OuR LARGEST COMMuNITy EVENT OF THE yEAR IS HERE. FROM MARCH 6-8, THE 56TH ANNuAL SIOuX EMPIRE HOME SHOw™ wILL BE HELD AT THE SIOuX FALLS CONVENTION CENTER AND NEw FOR 2015, THE SHOw IS EXPANDING INTO THE ARENA wITH THE BRAND NEw OuTDOOR LIVING AREA.
But before the doors open to the public there are many busy bodies out at the facility getting ready for the show.
Most consumers have no idea the amount of volunteer hours it takes to run a show of this size.Ourassociationreally
steps up to volunteer when asked.It’sgreattoseesuchadiverse blend of familiar and new faces helping us work this event.
Ifyou’veneverdoneitbefore,I encourage you to call the HBASE office (361-8322) and see what still needs to be filled for volunteer positions.
In addition to those helping take tickets or mark off the boothsduringsetup,there’sanother group of volunteers that deserves just as much credit.That’stheHomeShow™Committee.They’vebeenworking on this one event for the past six months.
Once the Home Show™ comes to an end, the Spring Parade of Homes™ will be just around the corner.
In the middle of February, Builder members were sent registration packets to sign up their newly constructed home(s)forthisyear’sevent.
Registration for the Spring Parade of Homes™ is due March 19 to the HBASE office.

During the Fall of 2014, the HBASE formed a Construction Club at the Harrisburg South Middle School. The goal of the Construction Club is to expose students to the building industry at a younger age to create interest and help togrowourfuture’sworkforce.
As the Construction Club continues with it’seffortsanddiscoversnewprojects,they’vefoundaneedtogrowtheircollection of tools. In early February, we sent out a message to all members
requesting a possible donation of a bandsaw to add to their workshop.
HBASE member, Dennis Hartman from Cabinet Works, donated a brand new Shop Fox brand bandsaw to the Club - ThankyouDennis!
On February 4, the new bandsaw was set up and the Construction Club put it to use.

Building Materials subcommittee of the Construction Liability, Risk Management & Building Materials Committee -
RobertDenk,AssistantVicePresident, Forecasting and Analysis, NAHB gave a report on building material pricing.
With fuel prices down asphalt shingles rose with the price of oil, but did not decline with it. Overall lower gas prices will be good for economic growth, good for consumers, good for housing demand but will likely have little impact on building material prices.
Prices for gypsum declined in December pushing them just below the housing boom peak. Prices are currently 40% higher than 2011 levels. Manufacturers have announced another round of pricing increases for 2015.
Softwood lumber prices declined in December but moved mostly sideways through 2014. Forecasts for 2015 are relatively flat.
The International Builder’s Show (IBS) 2015 was monumental to say the least. Not only did we have the best IBS we’ve had in years, but we also combined our show with KBIS, the Hard Surfaces Show and the Las Vegas World Market, so there was plenty for everyone to do. As an FYI, this truly is an “international” show….as of the start of IBS, we had 3,336 international registered attendees from 102 countries.
IBS was also bittersweet for me, as I concluded my year as Chair of the Associate Members Committee (AMC). It was quite an experience for a South Dakota girl.It’satthistimethatI’dliketothank my mentors for getting me engaged at the national level, so Jim,Mark,Terry,Paul…thankyou!
The Associate’s Outreach Network has continued to blossomduetoour“AssociateConnection” newsletter. We gained many new members in 2014 who turn to our newsletter to find ideas on how to network, how to work with builders and how to get started at the national level.Wedon’tjustgivethesameinformation to associates that they can get elsewhere, we give links to MANY topics of interest. In addition, we also share ideas from across the country as to how Associates can better fit in with builders.
Designations & Training Subcommittee put on the 2nd Annual Associate Orientation for IBS. We had 11 new attendees, plus a room full of returning associates that just wanted to learn MORE about getting involved on the national level.
