THE HOMELESS PRENATAL PROGRAM (HPP) believes every family wants to deliver healthy babies and raise healthy children in a stable and nurturing home. Seizing the motivational opportunity created by pregnancy and parenthood, HPP partners with families to help them recognize their strengths and trust in their own capacity to transform their lives. At the heart of our program is non-judgmental, supportive case management provided by Family Case Managers, the majority of whom were once HPP clients themselves. As the first agency in San Francisco to hire and train former clients as employees, HPP is unique in that the community it serves has – from the organization’s earliest days – guided its growth and evolution.

DEAR FRIENDS:It is our great pleasure to present to you the Homeless Prenatal Program’s 2013-2014 Annual Report, marking our 25th year of service to the community.

After 25 years of serving homeless and low-income families in San Francisco, we are as proud of the agency’s humble beginnings as we are of its evolution over the years. HPP first opened its doors in the closet of a homeless shelter located in San Francisco’s Haight-Ashbury district in 1989. With limited space, a staff of three and a modest budget of $52,000, the agency provided prenatal care and linked 72 homeless, expectant women to critical resources in its first year. Today, HPP is supported by a staff of 75 and more than 200 volunteers, with an operating budget of $5.8 million. We’ve come a long way.

AND WE’RE NOT DONE. Last year, HPP delivered poverty-ending services to over 4,000 families, with 25% of new clients pregnant at intake and 80% listing the need for housing among reasons for initiating services. As the number of homeless families in San Francisco continues to rise, we are dedicated to supporting these families—those currently working with us to transform their lives, as well as those we have yet to meet.

The last 25 years have been an incredible journey. Only with the combined efforts of countless dedicated individuals like you, has the success of HPP been possible. Looking to the future, we feel so much gratitude for your commitment to ending childhood poverty. PROGRAMS & SERVICES

LAST FISCAL YEAR HPP SERVED 4,209 FAMILIES THROUGH THE FOLLOWING PROGRAMS AND SERVICES:

CASE MANAGEMENT SERVICESPromoting family stability, these services provide ongoing support for individuals and families facing various challenges related to poverty. Last fiscal year, 3,016 families (72% of all HPP client families) participated in Case Management Services.

THE WELLNESS CENTERThe center offers free prenatal education classes, alternative health services, post-partum groups, child development services and other activities to over 500 women annually. Additionally, staff provides vital support to expecting mothers with higher risk pregnancies through the New Beginnings Program. Last fiscal year, there were 313 births. Of those with known birth outcomes (288), 92% were born at healthy weights and 99% were born drug-free. New Beginnings clients gave birth to 56 babies, 90% of whom were born at healthy weights and 95% of whom were born drug-free.

THE HOUSING ASSISTANCE PROGRAM The program provides limited, short-term financial assistance and workshops that help families obtain and retain safe and stable housing. Last year, HPP helped 417 families obtain or retain housing. Of the 328 families contacted at their 9-month anniversary of securing housing through the program, 306 (93%) remained stably housed. Additionally, 346 families attended Housing Workshops designed to educate clients on the housing search and application process.

MENTAL HEALTH SERVICES These services include on-site individual, couples, family and group therapy to HPP clients. Last fiscal year, 102 families received therapy from HPP therapists and an additional 43 received on-site parent/child therapy services through the Child Trauma Research Project.

COMMUNITY HEALTH WORKER (CHW) This training program prepares economically disadvantaged women and men for meaningful careers in community-based organizations. HPP celebrated the graduations of six women from the CHW program last year.

THE COMMUNITY TECHNOLOGY CENTER (CTC) The center offers clients access to and training in computer use, the Internet and other technology to assist with job and housing searches. Last fiscal year, 1,431 people visited the CTC. All visits involved employment and/or housing searches.

THE FAMILY ECONOMIC SUCCESS PROGRAM The program offers free tax preparation services, education in the U.S. Tax Code, assistance with IRS initiated tax issues, and help with obtaining ITINs, as well as support in accessing public benefits. Last tax season, HPP helped clients file 1,232 returns. Total refunded amount was $2,151,609, with $819,744 in Earned Income Tax Credits.

