TRANSCRIPT
Dear Chairman Wheeler:
I am writing to urge the Commission to adopt strong E911 rules to protect the public and
ensure first responders can successfully reach people in need. The Federal
Communications Commission estimates more than 10,000 lives could be saved each
year if emergency responders were able to quickly locate and reach 911 callers who
use cell phones, particularly those who are indoors.
Today, millions of Americans depend on their mobile phones to place emergency calls to
911. However, the FCC does not have location accuracy requirements for callers dialing
from inside buildings. This is especially alarming for the deaf and hard of hearing
community, children who may not know where they are located, victims of domestic
abuse, and the elderly.
More than one-third of households in the United States are wireless-only homes,
including nearly 45% of children and more than 50% of adults living in poverty. Mobile
phone adoption is high among Hispanic adults, with more than half living in wireless-
only homes, and among African American households.
Our nation’s public safety system must ensure that all people have equal access to
emergency services, regardless of race, age, sex, income, location or access to
technology. New technologies should be a step forward for everyone and should not
leave anyone behind.
I urge the Commission to adopt its proposed location accuracy framework to ensure all
people have equal access to reliable public safety services.

I've been in a few scary situation in which being able to
connect via 911 made the difference between being okay,
and -- well, who know what would have happened? I've
also known a surprising (to me) number of women with
serious problems with angry exes or, almost worse, crazy
stalkers. (That's why I now know what erotomania is!)
PLEASE compel the carriers to upgrade their equpipment
to make it easy to locate anyone who calls 911!

When lives are at stake, especially with the deaf and
hard of hearing, it is imperative to provide support. If
two people, one hearing, and one deaf, both in
different buildings and get in a life-threatening
accident, why is it the hearing person is able to call
911 on their cell and get help, and the deaf is not able
to text 911 and get help? What if both are incapable
of maintaining the call or text conversation? They
should be able to call 911, and have faith 911 will
locate them accurately even if they lose
consciousness.
When you reach out for emergency help, you want to
be confident help is coming. Nobody should ever
have to feel forsaken and helpless. The movement to
implement 911 via text, wireless 911, and indoor
location is absolutely imperative. Simply waiting for
the carriers to come up with their own solutions is
foolish, as waiting will cost lives. Mandate that they
make use of available tech -- it's exactly that --
available and ready for use. If they come up with
their own solution down the road, they're welcome to
swap out the third party solution providing wireless
911 and indoor location will experience no downtime
during the swap.
C'mon, what are you waiting for? People are already
dying the longer people take to think about it, and
whether they should wait for the carriers. Enough
lives have already been lost, and any further delay is
unconscionable.

Wireless service is still totally unreliable and has
never come up to the standards set by the wireline
companies, and it has never been more apparent than
in the methods used by cell companies to locate
customers calling E911 during emergencies. Having
spent 42 years in the wireline communications
industry working with PSAPs and now a member of a
Quick Response team, I find it shameful that the
wireless network is showing absolutely no signs of
improvement or betterment of reliability.

On February 14, 2011 I was hit from behind by a 3
ton truck in front of my house. The driver, left the
scene & switched w/ his passenger they came back
but we are all facing the opposite direction. I was
unconscious, my airbags did not deploy, took 3 hits
to the brain and 911 had to be call twice because they
drove past the address they were given on the cell
phone. I suffered a traumatic brain injury that has left
me unable to work and the case is still in litigation. I
was sent home from the hospital with whiplash
because I was awake by the time 911 arrived and the
man who claimed to be the "driver" told the police
that I stopped short, did not use my signal and he
destroyed the scene.

than 50% of adults living in poverty. Mobile phone
adoption is high among Hispanic adults, with more
than half living in wireless-only homes, and among

We have a volunteer fire department and just
yesterday, the Assistant Fire Chief was on his way to
a fire call. He stopped at my home looking for the
particular address from which the call was made. I
was not familiar with the address that he mentioned
so he asked if he could use my land line as the cell
phone could not be used! In my area, cell phone
coverage is extremely spotty with many "dead areas".
This is why the Commission needs to adopt strong
E911 rules to protect the public and ensure first
responders can successfully reach people in need.

As a 911 dispatcher I couldn't agree with this
anymore. Our center is only in phase 2 of wireless
911 calls, granted it pings in a radius of 3 miles, but
still we need it to ping at a residence. Guaranteed this
