198 Organizational rreeting TOWN BOARD JANUARY 2, 1996 The Organizational Meeting of the Town Board of the Town of Bethlehem was held on the above date at the Town Hall, 445 Delaware Avenue, Delmar, NY. The meeting was called to order by the Supervisor at 4:00 p.m. PRESENT: Sheila Fuller, 'Supervisor Freeman T. Putney, Councilman George Lenhardt, Councilman Doris M. Davis, Councilman Robert C. Johnson, Councilman Bernard Kaplowitz, Esq., Town Attorney Kathleen A. Newkirk, Town Clerk ' Supervisor Fuller welcomed everyone to the Organizational Meeting for the Town of Bethlehem. The first order of business was the swearing in of the elected officials by the Honorable Roger M. Fritts and Supreme Court Judge conway. The following officials were sworn in: Peter C. Wenger, Town Justice Sheila Fuller, Supervisor Robert C. Johnson, Councilman Doris M. Davis, Councilman Kathleen A. Newkirk, Town Clerk Gregg Sagendorph, Superintendent of Highways Nancy G. Karins, Receiver of 'Taxes and Assessments Mr. Fritts thanked everyone very much and noted it is always a pleasure to be on the same dais as Supreme Court Justice Conway. Supervisor Fuller acknowledged Larry Rosenberg, Chairman of the Independent party of the Town of Bethlehem and Brian Murphy, Chairman of the Republican Party of the Town of Bethlehem. Supervisor Fuller said the first item of business was to welcome Bob Johnson, who has been a regular follower of Town Board meetings, as he sat at the other side of the table meeting after meeting. supervisor Fuller noted Fred Webster was Deputy Supervisor and served the Town of Bethlehem very well. Supervisor Fuller asked Councilman Putney to ,serve as Deputy Supervisor. Councilman Putney accepted with thanks. Supervisor Fuller next presented ,thefollowijg resolution signed by the Town Board Members in honor of Mr. . WHEREAS: FREDERICK L. WEBSTER, hereafter to to as Fred, gentle man, bon vivant, insurance executive(','pJJblic servant, peerless negotiator, dutiful husband and proud grandfather, congenial golfer and good friend has chosen to retire as Bethlehem Town Councilman, thereby' adding yet another chapter to the continuing'saga of "The Fred Webster Story"; and, WHEREAS: In what we all hope wifl be a long and enjoyable retirement, FRED WEBSTER, will 'now be free to travel the world over with his beloved wife, Muriel, sae all the great cathedrals, dine at the, finest bistros and perhaps play a hole in Mandalay or drive a fairway in old cathay; and, WHEREAS: FRED and MURIEL WEBSTER, surrounded by their sons Don and Rick, their daughters Karen and Lori, and their six adoring grandchildren, can look back with pride and satisfaction at Fred's long and successful career at both the Travelers and the Tpwn of Bethlehem; and, Of 'FRED 'WEBSTER, it. can eaid that the words of the inunortal Casey Stengel, "You done splendtd" truly do apply; and, NOW, THEREFORE, BElT RESOLVED THAT THE TOWN BOARD AND THE PEOPLE OF THE TdWN OF BETHLEHEM ACKNOWLEDGE A DEBT OF GRATITUDE TO FRED WEBSTER FOR A JOB WELL DONE AND WISH HIM FUTURE HEALTH AND HAPPINESS IN HIS RETIREMENT. i . k:. Supervisor Fuller next presented a resolution signed by the TownBoard Members honoring Mr. Kenneth P. Hahn as follows,

WHEREAS: On January 1, 1964, KENNETH P. HAHN took office asBethlehem's Receiver of Taxes and Assessments and liked his jobso well and was so appreciated by the town's electorate that heremained for an unprecedented thirty-two years; and,

WHEREAS: During his long and successful term in office, KEN HAHNestablished a reputation for his warm and personal way ofdealing with all persons he came in contact with a trait thatis virtually unknown in an age of bureaucratic indifference; and,

WHEREAS: KEN HAHN has earned the admiration, respect and love ofall of those who were privileged to know him, to work with himor to share the benefit of his talents and good will; and,

WHEREAS' Freed from the burdens of his everyday tasks, KEN HAHN cannow

devote his enormous energies to the preservation andappreciation of the drUm and bugle corps music that he loves sodearly; and,

WHEREAS: By KEN HAHN'S departure, we who labor at Town Hall willforever be deprived of KEN'S playing Santa during the holidayseason and doling out wife Pat's wonderful cookies to fill ourheart's with joy and add to our already ample girths; and,

NOW, THEREFORE, BE IT RESOLVED THAT THE MEMBERS OF THE TOWN BOARD ANOTHE RESIDENTS OF THE TOWN OF BETHLEHEM THANK KENNETH P. HAHN FOR ALLOF HIS EFFORTS ON THEIR BEHALF AND WISH HIM HAPPINESS AND GODSPEED INHIS RETIREMENT.

Supervisor Fuller said before beginning her remarks she wouldlike to thank all the people who have been so helpful and steadfastduring her first term. Without encouragement and support, she feelsher job as Supervisor would have been a great deal more difficult.She said she certainly would be remiss if she didn't especially thankher husband, Jim -- who by the way turned 55 this date -- and herchildren who certainly have made many adjustments in her horne. Shesaid she looks forward to another 2 years and certainly thankseveryone who worked so very, very hard to assure her reelection.

Supervisor Fuller said 2 years ago when she took the oath ofoffice, the Town of Bethlehem was beginning its 3rd century -- acommunity blessed with stability, good people, fine neighborhoods,and a spirit of pride and togetherness. Today, supervisor Fullersaid, as she begins her second term she feels we have accomplishedmuch despite many time consuming diversions. She said the propertytaxes have been reduced for the second consecutive year; a paramedicprogram has been established to supplement our existing volunteeremergency services -- we will guarantee our residents will have aparamedic around the clock, 7 days a week service and will beespecially comforting to our elderly and those with serious medicalproblems -- in addition, she said, they have continued toaggressively market the Town to business and industry to furtherreduce taxes, provide more employment opportunities for our citizensand offer a broadened customers base for our local businesses.

puring the next 2 years, Supervisor Fuller said we will againface serious and important issues that will often test our resolve asa community. As Supervisor, she promises to do her very best tobrin9 our Town and its diversion interests together to achieve thoseobjectives that will benefit all of us. She said Bethlehem has aproud and rich heritage of government that is honest, open andresponsive to the needs and wishes of its people. She will continue

to build on this tradition to provide the leadership necessary tooffer residents the best government possible for now and in thefuture. She said once again she looks forward to. working with all ofthose people who area part of Town government that she views asspecial family, as well as, all of the citizens of the Town ofBethlehem from whom she welcomes and encourages input. She said ithas been a privilege to serve as Supervisor and she thanked thepeople of the Town of Bethlehem for the opportunity to do so again.She said she looks forward to the next 2 years and wished everyone avery happy, healthy, prosperous New Year.

Supervisor Fuller thanked everyone for being in attendance andnoted the agenda would now be handled.
