This College is one of a few indigenous Colleges in Australia that deliver courses in an culturally appropriate way to Aboriginal and Torres Strait Islander people. Through our indigenous context in our study books delivered by fully qualified Indigenous trainers supported by our College Commit-tee, Wontulp-Bi-Buya College is all about fulfilling our mission and that is to Equip and Empower our Aboriginal and Torres Strait Islander people to be effective in a holistic positive way in their communities.

MISSION STATEMENT

Wontulp-Bi-Buya College is a partnership of the Anglican, Catholic, Lutheran and Uniting Churches in Queensland. Our MISSION is:

• To equip Aboriginal and Torres Strait Islander people with knowledge and understanding of the Gospel of Jesus Christ through their cultures.

• To empower Aboriginal and Torres Strait Islander people to be leaders with faith, vision and skills, and to be effective in building up the people, their church and their community. This specifically involves: training, equipping and empowering Queensland Indigenous church members and leaders with:

• Awareness and understanding of Aboriginal and Torres Strait Islander culture and life • Vision • Management skills • Ability to reflect theologically through their own culture, all of which is necessary for

establishing effective ministry within community life in this nation.• To provide an accessible and cooperative learning environment that is sensitive to cultural

differences and ways of learning and communication.• To serve partner Churches and Aboriginal and Torres Strait Islander communities in

General InformationWontulup-Bi-Buya CollegeWontulp-Bi-Buya College Inc provides adult education programs for Aboriginal and Torres Strait Islanders in Queensland and various locations throughout Australia. The College is the Queensland Partner of Nunalinya College, Darwin.

Wontulp-Bi-Buya College is a network of people involved in regional programs and extension studies that aim to develop leadership and life in church and community Studies for Aborigines and Torres Strait Islanders.

Partner ChurchesFour partner Churches in Queensland support Wontulp-Bi-Buya College: the Anglican, Roman Catholic, Lutheran and Uniting Churches.

StrategyWontulp-Bi-Buya College has an administration office in Cairns and uses various accommodation providers for residential studies. The College is governed by a State Management Committee, which supports studies and activities in major areas of Queensland and inter-state.

Abstudy AssistanceEach student is required to complete an Abstudy ‘Form D’ (Allowance & Part-time award) as a part-time student ONLY. This form must be sent to Wontulp-Bi-Buya College or completed at the course induction, only then will the enrolment confirmation be generated after the student has attending their first block. The Student Enrolment Conformation and Form D will is sent to the Centrelink office. Post Abstudy Forms and Enrolment Forms to Wontulp-Bi-Buya College, PO Box 960N, North Cairns Qld 4870. (Do not send to Centrelink.) Please note that if you are a pensioner and wishing to apply for PES (Pensioner Education Supplement) you will be required to pay for all travel; Accommodation & Meals at your own cost. NOTE: Students who receive CDEP, Job Start or New Start benefits may be able to receive the benefit while attending a part-time course but you must arrange this before you leave. The Principal will write a letter to the employer, Centrelink or Council, if requested.

Job Network AgencyIf you are enrolled with a Job network agency please discuss your training with your job network provider. Please ensure that you have your course ticked as a voluntary training on your career pathway plan. This will entitle you to receive Abstudy incidental allowance and ensure your eligibility for the course. If you have any questions, please have your network provider contact our office.

Travel and AccommodationResidential course blocks are arranged to be held in various locations depending on your residential locations. Commonwealth Government Funding will cover travel, accommodation and meals for registered students who are eligibility for Abstudy Allowance. Staff of Wontulp-Bi-Buya College arranges air or road travel **Students who do not turn up to flights will be require to pay their own fare the next time travelling.

ExpectationsThe Christian ethos of the College should be respected. Private business should not interfere with attendance at sessions. Students must advise staff if they cannot be present at a session or if they wish to leave the Centre. PLEASE BE AWARE that all course blocks is alcohol and drug free. These rules help the smooth running of the course, strengthen personal development, and maintain the good name of Wontulp-Bi-Buya College.

FeesAll eligible Students are required to pay a Course Fee of $600 per year once they have enrolled and been accepted. The majority of fees go towards materials and administrational costs. Abstudy will provide registered students with an Incidentals Allowances to pay for course fees and costs. Students should pay the Course Fee as soon as they receive their Centrelink Incidentals Allowance. If a student is required to attend their block before receiving the Incidentals allowance, they are expected to make a deposit of $120 by either making a money order or by bank deposit prior to the first Block. Arrangements can be made to pay all additional costs at the student induction at the first block. However if there are any financial issues please do not hesitate in contacting our office to speak to one of our administration staff.

Community OrganisationA local community or church organisation must support each participant. This ensures that the student has a local support group in place. A local support person is also required for community projects throughout the study.

LiteracyLiteracy support is provided to students who need assistance whilst on the block; if you require any help please let your lecturer know.

