The summer of 2012 promises to be a busy time for Oxshott.

First there is the Oxshott Village Day on the first May bank holiday on Monday 7th. See the article elsewhere in this magazine or the website www.oxshottvillageday.com for details.

Then there is the FEDORA AGM on Tue 22 May in the Oxshott Village Centre at 7.30 for 8pm as set out on the formal notice on the previous page. All are welcome to attend, and raise any village matters they feel strongly about.

Following is the Queen’s Diamond Jubilee, and any festivities arising, on Tue 5 June, immediately after the second ‘May’ bank holiday on Mon 4 June.

The Olympics are from 27 July to 12 August 2012 and the Paralympics from 29 Aug to 9 Sep 2012. Included within this are the men’s and women’s road races coming through Oxshott on Sat 28 and Sun 29 Jul respectively and the time trials on Wed 1 Aug, which passes through Cobham and Esher via the Portsmouth Road, but not through Oxshott. There will be road closures similar to those for the trial event last year. For details see www.gosurrey.info. The message is essentially, either stay home-bound and enjoy the events, or stay away for the days of the races.

2012 is also the year that the area, except possibly Oxshott, should finally see BT Infinity superfast broad of 40mips download and up to 10mips upload speeds. The Cobham and Epsom exchanges are due to be upgraded by Mar, and Esher and Leatherhead by Jun (see the website www.productsandservices.bt.com/consumer/assets/fibre_map/index.html). It usually takes a few months more before the fibre optic cable is laid to all the street cabinets and an upgraded service can be offered.

I rang BT Retail to ask when Oxshott might be included as all the surrounding towns were scheduled but was told I had to contact BT Wholesale. I found the only way to do this was by email from their website and I received the reply that they don’t deal with members of the public, only Internet Service Providers, ie BT Retail – neither very outward-looking or customer oriented businesses!

Randalls Road Waste SiteThis will be closed for approximately 8 months from January for upgrading which will include a fully enclosed building for household waste from councils, improved access and parking arrangements to reduce queueing, separate entrances for public and service vehicles, and separate entries for waste and water services.

In the meantime the nearest alternative tips are Epsom, Blenheim Road KT19 9DL (in the Longmead Industrial Estate) and Ranmore Road, Dorking RH4 1TL. Both sites are about 7 miles away from Randalls Road. Epsom is nearer to Oxshott, but is a drive through congested built up areas while the Ranmore site is small and basic. You have to carry possibly heavy waste up steps to get it high enough to deposit into the skips.

Edward HoldingIn February we bade a sad farewell to Edward Holding. Edward was one of the founder members of FEDORA, founded in the late 1980s when the Residents’ Associations banded together to fight the threat of a country club and golf course on the Princes Coverts land. Edward was originally Treasurer (and his wife Anne secretary) and more recently our eyes and ears about happenings in the village centre, particularly mobile phone masts and Christmas lighting! In the early days of FEDORA Edward and Anne started the initial magazine as a half page broadsheet and really helped FEDORA become what it is today.

Edward was also Treasurer of the Girl Guides movement services for which he was awarded the honour of the OBE.

Oxshott VillageFollowing representations by residents that 3G reception in Oxshott was very poor, FEDORA did not oppose the application by Vodafone and O2 for a mast behind the carwash at the Total filling station as being the least worst option on offer. Two previous applications, one on the village green and one a 10m increase in height of the tower at the station, which would have spoilt the protected view from the war memorial were refused.

The clearing of roadside foliage outside Well Cottage and Oxshott Lodge for the development of flats has vastly improved the sitelines and effective width of the A244 at this dangerous corner and is much to be welcomed.

graham ClarkeNow that Graham has finally retired from FEDORA after more than 20 years service on behalf of residents, FEDORA and myself I would like to give thanks for all his efforts. He has for many years been our planning expert and helped

many residents with their problems over developments. Before and after he was a distinguished chairman of FEDORA who oversaw the production of a semi professional magazine and the publication of the book “Oxshott - A Surrey Village”. Not that he has left us. He is spending more time overseas now but we still look forward to getting the benefit of his advice, seeing him around and at some meetings.

