    economic development can

    be envisaged in the presence

    of effective use of oversea

    work experience, skills and

    knowledge, upgrading theskills of returning migrant

    workers and job creation at

    home.

    mentation of polices and

    proposals included in

    ASEAN Declaration on the

    Protection and Promotion

    of the Rights of Migrant

    Workers, saying that col-

    laboration and cooperation

    of the governments of re-

    gional and global countries

    vehicles use wider facility on

    their runs.

    Due to narrowing and

    damaging road in the last

    monsoon, the vehicles

    faced difculties and trafc

    congestions for several times.

    At present the road is being

    upgraded with expansion of

    road shoulders on both sides,

    repaving work and lling

    gravels.

    The road was constructed

    in 1962. It was 113 miles long

    and 14 feet wide from Pale

    to Gangaw.

    houses and loan were spent

    on electrication of lamp-

    posts. So, the whole village

    Provision of loans in timely manner during business

    Myanma Economic Bank meets twice a month and the ministerial meeting is held

    once a month to make decisions on provision of loans to borrowers. Banks have beengiven more power to provide loans and therefore become faster in providing loans.

    Provision of loans for hire purchase will start in 2014-15 FY.

    The process of withdrawing pension with e pension

    card was easy and speedy in the past, but there are

    difculties in switching banks.

    If an e-pension card holder wants to change the bank branch from which to withdraw

    his pension, the bank branch from which he is taking his pension record it in e-pension

    card program on the day of application and sends it to the headquarters. The headquarters

    issues a new card and sends the personal information of pensioner and the new

    e-pension card for him to the bank branch he wants to change. All banks have been

    instructed to give pension to the applicant through conventional method before he gets

    his new e-pension card.

    Account holders can transfer money between bank

    branches in major towns, but if there is a plan to

    provide money transfer services between bank

    branches in other smaller townships?

    The service of money transfer between account holders was launched at 68 district bank

    branches and Pyinmana Township bank branch as of 18-3-2013. Measures will be

    taken for money transfer between bank branches in townships beginning 2014-15 FY.

    Is there a plan to reduce bank interest rates? Small savers and pensioners are enjoying the interests from their savings at banks.

    Reduction of bank interest rates is being considered based on the economic statistics of

    the Central Bank of Myanmar.

    Can the cards are serviceable at banks in regions? At present, MPU Card, Master card, Visa Card and China Union Pay Card are serviceable

    at banks. Money transfer can be done through partner banks. Banks are also improving

    their services.

    A two-year US budgetdeal on Tuesday cleared aSenate procedural vote thatall but assured its passage

    The Senate voted 67-33 to limit debate on themeasure, exceeding the re-quired 60 votes and over-coming the opposition of

    conservative Republicanswho objected to increasednear-term governmentspending. Twelve Republi-cans joined 53 Democratsand two independents insupporting the measure,which aims to minimize the

    threat of another govern-ment shutdown through 1October, 2015.

    It won passage inthe House of Representa-tives by an overwhelming

    kyo Electric Power Co de-cided at its board meetingWednesday to permanentlyshut down two reactorsat the Fukushima Daiichiplant that avoided melt-downs in the 2011 accident,responding to a request byPrime Minister Shinzo Abein September.

    The Nos 5 and 6 reac-tors, however, will not bedismantled and will be usedas research facilities to sup-port the challenging taskof scrapping the four otherreactors that have sufferedcore meltdowns or havebeen affected by hydrogenexplosions.

    MAXICO CITY, 18 Dec Latin Americas biggestphone company, AmericaMovil, controlled by bil-lionaire Carlos Slim, said

    on Tuesday it had con-nected its Mexican linesto a newly built $1.1 bil-lion submarine cable thatstretches from South Amer-ica to the United States.

    The cable, designed forhigh-speed data transmis-sion, will boost service toAmerica Movils custom-ers, particularly in LatinAmerica where demand forinternet capacity is risingrapidly, the company said.

    The cable, which took19 months to lay, will con-nect the United States,

    Brazil, Colombia, Guate-mala, Mexico, Puerto Ricoand the Dominican Repub-lic.

    Mexico-based Ameri-

    ca Movil said it will use the17,800 kilometres (11,060miles) of cable for transmit-ting voice, data and videotrafc between the coun-tries.

    America Movil said inan annual report led with

    US regulators that the cableis designed to transmit dataat speeds of 100 gigabitsper second.

    A company spokes-woman said the $1.1 billioncost announced on Tuesdayincluded the cost of the landconnections for the cable,

    which reaches Florida inthe United States.

    It was not immediatelyclear when the cable willbegin operation, but thespokeswoman said it couldstart early next year. Theling had said it would be-gin being used in late 2014.

