• Help consortia identify changes needed to achieve the overarching goal of Tech Prep in Oklahoma– not designed to compare consortia against one

another

"Increase the number of Oklahoma CTE students who complete high school with college credit, pursue, and complete a postsecondary credential or an industry recognized certificate or degree, and are employed in the field in which they were prepared"

• Baseline data collected during FY08 Transition• All consortia visited beginning Spring of 2009 – schedule of reviews was based on scores earned

during the FY09 grant year

• Follow-up technical assistance was determined and scheduled after the on-site review

RESULTS

• Results and return on investment– Fall 2010 – 39,000+ credit hour enrollment at a

cost of $8 per hour, saving Oklahomans approximately $3.9 million

– Spring 2011 - 38,000 + credit hour enrollment saving Oklahoma approximately $3.6 million

• Include data such as year to year progress with your program and/or activity– TP students also show a increase in academic

success when compared to students attending a technology center who are not • 19.9 – TP Students ACT, 19.5 – CTE Students ACT• 2.72 – TP Freshmen GPA, 2.64 – CTE Freshman GPA• 43% remediation in one subject for TP students, 44%

remediation in one subject for all CTE students

• Show how your activity matches Carl Perkins requirements– federal priorities are set through Title II of the Carl D.

Perkins Career and Technical Education Improvement Act of 2006

– each focused strategy is derived from the legislation and the review program is aligned to the request for proposal issued to local consortia for funding

– the On-Site Review and Improvement Process is aligned to the focused strategies of Tech Prep in Oklahoma further aligning the program to federal priorities

• What are the barriers with regard to producing the program and/or activity– Time is the largest barrier to a review program– Over 250 people were interviewed or observed on

26 sites

• How do you meet these challenges– The process was carried out over 34 months– The process included over 150 hours of site visit

time– Time does not include planning, programming or

the reporting process.

• What barriers might your program and/or activity be faced with in the future– With elimination of funding, Tech Prep will not

continue as a program, but the philosophy of Tech Prep will be embedded into the basic Carl Perkins grant and Oklahoma CTE
