SUBIC BAY FREEPORT –Former Philippine marathon kingCresenciano Sabal once againproved that he is still capable ofruling the field as he bested6,000 foreign and local runnersin the regional elimination leg ofthe 33rd National Milo Marathonheld here on Sunday.

The 30-year old Sabal post-ed a time of 1 hour, 9 minutesand 42 seconds to win the 21-kilometer race participated byworld-class foreign triathletes.

“A lot of self-discipline andpreparation went into my winningthe gold medal today,” Sabal saidafter the race.

“It pays a lot if you preparehard and persevere,” said theArmy officer, who first earned hisMilo Marathon title in 2005.

CLARK FREEPORT – It’s adone deal as construction hasstarted for the Hotel Sogobranch in Barangay Dau,Mabalacat.

Mayor Marino “Boking”Morales and Hotel Sogoexecutives Gus Corpus and ReyMalaca met at the Holiday InnResort here on Monday night toannounce the start of theconstruction of the 80-room hotelat the former Dau Plaza buildingalong MacArthur Highway.

Morales thanked the HotelSogo officials for investing in thefirst class municipality. Moreimportantly, he added, it willgenerate employment for hispeople.

“I have but one wish: Be sureat least 80 percent of your futureworkers are from Mabalacat,”said Morales to the hoteliers inthe meeting attended by MarlonCastro, owner of the land leasedby Sogo for 25 years.

Corpus, Sogo’s chiefoperating officer, disclosed thatthey will have an initial 45employees for their hotel in Dau,the business center of the town.

“We will add more once theoperation goes full blast,” headded.

Malaca said the constructionof the Hotel will last for about sixmonths and “we will be openbefore December this year.”

Malaca said their Dau branchwill be the second in Pampanga.They had opened the first hotelin Mexico town, which is besideRobinson’s Starmills and in frontof the SM City Pampanga.

The Hotel Sogo-Dau will bethe 25th in the country.

Hotel Sogo to rise in Dau

SUBIC BAY FREEPORT — The national gov-ernment and other concerned sectors shouldcome up with a “practical solution” to addresssafety problems at the Hanjin shipbuilding facil-ity while guaranteeing the jobs of about 18,000shipyard workers, a top labor official said recently.

Nathaniel Lacambra, director of the Depart-ment of Labor and Employment (DOLE) in Cen-tral Luzon, said that while the Hanjin Heavy In-dustries Co.-Philippines (HHIC-Phil) may be re-quired to adhere strictly to safety standards,shutting down the facility would not be a goodidea.

“Our laws allow the issuance of cease anddesist order (CDO) to Hanjin. But to shut downthe entire plant, I think, is not a win-win solu-tion,” Lacambra said.

“If we shut down the entire plant just becauseone unit or one sector has violated labor stan-dards, then we will be starving 15 to 17 thou-sand Filipinos,” he added.

Lacambra, who accompanied Senator Jose“Jinggoy” Estrada in inspecting the Hanjin facil-ity last Thursday, was reacting to suggestionsthat work at the shipyard be suspended after 19deaths had been recorded there since 2007.

Estrada himself, who heads the Senate la-bor committee, had proposed that Hanjin shouldhalt its operations here until it has complied withstandards to ensure workers’ safety.

However, Lacambra said that a “practicalsolution should be worked at for the benefit ofworkers.”

One way to do this, he said, is to requireHHIC-Phil to apply for variation orders to improvehealth and safety conditions in the shipyard andavoid being penalized.

At the same time, the government will re-quire Hanjin to comply with the DOLE’s occu-pational safety standards (DOSS), he said.

As an example, Lacambra cited Hanjin’s re-quest for a variation order from the Bureau ofWorking Conditions (BWC) regarding the 600-ton capacity “goliath” cranes that Hanjin uses

al testing organization in the country could testthe cranes, the variation order allowed that test-ing be made by Hanjin suppliers.

“If they could do that with the cranes, thenprobably they could do the same with the hos-pital or the medical facility requirements. Thatcould be the win-win solution,” said Lacambra.

The labor official also pointed out that underthe DOSS, firms are required to provide onedoctor for every 100 workers they employ. Inthis case, Lacambra added, Hanjin which hasabout 18,000 workers should have from 150 to200 doctors, who are to be assisted by full timenurses, dentists and first aid workers.