MagazineIncluded in this edition is an article about the Seychelles written by one of our regular contributors, with strong local links. It is not strictly about Oxshott but may tempt some residents to try a holiday there. Other residents may like to submit articles about their own holiday experiences?

thank You, Dr. Down!by Carmen Robinson

After 27 years workings as a GP in Oxshott Medical Practice, Dr. Nicholas Down retired on Friday 30th March 2012 to emigrate to the USA and focus full-time on his career as a professional artist. Most of our readers will know Dr. Down only as a GP, and are unaware of his artistic talents and world-wide reputation as an artist. The website at Absolute Arts (www.absolutearts.com/yrxlncy) says it perfectly:

“Nicholas Down’s critically acclaimed paintings have become highly sought after and are now held in private collections in the USA, the UK, Germany, Italy and the Far East. His collectors come from all walks of life and include award winning Broadway and West End composers, theatre & film producers, lyricists, musicians, actors, singers, conductors, writers, company CEOs & VPs, photographers, physicians, psychotherapists, ordained ministers, psychiatrists and many others.”

Art critic Jenny De Soutter at Surrey Life magazine says “the link he forges be-tween direct observation and abstract expression is a hallmark of his work, and his technical mastery.” Leigh Ann Simpson in Med Monthly magazine explains that “His unique use of colour hypnotizes observers, almost making them second guess exactly what they are seeing, ultimately being stunned by the realization of the painting’s subject.” One of Dr. Down’s paintings is shown on the cover of this magazine, and more can be seen on the internet, for example at www.nicholas-down.net, and at www.artisandirectltd.net.

As a teenager, Nicholas Down was deeply interested in both art and sciences, and had to make a difficult choice in terms of University education. In the end, science and medicine prevailed, but art and science are not separate for him. His work as a General Practitioner over the last 27 years has always been at the edge of the ‘art’ of medicine, with his interests being in the way in which illness and suffering impact people’s lives. Over the years his artistic side has been reflected in his paintings inspired by his emotions and feelings.

Born in Uganda, he was raised between Uganda and Tanzania where he learned his love for landscapes, although most of his artworks are landscapes from Scotland and deserts in America. He started as a self taught painter but he has received professional instructions in etching and screen printing. He believes in understanding the craft of painting and the need for a thorough grounding in materials and techniques.

Dr. Down is particularly inspired by the scenery of the mountains of Scotland and the north west Highlands and Islands and he gathered material from direct observations there. More recently, he has fallen in love with the huge landscapes

of the American Southwest and the Sierra and Cascade mountains. His personal observations of these places has provided him with plenty of ideas and a reserve of photographs and films for hundreds more paintings.

Oxshott has changed a lot since Dr. Down started work at the Oxshott Medical Practice in May 1985. At that time there were two doctors at the surgery, in addition to the Senior Partner who practiced from his home in the village. There were no computers, only a small treatment room and it was not possible to book appointments in advance. As a result the surgeries were often crowded with patients waiting for a long time to be seen.

In those days the doctors also did house visits, often visiting patients well after midnight and in consequence getting only a few hours sleep before starting again in the morning at the surgery. Dr. Richard Draper, who has worked with Dr. Down for a quarter of a century, is now running the practice. He will be joined by a new Partner, Dr. Mark Jenkins, who will continue to provide the village with the same personal and friendly style of practice for many years to come.

I am sure that our readers will join FEDORA in wishing Dr. Down bon voyage and a great success in his future career, and in saying “Thank you, Dr. Down!”

PLanninG anD ProPertY matters

It is interesting to note that a few Planning Applications with a high profile have been refused Consent either initially or at Appeal. It is appreciated that different people will have different views as to the merits of these actions. The principal ones are:-

(A) 11 Holtwood Road, off Warren / Steels Lane – this relates to the building of a new house in the grounds of a house fronting onto Holtwood Road :-

Application No. 2011/8158 was refused on the 15th February 2012 on the grounds of being too high a density for the area and no offer of contribution towards the local infrastructure. It was noted by the Officers that this Application was very similar to the previous one which refused and is currently being taken to Appeal.

