Over the past few months, the Administration team, with input from teachers and families, has beenplanning for each of the three learning scenarios put forth by the Minnesota Department of Education(MDE) for the 2020-2021 school year. These scenarios are as follows:

PiM will look at 5 levels for operation based on the conditions around school safety:

On the following pages you will find the current plan for executing each of these learning environmentsat PiM Arts High School. Please note that as new information is available, updates will be made to thisplan. The PiM community will be promptly informed of changes as they occur.

This document was prepared by the Administration team at PiM Arts High school based on the guidingprinciples put forth by the Minnesota Department of Education (MDE) which are as follows:

SCENARIO #1 - IN-PERSON LEARNING

The health and Safety of PiM students and staff are the first priority and all decisions are made withthis as the first priority.

Safe Distancing: Students and teachers should minimize close contact and follow all other requiredand recommended MDH guidelines. 

Masks and PPE:  Per the Governor's Executive Order 20-81,  people in Minnesota are required to weara face-covering in all indoor businesses and public indoor spaces, unless alone. Research has shownthat the use of face coverings can greatly reduce the risk of infection when combined with otherprevention efforts such as social distancing and hand hygiene.

Transportation: PiM Arts High School will continually evaluate bus safety protocol and will endeavorto maintain as much distance between students as possible while on the bus.

Student and Family Support:  PiM Arts High School’s student and family supports will continue andadjust to “in-person” as conditions permit. 

Return to Classroom Academic Support: PiM Arts High School teaching staff will adjust classroomand subject plans and goals to cover gaps from spring distance learning for 2020-2021 student success.

Definition of in-person learning for all students (as defined by MDE)

"In this planning scenario, schools should create as much space between students and teachers as isfeasible during the day, but will not be held strictly to enforcing 6 feet of social distancing during primaryinstructional time in the classroom. Activities and extracurricular programming should continue to followthe COVID-19 Sports Guidance for Youth and Adults. This scenario may be implemented assuming stateCOVID-19 metrics continue to stabilize and/or improve."*

Individual  Family Distance Learning Option

In the event of PiM proceeding with this in-person learning scenario, families can elect to keep theirstudents home for the school day. PiM will provide a distance learning plan for the student.

SCENARIO #2 - HYBRID LEARNING

Health and Safety of PiM students and staff are the first priority for all decision making.

Health Protocol:  Parents will verify student health through a screening tool.Students will be given a temperature check at the door. Students exhibiting COVID-19 like symptoms (including those who have a temperature of 100degrees or more) will be sent home, the student will need to be picked up within 90 minutes ofschool contact. Students will be quarantined until pick up.Families will be given specific guidance on how long a student must quarantine at home based onsymptoms and circumstances.Parents who transport students must remain until the student is screened and admitted into thebuilding.In an effort to limit the number of people in the building all parent meetings will be scheduled asvirtual meetings. No non-essential persons will be allowed unscheduled time in the building.

Safe Distancing: Students and teachers are required to maintain at least 6 feet between people at alltimes. If distancing cannot be achieved in a space or on a transportation vehicle, the number ofoccupants must be reduced. All classrooms will have signage indicating reduced room capacity andmost will be equipped with plastic shielding between seating areas. Restrooms and common areas willhave safe distancing signage and floor markings to remind students to maintain distancing.

Definition of the hybrid learning scenario (as defined by MDE)

"In this planning scenario, schools must limit the overall number of people in school facilities and ontransportation vehicles to 50% maximum occupancy. Sufficient social distancing with at least 6 feetbetween people must occur at all times. If distancing cannot be achieved in a space or on a transportationvehicle, the number of occupants must be reduced. Schools must also include plans for contactless pick upand/or delivery of meals and school materials for days that students and staff are not in the schoolbuilding, as well as implementation of a school-age care program for critical workers. This scenario may beimplemented if COVID-19 metrics worsen at the local, regional, or statewide level. Scenario 2 may also beimplemented within a school if they experience clusters of cases within a classroom or the school.

