August 24, 2015 Lake Nona Relief Middle School Site 52MSE2 Municipal Planning Board Project Narrative Project Description The project site is located within Unincorporated Orange County in Section 03, Township 24 South, Range 31 East Orange County, Florida (Parcel ID# 032431000000005). It is specifically located on Wewahootee Road. The project site is currently bounded by Wewahootee Road on the south and by undeveloped land on the north, east and west. Once complete, the proposed development will be bounded on the north by Innovation Way South Road. This facility is anticipated to serve 1213 students, with 150 staff members and provide a total of 201 parking spots (handicap parking included). The surrounding areas will be developed into residences; therefore, the proposed middle school shall have adequate classroom capacity to accommodate impacts of the new residential development. The proposed facility will ensure safe student access and will serve as a focal point for the community. The project is consistent with the City of Orlando Growth Management Plan. Vehicle Access and Parking: Site access is provided from proposed Innovation Way South at two locations. The first location will be primarily for Bus Access while the second location will be for staff/ Parent pickup parking. Public parking spaces will be provided to the west of the site and are accessible via Innovation Way South through the Bus Access entrance; while staff parking is located to the east. Parking areas are not interconnected per code. Pedestrian and Maintenance of Traffic: Pedestrian access is available from the north side of the project. The Design Team will coordinate pedestrian friendly access that promotes a safe ingress/egress of pedestrians. Stormwater: The project site is located within the jurisdiction of the South Florida Water Management District (SFWMD). A stormwater management system is required to provide water quality treatment and storage for new improvements. Retention/detention systems will be included as part of the new construction. The site is located in Zone X as defined by FEMA (Map Number 12095C0465F) as areas of minimal flood hazard, usually depicted on Flood Insurance Rate Maps as being above the 500year flood level. Water and Wastewater Service: Potable water service is not currently provided to the site. The developer will install new potable water lines on Innovation Way South which will provide domestic and fire water service. A new meter and backflow prevention device sized accordingly to meet the domestic and fire water demands will be provided. Wastewater service is not currently provided to the site. A new Orange County wastewater collection system will be installed in Storey Park to accommodate the proposed school project and would connect to the Orange County wastewater system. Summary: The Lake Nona Middle School will be located in an area of future developments. This location has and will continue to require the need for this facility. The proposed school, with 150 staff members, will serve 1213 students in the area. The design ensures safe student access and will serve as a focal point for the community. This facility is consistent with the City of Orlando Growth Management Plan.
