Parents threaten to protest overClass IX govt school kids failingNEW DELHI

An association representing parents of children study-ing in Delhi's government schools on Saturday threat-ened to stage a protest outside the residence of ChiefMinister Arvind Kejriwal over a "disproportionatelylarge" number of Class IX students failing the annualexams.

The All India Parents' Association (AIPA) has writtena letter to Kejriwal apprising him that a large number ofClass IX students have failed to clear annual examina-tion in 2014-15, the outfit's president Ashok Agarwal.

"Incidents of suicide by failed students have also beenreported by newspapers. The Delhi government shouldconsider either promoting these students to Class X orat least giving them a second chance to clear the examsand should hold remedial classes for them in eithercase," he said.

The AIPA in its meeting held recently at Jantar Mantarhad decided to stage a protest demonstration at officialresidence of the CM on May 24, if no favourableresponse is received on the demands, Agarwal added.

13-year-old drowns in swimming poolin presence of lifeguardsNEW DELHI

A 13-year-old boy drowned in the swimming pool ofa government school in east Delhi's Farsh Bazar area.

Mukul Sharma, a class eight student of DAV publicschool in Dayanand Vihar, had gone to Delhi govern-ment-run Babu Ram School to learn swimming alongwith his cousin Vikas last evening when the incidenttook place.

Police have registered a case against the life guardspresent at the swimming pool for alleged negligence,which they said led to the boy's death.

Mukul, the only child of his parents, lived in Delhi'sVishwas Nagar area with the family and had joinedswimming classes two days ago.

According to police, Vikas had decided to sit besidethe pool seeing it crowded but Sharma went into it.

"Around 30 minutes later, other swimmers broughthim out of the pool. He was rushed to GTB hospitalwhere he was declared brought dead. He apparentlydied due to drowning. The body has been sent for postmortem which would establish the exact cause ofdeath," said a senior police official.

Vikas has also alleged that the tutor was sitting at acorner while children were playing inside the pool.

"We have registered a case under Section 304(A)against two life guards - Bhaskar Kaushik and JaiSingh. Further investigations are underway," he added.

Brothers die in Delhi road accidentNEW DELHI

Two brothers died here and three of their friends suf-fered injuries when their car jumped a divider, hit anambulance and fell into a canal, Delhi Police said onSaturday.

The accident took place on Friday night nearDharamshila Cancer Hospital and Research Centre ineast Delhi`s New Ashok Nagar area.

Deepak, 20, Pawan, 18, Kuldeep, 22, Ravish, 19, andSunny, 20 left their homes in a car for a joy ride, policesaid, adding that the driver lost control of the vehiclenear the hospital and it jumped the divider.

"After jumping the divider, the car hit an ambulanceand fell into a canal. Passers-by made a call to police,"said a police officer. Deepak and Pawan, both brothers,were declared dead after they were taken out of thecanal while Kuldeep, Ravish, and Sunny were dis-charged after first aid. All five were residents ofTrilokpuri area in east Delhi.

The decision to pull Delhi out of the race forUNESCO World Heritage City tag has left history andheritage lovers disappointed.

"It is an anti-climax. All our efforts have come tonaught. And to remove it at the last moment is an anom-aly," says INTACH Delhi Convener A G K Menon wholed a team in preparing a voluminous dossier for thenomination.

"We worked so hard on it since the conception of theidea. We conducted seminars, workshops, quizzes andtried to reach out to the young and the old of the city inour bid for the final goal. The government's decision isheart-breaking," he told PTI.

The Centre today said that the tag, if granted, will puta "lot of restrictions" on carrying out infrastructureworks in the national capital.

But, Menon said, "the area nominated is barely 1.5 percent of the total Delhi area. It was the pride which wewere aiming for through this recognition but only ifdecision-makers could understand the value of heritagepreservation."

Menon claimed that "the government took this deci-sion without consulting any of the other stakeholdersconcerned."

"We live in a democracy and it is a federal structure.At least we should have been consulted before finalis-ing the decision."

The efforts to get the coveted tag was initiated by theSheila Dikshit government which commissioned IndianNational Trust for Art and Cultural Heritage (INTACH)to prepare a dossier for the bid.

Delhi's bid for the prestigious tag was being seen as arole-model for "other historic cities to follow suit".

"But, now this shocking news will set a very badprecedence," former Regional Director (North) of theArchaeological Survey of India (ASI), K K Muhammedsaid.

"It has dashed the hopes of so many people, who havebeen working for preservation of heritage in the coun-try. It was supposed to be a moral booster for them, butinstead it is a sad commentary," he said.

bureaucrats under the Lt.Governor`s administrative controlhas further intensified the turf warbetween Delhi Chief MinisterArvind Kejriwal and Najeeb Jung,leaving legal eagles divided on theissue.

A section of lawyers felt there wasnothing wrong in the governmentissuing the notification with formerLok Sabha Secretary GeneralSubhash Kashyap saying what thegovernment has done is clarify theconstitutional position.

Others feel that it was an exerciseof power by the government whichmay not stand judicial scrutiny.

Holding that the issuance of thenotification was "absolutely justi-fied", jurist Shanti Bhushan said,"Only the Lt. Governor (NajeebJung) has the power to post andtransfer the bureaucrats on thedirection of the central government.Delhi government has no power atall (in this regard)."