CHILDCARE CENTERHPP’s free, on-site Childcare Center provides quality childcare for children while their parents participate in services. Childcare staff works with parents to assess and encourage positive child development. Childcare staff also assists HPP clients with applications to the San Francisco Child Care Connection (SFC3) list for free high-quality pre-schools and subsidized day care. Last year, the Childcare Center saw 841 children through 2,759 visits

EMERGENCY SUPPORT OF BASIC NEEDSHPP provides emergency support with food, clothing, diapers, baby and children’s items and hotel/transportation vouchers in crisis situations. Last year, HPP distributed 309 emergency food bags (in addition to 50 tons of fresh produce in conjunction with the SF Food Bank), $11,201 in grocery vouchers, 125,020 diapers, more than $5,000 in transportation vouchers, 121 umbrella strollers and 152 car seats to families in need. Additionally, HPP’s Home Goods program distributed nearly $500,000 of in-kind household essentials (sheets, dishes, towels) to newly-housed families.

FIVE KEYS CHARTER SCHOOL The school now offers on-site education to help clients complete high school diplomas and GEDs. Over 40 students have enrolled and six have graduated.

More than 50 years after President Lyndon B. Johnson announced the “War on Poverty”, 1 in 30 children living in the United States is homeless and nearly 1 in 4 under the age of three lives in poverty. In San Francisco, more than 15,000 adults or families are waitlisted for public housing and 13% of children under the age of 18 live under the federal poverty line. If the war is to be won, we still have a lot of work to do.

The difficulty of our task is compounded by the country’s increasingly tight social welfare budget. Since the 1980s, there have been cuts to food stamps, unemployment benefits, education aid and training and employment programs, even as unemployment grew and wages stagnated. The fraught economic climate in more recent years has further exacerbated the problem. Everywhere the public safety net is disappearing as the gap between the

very rich and very poor widens. This is especially true in San Francisco, where the cost of living is one of the highest in the nation.

NOW MORE THAN EVER, FAMILIES LIVING ON THE ECONOMIC EDGE DEPEND ON ORGANIZATIONS LIKE HPP AND THE GENEROSITY OF DONORS. Mirroring several of the policy recommendations listed in a report titled “Ending Child Poverty Now” recently released by the Children’s Defense Fund, HPP’s life-changing programs and services invest in the long-term success of parents in order to break the intergenerational cycle of poverty and ensure the future success of children. Providing housing assistance, job training and income tax assistance, as well as case management for families facing various challenges, HPP is poised to bring hope to thousands of families as they work to transform their lives, for years to come.

Since its founding, education has been a crit-ical component of HPP’s work to break the cycle of childhood poverty. All the agency’s programs—from prenatal classes to resume writing workshops—have an educational component. HPP em-ployees, many of them former clients, are encouraged to pursue GEDs and higher education through dedicated, paid edu-cational leave. In fact, HPP Case Manager Ramona Shewl will soon be earning her Master of Arts in Counseling Psychology from Argosy University.

HPP recently expand-ed its commitment to education by bringing Five Keys Charter School on-site three days a week. Five Keys Charter School began in the county jail system and after great success,

shared its innovative model with select commu-nity organizations. The school maintains five “keys” can empower underserved populations: education, employment, recovery, family and community. Through this partnership with

Five Keys, clients and staff can work toward high school diplomas and GEDs at HPP. HPP has 40 students enrolled—including two staff members! Thus far, the agency celebrated the ac-complishments of six graduates. Among them, Valedictorian of her class HPP Case Manager Guadelupe Taylor (pictured here). HPP is proud of its

educational offerings and is honored to enact Five Keys’ mission daily, believing that by bettering oneself, one can better her family and her community.

MARTHA RYAN Honorary Scholar

If you ask HPP’s Martha Ryan, Founder and Executive Director of HPP, if her formative academic performance could portend this year’s significant scholastic awards and honors, she’ll laugh and then admit that she wasn’t the best student —which is exactly why this story is even more moving. This past year, Martha’s work in the community was met with not one, but two incredibly prestigious honors from two incredibly prestigious universities.

First, Martha was awarded an honorary doctorate from the University of San Francisco—her alma matter. In conjunction with this award, she gave the commencement address to the School of Education and the School of Nursing, noting, “When I was younger, I thought working for social justice meant transporting your

life out of the comforts of home and into areas of extreme hardship. And indeed that experience was formative.

HOWEVER, PERHAPS WHAT I LEARNED MOST WAS THAT PEOPLE NEEDED HEALING EVERYWHERE. YOU CAN MAKE A DIFFERENCE ANYWHERE.”

Martha also received the University of California San Francisco’s Medal Award, the institution’s highest honor, recognizing outstanding accomplishments that support the University’s mission to advance health worldwide. This incredible achievement was recognized at the school’s annual Founder’s Day Gala this past spring, which featured a video that acknowledges HPP as “a national example of how to re-build lives.”

