mechanical Design
Skid sizes will be provided as detailed in the proposal. Any modifications to skid sizes to Improve
accessibility will require a revision to the price.
Cameron proprietary calculations, equipment sizing are available for review at the Houston
Engineering Office. These proprietary calculations will not be issued for approval.
Platforms, handrails, ladders, lifting lugs, attachment clips, manway davits/hinges and pipe
supports will be supplied per Cameron standards. Drawings for these items will be supplied upon
request.
4.4.4 Instruments and Valves
All butterfly valves will be lug style.
Transmitters will be calibrated by the Manufacturer to the calibration range specified on the
Cameron data sheet. Transmitters will not be recalibrated by Cameron. A three point calibration
certificate will be supplied.
All transmitters will be 24VDC loop powered when available.
When noted to be supplied on the P&ID’s, level instrument drain lines to skid drain troughs or drain
headers will be ½” 316SS tubing.

4.4.5 Welding
For equipment fabricated by Cameron, Cameron standard Welding Procedure Specification
(WPS), Procedure Qualification Records (PQR), and prequalified welders per ASME Code,
Section IX and AWS D1.1 will be utilized. Welding procedure documents will be supplied upon
request.
4.4.6 Surface Preparation and Coatings
Cameron utilizes silica sand for surface preparation of painted items.
Control valve actuators and associated items will be supplied with the Manufacturer’s standard
coating system.
Valve bodies (manual and automated) shall be solvent cleaned and painted with an epoxy “tie-
coat” and then top coated.
Instruments will be supplied with the Manufacturer’s standard coating system that Cameron
considers to be suitable for the service.
Motors will be supplied with the Manufacturer’s standard coating system. For offshore service,
Cameron will specify a “Severe Duty” or “Offshore” paint system.
Corrosion resistant alloy pipe materials and vessels (except for titanium) will be coated with a two
coat paint system.
External bolting shall be:

When painting equipment that will be insulated, Cameron will apply either an epoxy based paint as
a primer or a two coat paint system with a zinc primer and an epoxy top coat. This is to avoid a
zinc based primer under calcium silicate insulation.
4.4.7 Pressure Testing
Cameron does not utilize corrosion inhibitor or other additives in hydrotest water since the spent
water would be considered “Hazardous Waste.”
No system leak test or hydro test is included. Vessels and pipe spools are hydrotested separately
prior to assembly.
Vessel hydrotests are held for one hour only.
Vessel hydrotest pressure is calculated in accordance with the current edition of ASME code
Section VIII-1.
Welded pipe hydrotests are held for 30 minutes.
4.4.8 Insulation
No insulation or clips are being provided in this proposal.

4.4.9 Electrical
All on skid cables will be routed to a single skid edge junction box with feed through terminal
blocks. Discrete signals will be separated from analog signals by separate terminal strips in the
junction box.
Power wiring to motors or high-voltage users, including wiring to local H-O-A or Start/Stop stations,
is not provided in Cameron’s scope of supply.
Third party inspection of electrical items is not included.
Ground wires will be supplied/installed for equipment that is bolted to the skid structure. Grounding
is not included for flange joints, handrails, or grating.
4.4.10 Weighing
Equipment weights and centers of gravity will be calculated. If a load cell is available during load
out, weights will be verified at that time. Certified weights and Centers of Gravity are not provided.
4.4.11 Noise
Cameron does not guarantee a noise level. If noise abatement equipment is required after testing
or start up, it will be provided as an adder.
4.4.12 Utilities Consumption list
This covers only the major utilities and does not cover some of the smaller requirements like pump
seal plan flushing & cooling, purging etc., which will be provided during detail design.

5.0 TECHNOLOGY
5.1 GENERAL
Amine sweetening has been used for many years to remove Hydrogen Sulfide and Carbon Dioxide
which are often found in natural gas streams.
Cameron designs and manufactures a variety of gas sweetening systems, including amine systems.
Cameron designs can support several varieties of amine solvents, which remove the contaminants by
chemical reaction.
Gas sweetening with amine is a well-established process, which allows continuous plant operation
enabling simple and economic plant to be utilized. As per the client requirements, we have utilized
DEA Amine (30%) for this process.
The feed gas enters the vertical Contactor tower where the gas is counter-currently scrubbed by the
amine solution over a section of 20 valve trays to achieve the desired degree of H2S and CO2
removal per outlet specifications.
The performance of the contactor, in relation to the process requirements is determined by carefully
selecting the following parameters:
Height of trays
Valve tray type
Type of Amine/Solvent solution
Lean Amine acid gas loading
Amine circulation rate
After leaving the top of the packing, the gas passes through a demister, which serves to reduce amine
entrainment losses to a negligible level. The sweetened gas then leaves the contactor. The Acid gas-
rich amine solution leaves the Amine Contactor where it is to the amine flash drum after pressure
reduction to remove dissolved hydrocarbon from the rich amine. Flash gases are collected and mixed
to the Acid gas from the Amine Reflux drum where it is sent to the acid gas compressor. The rich
amine is then filtered in the Rich Amine Filter to remove solid particles from the amine solution.
After filtration, the amine is preheated in the Lean/Rich Amine Exchanger where the hot lean amine
exiting the Amine Regenerator is used to pre-heat the incoming cool rich amine to 99°C prior to it
being fed to the Amine Regenerator, under level and pressure control (controls the amine level in the
Amine Contactor).
Hot, rich amine from the Lean/Rich Exchanger then passes to the top of the trays of the Amine
Regenerator. The rich amine flows downwards where it is stripped of the majority of acid gases by

contact with steam rising up through the trays. From the bottom of the trays, the amine is withdrawn
from a chimney tray to feed the Amine Reboiler. The Amine Reboiler operates at a temperature of
~124°C and is designed to produce sufficient steam to strip the acid gases from the rich amine in the
regenerator packing.
The reboiler is a horizontal vessel with heat exchanger that uses hot oil as the heating medium. The
regenerated amine and steam are returned to the regenerator where the hot lean amine flows via
gravity through the Lean/Rich Exchanger and the Amine Cooler before being pumped up to contactor
pressure by the Amine Circulation Pumps under flow control. The temperature leaving the Lean Amine
Cooler is controlled at 57°C, which is 6oC above the sour feed gas temperature to the Amine
Contactor.
Overhead vapor leaving the Regenerator is routed to the Amine Regenerator Overhead Cooler where
the water vapor is condensed and collected in the Amine Regen Reflux Drum. The condensed
overheads are pumped back to the top of the Regenerator via the Amine Regeneration Reflux Pumps.