Agreeing with Shanti Bhushan,former judge of Delhi High courtand now a senior counsel in theapex court Rupinder Singh Sodhisaid: "I think Lt. Governor wasalways right and the power of serv-

ices (posting and transfer of bureau-crats) are always with the Presidentwhich are delegated to the Lt.Governor."

Sodhi said: "Unlike the stateswhere consultation by the governorwith the council of minister ismandatory, in case of union territo-ry it is a discretion which the Lt.Governor may exercise or not."

However, beyond the legalities ofthe issue, the former judge said thegovernment must function in amature manner under the constitu-tion and "Delhi government must berun in a gentlemanly way betweenthe two (Lt. Governor and the chiefminister). "Things have to be donecordially instead of taking a con-frontationist course," he added.

Taking a contrary view, seniorcounsels K.K.Venugopal andRajeev Dhavan disputed the validi-ty of the notification on the groundsof its constitutionality.

While Venugopal termed the cen-tral government notification as"unconstitutional and void", RajeevDhavan said, " These are unconsti-tutional. Such a change can only bemade by the paraphernalia and notby a notification."

Agreeing with Venugopal andDhavan, and describing theThursday notification as "illegaland unconstitutional", former solic-itor general and senior counselGopal Subramanium in his opinionto the Delhi government said that"It (notification) singularly lackspropriety when the President isseized of the issue."

In a sharp reaction toissuance of the notifica-tion, Kejriwal accusedthe Centre of "back-stab-bing" the people of thecity by "siding" with theLt Governor and protect-ing the corrupt.

non-implementation of 'One-Rank-One-Pension' (OROP)scheme, Congress Vice PresidentRahul Gandhi today said he will"pressurise" the Centre to act onthe issue at the earliest.

After meeting a delegationfrom the ex-servicemen cell ofthe party today, Mr Gandhi saidthe UPA government had madeprovisions for the scheme andhad even allocated money but theNarendra Modi governmentfailed to implement the scheme.

Former Minister of State forDefence and Congress leaderJitendra Singh accused the gov-ernment of being anti-soldier. Hesaid the UPA government firsttook an initiative on the issue in2006, then in 2009 and2013.

Mr Singh said the party fearsthat the government was "dilut-ing" some of the provisions.

"There were some discrepan-cies of about 10-20 per cent inthe OROP scheme. We evencleared that in 2014. We alsoensured that handicap personsand widows would get benefit.But it has been a year now andthe government has still not

implemented OROP. This gov-ernment is anti-soldiers (saininkvirodhi). We had sat on a dharnaat Jantar Mantar on February 1this year. We were given anassurance by the government thatthe problem will be solved inseven days, but nothing has hap-pened yet," he said.

OROP, a long standing demandof ex-servicemen's associations,relates to payment of uniformpension to defence forces person-nel retiring in the same rank withthe same length of service, irre-spective of their date of retire-ment.

Mr Chavan said on May26, 2014, crude oil per bar-rel was USD 110 and theprice of diesel was Rs. 63and petrol Rs. 80 per litre.

"Today, the price of abarrel is 66 USD. Butdiesel costs Rs. 59 andpetrol Rs. 73 per litre," hesaid adding that the cost ofessential commoditieshave also gone up.

Mr Chavan noted that1,200 farmers have com-mitted suicides in the statethis year and the govern-ment does not seem to beserious about providingimmediate relief.

The Environment Ministry has come out with a draft notification that proposesstringent pollution norms, to be implemented in two years, for coal-based thermalpower plants. Every year multiple agen-cies, private and public,tell us that an unaccept-

able number of school-goingchildren at age 14 are function-ally illiterate and that their num-bers are not declining. Teachersand teaching, almost everyoneis agreed, are at the heart of thisproblem. Every year a tiny frac-tion of hopefuls clears theCentral Teacher Eligibility Test(CTET) or TET exams neces-sary to a get a teaching job in agovernment school. There aremassive teacher vacanciesacross the country and the ques-tion that those responsible forCTET are grappling with iswhether the tests to qualify as aprimary schoolteacher shouldbe at the class 10 level or theclass 8 level. Lowering alreadylow standards for qualifyingteachers in order to fill the mas-sive teaching vacancies is clear-ly not the solution to the prob-lem of low learning outcomes inschools. Changes in pedagogyand improvements in teachereducation, however, top the listof necessary changes if weexpect the trend to reverse anytime in the future.

A promising start

The Union governmentappeared to get off to a goodstart with the announcement ofa teacher education mission.The Prime Minister inauguratedthe mission with great fanfare,speaking of a “five-year train-ing course” and exportingteachers across the world “inlakhs”. His government, how-ever, allocated only Rs. 180crore a year for five yearstowards this goal. This worksout to less than Rs. 400 perexisting teacher per year — aderisory sum that suggests thePrime Minister is prone toflights of fancy and that hisgovernment has absolutely nounderstanding of the enormityof the problem. Combined withcuts across the board in the

Centre’s education spending,the message that the govern-ment appears to be sending isthat mass public education isnot its priority; it just hopes theState governments will dosomething about it.

