Mittal is a building contracting and steel construction company with a long
standing and established reputation for servicing the industrial and commercial
construction sectors across the UAE through the integrated operations of its
subsidiary companies:

Founded in Dubai on March 30th, 2008, the founder of Mittal conceived the
concept of a regional design-build contractor with a decentralized model. Mittal is
now one of the leaders in design-build of industrial and commercial facilities.
Mittal is paving the way in the region with the concept of design-build: engineers at
each project-site ensure the delivery of custom-designed, cost effective solutions
to every client. This has in effect, translated into a distinct competitive advantage
over other contractors in the region.

What We Do

develop a project from conception through
construction until completion.

Design-Build Turnkey Solutions
Based on the client‟s requirements and
specifications, the company leverages its
internal competences and experiences to
streamline the project cost and provides the
client with value engineered design. It also
obtains approval from authorities, and
proceeds to complete the turnkey
construction of the project.
Turnkey Construction
The Company undertakes a project based on
the requirements of the client as per pre-
approved designs completed by a third party
engineering/design office.
Design-Build of Steel Building Solutions
The company designs steel buildings solutions
and undertakes the task of supplying and
erecting the steel structures. This is typically
done for large steel projects such as power
plants, factories and sport halls.

Equipment Capabilities
Mittal‟s strategy is to focus on specialty equipment which contribute to the
professional finishing of a project rather than investing all the time in capital
intensive and heavy equipment.
Heavy equipment needed for any particular project is procured from the local
market through long-term lease arrangements .

Mittal Policies and Procedures
• Accounting and FinanceAccounting is the central financial point of Mittal. This department is responsible
for all accounting obligations, including bookkeeping and reporting of the
office, cash flow management, For both the transactions relating to the office as
well as for any project. This department is also responsible for all relationships and
dealings with our banks. Its cooperation with the other departments of the office
is vital for the smooth operation and execution of projects.
• PersonnelThe personnel department is responsible for the recruiting, hiring, training and
development process of the human capital of the office. Additionally, they are
also responsible for the general administration of the office including
information technology.
• Sales, Marketing and EstimationThe sales, marketing and estimation department‟s task is to promote the office by
creating and maintaining links with clients, securing the flow of leads, converting
leads into project, estimating, bidding, negotiating and finally signing (closing)
projects.
• Engineering
The engineering department is responsible for the design of the job, the
generation of drawings, as well as regulatory approvals. This department also
manages the process for obtaining the appropriate permits from local
authorities. This includes any revisions or changes to the plans in order to fulfill
regulatory requirements. The engineering department also issues “For
Construction” drawings, drawings for specialized work (e.g. electro-
mechanical, plumbing, HVAC etc) irrespective if the work is done in-house or
outsourced. Engineering also prepares job shop designs for more detailed
instructions.
Mittal has established a detailed Operations
Manual available for use by all employees.
The PPM details the methodologies, which allMittal employees adhere to in the execution
of all company activities.
The Operations Manual also highlights theresponsibilities of all Mittal departments on a
day-to-day basis and for the various
sequence of activities that take place prior
to, during the course of, and after the
completion of any project. Procedures that
directly affect client solutions are highlighted
below:

• ProcurementThe procurement department is the office‟s interaction with the supply market.
Procurement has an expertise in the selection of materials. Not only do they
execute materials request but they also have a broad knowledge of the
market, The available supplies and their comparative pricing.
• ConstructionThe construction department is the core of our business. It is the point where the
office operations merge. The construction department is responsible for the
execution of jobs that the office contractually undertakes: the coordination of
human resources, materials, equipment and subcontractors necessary to bring a
job to completion.
• Cost ControlThe cost control department is the financial planner and controller of a job. It
forecasts the cost of a job based on the drawings that will be used for
construction, monitors the cost incurred and records these cost against the
budgeted expenses.
• PlanningPlanning, designs the „road map” for a job. It plans the sequence of works in the
site, the completion thresholds and delivery date. It also reflects how the cash
flow is affected by this plan. Planning monitors the progress on the site and makes
the appropriate adjustments to maintain a realistic and up to date “reflection of
reality”.
• Health, Safety and EnvironmentThis department executes and oversees the company policies in reference to
Health, Safety, and the Environment.
• Contracts ManagementThe contracts management department is responsible for the integrity and
legality of all contracts that is bound to the office.
• ManagementManagement has several roles in the operation of the office. It is responsible for
the performance and longevity of the office; it links together all the functions, set
strategy, and gives direction. It resolves differences, clarifies the company‟s
policies and rules, and makes the ultimate decision on activities that fall outside
the normal operations of the office.

This system considers local conditions and complies with the health laws and
regulations applicable in the conditions of operation.A copy of the Mittal Health, Safety and Environment Policies is available upon
request.
Health, Safety & EnvironmentMittal has a comprehensive Health, Safety and Environment (HSE) Management
System implemented to ensure the well-being of all employees. The management
is committed to the successful execution of all projects and the establishment of
an accident free record.
The HSE system is specific to the requirements of each project. Mittal identifies all
HSE aspects including potential hazards for each project. The HSE plan is then
developed, implemented and maintained throughout the project life span, and
the plan ensures that all personnel, including subcontractors are aware of, and
committed to the system.
The plan also identifies and establishes resources essential to the implementation
and control the HSE system. The plan analyzes on site accident
prevention, considers comprehensive safety requirements for
employees, equipment, transportation, demolition, excavation, scaffolding, site
layout, storage areas, and welfare facilities. The plan also outlines required
standards of housekeeping and the disposal of waste materials.
Each HSE plan instructs and guide all employees to the safety aspects of their
occupation. The plan incorporates responsibilities for
management, personnel, the project manager, site engineers, safety
officers, and workers.