Recognition of Prior Learning/Credit transfer The College may recognise a student’s prior experience and learning in a particular unit of study. Students will be given credit for and exemption from specific units where they can produce good strong evidence of having attained the required competencies of the unit.

PurposeThe main purpose of Wontulp-Bi-Buya College is to support the development of Aboriginal and Torres Strait Islander church and community leaders through study programs leading to nationally recognized awards.

These studies are offered in blocks of short residential study in various locations as well as home-based studies in local communities. Other cultural awareness workshops and conferences on contextual theology are organised from time to time.

THEOLOGY & MINISTRYThe Certificate III in Theology and Ministry course gives a foundation for growing in discipleship, sharing in lay leadership and serving in the community. It assists with developing and opening doors to wisdom and insight into the word of God and with the opportunity to fellowship with other brothers & sisters throughout the nation. There is also the opportunity to learn and pass on much needed knowledge to assist with the growth in both a community and individual lives.

The Certificate IV in Theology & Ministry program is a continuous development of foundation in discipleship, leadership and community service, including a preparation for the Diploma level.

The Diploma in Theology & Ministry program is the first step in higher level studies and helps to prepare students for committed leadership roles. (Please note churches have their own requirements for appointments and ordination.)Employment may include: Priest/Minister; Pastoral Worker; Support Youth Worker; Community Resource Centre worker; Organisation Committee Member; Church Leader; Elder; Council Member; Lay Minister; Teacher Assistant in religious education

STUDY OPTIONSResidential study is offered in 2-week Blocks in Cairns. However studies can be conducted to suit communities and held in regional centres or communities at the discretion of the College Principal. Study by distance education with a local tutor is also required. Options for study are: 1. Part-time is a 12 months program – up to 4 Blocks a year plus home base studies. 2. Self paced study – home base study only

The intended purpose of our theology courses is to provide participants with a range of knowledge, skills and generic and specific competencies to support them in gaining employment in theology. This can be working under the guidance of other theologians.

Growing interest in the course from communities throughout Australia is evidenced by the increase in learner participation in the three years. Client groups include remote, urban and town centres from many various denominations that have sponsored learners from remote, urban and town centres.

Wontulp-Bi-Buya College has offered courses in Queensland over a period of 35 years, Clergy and other community members who are associated with Indigenous people have sponsored students and found the course to be suitable to foster personal development, awareness of community issues and leadership qualities that contribute to processes that build an improved quality of life in their communities.

The courses aim to provide foundation for leadership and work within Indigenous communities with a balance of studies and practice in the areas of: Biblical Studies, Theological Studies, Personal and Community Development and Ministry Education.

The course design is based on participatory action learning methods and is designed in short units to accommodate Indigenous leaning patterns including shared learning and an holistic approach that connects learning with spiritual, social and practical aspects of daily life. We believe that our holistic approach develops people with confidence to undertake informed leadership in their communities, whether through employment or as catalysts for change within community life in general.

Wontulp-Bi-Buya is dedicated to continuously upgrade its learning and delivery to accommodate with the every day changing dynamics in diverse communities. We have been successful in the develop-ment and the establishing of our Certificate II entry level in the area of Community Development & Management, The course was designed to up skill students on country and in community. This is just one initiative in stepping forward to create positive career pathways to equip Indigenous people for higher education through our College, and the advantage to encourage students to move further into University Studies.

Currently Certificate III Addictions Management and Community Development is a prerequisite for Certificate IV in Alcohol ad Other Addictions Counselling, and with the opportunity to further our student’s career direction in Addictions & Mental Health with various universities throughout Australia.

This program is designed to empower Aboriginal and Torres Strait Island community workers in the field of Addiction Management & Community Development. The course creates a knowledge base that is culturally and holistically sensitive to Indigenous people. The format is appropriate for professional development of workers who deal with Indigenous people, and is particularly appropri-ate for assisting community groups to establish alcoholism abatement programs. The course is also dedicated in providing culturally appropriate training for Indigenous members of the community to assist in the changing patterns of alcohol and other addictions and the foundation in analysing the development of enterprises in communities.

The course design is based on participatory action learning methods and is divided into short units to accommodate Indigenous learning patterns including shared learning and an holistic approach that connects learning with spiritual, social and practical aspects of daily life. On successful completion of this course, the participant will be competent to undertake all duties appropriate and inline with all national accredited courses of a Certificate III in additions Management & Community Development.

Indigenous Mental Health (Suicide Prevention)

The Indigenous Mental Health program is designed for community leaders/workers and young people who will be trained in community services and health service industry skills, which will empower participants to identify local community solutions and develop suicide prevention strategies. This course was established to support people to become counsellors, mental health workers or suicide prevention educators.