School education is, in themain, the concern of State gov-ernments. But it was to addressthe failure of State governmentsand the huge regional dispari-ties that the Centre intervenedin the first place. From a univer-sal mid-day meal scheme toSarva Shiksha Abhiyan, centralallocations have been responsi-ble for vastly increasing studentenrolment, attendance and com-pletion. However, their focus onnumbers — the quantifiablegoals beloved of both politi-cians and bureaucrats — hasignored the larger issue oflearning or the quality of educa-tion. The next logical stage, forany government serious aboutmass education in the country,would be to devise a sustainablepolicy for improving teachingand learning standards acrossthe country. The HumanResource Development (HRD)Minister, however, reinforcedthe impression that this govern-ment does not grasp what is atissue when she told Parliament:“Insofar as budgetary cuts withregard to Sarva ShikshaAbhiyan, Mid-Day MealsScheme and RMSA [RashtriyaMadhyamik Shiksha Abhiyan]are concerned, as you know, inhigher education there has beenan increase in allocation.”Comparing apples and orangesis a clumsy bureaucraticdefence.

Sadly, bigger budgetary allo-cations for higher education,even if true, do not signal agreater understanding of whathigher education in India needs.Over the years the MHRD andits clerically minded agent, theUniversity Grants Commission,have fuelled a race to the bot-tom, reifying credentials over

an education, setting up newinstitutions rather than strength-ening existing ones, and deny-ing universities autonomythrough the capricious use oftheir powers.

In the last year, the MHRDand the UGC have done practi-cally nothing to change course,implementing policy proposalsof the previous government. Sothe opening of new IITs andIIMs in all States continuesapace, even as existing oneshave problems filling facultyvacancies and grapple withissues of quality in research andteaching. The Choice-BasedCredit System (CBCS) and theuniform curriculum that goeswith it have been in the MHRDpipeline for years. This govern-ment takes credit for pushing itthrough. Its grammatically chal-lenged announcement describesthe CBCS as “providing formore choices for students to optfor employable courses througha system of flexible credits….”And, the UGC justifies its needthus: “Because of the diversityin the evaluation system fol-lowed by different universitiesin India, students have sufferedacceptance of their credentials,at times across the universitysystem, as well as the employ-ment agencies.” And so, themost significant ‘new idea’ inhigher education in the coun-try’s premier universities isreduced to “employable credits”and credentials that “employ-ment agencies” can read.

Bureaucratic control

The one major policy decisionin higher education mooted bythis government has been therollback of the four-year under-graduate programme (FYUP),which, Delhi University, backedby the United ProgressiveAlliance-run MHRD, had put inplace. The manner of the roll-back was, however, entirely inkeeping with the style of thegovernment’s past. Less than a

month after the new govern-ment was sworn in, the UGC, inconsonance with the BJP’smanifesto promise, issued adirective overturning its ownendorsement of the FYUP. TheMinistry also persists with thesort of political interference andbureaucratic control over insti-tutions that in the first place settheir downward course — med-dling with appointments, fillingup positions with ideologicalallies, and undermining inde-pendent institutions.

There is no surer sign of alack of ideas at the top thancleverly named new schemesand tech-fixes. The governmentis, according to the Minister,putting its weight behindMassive Open Online Courses,with a programme calledSwayam (Study Webs of ActiveLearning for Young AspiringMinds). The expectation is thatthe IITs and IIMs will post lec-tures online, which studentswho have not made it into theseinstitutions can access, learnfrom and, if they choose, obtaina certificate on the cheap (“justRs. 500”, according to theMinister). MOOCs are a usefultool where learning levels arehigh and Internet penetration isnot restricted to less than a fifthof the population (mostly men),the majority of who access theInternet on a phone.

But, tech fixes — unmindfulof the access to and cost ofphones, computers and data —are a thing with this govern-ment. Schools can now posttheir students’ progress reportsonline, and parents can keeptabs on their children’s home-work and attendance via mobilephone messages. And theMinistry also hopes to give“free of cost” access to NCERTschool textbooks via a mobilephone app.

The government has alsobegun what it claims is an“inclusive, participatory and

holistic” consultation for itspromised New EducationPolicy, through a website calledmygov.in. The website hasreceived suggestions and com-ments from between 300 and1,000 people (mostly men) ontwenty-two, sometimes overlap-ping, themes listed for discus-sion. In parallel, the Ministryhas set up a seven-tier consulta-tion starting with village educa-tion councils and ending with anational task force. The scale ofthe consultation (2.75 lakh vil-lage meetings to be held on oneday, 6,600 block level meetings,etc.) is designed to impress. Butlike the mygov.in exercise, justthe appearance of a wide con-sultation seems to be the goal.VECs, Block EducationOfficers, and the like areresponsible for administrativesupervision of programmes likethe SSA and are not concernedwith pedagogy or teacher train-ing or student learning. Thisentire exercise reeks of bureau-cratic inventiveness — to createa sense of purposefulness in theabsence of real purpose or toobscure processes whose out-comes will be delivered as a faitaccompli. Either way, we willnot know until the end.

A year is perhaps not longenough to make an assessmentof a government’s achieve-ments. But it is long enough tojudge whether the governmenthas set a forward course or if itis meandering without purpose.The HRD Minister is a consum-mate public performer, present-ing her Ministry in the mediaand in Parliament as purposeful,and herself as a facilitator of thePrime Minister’s ideas. Thetrouble is the Ministry is pur-posefully involved in bureau-cratic processes and the PrimeMinister appears to have nogood ideas. It looks like thisgovernment’s education policyis stuck in byways, with no clueof how to get out.