Application No. 2011/6543 was refused on the 21st October 2011 and the decision has been Appealed against on the grounds that it allegedly “… would respect the prevailing characteristics of the surrounding area and result in no demonstrable harm.” Many of the neighbours and the Planning Officers are of the opinion that it is an over-dense development.

(N.B. For the avoidance of doubt, I am not related in any way to the Director of the Applicant company, Mr Jamie Stocks (his surname is in the plural, mine is in the singular)

(B) Land to the rear of Heath Buildings, on Oakwood Road – this relates to the creation of a “…Pair of 2-storey semi-detached houses with rooms in roof space, one with integral garage”. The Applications have been :-

Application No. 2012/0063 – this was refused on the 28th February 2012 on the grounds reported in the Officers report of a lack of future amenity for the occupiers of one of the units and a lack of contribution towards the need for a contribution towards the Infrastructure of the area.

Application No. 2011/7416 – has been refused and now an Appeal lodged on the 23rd January 2012. It is noted that an offer of contribution towards

the costs of local Infrastructure via a ‘s.106 Agreement’ was made. This element is perfectly normal and nothing is to be read into it. It is the physical form which appears to be causing concern.

Many of you will have seen the major works going on at the former Well Cottage & Oxshott Lodge site, almost opposite ‘the Vic’ on Leatherhead Road (see former Application 2008/0733). There is to be created 2 blocks of 5 apartments each over the coming months. Of most significance to many of us is the improvement to the frontage onto the road around this corner. Whilst it has been cleared of the previous undergrowth, it has been programmed to be replaced at the end of construction by a fence further back from the Highway than the former fence and low-level planting to enable improved sight lines by the road users. It is noted from the plans that a significant number of the mature trees will be retained. We hope that the Planning Officers will be able to ensure that good practice is followed in ensuring that the works do not damage the trees future sustainability.

Turning to the Bear Public House also in Leatherhead Road, there has been granted consent (see Planning Consent number 2011/7035) to enlarge the car park alongside the rear of, and adjacent to, tennis courts which are currently part of the Danes Hill School. We made representations about certain aspects of this application at the time it was made.

This consent will increase the capacity for cars to park off the Leatherhead Road when functions do occur here, but Conditions 5 and 6 of the permission are very clear that the use of this area (of parking) is very firmly limited to people who are visiting the Bear and there is to be no access through to the Danes Hill School. It is hoped that this condition will be complied with due to the clearly stated need to ensure highway safety.

Crown Estate - A meeting has been held with the agents of the Crown Estate to better understand their views on future developments and usage of land under their control and influence. There are clearly shared views about many aspects of trying to achieve a high quality environment.

Neighbourhood Plan – as we have mentioned in the last edition, that due to the Localism Act 2011 we will now be able to create a Planning Document which is more closely related to our area. There was a meeting held at

Elmbridge BC offices last month to air this subject about which there was enthusiasm from parties across the Elmbridge area. The method (in our case) is that all interested parties in Oxshott would be invited to input their views in a democratic way on the future physical form and usage of Oxshott. The end result would be for a Plan which would have a legally binding status specifically for the village and detailed to reflect its particular nuances.

It is to be noted that this plan is not to encourage further swathes of land to be developed around the outskirts of the village, but to improve the method of delivery and the end product of any development within the village whether it is a garage extension through to several houses to be created on an existing road.

Over the coming months your Committee will be pulling together a fuller briefing for discussion at the forthcoming Annual General Meeting (on the 22nd May at the Village Centre).

With this being Olympic year there seems to be a great deal of excitement focusing on the world of sport and at OVSC it doesn't matter what the season brings you can be sure there is always a buzz of activity at the Club.

We have had yet another full and active calendar of events at the club throughout the spring. Some may think we are a little crazy but everything is done to make sure that a full programme of sport continues despite the weather.