What makes HPP truly amazing is its staff, several of whom have been a part of the agency for most of the 25 years it has been in existence. Carla Roberts and Sonia Batres first came to HPP as clients more than 20 years ago. While these women come from very different places, their stories intersect at HPP where now, as Program Managers, they run programs they helped create.

As a teen mom struggling with addiction in San Francisco, Carla still remembers looking up to the women who facilitated her support group at HPP. She says, “When I learned that they had overcome the same things I struggled with, I began to see that this addiction, this experience that caused me so much shame, actually made it possible for me to connect with other women.” For Sonia, an immigrant from El Salvador, it was holding her newborn daughter in her arms for the first time that led to her decision to set her life course in order to keep her daughter from experiencing the violence she had so often seen in both her country and family. She says, “I felt her little bunches of skin and I knew that I needed to change things so I applied to HPP to

do outreach. I was so surprised when they called to say I got the job.”

At HPP, both Carla and Sonia found not only support, but opportunity. Both women were eventually hired as Community Health Workers (CHWs) and their experience as CHWs changed their lives forever. Carla says, “The way HPP believes in its staff is what I really hold dear to my heart. I could’ve just been a CHW, done outreach, but that chance took me from being a teen mom to being a college graduate. It took me from living in Section 8 housing to being a homeowner.” According to Sonia, HPP gave her “the opportunity to move forward, to become stable. I was even able to buy a house in San Francisco. It was a place for me to bring my family from El Salvador, and to raise my daughter in a different way.”

After more than two decades with HPP, Carla and Sonia are flourishing. This June, Carla will earn her master’s degree in Social Work from Cal State East Bay, and Sonia recently celebrated 20 years with the support group for immigrants and survivors of domestic violence she started (the first of its kind at HPP). “We’ve shared births, graduations, illness and great loss, but we keep each other going. The group is a family, a true community,” she says. Most importantly, Carla and Sonia are proud of their work as mothers and professionals. As Carla puts it, “Thanks to HPP, Sonia and I are not only changing the future for our own children, we are reaching thousands of women and families across our community.”

After the immense success of the prior year’s event, HPP renewed its Annual Luncheon with a golden afternoon in the Fairmont Hotel’s Grand Ballroom. The Luncheon celebrated the philanthropic spirit of HPP’s extensive community of supporters.

Golden Gate Mothers Group (GGMG), a group of over 4,500 San Francisco mothers, was honored with The Act of Kindness Award. Over the years, GGMG has proven to be an incredible partner to the agency, holding diaper and pajama drives, baking desserts for support groups, and donating gently-used baby items as their children grow out of them.

Marion Lopez received a Community Achievement Award for her outstanding accomplishments since her tenure as an HPP Community Health Worker. Marion was recognized for strength and transformation from homeless mother to homeowner.

HPP celebrated its 25th Anniversary of service to the community at its annual Our House benefit. In the spirit of the silver holiday, the agency threw its biggest event yet—set festively to the theme of “The Roaring 20’s”—on Saturday, May 31st. The evening included live music by local jazz ensemble The Klipptones, as well as catering by SF-based Straw Restaurant and desserts by Mission Minis. Over 500 friends of HPP joined in the festivities, raising $185,000 for the agency.

The gala honored the faculty (led by Françoise Gorfain), parents and students of Lycée Français de San Francisco, who, for the last 15 years, have baked holiday pies and collected gifts for HPP clients. Their immense generosity has benefited families like Julianne and Seth Carus, who came to HPP homeless and pregnant. After finding temporary shelter, HPP was able to place the family in permanent housing and with the help of HPP’s Wellness Center, Julianne gave birth to a healthy, beautiful girl.

The San Francisco Foundation (TSFF) provided the seed funding to start the organization in 1989 with its very first grant of $52,000. The Foundation has sustained support over the years, including helping HPP secure its new home, The Lipman Family Building, in large part due to a generous legacy gift by Gilbert and Marie Mendenhall Cleasby, donors at the Foundation.

A dedicated humanitarian, Elizabeth (Liz) J. McCarthy was the very first benefactor of the Homeless Prenatal Program. Liz has dedicated her life to making a difference for others. Passionate about politics, she marched against the Vietnam War and worked tirelessly in San Francisco alongside her late husband, former State Senator Robert I. McCarthy. After raising her family of 11 children, Liz graduated from UC Hastings College of the Law and later pursued her interest in painting. For years, Liz provided art instruction to HPP clients on a weekly basis. Due to her immense generosity, the agency’s art room is now named in memory of her daughter, Colleen McCarthy.