Last week, when nine well-known media housesbegan publishing directly to Facebook, allowing thesocial media giant’s 1.4 billion users to read stories

then and there, those in the embattled media industry wouldhave felt relieved and uneasy at the same time. Relieved,because of what, on the face of it, seems to be a sweet dealfor all the nine publishers that are part of Facebook’s directpublishing feature, Instant Articles. The New York Times,National Geographic, BuzzFeed, NBC, The Atlantic, TheGuardian, BBC, Spiegel Online, and Bild can sell advertise-ments on their own and keep all of those revenues.Alternatively, they can allow Facebook to sell and still keep70 per cent of the proceeds. For an industry that is strug-gling with the aftermath of the digital disruption, this is awelcome revenue-raising opportunity. According to the PewResearch Center’s State of the News Media 2015 report,revenues from print advertising fell in 2014 over the previ-ous year while revenues from digital advertising grew. Thecatch: the good showing of digital wasn’t even nearly goodenough to make up for print’s shortfall. In the U.S., printadvertising dollars fell by nearly a billion while digital dol-lars just about managed a growth of 100 million. Still, it isdifficult not to feel uncomfortable about Facebook’s grow-ing clout as a distributor of news. Top publishers are alreadyon board Instant Articles, and more are itching to followsuit. Their websites could increasingly become less rele-vant. As more and more publishers join it, each of themindividually will need Facebook more than it needs them.But avoiding a partnership with Facebook, as some publish-ers have suggested they would, isn’t a wise thing to do. Asthe Pew Research Center’s report put it, nearly half of thosesurveyed said they had accessed news on politics and gov-ernment on Facebook in the week before. Also, the platformattracts roughly a fourth of the display advertisement rev-enues and more than a third of mobile display advertisementrevenues. This is in sharp contrast to the experience of newsorganisations in garnering digital revenues. BefriendingFacebook now is a no-brainer, especially given that publish-ing houses long ago ceded control of news distribution totechnology firms. They have only themselves to blame.What they ought to ensure now is not to become toodependent on any one platform, even as they continue tobuild their identities both online and offline. Fortunately forthe publishers, the likes of Snapchat, Facebook’s promisingrival which has managed to woo the youth, do seem to givethe hope that the publisher-distributor relationship wouldn’tbe one-sided.

Typical of the month of April,we’ve just had another biground of transfers of bureau-

crats, among them being the DirectorGeneral (DG) of the NationalMuseum, Delhi. Transfers are oftendone as a matter of routine. Perhapsthe Appointments Committee of theDepartment of Personnel andTraining, or the decision-makers inthe Prime Minister’s Office, has notbeen quite aware of the difficult his-tory the National Museum has hadwithout effective leadership foryears, and how such rapid transfersprevent this prestigious institutionfrom getting an opportunity to reviveitself.A misunderstood role

If the government particularlyrequires this DG’s services in anotherMinistry as a matter of priority, thenshould it not also consider the lacunait will leave in the nation’s most sig-nificant cultural repository? Onewonders if it has quite thoughtthrough how difficult it will be tofind a replacement immediately. Ordoes it imagine that the nation’s apexcultural institution can be lookedafter as an additional charge by anyone of the bureaucrats in the Ministryof Culture? It has been an impossiblyhard position to fill — it has lainvacant for long passages betweenvarious stopgap attempts at findingsuitable directors. Thus, the matter isabout how the very position of theNational Museum’s director is to betreated. Civil servants remainemployees of their Central govern-ment service first and foremost, andthe government can have them shunt-ed out on a whim, without a replace-ment in place or a deputy/additionaldirector to take over, or a strategicperiod of overlap with the next direc-tor to ensure a smooth handover. Thepredictable result is that a museumwhich has only just managed to starttaking steps back to normality, willbe left abandoned yet again. The roleof the museum and its director con-tinue to be misunderstood by govern-ments that have, time and again,demonstrated their inability to grasp

the rather specialised nature of theseinstitutions.

The quantum leap in mediaresponse and visitor numbers in thepast year signals the beginnings of animportant turnaround of a museumwhere the calibre of its moribundstaff had previously left everything tobe desired. Several of its galleriesthat have been shut for yearshave been reopened, andsystematic invento-ries of depart-ments thathave beenresistantto takes t o c ko ft h e i rhold-i n g sh a v eb e e ninitiated.The ball hasjust startedrolling for thetakeover of thosenational assets by youngercurators from older, retired ones.The museum has now started invitinginteresting exhibitions; mattersregarding the conservation of her-itage are being debated here alongwith intellectual discussions aboutthe meaning and diversity of culturalheritage.

This turnaround has been broughtabout in an institution which has beendeeply set in its ways, and we allknow that several attempts by previ-ous directors over the past decade ormore have not had this kind of suc-cess.