The Leadership and Recognition Subcommittee worked diligently all year on planning the Associates Awards Breakfast and it was a sold out event at IBS this year. We were fortunate to have 3 senior officers attend, as well as Jerry Howard (NAHB’sCEO).Thiseventissuch a treat for associates, as werecognizenotonlyourown
members who go above and beyond,butwealsorecognizeaBuilder for our BEAM award.
Associates Advocacy Subcommittee was proud to announce that once again we had 100%participationinBUILD-PACfrom our Associate Members Committee. Advocacy is gaining strength amongst Associate Members and it really shows duringourAdvocacydiscussions!Other advocacy info…we raised $2.6Minthe2013/2014electioncycle, which was $425k over last cycle. Money was given to 370 pro housing candidates, and 95% of those won their elections. A hugeVICTORY!
Associates Committee -
1 We passed two Bylaws that affected associates (NAC voting, and an Associate Member is now on the Budget and Finance Committee)
2 We completed our Triennial Review this past spring. We were told that we are an essential committee within NAHB, not only for our advocacy efforts, but also because of our mentoring and sharing of ideas.
3 We continued to have a strong leadership presence in BUILD-PAC,notonlybecauseof our Associate Senior Officer, but also because so many Associates participating in Bringing Housing Home (LegCon 2014 – in district meetings).
BUILD-PAC/Advocacy - Again in2015,wewillbe“BringingHousing Home”. This is our time to show our lawmakers the economic power of the housing industry.We’redoingthisagainAT HOME…In South Dakota. Prices for OSB appear to be flattening out. After spiking in 2013 prices collapsed – falling 40% through the end of the year. Prices declined another 10% through 2014 but ticked up in November and December.
After gains in 2011 through 2013 increases in prices for insulation rose in the first half of 2014, but declined in the second half of the year. Several manufacturers sent letters this fall announcing price hikes for 2015.
Felicia Watson NAHB staff gave anupdateonOSHA’scrystallinesilica proposed rule. OSHA has concluded there study on the crystalline silica rule but have not gave a ruling on what they are going to do.
Mr. Aaron Fowler, Director Softwood Lumber Division Foreign Affairs, Trade and Development, Canada gave a presentation on the softwood lumber agreement between CanadaandtheUnitedStates.Canada is ready to resign the agreement as it was previously written.TheUnitedStateshasnotmade a commitment to resign it. NAHB has recommended to the USGovernmenttosignthetreatyas previously written.
Construction Liability, Risk Management, and Building Materials Committee -
NAHB has just launched a new contracts and subscription website. This site offers access to a variety of residential construction contract forms and documents by NAHB, exclusively with home builders and remodelers in mind. The hot topic was the Canadian soft lumber agreement. Aaron Fowler talked to various committees and the consensus was that NAHB found no reason whytheUSGovernmentshouldnot sign this treaty.
BrettMiller,VPofEducationandCertification National Wood Flooring Association gave a presentation on the proper installation of wood flooring. His biggest advice was that your flooring gets acclimated to the environment you are installing it in and the moisture in the under layment is at the proper level.
Construction Safety & Health Committee -
Jim Maddux, OSHA Director of Construction was invited to this meeting. It was a long conversation on how OSHA looks at the construction industry as a whole and NAHB is taking a position that residential housing and big commercial high rise construction is totally different. This was another 2 ½ hour meeting with the head of OSHA explaining how to implement all the things OSHA wants us to do in residential construction and the extra costs with all their rulesdoesn’tnecessarilymakeeconomical sense. Mr. Maddux responsebacktousisalways“thesafetyofouremployeesisOSHA’stop priority”. NAHB feels we have the safety of our employees in mind, but some of their rules are hard to comply to.Starting January 1 2015 all employers must report all work related fatalities within 8 hours.Within 24 hours all work related inpatienthospitalization,amputations and loss of an eye. Construction Codes and Standards Committee -
There still is a big push to get all thestateandlocalHBA’sinvolvedin a grassroots effort to talk to our local code officials. Instead of sending your code officials to the conference, you can now register online and vote that way. They have encouraged all Home Builders to talk to surrounding small towns to get officials registered so they can vote by internet.

