The Illinois Depart-ment of Transportationhas issued formalRequest for Informationto assist in developing aplan to leverage privateinvestment to build theInterstate 55 ManagedLanes Project. By contin-uing to pursue the proj-ect as a public-privatepartnership, IDOT iscommitted to exploringinnovative financingsolutions to invest in thestate’s infrastructure,create jobs and grow theeconomy.
Private firms areencouraged to submittheir ideas by Sept. 8thon how to best deliverthe managed lanes undera P3 management withthe state.

The project would adda tolled express lane tothe expressway’s exist-ing median betweenInterstate 355 andInterstate 90/94. The 25-mile stretch accommo-dates 170,000 vehicles aday, with about 15 per-cent trucks, making itone of the most impor-tant commuting andfreight corridors in thestate.
According to statues,IDOT must receive theapproval from theGeneral Assembly to seethe project through tocompletion. The plans forthe additional capacitywere approved lastmonth by the FederalHighway Administra-tion, paves the way forIDOT to begin seekingways to deliver the proj-ect, estimated to cost$425 million.

When I began teach-ing, my first assignmentwas in Special Ed. Atthat time it was EMH,which meant EducablyMentally Handicapped. Iam glad to say theSpecial Ed Departmentat CPS is much betterprepared to help the stu-dents. I always felt I hadno support and it wasjust a matter of stoppingmy kids from hurtingothers.
More students thanever before are beingdiagnosed with bothAutism and ADHD(Attention Deficit/Hyper-activity Disorder). Therewas a time people,including parents, wouldsay that any bad boy wasADHD. Some would evengo as far as saying "boyswill be boys".
Since there is doublethe number of diagnosedboys to girls. The latestrecord shared by TheCenter for DiseaseControl shows that forchildren from 4 - 17 thediagnosis has skyrocket-
ed with hundreds ofthousands of kids. Nowthat ADHD, is listed as adisability the failure ofthe school to respond tothe student's need isclassified as a CivilRights violation.
The budget problemsthat CPS has makesthings even worse, asprincipals are forced toincrease class size, yetmore children than everare being diagnosed inSpecial Ed as needingsmaller class size, orextra support personnelto provide the services.
Without these, thestudents with disabili-ties can be harmed.There is no guaranteethat receiving the servic-es will give drasticresults, but without thehelp there is little chanceof improvement. Somecan be helped by medica-tion, but many arehelped by having lessdistractions and morecontrol in their setting.
The principal must becareful. These children,the last I heard from theLegal Department, couldnot be suspended if theyacted out because theirdiagnosis says they can'tcontrol it.
If you have a feelingyour son or daughtershows signs like impul-sivity, hyperactivity, orinattentiveness, thatthey do not appear tohave control over, see thecounselor at your child'sschool.
Remember, there isno disgrace in having aspecial needs child.ADHD is a neuro-biologi-cal disorder. No one is toblame. However, if youdo not seek the help ofthe school-based pros,you should feel blame.

Applications Open ForAfter School MattersAfter School Matters
is now accepting applica-tions for its Fall programcycle. More than 300 pro-grams in the arts, com-munications, science,sports and technologywill be offered at morethan 70 Chicago publichigh schools, ChicagoPark District, ChicagoPublic Library and com-munity-based organiza-tion locations throughoutthe city as well as down-town at the Gallery 37Center for the Arts.
Appximately 7,000paid apprenticeship andinternships will be avail-able to high school teensthis fall. Fall programswill meet approximatelythree days a week forthree hours per day overthe course of 10 weeks.Participating teens willbe eligible to earn astipend of between $275and $425 (depending onthe program level), andinterns can earn mini-mum wage.
The programs offerteens an opportunity toexplore and develop theirtalents, which gainingcritical skills for work,
college and beyond.Programs are free and
open to Chicago teen resi-dents who are at least 14years of age (16 years ofage for internships) andwho are entering or cur-rently enrolled in highschool.
Teens interview withprogram instructors todiscuss and present theirskills and interests.