It is a rare thing to have civil ser-vants in the country who care enoughabout their postings in departmentslike Archaeology and Museums towant to stay on in those portfolios.However, this is not against the selec-tions of DGs from the IAS per se. Infact, the tenure of Dr. VenuVasudevan, the DG who has just beenasked to demit office, has demon-

strated this: that the museum andsuch institutions often need a strongadministrator sufficiently au fait withthe malaise in the system to be able toroot it out or at least sidestep it aswell as to be a participatory leaderrallying diverse stakeholders.

This is a

larger issueabout where the nation wishes toposition the DG of its NationalMuseum. A DG in Delhi normallyreports to any one of three joint sec-retaries in the Ministry of Culture! Asan astute New York-based museumadministrator who was once beingconsidered for the post famouslyquipped; “When Mrs Obama wantsto come to my Museum at the Met,her office calls the museum’s directorstraight. When the wife of an IndianPrime Minister wants to visit theDirector of the National Museum ofIndia, her office deals with no lessthan seven offices, before they canmeet officially!” The BritishMuseum is a non-departmental pub-lic body governed by 25 trusteeswhom the director turns to for ratifi-cation of most intellectual matterswhile rendering accounts to theSecretary, Department of Culture,Media and Sports through which it is

funded. America has an incorporatedAssociation of Art Museum Directors(AAMD) which protects the ethics ofthe museums, while each museumhas its own trustees and autonomy onits finances, salary scales, pensionsand insurance matters. In each case,the trustees or the incorporated asso-

ciation ensure/st h e

n e c e s -sary intellectual and

administrative autonomy required fortheir museums to withstand the vicis-situdes of changing political andmedia allegiances. If we want to beregarded as seriously as the super-powers, should we not pause to con-sider with what respect they protectthe keepers of their cultural heritage?

No doubt there are details in thosecountries which aren’t perfect either.Perhaps, with the right intervention,India can set a better example. Britishmuseums were dominated by thestate till major acts in 1963 and 1992reformed their status and gaveheightened autonomy to the Tate, theVictoria and Albert (V&A) Museumin London, and, above all, the BritishMuseum. Spain’s situation too hasbeen evolving, and now the Pradohas managed to win an extraordinaryamount of autonomy for its function-ing.

A significant profile

The fact remains that the rapidchange of officers in these portfoliosdoes not permit for any substantialinstitution-building. Apart from thatinstitution’s development, some-times, where a few nodal institutionsaccount for the majority of thenation’s interest in that industry (his-

torical art and heritage being acase in point), it affects the

entire field with mas-sive potential losses.

The stakeholdersin this institu-

tion rangefrom every-one who is inthe artworld, themedia and

t o u r i s mi n d u s t r i e s ,

apart from intel-lectuals and educa-

tionists. Thus, theposition is one that can

have a massive public pro-file, provided that there is the right

person in the job.

The economic worth of this portfo-lio includes crores worth of irreplace-able art. Like all assets, the commer-cial value of the fortune needs spe-cialist care and profiling. Museumslike the Metropolitan in New York orthe V&A in London make huge prof-its by using their original artworks assources of inspiration for artists anddesigners whose works are kept intheir glittering shops. These muse-ums also have a significant profile ofthe highest quality of research andpublishing at an academic and popu-lar level. And the deepening of theresearch and dissemination of theircollections gives the museum a rolein society that is far beyond one ofany immediate financial worth. Itscurrent value is always to be judgedagainst its potential and severalmuseums across the world haveleveraged their historical collectionsto create a degree of public participa-tion profoundly impacting peoples’

sense of their selves and identities.

For a policy change

As much as museum personnel pre-serve peoples’ histories and memo-ries, every single one of the objects inthat collection has its own history andits own biography. Its personnel haveto be able to read the thousand wordsthat every picture tells, and be able toreflect to its audience, the centuriesof learning of a civilisation that eachobject encapsulates. This comes fromyears of patient engagement with col-lections, with a continuity of scholar-ly involvement and, above all, a lovefor the objects.

Museums of historical artefacts inIndia have a difficult role to play inour times. In a country where per-ceived ideas of “tradition” outweighthe “facts” of history, museums areoften the only places which canmaintain evidence of times past. Thisonerous responsibility requires a con-sidered and substantial knowledge ofthe interface of aesthetics and historywith politics and media. With such asignificant role to play, why arearchaeology and the museums notlooked upon as serious enough port-folios? What will it take to bringabout a change in perception andmore respect from politicians and thebureaucracy for these positions? Andwhat will it take to bring greater pro-tection to these vulnerable institu-tions? This will need a strategic poli-cy change that lends the museum notjust autonomy in its intellectualwork, but its director a higher andmore thought-out role in government.This requires the intervention of theCabinet Secretary, Parliament and theUnion Public Service Commission —three offices that remain quitedivorced from matters concerningculture — and who have shown alack of involvement in finding waysto grant such institutions their auton-omy and rules to govern their highestoffices.

The swearing-in also created an avoid-able controversy after a short version ofthe national anthem was played on theoccasion.

Before the ceremony, it was announcedthat the shorter version of the nationalanthem would be played followed byTamizh Thai Vazhthu (Invocation toMother Tamil).

To the surprise of many, just two linesof the national anthem -- the first line andthe last line -- were played and it was fol-lowed by Tamizh Thai Vazhthu.

After all the ministers were sworn in,the full version of the national anthemwas played.