Insurance carriers and government regulatory agencies require various work-relatedaccidentandinjuryreports.Underthe OSHA recordkeeping regulation (29 CFR 1904), covered employers must prepare and maintain records of serious occupational injuries and illnesses using the OSHA Recordkeeping Forms.
NEW! wHAT AM I REquIRED TO REPORT?
Beginning Jan. 1, 2015, ALL employers* will be required to notify OSHA of work-related fatalities within eight hours, and work-related in-patient hospitalizations, amputations or losses of an eye within 24 hours.
Employers have three options for reporting these severe incidents to OSHA:
• Call your nearest area office during normal business hours
• Call OSHA at 800-321-OSHA (800-321-6742)• Reportonlineatwww.osha.gov/report_

Previously,OSHA’sregulationsrequiredan employer to report only work-related fatalitiesandin-patienthospitalizationsofthree or more employees. Reporting single hospitalizations,amputationsorlossofaneyewas not required under the previous rule.
AM I REquIRED TO PREPARE AND MAINTAIN RECORDS?
Employers with more than 10 employees and whose establishments are not classified as a partially exempt industry must record work-related injuries and illnesses using OSHA forms 300 (log of injuries), 300A (summary of injuries) and 301 (incident report).
Employers are not responsible for reporting on
subcontractors. Subcontractors are considered separate employers by OSHA and must maintain their own OSHA records.
wHAT IS RECORDABLE uNDER OSHA’S RECORDKEEPING REGuLATION?
• Covered employers must record all work-related fatalities.
• Covered employers must record all work-related injuries and illnesses that result in days away from work, restricted work or transfer to another job, loss of consciousness or medical treatment beyondfirstaid(seeOSHA’sdefinitionoffirst aid).
• In addition, employers must record significant work-related injuries or illnesses diagnoses by a physician or other licensed health care professional, even if it does not result in death, days away from work, restricted work or job transfer, medical treatment beyond first aid, or loss of consciousness.
• Injuries include cases such as a cut, fracture, sprain or amputation.
• Illnesses include both acute and chronic illnesses such as a skin disease (i.e., contact dermatitis), respiratory disorder (i.e., occupational asthma, pneumoconiosis), or poisoning (i.e., lead poisoning, solvent intoxication).
• OSHA’sdefinitionofwork-relatedinjuries,illnesses and fatalities are those in which an event or exposure in the work environment either caused or contributed to the condition or significantly aggravated a pre-existing injury or illness.
wHAT INFORMATION MuST EMPLOyERS POST AND wHEN?
EmployersmustpostOSHA’sForm300A,whichsummarizesthetotalnumberofjob-relatedinjuries and illnesses that occurred during past
yearandwereloggedonOSHA’sForm300,thelog of work-related injuries and illnesses. The
OSHA Form 300A must be posted between Feb. 1 and April 30 of each year and should be displayed in a visible and common area where notices to employees are usually posted.
A company executive must also sign and certify Form 300A. This can include: (1) any officer of the corporation; (2) the highest-ranking company official working at the establishment; (3) the immediate supervisor of the highest-ranking company official working at the establishment; or (4) an owner of the company (permitted only if the company is a sole proprietorship or partnership).
Employers more than 10 employees and employersinspecificlow-hazardindustriesare normally exempt from federal OSHA injury and illness recordkeeping and posting requirements.DuetochangesinOSHA’srecordkeeping requirements that went into effect Jan. 1, 2015, certain previously exempt industries are now covered. Lists of both exempt and newly covered industries are availableonOSHA’swebsite.
FEDERAL VS. STATE PROGRAMS
Not all states follow the federal OSHA programs. Many home builders operate in approved OSHA state plans and will need to check with their local administrators for further information on the recordkeeping standards applicable in their states.
