This course is designed to provide students with the knowledge, skills and abilities to perform rescues in a contaminated environment at structural collapse scenes due to natural disaster or terrorist incidents. Page 14 | HM-011 HazMat Medic This course is designed for paramedic personnel who have an Advanced Life Support (ALS) emergency medical responsibility at hazardous materials incidents. Page 15 | Public Safety Sampling This course addresses specific fundamentals and skills associated with an emergency response to a WMD incident. Page 16 | HM-013 Decontamination Specialist The Decontamination Specialist Program is designed to assist in helping ensure that personnel in charge of decontamination are trained to perform cleanups and knowledgeable of established decontamination standards; to develop methods whereby any trained responder can demonstrate competency; to protect the public health and the environment; and to provide for the health and safety of personnel involved in decontamination activities. Page 21 | HM-021 Biological Incidents Awareness This course provides an overview of biological incidents that have occurred; biological agents that are naturally occurring, could be accidentally released, or could be used deliberately. Page 21 | HM-022 Emergency Response to Biological Incidents This course prepares participants to perform safely and effectively during an incident involving biological agents. Page 22 | HM-023 Prevention and Response to Suicide Bombing Incidents This course provides emergency responders with the knowledge and skills needed to develop policies for the prevention, interdiction, response, and mitigation of a suicide bomb attack. Page 23 | HM-024 Incident Response to Terrorist Bombings This course provides information on explosive and incendiary devices that could be used as terrorist weapons, and how to prepare responders to react effectively, work cooperatively, and apply countermeasures in any incident involving explosives. Page 24 | HM-026 Advanced Radiological Contamination This course is designed to develop knowledge, skills and abilities to perform operations in a known radiologically contaminated environment. Page 25 | HM-027 Radiological Event Training This program focuses on the specialized skill sets required to respond to a catastrophic incident involving a radiological or nuclear weapon. Page 26 | HM-028 Forensic Investigation for Hazardous Environments This course addresses response in a hazardous environment, with emphasis on evidence collection and recovery, as well as the paradigm shifts that are required for crime scene investigators to safely conduct a crime scene investigation in these types of environments.

Page 28 | TR-001 Vehicle & Machinery Extrication This training encompasses significant hands on applications of vehicle stabilization and extrication as well as machinery stabilization, disassembly and or removal. Page 29 | TR-002 Surface Water Rescue This training integrates didactics and extensive hands on applications to introduce and lead the student through the knowledge, skills and abilities of surface water rescue in waters that do not by definition exceed 1 knot per hour. Training includes theories and practice of hydraulics, hydrodynamics, navigation, PPE, various types of boat operation and maintenance. Page 30 | TR-003 Heavy Equipment Rigging Specialist (H.E.R.S.) This program utilizes a FEMA H.E.R.S curriculum and FEMA instructors. The primary purpose of this course is to provide functional training to US&R and/or Fire Department members who may be called upon to perform the duties of a rigging specialist during an emergency. Page 31 | TR-004 Advanced Shoring This course focuses on shoring of heavier and more complex buildings and loads. Page 32 | TR-005 Rope Rescue Level I and II This rope course is a Level I and II NFPA 1006 complaint program. Page 33 | TR-006 Structural Collapse Operations This training will address the knowledge, skills, and abilities required to assess, size-up, and mitigate light frame and ordinary construction events. Page 34 | TR-007 Structural Collapse Technician The FEMA SCT course is developed by FEMA structural engineers and subject matter experts for encompassing structural collapse training for assessing and mitigating all types of collapses in all types of buildings to facilitate search and rescue operations. Page 35 | TR-008 Search and Extract The Search and Extract training curriculum addresses and exposes to NFPA 1006 2013 Chapter 6, 7, 9, and11. This program is designed to educate the students on off road vehicle dynamics using a progressive building block approach. Students begin using 4-wheel drive vehicles on our off road obstacle course and progress to the basic, intermediate and advanced off road courses.

Page 44 | T-009 Emergency Vehicle Operation Course (EVOC) This program is designed to enhance skills learned during vehicle dynamics I-III whereas high speed driving operations are learned on Guardian Centers high speed track and urban city scape using sedans and high center of gravity vehicles.

Page 45 | T-010 High Center of Gravity Fully Armored Vehicle (FAV) This program is designed to educate the students on all aspects of operating a commercial fully armored vehicle, typically Chevrolet suburban, or equivalent. Training includes operation, field expedient repairs (flat tire), accident recovery (extraction during roll over) and procedural security considerations.