On both the occasions, when the nation-al anthem was played, people present inthe auditorium stood in silence.

According to a former bureaucrat, play-ing the shorter version of the nationalanthem was not wrong and was permissi-ble.

State government officials were notavailable for clarification.

Another unique aspect was the swear-ing-in of the council of ministers in twobatches of 14 members each, afterJayalalithaa took oath.

The mood at the venue was festive andthe joy was infectious.

Members of the AIADMK were allsmiles though the event ended very quick-ly.

This was quite in contrast to the highlyemotional swearing-in of Panneerselvamas chief minister last year following theconviction of Jayalaltihaa by a Bengalurucourt.

Panneerselvam, who had then replacedJayalalithaa as chief minister, and his cab-inet colleagues wept openly during theswearing-in ceremony at the time.

A large number of people from variousparts of the state lined both sides of theroad starting from Jayalalithaa`s resi-dence till the venue of the swearing-in.

Pon Radhakrishnan, the union ministerof state for road transport, shipping andhighways, and other leaders such as H.Raja, L. Ganesan, and Sarathkumarattended the ceremony.

From the movie world, actorsRajinikanth, Prabhu, Gundu Kalyanam,music director Illayaraja and othersattended the function.

Special prayers were offered in templesby AIADMK cadres.

The AIADMK had won the 2011 assem-bly election and Jayalalithaa was subse-quently sworn in as chief minister.

The Karnataka High Court upheld herappeal and acquitted her of all charges.

Law Panel...Recommending changes in the Hindu

Major amendments are recommended tothe Guardians and Wards Act, 1890, byintroducing a new chapter on custody andvisitation arrangements.

It said amendments to the Guardiansand Wards Act, 1890 will be relevant forall custody proceedings, besides any per-sonal laws that may apply.

The two draft bills proposed by thepanel to amend the existing laws also dealwith removal of preference for the fatheras the natural guardian under Hindu law.It says that both parents be granted equallegal status with respect to guardianshipand custody.

The Minister said Delhi is a UnionTerritory, which is today's constitutionaltruth and Union Territories are under theCentre, but Delhi and Puducherry thathave elected governments have separatearrangements, where some constitutionalrights have been given to them.

The rights not given to their electedgovernments rest with the Centre andthose rights are exercised by the LtGovernor, he said, adding that there is noscope for any grey area.

The toll pertains to the period from May18 till last evening for Andhra Pradeshand April 15 till the last evening forTelangana, the officials added.

Severe heatwave conditions prevailedover parts of Adilabad, Warangal,Hyderabad, Khammam, Mahabubnagar,Nalgonda, Nizamabad and Karimnagardistricts of Telangana.

Elderly people, daily wage labourers,beggars and people living on footpathshave been the worst hit.

The Hyderabad Meteorological Centrehas warned that severe heat wave condi-tions may continue for three more days inboth the states.

Khammam in Telangana today sizzled at48 degrees Celsius, the highest tempera-ture in the state this season. This alsobroke a 68-year-old record in Khammamwhen the town had recorded 47.2 degreeCelsius in 1947.

Nalgonda, Nizamabad andRamagundem also sizzled at 47 degreesCelsius. Mahabubnagar and Adilabadrecorded 45 degrees and Hyderabad 44degrees.

The south coastal Andhra region borethe brunt with many places recording

three to five degrees higher temperaturethan normal. A maximum temperature of47 degrees was recorded at Nandigamaand Vijayawada.

The heatwave, attributed to dry windsblowing from the north, has badly hit nor-mal life in both the states. Streets in manytowns wore a deserted look as people pre-ferred to stay indoors to escape the sun'sfury. Traffic was thin on the roads ofHyderabad during day time.

Heatwave conditions, Thursday, pre-vailed over some parts in the districts ofKrishna, Guntur, Prakasam and Nellore ofCoastal Andhra Pradesh and Chittoor ofRayalaseema.

The maximum temperature of 46degrees Celsius was recorded atNandigama, they said, adding heat waveconditions would continue till tomorrow.

Meanwhile, Delhi recorded its hottestday of this summer at 44.5 degreesCelsius, five notches above the normal.However, the weatherman hinted at thelikelihood of some relief in the form ofdust storms or thunderstorms tomorrowacross northern India.

The heatwave also intensified in Odishaas the mercury inched above the 40-degree mark at 19 places in the state whilethree more deaths due to the swelteringconditions were reported today, taking thetoll to 26, said the office of the specialrelief commissioner.

Titlagarh recorded the highest maxi-mum in the state at 46.2 degrees whileJharsuguda and Bhawanipatna recordedhighs of 46 degrees. The Odisha state cap-ital of Bhubaneswar sizzled at 42.7degrees.

Back in the northern plains, UttarPradesh saw the mercury cross the 41degree mark in most of the districts.Allahabad recorded the highest maximumin the state at 47 degrees, which was fivenotches above the normal, followed byBanda at 46.6 degrees, Varanasi (45.8degrees) and Sultanpur (45.6 degrees).

UP capital Lucknow saw the maximumtouch 44.4 degrees even as weather offi-cials forecast rain/thundershowers at iso-lated places along with dust storms andthunderstorms accompanied by squallstomorrow at other areas of the state.

The two neighbouring states of Punjaband Haryana, too, reeled under the heat-wave.