As a result, “we might be building a hospitalhere that is bigger than the (Philippine) GeneralHospital,” he said.

Meanwhile, Estrada said during last Thurs-day’s inspection that he gave Hanjin a poor rat-ing for its poor implementation of occupationalhealth and safety regulations.

“On a scale of 1 to 10, I am giving them arate of 5 or 6,” Estrada said. “As you have seenthere are some workers without safety helmets,and there are others wearing worn-out shoes.”

“Then there is this serious allegation fromworkers that they have to finish their work at allcost because they have a deadline to beat, evenif it means more accidents. That is not fair onthe part of the workers,” he added.

Estrada also noted the lack of regular med-ical personnel in the area, especially after 5:00p.m., “Injured workers had to be brought to ahospital in Olongapo City which is about 20 ki-lometers away.”

He also reiterated that he would like officialsof Hanjin to answer more safety concerns atthe shipyard safety when the Senate probe re-sumes on Wednesday.

Still, Estrada added that he will await rec-ommendations from DOLE officials before tak-ing actions on the Hanjin safety issues.

thority (SBMA) Chairman Feli-ciano Salonga, who flagged offthe marathon participants onSunday, said that the Milo Mar-athon is just one of the manysports events regularly held inSubic Bay.

“Subic Bay is actually notonly the best tourist destinationin the country, but it is also afavorite place of athletes for theirtraining,” Salonga said.

He added that organizers oflocal and international sportsevents are choosing Subic morethan any other place in the coun-try because of its superb envi-

ronment and world-class facili-ties.

“Subic is actually a sportshaven now and soon will be theregion’s sports center,” he said.

Meanwhile, Rolen Paulino,the Milo sports director for theSubic Bay-Olongapo area, saidthat most of the winners in ma-jor races now were foreignerswho have trained in Subic.

“That I would like to empha-size, puro foreigners ang nana-lo and all of them have beentraining in Subic,” Paulino said.

BUREAU of Immigration (BI)Commissioner Marcelino Liban-an has urged travel agencies tobe extra cautious in selling air-line tickets to suspected victimsof human traffickers and illegalrecruiters.

In a dialogue last week withofficers and members of thePhilippine Travel Agencies Asso-ciation (PTAA), Libanan soughtthe travel agents’ support to theBI’s campaign against illegalrecruitment and human traffick-ing.

Libanan suggested that thetravel agencies conduct due dil-igence and make a profile of adeparting passenger before sell-ing plane tickets to the latter.

“If you suspect that the pas-senger is not a legitimate tour-ist but a potential victim of ille-gal recruitment, don’t sell thema plane ticket,” the BI chief toldthe PTAA officers led by theirchairperson Pat Alberto.

The BI chief said that ‘duediligence’ dictates that it is thetravel agency that give would-bevictims of human trafficking thefirst base in flying to their desig-nated country by issuing thenecessary plane tickets.

Libanan made the appeal tothe travel agencies as he noteda resurgence in attempts byhuman trafficking syndicates tofacilitate the departure of undoc-umented overseas Filipino work-ers (OFWs).

“Tourist” workers have beenoffloaded in large numbers notonly at the NAIA but at the Di-osdado Macapagal Internation-al Airport in Pampanga as well.

“It is a common knowledgethat these ‘tourist’ workers buytheir tickets from your travelagencies, thus you, too, canplay a part in our campaign toprotect our OFWs from harm’sway,” Libanan said during thedialogue.

“We are urging the PTAA tohelp the government in its cam-paign against travel fraud syndi-cates by scrutinizing first yourprospective clients,” he added.

Atty. Floro Balato, BIspokesman, said it was agreedduring the dialogue that the BIwill train travel agency employ-ees in the art of detecting fraud-ulent travel documents, such asfake passport and visas, andprovide them with a list of per-sonalities known to be engagedin human trafficking.

Balato added that Libananalso advised the travel agenciesnot to sell plane tickets to un-accompanied minors, unlessthey have a clearance from theDepartment of Social Welfareand Development (DSWD).

He said that last year, the BIprevented a total of 1,200 travel-ers from leaving the country,most of them victims of travelfraud syndicates.

MEXICO, Pampanga – Some 42teams from various barangays inthis town joined the first-ever in-ter-barangay basketball tourna-ment sponsored by Third DistrictRep. Aurelio “Dong” Gonzales,Jr. and Mayor Teddy C. Tumang.