Mental health and suicide issues have increased in Indigenous communities over the last thirty years and this has had a very negative effect on all Indigenous people and our communities. Suicide and self-harm also affects both the employer and employees through the loss of work and the loss of skills in the industry. This affects both the workers and employers in the workplace, due to carrying a lot of personal grief, hurt and pain from suicide and mental health issues.

Currently there are a very few people in Indigenous communities with the professional skills to deal with mental health issues and suicide. Professional people external to the community have to be brought in once or twice a week and they may lack the cultural appropriate skills to deal with community issues. This course will contribute greatly to professional skills development of Indigenous youth and community leaders in the community services and health industry through empowering and equipping community members to deal with mental health and suicide issues in a culturally sensitive professional manner.

Students will develop a community-wide suicide early identification and prevention strategy in consultation with community members, traditional Owners, Elders and complementary agencies/initiatives. Upon completion of both courses graduates will be able to act as role models within their communities and strengthen action, advocacy and apply for employment opportunities in the following areas and employment:

Wontulp-Bi-Buya College in the past and present solely dedicates their resources to training our Aboriginal and Torres Strait Islander people; now has come the time to share some of the learning with others! That’s right, Wontulp-Bi-Buya College is looking forward to delivering any of our ½ or 1 day workshops in 2016 with others who are interested in hearing from our staff and students. All our workshops can be tailor-made to your needs.From experiencing God through our culture to empowerment in planning your pathway into the future; Wontulp has something for you. So, if you are interested please see our workshops overview on page 23 as well as a step-by-step guide seen below to apply for a workshop to be delivered in your community/organisation.

How to apply….Step-by-Step guide for our workshops/programs

Step 1Have a meeting with your local community organisations/churches and ask what program would be best for you and your people. If there’s enough interest of minimum of 10 people and more then…

Step 2Ring our office and speak to the Principal about your proposal and what program you’d like delivered in your community/church.

Step 3Research what funding is available and start putting a submission together; please note Wontulp does not have the funds for individuals to attend these workshop as this is the responsibility of your community organisation or church groups.

Step 4If successful in your funding application then contact our office to arrange dates etc for the delivery of the program.

Course will either be delivered in your community or based in Cairns. College (depending on the type of funding you were successful in)

2016 Workshops (Brief Overview)Ministry & Career Pathway PlanningOur Ministry & Career Pathway was created to develop and assist students and church members with a step-by-step process in identifying the purpose and plans that has been established in the hearts of men. By participating in this session members will be encouraged to identify passions as well as past experiences to develop simplified targets and goals that will propel them into their desired destination. Throughout our life we get so bounded into past situations that have created barriers and many occasions have closed our eyes to where we are meant to be. Our Pathway Planning is a tool to open up the hidden desires of your heart as well as utilising your experiences and life skills to build a treasure of knowledge that will enhance your gifts to assist with helping others. We are not all called to be, Church Leaders, Pastors and other positions in the churches, the majority are called to work within the market place, where the lost are. You need to ask yourself the question!! Are you unhappy where you are!!! Well this could result in not being in the right place at the right time. One of our mottos in our planning is “THE ONLY WAY TO DO GOOD WORK IS TO LOVE WHAT YOU DO”. We as individuals are responsible for our own happiness, so lets take the first step together in the present to make positive changes for the future.

The Journey to healingThe Journey to Healing was established to assist communities to recognize social needs and their solutions. Our qualified Indigenous staff will walk you through a process of transformation, pinpointing gaps within your community as well as assisting participants in finding ways to improve and implement positive Community Development & Change. Organisations wishing to run the course are encouraged to obtain funding which will assist with course delivery and student needs. An experienced lecturer will deliver the course in your community and at the discretion of the organisation. This is negotiated prior to the course delivery.

Gospel & CultureDue to a large number of enquires from church members on how to relate to First Nations People and the biblical principles through past stories and concepts, we have decided to open this unit up to non Indigenous church groups to give a better understanding of past beliefs and practices and how First People believed they walked with the living God. “Aboriginal and Torres Strait Islander people are spiritual people, there will always be that connection to the land, sea and air…, we all belong to the one and only God—through Jesus Christ, he is called many names by different clans, tribes and islands” and we want to share the Gospel within our culture with you! So if you are interested and wish to develop a better understanding this workshop is for YOU!

Cutural Awareness “The Where From to the Here Now”Our cultural awareness workshop is designed to equip people with the understanding of First Nations Peoples of this land ,on “The Where From to the Here Now”. Looking at the past experiences and the continuous development of change in customs and traditions making First Nations Peoples who we are today. The difference in cultures globally can create all types of problems especially if there is the lack of understanding, however a little awareness can create a world of difference. So lets strive to make a change today.Is it your wish or a requirement to work with or along side a First Nations person or people but find it difficult due to barriers in communication? Well let us help you!! Through this journey of change and enlightenment, our staff will give you the opportunity for a greater insight to the “Here Now and on to the Future”of our First Nations People.