The Netball ladies have been playing league matches most Saturdays with training continuing for both seniors and juniors on Monday evenings. To help celebrate the Olympic year Elmbridge have introduced a “Back to Sports” initiative and Oxshott has been hosting the netball course which has proved extremely successful.

Back in the relative warmth of the squash courts, the annual squash tournament is well underway, with the finals to be played on 26th May. A new social league has just been started up by Surrey Squash and Oxshott have entered a team which plays a mix of singles and doubles in a relatively relaxed environment.

Other initiatives this winter have included a regular Cribbage evening held in the clubhouse once a month. Again, a relaxed evening open to members and friends to enjoy some hands of cribbage and there are always lots of prizes!!

Over on the Pétanque terrain, again competition is rife with the introduction of a new inter club handicap singles ladder. There has been an array of competitions, including a charity event in January and the President’s Doubles at the beginning of March. Pétanque continues all year with various events planned.

And what about a curry night! March saw the first of what is to become a regular monthly curry night at the club. This successful evening saw great food and was accompanied by live music from club members.

We now look forward to the spring and the start of the new season for Bowls, Stoolball and Cricket.

Oxshott Village Day – May 7th, Bank Holiday Monday

This year we are very happy to celebrate the 5th anniversary of Oxshott Village Day, which will take place on Bank Holiday Monday, 7th May 2012, from 11am – 5pm at Oxshott Village Sports Club.

As always, our objective is to promote a community spirit in Oxshott Village and provide a forum for local societies, clubs, associations and businesses to publicize themselves. It is a non-

profit event run by volunteers and the entertainment and facilities are paid for by sponsorship, entrance fees and stalls. Each year, excess funds, if any, are donated to a local charitable cause.

The Village Day is a family event and was a great success last year, with an estimated 3500 visitors and two radio stations broadcasting from the event. We are now working hard on organizing this year’s event and expect to have at least 4000 participants. There will be plenty of food and drink including a hog-roast and afternoon teas. There will be entertainment for all age groups including “bouncy castles”, children’s fairground, Shetland ponies, jazz music, Punch & Judy, martial arts, face painting, climbing wall, circus show, and activities organized by OVSC such as petanque, tennis

and boules. Chelsea Football Club will provide a “penalty shoot-out”.

oXshott ViLLaGe DaY – this Year’s CharitY annoUnCeD

Every year the organisers of Village Day give a donation to a local charity. In the past we have helped organisations including Pitstop, Rentstart, Tyrwhitt House and B@titude. The aim is to assist charities to whom even a modest donation will make an appreciable difference.

St Andrew’s Pre-School, which in 2012 celebrates 30 years of serving the community, started life as an informal playgroup meeting in the church hall. In recent years its structure has become more formal – in order to comply with Ofsted and local authority standards, and it now operates quite separately from the church. Although it receives a Government grant, it is heavily reliant on fundraising to ensure that it continues to offer the best possible service to pre-schoolers and their parents. Partying in Paradiseby Stephen Spark

‘Paradise island’ is phrase that tends to be applied to any tropical patch of sand with a luxury hotel and a few palm trees. Just sometimes, though, the reality matches the hype. That was certainly true of my first visit to the Seychelles – not just one island, but 115 of them, scattered across the equatorial belt of the Indian Ocean. They fall into two groups: those made of granite and the coral atolls. The latter are your archetypal ‘desert islands’ and are mostly too arid for permanent human habitation, although distant Aldabra provides the perfect habitat for giant tortoises. In Britain we may associate granite with rugged Dartmoor tors, but in Seychelles the rock has been weathered over millennia into curvaceous shapes that complement brilliant swathes of white sand and green spiky palm fronds. Surrounding it all is the turquoise-blue of the Indian Ocean, replete with brilliantly coloured fish and corals. Underwater or above ground, the Seychelles is a visual delight; no wonder so many artists settle there.