Bhiwani in Haryana witnessed a high of45.2 degrees, four notches higher than thenormal, while Hisar saw the maximum goup to 44.7 degrees.

The Union Territory of Chandigarh,which was hit by a dust storm thisevening, recorded the season's hottest dayso far at 43.4 degrees.

In Punjab, Amritsar saw the mercurysettle five notches above the normal at43.6 degrees while Ludhiana sweat it outat 43.5 degrees.

The MeT office has forecast duststorm/thunderstorm accompanied withsqualls at wind speeds exceeding 45-kmph at isolated places in Haryana andPunjab over the next two days.

The desert state of Rajasthan sawJaisalmer recording the highest maximumat 46.5 degrees followed by Kota with ahigh of 45.4 degrees as heat wave condi-tions prevailed at a few places in the Kotaand Bikaner divisions and in isolatedareas of Jodhpur division.

The heat wave conditions are likely tocontinue in isolated pockets of Rajasthaneven as a thunderstorm is likely at someplaces in the state in the next 24 hours, theMeT office said.

There was slight respite from the heat-wave in the Vidarbha region ofMaharashtra as the temperatures droppedin several areas even though Chandrapurrecorded a high of 47 degrees.Chandrapur had yesterday recorded amaximum of 47.6 degrees.

Nagpur, which had recorded a high of47 degrees for two consecutive days earli-er this week, today saw the mercury settleat 45.1 degrees.

25-Year-Old...50,000 from the PMO.25-year-old Manjit, a teacher in private

college, said that the cheque is attachedwith a cover letter addressed to him andsigned by Prime Minister Narendra Modi,wishing bright future for his sisters.

Mr Manjit, the resident of Jatpura vil-lage, had sent the letter last year stating heearns Rs. 2,200 per month teaching in aprivate college in a nearby village ofKhadana.

In the letter, he had said that he has nomeans to get his two sisters married.

He had urged the PM either to get him asuitable job, or remit funds enough tomarry both his younger sisters, or arrangedowry items needed for the marriage.

Mr Manjit said though he appreciatesthe PM's gesture but the amount is notsufficient.

He claimed that he had demanded Rs.3,64,000 to meet the marriage expenses.

September 2012 Nitish went to her houseto meet her.

After talking for a while, he asked her tomarry him.

The woman, a divorcee, refused but theaccused kept insisting.

He then raped her when she was homealone, police said.

A few days later, he called her up andwanted to have a physical relationshipwith her.

On her refusal, he said that he hasfilmed the incident and would make thevideo public if she does not agree to hisdemand. She then agreed to his demand,she said in the complaint filed yesterday.

Later, Nitish demanded Rs 1 lakh topurchase a flat. When she refused, hethreatened to upload the video online,police said.

The victim then paid him Rs 50,000 bycheque.

Post this incident, the woman shifted tovarious places but the accused kept fol-lowing her.

She alleged that in April this year, theaccused again raped and blackmailed her,asking her to pay Rs 5 lakh while offeringto return the video CD.

The victim, however, didn't pay theamount.

A case was registered against theaccused with Old Faridabad police stationunder relevant sections of the IPC today.

Police have started investigating thecase, investigating officer InspectorKrishna Devi said.

Steps to scale...fourth meeting of the Board of Trustees

of India Development Foundation ofOverseas Indians (IDF-OI) chaired by theMinister for Overseas Indian AffairsSushma Swaraj.

IDF-OI is a not-for-profit Trust set-upby MOIA in 2008 to serve as an avenuefor overseas Indians to contribute toIndia's social development efforts.

The meeting reviewed the functioningof IDF and its action plan for 2015-16.

"It decided to enhance engagement withoverseas Indians and increase the numberand variety of projects. The Board revisedthe mandate of IDF to seek contributionsfrom overseas Indians for the three flag-ship programmes of the Government ofIndia - Namami Gange, Swachh Bharatand Swachh Vidyalaya," the OverseasIndian Affairs Ministry said.

Previously, IDF had focussed mainly onphilanthropic activities by overseasIndians.

The Board also decided that Indian dias-pora can also contribute through IDF toprojects identified by state governmentsas well as projects implemented byNGOs.

cant talks" this spring butfailed to agree on a price,CNBC reported, citingpeople familiar with thematter.

Microsoft was willing tooffer about $55 billion forthe world's biggest makerof online sales software.Salesforce founder andChief Executive MarcBenioff had expected asmuch as $70 billion,CNBC reported on Friday.

A potential bidder can goup to $70 billion on thehigh end and Microsoft,Oracle Corp andAmazon.com Inc are thecompanies most likely tobe suitors, FBR CapitalMarkets analyst Dan Ivessaid in an email to Reuters.

Salesforce shares rose asmuch as 4 percent in after-noon trading, whileMicrosoft shares fell 1 per-cent.

Apart from the high ask-ing price, Microsoft ChiefExecutive Satya Nadellawas somewhat reluctant topull the trigger on a deal ofsuch size and consequencefor his company, CNBCsaid.

Microsoft and Salesforcedeclined to comment onthe report.

"Salesforce is the golden

jewel in the cloud, given itsleadership position andstellar brand and distribu-tion, all that would have fitwell within the Microsoftecosystem in our opinion,"Ives said.