Hybrid learning defined – Hybrid is commonly used to describe classes in which some traditional face-to-face instruction has been replaced by distance learning activities. A hybrid class is designed to integrateface-to-face and distance learning activities so that they reinforce, complement, and elaborate on oneanother, instead of treating the online component as an add-on or duplicate of what is taught in theclassroom. During classroom instruction time, students can be engaged in authentic, collaborative learningexperiences. The distance learning components can include multimedia-enhanced content, learningpractice, and channels for ongoing discussion. In some hybrid approaches, direct instruction that normallytakes place in the classroom is “flipped” with intentional online learning tasks. Another method involvesfacilitating flipped, short mini-lessons for students to access online (asynchronously or synchronously)."*

Transportation: PiM Arts High School will work with our transportation provider to create routesthat maintain bus safety protocol of 6 foot distancing for riders on school busses. Routes will bedetermined by the Transportation Survey and bus capacity will be strictly followed.

Student and Family Support:  PiM Arts High School’s student and family supports will continue and acombination of “in-person” and virtual supports will be available to students and families.

Return to Classroom Academic Support: PiM Arts High School teaching staff will adjust classroomand subject plans and goals to cover gaps from spring distance learning for 2020-2021 student success.PiM Arts High School will follow an adjusted schedule to limit student numbers in the building to theMDE recommended 50% in the Hybrid Model.

If either hybrid option is implemented, a full schedule will be shared with students and families detailingwhen students will be in the building vs. learning at home. There are two phases of the hybrid model,outlined below:

Students must prioritize their schoolwork. School is Job #1.Classes will meet DAILY during their assigned class time.All students are expected to attend daily synchronous classes however, these classes will be recordedfor those students with excused absences.All PiM Google Classrooms will be organized and structured the same way.PiM teachers & support staff will be available for office hours and phone calls.PiM teachers will provide consistency within departments in terms of learning and structure.Students will be expected to maintain consistent attendance through all four of their classes.PiM staff will lead with a heart of compassion and work with families to create flexible plans forstudent success.

Hybrid-Learning Plan (CONT.)

Families and students must understand that a hybrid learning scenario is school. The expectations,deadlines, attendance and grading for when a student is learning at home will mirror the expectations,deadlines, attendance and grading that would happen during in-person learning.

The Distance Learning plan that will be published in August includes updates based on feedback fromteachers, students, and parents. It will include language and guidance that better-serves students andmay include the following updated guidelines:

PiM will remain open as a Distance Learning Center for those students who need a place to participate indistance learning or need extra supports.  Details to follow.

SCENARIO #3 - DISTANCE LEARNING

Students must prioritize their schoolwork. Definition of distance learning scenario (as defined by MDE)

"Students engaging in distance learning have access to appropriate educational materials and receive dailyinteraction with their licensed teacher(s). It is important to note that distance learning does not alwaysmean e-learning or online learning. It is critical to provide this learning in a format that can be equitablyaccessed by all students. MDE expects that students who participate in distance learning have full accessto appropriate educational materials. Districts and charters must maintain educational continuity forschools and programs."*

PiM's Distance Learning Plan

The Distance Learning Plan for the 2020-2021 school year will be modeled after the PiM DistanceLearning plan that was implemented last spring. We will be implementing two distance learningapproaches based on health & safety factors :

Level 1 - Full Distance Learning - Students and staff work exclusively off-site.  This model will beemployed  based on MDE and MDH’s  required threshold for distance learning at 30 cases per 10,000 overa two week period in the highest incidence county our students reside.  

Level 2 - Modified Distance Learning - The PiM Facility will be open for students who need a place toparticipate in distance learning or need extra supports  The focus would be on students needing academicand emotional support, and providing space to work for students who need quiet space.  Details aroundthe distance learning center will be forthcoming.  This model will be employed when the incidence ofinfection is below 30 cases per 10,000  over a two week period in the highest incidence county ourstudents reside.

Families and students must understand that a Distance Learning scenario is school. The expectations,deadlines, attendance and grading will mirror the expectations, deadlines, attendance and grading thatwould happen during in-person learning.

Health questions and temperature check at drop off: All students will be screened before entering thebuilding with questions and a temperature scan. Student traffic: Students will report directly to their assigned classrooms after drop off. Passing timebetween classes will be staggered to reduce the number of students in common areas. One way trafficpatterns will be marked and all students will be expected to follow the traffic demarcation and movepromptly to their next class.Lunch protocol: PiM is working closely with our food service provider Royal Cuisine and our Healthand Safety consultants to create a safe lunch protocol.Classroom cleaning: Rooms will be sprayed and wiped with disinfectant at the end of each class. PiMstaff, students, and custodial staff will participate in the process of keeping all rooms prepared forclass.  High touch surfaces will be addressed before the next class enters the room. Each evening thecustodians will be cleaning the rooms and preparing them for the next day. Common areas andrestrooms will be monitored and cleaned throughout the day.End of day staggered release: The end of day release time will be staggered to again reduce thenumber of humans in the hallways.  All students will move promptly to their bus or ride. PiM stronglyrecommends that all students are transported home at the end of the day as our common areas willnot be available for gathering.