    America Movil, whichcontrols more than 70 per-cent of Mexicos cellphonemarket and about 80 per-cent of its xed line market,

    is facing increasing localcompetition after a govern-ment reform was passedearlier this year.

    The company has late-ly been trying to expandoutside of Latin America,with investments in Dutch

    phone company KPN andTelekom Austria. Aboutone-third of the companyscore prot still comes from

    Sprint, Dish to test wireless

    broadband service in TexasNEW YORK, 18 Dec

    Wireless service providerSprint Corp and satellitetelevision company DishNetwork Corp said they willjointly develop a trial wire-less service in Texas, in anapparent sign of improvingrelations between the com-panies.

    Dish has been seek-ing a partnership with anestablished mobile operatorto help it enter the wirelessmarket. However, its effortsearlier this year to buy Sprintfailed after a bitter publicbattle with Japans Soft-Bank Corp, now the ownerof 80 percent of Sprint.

    vestors with a combined53.8 percent stake in Tel-ecom Italia have registeredso far for a key shareholdermeeting on 20 Decemberthat will decide whether tooust the board, the com-pany said on Tuesday.

    It means Telecom Ita-lias controlling investorTelco - which has a 22.4percent stake - will need thebacking of other investorsto fend off a proposal by re-bel shareholders to removethe board. To pass, the pro-posal needs a majority of50 percent plus one vote ofshareholders at the meeting.

    In a statement, Tel-ecom Italia said the sharesregistered include a stake

    of over 4.8 percent held byUS giant investor Black-Rock and its afliates.

    More shareholders canregister between now andthe meeting, which wascalled by Italian business-man Marco Fossati, a rebelinvestor with a 5 percentstake in Telecom Italia.

    traditional Chinese doctors

    Hungarys parliamentamended the Health Act on

    Tuesday, opening the wayfor the Ministry of HumanResources to issue a decreethat would allow doctors oftraditional Chinese medi-cine to obtain permits topractice.

    Until now the Minis-try of Human Resources,which is responsible for thefunctioning of the nationalhealthcare, was obligedto require that all medicalpractitioners have degreesequivalent to Hungarianones.

    If and when the minis-try issues the decree, prac-titioners of traditional Chi-nese medicine who havecerticates from schoolsrequiring at least ve yearsof university-level studyand who can prove that theyhave not been banned from

    practicing at home or inthe last country where theyworked will be able to ap-

    ply for permits to practicein Hungary.

    The new law author-izes the Scientic Councilon Health to issue the per-mits. The degrees wouldnot have to be recognizedas equivalent to Hungariandiplomas since the law rec-ognizes that Hungary hasno equivalent to traditionalChinese medicine.

    migrating to neighboring countries over past two

    decades. They include a lot of ethnic groups. Do

    they really get protected by any legal framework

    or enjoy their rights?There is also a huge amount of internal migra-

    tion in Myanmar as people from least developed

    areas are owing into a few relatively more devel-

    oped parts of the country. Do they get decent jobs

    or are they treated as just cheap labour?

    The number of migrant workers from My-

    anmar to neighbouring countries, especially to

    Thailand is ever increasing since 1990.

    What we still need to do now is to give at-

    tention to the rights of migrant workers and get

    them treated well as a fellow human being in abid to promote the humanity. The migration

    should not lose them the sense of being another

    human sharing the planet.

    The navies of India andJapan will hold a four-dayexercise in waters off the

    Indian coast from Thurs-day, the Indian governmentsaid on Tuesday.

    A government state-ment said the exercise inthe Bay of Bengal will be

    dian Navys stealth frigateSatpura, guided missile

    destroyer Ranvijay and

    Singapore will deport 53foreign workers over their

    worker, according to a gov-

    ernment website.They will be repatri-

    ated to their home countriesand banned from return-

    ing to Singapore, said astatement on the Ministryof Home Affairs website,

    a press conference on Tues-day. Local media reportedthat 52 Indian nationals and

    one Bangladeshi will be de-

    ported.Rioting is rare in the

    Their actions and

    conduct had threatenedpublic order, thus makingtheir continued presence in

    Singapore undesirable, thestatement said.

    But the measure hasled to complaints of asharp plunge in business

    for shops in the area, so

    the government is expectedto announce some revised

    steps soon.The vast majority of

    foreign workers in Singa-

    pore are law abiding. Theycome here to earn a living

    and support their families intheir home countries. In theprocess they contribute to

    Singapore by supplement-ing our need for workers,the statement said.

    But it added, We havetaken strong and decisiveaction to charge and to re-

    patriate those who took partin the riot to send a strong