This program is designed to educate students on close quarters combat to improve officer survivability during tactical assaults. Students will learn all aspects of planning CQC/CQB operations and shall demonstrate associated tactics, techniques and procedures within a group environment. Page 52 | T-017 Defensive Tactics Combative Course (DTCC) This program is designed to train students on a variety of hand to hand combat tactics, techniques and procedures to enhance officer survivability. Students shall learn striking, grappling, prisoner control, weapons retention, handcuffing, batons and other combative skills using a standardized force continuum (escalation of force). Page 53 | T-018 Small Unit Tactics (SMUT) This program is designed to train students on small unit tactics associated with operations in both permissive and non-permissive environments. Students will demonstrate small unit formations, roles, responsibilities and fire/maneuver tactics on contact. Page 54 | T-019 Officer Safety and Survivability (OSS) This program is designed to train students on officer safety and survivability during hostile engagement with enemy combatants. Students will learn basic principles of fight and survive including combat mindset. Description: This 5 day course is designed for paramedic personnel who have an Advanced Life Support (ALS) emergency medical responsibility at hazardous materials incidents. In-depth study and application of toxidromes, as it relates to hazardous materials incident, the medical management of victims, and the development and management of the hazardous materials components of the medical support system are the three primary focuses of this course. The main goal is to identify and outline areas of medical importance when dealing with a Hazardous Materials incident. The assessment is from a TEAM prospective with emphasis on team safety and support. The presentation is organized to assist the team members in making decisions based upon information gained and weighted on a scale of risk versus benefit. By exploring the medical response from the initial response, to the effects on body systems, injuries and treatment modalities, the participant attains an appreciation for different medical approaches. Participants will work on scenarios in organizing the EMS response team, protecting response personnel, identifying and using medical response resources, decision-making and protecting the public.

Description: This course addresses specific fundamentals and skills associated with an emergency response to a WMD incident. As such, it provides detailed technical information and includes hands-on practice of actions required of emergency responders in such situations. Participants are provided the opportunity to perform public safety sampling techniques required in the response to a WMD event. Of special interest is the course’s emphasis on collecting forensically valid samples, which is accomplished through maintaining a secure chain-of-custody for the sample from the time of collection through laboratory analysis.

Description: This course offers participants an incomparable opportunity to learn the necessary properties and characteristics of radiation for proper response. The five day curriculum includes two full days of classroom instruction into the applicable properties of radiation while discussing and demonstrating the proper methodologies of instrument utilization, dose management, biological hazards and identifying and measuring radioactive materials. The third, fourth and fifth days involve a hands on practical lab and scenario walk-throughs for effective implementation of lecture topics.

The Guardian Centers vehicle, machinery NFPA 1006 compliant course is a hybrid presentation of vehicle and machinery rescue training. Specifically, the vehicle skills are applicable to common vehicles and environments that are not deemed a high risk. Similarly, machinery rescue skills focus on common, simple, small machinery extrications usually involving digits or machinery that can be easily disassembled or cut, spread or lifted. Taught over 5 days the training encompasses significant hands on applications of vehicle stabilization and extrication as well as machinery stabilization, disassembly and or removal.

Description: The Surface Water Rescue class taught at Guardian Centers, Georgia is an NFPA 1006 compliant course that meets and exceeds the standards set forth in Chapter 11. Presented over 5 days, the training integrates didactics and extensive hands on applications to introduce and lead the student through the knowledge, skills and abilities of surface water rescue in waters that do not by definition exceed 1 knot per hour. Training includes theories and practice of hydraulics, hydrodynamics, navigation, PPE, various types of boat operation and maintenance. Boat handling techniques. Victim rescue skills from shore, boats and even in the water. Description: Prehospital Trauma Life Support (PHTLS) is recognized around the world as the leading continuing education program for prehospital emergency trauma care. The mission of PHTLS is to promote excellence in trauma patient management by all providers involved in the delivery of prehospital care through global education. PHTLS is developed by NAEMT in cooperation with the American College of Surgeons’ Committee on Trauma. The Committee provides the medical direction and content oversight for the PHTLS program.

This is a 48-hour exercise designed for an incident management team with a minimum 100 members. The training is designed to exercise an IMT’s ability to validate the notification process, deployment process, response to an incident, and development of an Incident Action Plan for the initial operational period within a given time frame. Future operational periods will require detailed planning as the team is supporting an active operation on the Guardian Centers complex while conducting cross coordination with multiple jurisdictions.

This unique course offering challenges the incident management team with conducting an actual mobilization and deployment to a designated location. The team must establish an Incident Command post, base of operation, deploy a mobile cache, support the logistic requirements for an on-going incident, and coordinate the demobilization of personnel. This training program provides the IMT with the opportunity to develop, train and continually evaluate the team’s members in leadership positions with their given sections and command roles.

Description: This is a 48-hour exercise for a USAR Task Force Team with no less than 88 members. This exercise will focus on demonstrating the ability to mobilize, deploy, operate and rotate personnel for extended operations (longer than 24 hours) at a large scale incident. Areas of expertise would include assessment, shoring, void search, victim extrication and medical treatment. The team will also exercise surface water techniques through coordinated, systematic and comprehensive searches of a flooded neighborhood. The team will demonstrate the ability to conduct a systematic and comprehensive wide area search and implement the efficient use of GPS technologies, marking waypoints, and relaying information to an Incident Management Team. Guardian Centers uniquely offers the HazMat section complex radiological and chemical response scenarios, validating techniques and equipment confidence.