BUILDING SAFETY & HEALTH PROTOCOLThe following protocol will be used in both Scenario #1 (In-Person Learning) and Scenario #2 (Hybrid).

F.A.Q.

When is someone required to quarantine?The current Minnesota Department of Health (MDH) guidelines indicate that if a person tests positive forCOVID-19, they would need to stay home at least 10 days since symptoms first appeared and until theyhave no fever for at least 24 hours without medication as well as improvement of othersymptoms. Anyone living with someone who tests positive for COVID-19 should quarantine for 14 days.Anyone who has been in close contact** with someone who tests positive for COVID-19 should quarantinefor 14 days.

If a teacher or staff member tests positive, do all of the students who interact with that teacher or staffmember need to stay home and quarantine?Each situation will vary. The Minnesota Department of Health will work with PiM to determine whetherany students were in close contact** with the teacher or staff member who tested positive. If so, familieswould be informed by MDH that their students should quarantine for 14 days. 

When does someone need to be tested? Who pays for that?MDH’s website states that people who have symptoms of COVID-19 should be tested. Families may getrecommendations from MDH for testing if their student was in close contact with someone who testedpositive and their student is now showing symptoms, but testing has not been mandated to this point, andany costs for testing for students will be incurred by families.

Will PiM provide testing?At this time, testing would not take place at PiM for a variety of reasons (testing fidelity, supplies, staffing);however, MDH does maintain a live link to locations of test sites: https://mn.gov/covid19/for-minnesotans/if-sick/testing-locations/index.jsp.

Will parents be notified when there is a case of COVID-19 in their child’s class?HIPAA guidelines prohibit school districts from identifying who the student/staff member is who hastested positive. If there is a case of COVID-19 identified, MDH will work with PiM to be as clear as possibleabout the risk level of those who have come into contact with the person who tested positive and what isrecommended for the next steps.

If a teacher tests positive for COVID-19 are they required to quarantine for 2-3 weeks?The current Minnesota Department of Health (MDH) guidelines indicate that in this scenario the teacherwould need to stay home at least 10 days since symptoms first appeared and until they have no fever forat least 24 hours without medication as well as improvement of other symptoms.

If that teacher has three classes each day with 20 students each, do all 60 of those students need to thenstay home and quarantine for 14 days?MDH would work with PiM to determine if the students were considered high risk and would advise PiMas to whether the recommendation was for students to quarantine and/or be tested, and PiM would workwith MDH to inform families. Generally, if the students had close contact** with the teacher who wasCOVID positive, then yes, those students would likely have to quarantine for 14 days.

Would all 60 of those students now have to get tested? Who pays for those tests? Does everyone in eachof those students' families need to get tested? Who pays for that?MDH would first determine if the students needed to be quarantined and then may recommend testingfor those who had close contact** and who are showing symptoms. Families with a student who isquarantined may choose to test or not. If a student was told to quarantine and then began to showsymptoms, MDH would likely recommend testing. It would still be up to the family to do so, and any costwould be paid for by the family. Here is a live link of locations of test sites: https://mn.gov/covid19/for-minnesotans/if-sick/testing-locations/index.jsp.  As for families of the students in the above scenario,currently, MDH guidelines would indicate they would not be recommended for testing unless they hadclose contact** to a COVID positive case directly or are having COVID symptoms.

What if someone who lives in the same house as a teacher (or staff member) tests positive?That teacher or staff member would need to quarantine for 14 days after someone in their household testspositive for COVID.  If the teacher or staff member develops any symptoms, they should consider gettingtested. If they test positive, they will need to quarantine for 10 days and not return to school until theyhave also been fever-free for 24 hours.

**The term “close contact” is used several times in the answers above. Close contact is currently defined by the Centers forDisease Control (CDC) as someone who was within six feet of an infected person for at least 15 minutes starting from 48 hoursbefore illness onset.

GENERAL COVID-19 SAFETY GUIDELINES