The largest island, Mahé, is home to most of the 89,000 Seychellois. In the north-east you will find Victoria, one of the world’s smallest capitals. It’s not quite the sleepy backwater you might imagine, for old colonial buildings rub shoulders with glossy offices and shopping centres, and it has genuine traffic jams. Yet its charm shines through and its compactness is a boon to the visitor, who has to work very hard to get lost. The centre of town is marked by the Clock Tower, a silver-painted copy of the one outside London’s Victoria station, commemorating the islands’ transition to crown colony status in 1903. There is also a rather timeworn bust of Queen Victoria outside the Court House, a fine example of colonial-era architecture.

Victoria’s setting is magnificent, as it’s backed by lush green hills that on my visit were wreathed in mist, which added a romantic and mysterious touch as dusk fell. On the seaward side the outlook has changed lately with the construction of artificial islands to ease the pressure on Mahé’s scarce building land. A few minutes’ walk from the Clock Tower takes you to the lush greenery of the Botanical Gardens. It’s small and endlessly fascinating, with stealth-bomber-like fruit bats gliding over the coco-de-mer palms (with their suggestively shaped nuts), cannonball trees and tortoise enclosure.

The small port used to be busy with fishing vessels and cruise ships, but numbers have declined because of the threat of piracy. Seychelles has been very much in the front line of the fight against seaborne Somali gangsters, but while the country’s assertive approach, led by President James Michel, has won it much international praise, the effect on GDP has been severe. Even paradise has its problems.

The Seychellois have met this threat with both determination and imagination. The country’s small coastguard has scored some notable victories over the pirates and last year the Seychelles Tourist Board (STB) went into battle too. To replace those

lost cruise passengers it decided to hold an international carnival in Victoria.

Apart from a couple of events in the 1970s, the Seychelles has no history of carnival, so this seemed a rather outlandish idea. Yet, by all accounts, last year’s inaugural event was a huge success. In March, at the invitation of the STB, I took the long but comfortable Emirates flight (14 hours including a change in Dubai) to Seychelles to see for myself.

The first thing to hit you is the heat and the humidity. The heat I had expected, but the humidity exceeded anything I had experienced before, so loose, light clothing is essential.

The day of my arrival, 1 March, coincided with the opening of the Kempinski chain’s first Indian Ocean resort, situated in beautiful Baie Lazare. The hotel has all the facilities and standard of service you would expect of a five-star establishment, but it also decided to throw a rather spectacular opening party. Alongside the fireworks and fine food, guests were treated to a display by dancers and a steelband from Notting Hill Carnival, an Indonesian dance troupe and, to give the party a real blast of Caribbean energy, Trinidadian soca singer Lima Calbio. The Carnaval International de Victoria 2012 was on its way.

The following evening, Victoria was full of anticipation and smoke from barbecue chicken stalls. After the obligatory speeches, the stage show began under the Clock Tower, which culminated in Calbio planting a kiss on President Michel’s cheek. It may not have been diplomatic protocol, but it was in tune with the warm and friendly atmosphere. For the main parade on Saturday 3 March, the town centre was packed with more than 35,000 people, the numbers of Seychellois and tourists increased by hundreds of unexpected guests – refugees from the crippled cruise ship Costa Allegra, which suffered the humiliation of being towed into port by a French fishing boat. The STB did well to accommodate so many people at short notice at such a busy time.

As a Notting Hill veteran I was prepared to be underwhelmed by Victoria’s fledgling affair. Instead, I was impressed by the sheer variety in this “carnival of carnivals”, made up of 56 groups from Seychelles and over 30 foreign countries. Russian sailors shared the street with lion dancers; an Indian fire-eater preceded a skiff-full of ‘pirates’; a giant inflatable elephant competed for attention with the elegance of Miss Réunion. It was hard to take it all in, but there was a chance to catch up with some of the bigger groups in Freedom Square – a rectangular field near the town centre – where the music played on late into the evening.

Sunday afternoon was designated a Family Fun Day and proved an effective, relaxed wind-down event, with some excellent stage performances and finally the prize-giving. Top international honours went to Notting Hill for the second year running.

Seychelles clearly has much to offer at any time of year, but for sheer excitement and fun it will be hard to beat 8–10 February 2013, when carnival once again lights up little Victoria.