The basketball tournament,dubbed “Cong. Dong Gonzales-Mayor Teddy Tumang Interbaran-gay Basketball League” official-ly kicked-off on February 7, Sat-urday at the Mexico MunicipalGymnasium.

All barangays, except forbarangay Cuayan, joined the af-fair. It is expected to run untilMay in time for the celebrationof the town fiesta.

The two officials sponsoringthe teams’ two sets of uniformsand also dangled a P100,000prize for the champion andP60,000 for the runner up. Semi-finalists will also receive cashprizes.

The 42 teams were dividedinto four groups and two divi-sions: North A and B; and SouthA and B.

Mimic MamacNOT ONLY barangay chairmen but all elective localofficials have a thing or two to learn from the HonorableRodel “Tony” Mamac, chair of Angeles City’s bustling,bubbling, vibrant Barangay Balibago.

The retired decorated police officer has been doingwonders to his turf, to the benefits – and delight – of hismulti-cultural, and multi-national constituencies. To theuninitiated, Balibago is the city’s melting pot, being itsentertainment mecca. On sheer size alone, area andpopulation, Balibago is virtually a city within a city. Aninternational city at that, given the foreign delegation ithosts: Americans, Australians, British, Germans, Dutch,Japanese, and the mushrooming, noisy Koreans.

A city within a city indeed, and befitting that status isthe imposing city, er, barangay, hall that Mamac erectedlast year. Throughout its long history as top money drawerfor Angeles, Balibago got the barangay hall it deservedonly at Mamac’s watch. That is manifest of somegreatness in the chairman.

The state of peace and order obtaining in Balibago –the recent killings all happened elsewhere in the city – isa tribute to Mamac’s no-nonsense initiatives in some sortof neighborhood “crime watch” in his community.

“Combating crime is 24/7 not only for the police butalso for the local officials and the people themselves,”Mamac says.

Last week, Mamac took the campaign against drugsto the next level: He challenged all city officials from themayor and the city council to the barangay chairmen andthe kagawads to voluntarily submit themselves to drugtesting. This, he said, to show their support for thePresident’s anti-drug crusade.

“We can make ourselves the champions in thecomprehensive anti-illegal drug campaign in the locality,”Mamac said. “We should set the example. Whatbusiness have we leading such campaigns if weourselves are drug users?”

Walking his talk, Mamac and his council have set theirown drug testing next week, and invited Mayor Francis“Blueboy” Nepomuceno, members of the City Council,and other barangay officials to witness the event. “And ifthey so desired, undergo the test too.”

The Balibago Barangay Council has also passed aresolution to make drug testing not only applicable tostudents in the public schools, but also to covergovernment employees, public officials, candidates forelective posts, and criminal suspects as required bySection 36 of the Comprehensive Dangerous Drugs Acton 2002.

“While the national government wages war againstdrug traffickers, we in the local level should purge ourranks of the pernicious addiction,” Mamac said.

Here is one government service that others shouldimitate. And emulate.

POLITICALLY MOTIVATED: the omnibus catch phrase that hasbecome a convenient and uniform, albeit foolhardy, escape clauseof elected officials haled to the Ombudsman or the courts on chargesof graft and corruption.

Politically motivated, in thus mintage, makes a mockery ofreason if not a negation of logic. For, it seeks to compensate withtrivialized emotions what it sorely lacks in intellectual discourse;opting for high drama over cold reason.

So, rather than reasoned arguments to disprove the chargesranged against them, the accused resort to all means of(ir)rationalizations that comprise the body of Material Fallacies ofReasoning any student of my day learned in Philosophy 101. (Withthe reason and logic so uncommon nowadays, I wonder if they stillteach this course.) It goes thus:

Item A: “I do not want to stoop to their level by dignifying withany comment the allegations against my person.”

Motivationalpolitics

Classic argumentum ad hominem — a shiftfrom the issues to the personality of the accuser,even to the point of ridicule.

Item B: “Publicity stunt from a KSP (kulangsa pansin or attention seeker)”

The fallacy of emotive language is exampledhere – KSP meant to cast aspersion, to refer tothe accuser with contempt.

Item C: “After all my sacrifices – foregoing withmy highly lucrative business/ profession,neglecting my family just so I can be an exemplarypublic servant – this (administrative/graft case) isthe gratitude I get!”