Market research firm Gartner Inc estimated 7.3million Chromebooks would be soldthis year, helped

Gartner said its sales esti-mate was an increase of 27percent from 2014, when theeducation industry accountedfor 72 percent of sales.

Directorate (ED) will belooking at three IPLmatches after making twoarrests on Friday over bet-ting charges according tothe report published inIndian Express newspaperon Saturday.

Raids were taken placein Delhi, Mumbai andJaipur on Friday. The EDstated that they have gotleads of big bookies whohaven't got caught andthey feel certain matchesin this season's IPL havebeen fixed.

The Ahmedabad unit ofED arrested two bookiesfrom New Delhi on Fridayand both of them havebeen identified. Anothersuspect is from Thane inMaharashtra and the EDhas notified summons afterthe suspect admitted him-self to the hospital on basisof health issues.

In Jaipur two peopleevaded arrest. The suspectfrom Thane has been

asked by the ED to appearin front of them inAhmedabad on Monday.

The findings of EDaren't yet known to the IPLbody or the BCCI, accord-ing to the report.

Several documents andlinks have been found bythe ED and that has servedas clues in terms of thearrests made. A network ofbetting is also being inves-tigated.

Earlier, the EnforcementDirectorate (ED) hadunearthed a massive bet-ting and money launderingracket after a series of raid

in several cities acrossIndia.

Five bookies had beenarrested under Preventionof Money Laundering Act(PMLA). Soon after thattwo men arrested by theEnforcement Directoratefor running a hawala rack-et and betting syndicaterelated to IPL, has beentaken by the agency toAhmedabad, Gujarat, forinvestigation.

The raids were expectedto continue in the next fewdays and the ED havestarted to get to the base ofit.

The term "binge drinking"refers to drinking heavilyover a short period of time

with the intention of becomingseverely intoxicated.

It can be harmful in a numberof ways. It may put a person atrisk of alcohol poisoning, whichcould be lethal. That one aside,many personal injuries, brokenwrists and ankles are a result offalling down when drunk. Caraccidents caused by drunkendrivers are still sadly so com-mon. Some of the indirect dan-gers include unplanned pregnan-cy, even "almost-rapes", unwant-ed casual sex, unnecessaryfights, weight gain caused by thesugar in alcohol and the postdrinking munchies. So how canyou trick yourself into abstainingfrom binge drinking?

Firstly, it would help to beaware of how much you are actu-ally drinking and learn how alco-hol affects you as an individual.We all have different reactionsthat are determined by variousfactors. For example, womengenerally have less water in thebody, which means that womendo not dilute the alcohol asquickly as men do. Women alsohave less of the liver enzymesthat metabolize the alcohol.Women's hormonal levels alsohave an effect on how fast ourbodies eliminate the alcohol.

Our weight affects our BAC(Blood alcohol content), the ratioof alcohol in our blood. To put it

simply, binge drinking leads toquick intoxication by getting theBAC ratio high.

Robert O'Brien (1991) TheEncyclopedia of Alcoholism: At0.07 and higher, we have a verynoticeable speech impairmentand disturbance of balance;impaired motor coordination,hearing and vision; feeling ofelation or depression; increasedconfidence; may not recognizeimpairment.

Can you see how this could bedangerous?

The biggest cause of bingedrinking is culture and peers. We

drink because all our friendsdrink and when we go out atnights especially on the week-end, we tend to want to get intox-icated together. Some people

drink to feel better.

If it is a recent setback like abreakup, make sure that you arein control and aware that youmay be using alcohol to feel bet-ter. Be mindful as you can end upfeeling even more depressedwhen it wears off. If you suspectthat you are possibly depressedand not coping, then seek adviceand help instead of masking itwith drinking.

Reduce the amount of alcohol

you consume on a night outMake it a rule and a habit to

have a glass of water in betweenevery drink. Set a limit for your-self and stick to it. Keep in mind

the above data and rememberthat you don't have to keep upwith anyone. If you are a woman,make sure that you are consum-ing less than your male friends, ifyou have heavier friends, thesame rule applies. Drinking aglass of water, in between drinks,will help you "keep-pace" withthem as well.

Remember that we get verythirsty when we drink and thetrick is to drink water. If wedon't, we tend to drink more

alcohol to quench the thirst.

Drink slowlyIt is not a race. Find alcohol

that you enjoy the taste of so thatyou can relish it like yourfavourite iced drink. Make sureyou have a good meal beforeyour drink and if that was notpossible, then try to eat whileyou drink.

Have "small" drinks and dilutein as much soda or water as youcan. If you don't like the taste ofalcohol, then guess what? Youshouldn't be touching it! Berational. Many people mix theirdrinks with colas and juices tomask the taste of the liquor,which is quite absurd. If you aregoing to drink, then do so as aresponsible adult. Find the drinkthat you enjoy the taste of and sipit. If it is a wine or beer and ifyour chosen drink is a spirit,dilute it in water or soda, this willkeep the added sugar contentdown.

Enroll one or two of your closefriends in your decision to not getdrunk and look out for eachother. And girls, too many bingenights will take a toll on yourlooks. You go out to socialize andtalk or even to dance. Try toremember that alcohol is not thereason for socializing, but justthe by-product.