An appeal to pity, to gain public sympathy,deftly skirting the main issues – this isargumentum ad misericordiam.

At the political hustings, Mabalacat’s JohnSantos mastered this fallacy thus: “Sinawa naku pung masasambut. Malunus na ko pu kanaku.Patakmanan yu na ku mang panyambut.” (I amfed up with losing. Have pity on me. Please, giveme a taste of victory.) The three consecutive termsat the provincial board of the man popularly referredto as “Richard Gomez” makes a very strongargument, if not a solid testament, to the electoralefficacy of this fallacy.

Item D: “I would have not have been electedmayor if I was corrupt as congressman.”

This is argumentum ad verecundiam – the appealto respect, or prestige being equated with evidence.

The implication in the item cited — that acorrupt official cannot get elected congressman– falls under another fallacy: contrary to fact

conditional error. It alters reality and then drawsconclusion from this alteration. Congressincorruptible? Cow dung!

Item E: “They filed these cases against mebecause they want to wrest the mayorship fromme in the coming elections.”

The post hoc fallacy or finding consequencein sequence. It is made to appear that anannouncement of an impending run in the nextelections triggered the filing of the cases againstthe accused, a false cause really.

Item F: “They are accusing me of impropriety.How about the string of cases of malversation,abuse of authority, grave misconduct etc. filedagainst them?”

Offense as the greatest defense. The accusedturned accuser – appending similar allegations ofwrongdoing to his nemesis. This is the fallacy oftu quoque — “you yourself do it.” As in pare-parehu tamu mu king akbak nang Hudas (we areall the same in Judas’ skewer.)

Item G: “This (administrative or graft cases) iswhat I get for being the best mayor this city everhad.”

Two fallacies interplay here: irrelevance orignoratio elenchi, and contradiction. At issue isthe administrative/graft case, so arguments mustfocus on that. And being the “best mayor” is highlydebatable. Where did that title come from?

The above are but a sampling of erroneousways of reasoning that have assumed asemblance of validity, given the pervasive systemof idiotization in the country today.

is to develop it as a highly competitive internationalservices and logistics center in the Asia PacificRegion. The Subic-Clark Corridor covers 90,000hectares of land, including the whole stretch ofthe 94-kilometer Subic-Clark-Tarlac Expressway(SCTEx) and the 5-kilometer-wide areasalongsides of the SCTEx. What this all means is that Cavite, Laguna,Batangas, Rizal, and Quezon provinces(Calabarzon) and the provinces of Mindoro andMarinduque shall serve as the production andmanufacturing center, in short the country’s mainproducers of goods; the 14 cities and 3municipalities of MteroManila shall serve as themarketing unit, in short, the principal trader,promoter and seller of goods and services; andthe SCAD Corridor shall be the main logistics andsupply center which shall receive, store, deliver,and transport products, goods and services.

Hindi naman itinanggi ni Isabel na may communication pa rin siya sa pamilya ni Paolo. Pero hangga’tmaaari, ayaw na raw niyang mag-comment kung anuman meron ang pamilya ni Paolo sa bagong girlfriendnito na si Lian Paz.

“Well, as I’ve said, since naghiwalay kami ni Pao, labas na ko run,” sabi ni Isabel. “Sana maayos nila,sana maayos. Only time will heal naman. Sana maging okay sila.”

Ano sa palagay ni Isabel ang ginawa niya paramagustuhan siya talaga ng pamilya ni Paolo?

“Hindi ko alam,” nakangiting sagot niya. “Kasi,parang tuwing aalis kami ni Pao, it’s either bahay ko orbahay niya or mall, tapos kasama yung mga parentsniya. Hindi rin naman ako nagpapa-impress. Kung anoako, yun yun. Siguro, nakikita lang nila yun.”

Ayon kay Isabel, hindi pa sila nagkakausap muling parents ni Paolo.

“Nung nagkausap kami, hindi ko naman na silatinatanong. Kumbaga, kinakumusta ko na lang dinsi Tita [Paolo’s mom]. Yung sister-in-law niya, yunang ka-text ko talaga. May pact kami nun na kapagmay Tagalog movies, kaming dalawa yungmagkasama talagang manood. Kasi, sobrangganoon kami [close] ng sister-in-law niya.
