1. WELCOME

A warm and hearty welcome to CHENNAI for the 1st ROUND OF THE ASIA-PACIFIC RALLY CHAMPIONSHIP 2020.

After organising 41 editions of the SOUTH INDIA RALLY, the dedicated team of MADRAS MOTOR SPORTS CLUB is all geared up to organise the 1st APRC in Chennai.

The Rally Head Quarters ( HQ ) will be at the Madras Motor Race Track ( MMRT ) which is about 35 kms from the Chennai Airport on the Chennai-Bangalore Highway. The HQ will be operational from Wednesday the 18th March 2020.

The Rally will consist of 2 SSS ( 9.8 kms ), 17 Special Stages ( 165 kms ) and Transport Sections ( Liaison Distance ) of about 200 kms. The furthest stage is about 23 kms from the Service Park.

The MMRT will be the Centre of all activities - Rally HQ, Service Park (SP), Scrutiny, Rally Control, Drivers Briefing, Parc Ferme, Ceremonial Start, SSS, and the Track Stage.

Chennai will be hot and humid in March and hence it will be advisable to carry light, comfortable clothing and keep yourself well hydrated.

4. ENTRY DETAILS All details regarding the Categories, Support Events, Entry fees, Payment Details and Vehicle Eligibility for Asia Pacific Rally Championship and other support events are available in detail in Articles 2.1 and 4 of the SR which can be viewed in the website of the MMSC www.madrsamotorsports.com.

5. SERVICE PARK

The Service Park is located at the Rally Headquarters i.e., MMRT which is on the Chennai-Bangalore Highway (NH 4), 35 Kms. from Chennai, opposite the Hyundai factory, 5 Kms. before Sriperumbudur. The following are the amenities, are

• Unloading Ramp Please note: The entry and exit to the Service Park is the same, which will be used by the Competitors, Service vehicles, Media, Officials, Visitors, etc. We request you to kindly be cautious and the maximum speed limit allowed is 30 Kmph. After the underpass, the speed limit to be maintained is 5 Kmph.

8. IMPORT OF VEHICLES AND SPARE PARTS

• All competitors registered with the APRC for the 2020 APRC Championship are being offered free sea freight from country of origin as well as return. Local customs clearance at Chennai port plus transportation to Rally Start will be taken care of by MMSC, the Organiser.

• Any additional port charges at the Indian port and port of origin/ return will need to be covered by the competitor.

• While this is subject to THREE cars per container, MMSC is happy to also consider TWO cars to a container as a special case scenario.

12. RECONNAISSANCE

Reconnaissance will be carried out on Friday, the 20th of March 2019 from 0730 Hrs as per the schedule (Appendix 2) and (Article no: 9) published in the S R. You are allowed 2 passes at each stage in the allotted time. This will be monitored by the officials present who will also monitor the speed limits. Would like to inform you that your RECCEE vehicles can be registered from Wednesday, the 18th of March 2020 from 1100 hours onwards 17:00 hours, at the Rally HQ, MMRT. The SUPER SPECIAL STAGE (SSS), at the MMRT is an ASPHALT (TARMAC) stage and will run in a convoy behind a course car.

13. PRE-EVENT SCRUTINEERING/SEALING/MARKING

The scrutiny will be carried out at the Rally HQ, MMRT, on Friday the 20th March 2020 from 07:30 hours. Competitors are requested to report 30 minutes prior to their scheduled time allotted, as per Article 11 in the S R. All compulsory advertisements (as per Appendix 4 in the S R) and number stickers must be in place before reporting for scrutiny. For the convenience of the competitors, the Rally Secretariat will be open on Wednesday the 18th of March 2020 and on Thursday, 19th March 2020, between 10:30 hours and 17:00 hours to enable them to finish the administrative checks and get their document “OK” which has to be handed over to the scrutineers before presenting their car for scrutiny. Final Scrutineering will be at the Rally HQ on Sunday the 22nd March 2020 at 1615 hours.

16. RALLY FINISH PROCEDURE

The Rally officially finishes at the MMRT at 1700 hours on Sunday, 22nd March 2020. The competitors are requested to follow the instructions of the Officials for the PODIUM FINISH CEREMONY and thereafter, those required to report for final scrutiny will have to do so and the rest return to PARC FERME. Kindly note: During the PODIUM ceremony and upto final scrutiny / Parc Ferme, you are under PARC FERME Regulations.

17. P R ACTIVITIES

Competitors are requested to fill up the Media Information Form and the teams may give press releases to the organizers that will be circulated to the Media. A ceremonial start is organized at the MMRT for the benefit of the drivers, teams and sponsors.

18. MEDIA

The official MEDIA CENTRE is located on the ground floor of TOWER ‘C’ at the Rally HQ, MMRT. The Media Coordinator from the MMSC is Mr. Anand Philar - +91 9483548185 – [email protected] Official Media personnel are requested to complete their accreditation procedures by 1600 Hrs Friday, 20th March 2020 at the MEDIA CENTRE and they will be required to wear their TABARDS (PONCHOS) during the Rally and obey instructions of the officials.

Access charts will be displayed at various places of entry on the Rally venues. Competitors, Media, Service Crew, Guests, other personnel are all advised to strictly adhere to the same. Passes will be distributed at the Rally HQ from Thursday, 19th March 2020, 1200hrs.

21. INSURANCE

• Indian Insurance laws do not enable any Insurance cover for foreign nationals. Therefore, Overseas visitors are recommended to have personal travel and medical insurance and personal accident insurance to cover their travel and stay in India.

• Third Party or Comprehensive Vehicle Insurance is the responsibility of the entrant/competitor.

• The service vehicles, management vehicles and reconnaissance vehicles including those bearing special plates issued by the organisers may never be considered as official participants in the rally. They are therefore not covered by the insurance policy of the rally and will remain the sole responsibility of their owner.

• Competitors and crew members are covered for public liability under a master policy held by the ASN, FMSCI for an amount of Indian Rupees 5 million. Competitors are encouraged to obtain additional value third-party liability cover on their own. In the event of an accident the competitor or his representative must notify the Clerk of the Course in writing within 4 hours. The competitor must provide full details including the names and addresses of those involved and any witnesses.

• Third party insurance - It is recommended that all competitors obtain a minimum third-party insurance on all Rally Cars and Service Vehicles.



22. VISA

• Indian immigration laws require competitors to carry a valid EVENT VISA. The MMSC and the ASN FMSCI will be happy to provide the necessary Letters of Invitation to be submitted along with the visa application.

• All competitors/ team members must necessarily send their passport copies and details by 31st Jan 2020.

• Any visitors/ supporters can apply for regular tourist visas and use the same.

23. USEFUL FACTS & INFORMATION

• Chennai’s weather is best described as hot, hotter and hottest. The day temperature in March will linger around 37° C (Max.) and 27° C (Min.) and the humidity could range 80% - 95%. So come suitably prepared to face the sweltering heat!!!

• The time zone is GMT + 5.5 hrs

• The Currency is Indian Rupees (INR) and it is advised to carry local INR currency when in Chennai. There are Money Changers available in the city and ATMs near the Rally HQ.

• The Chennai Airport, which is about 30 Kms from the Rally HQ and the Railway Station that is about 35 Kms away, are well connected to other destinations.

• Photocopying and printing facilities are available at the Rally HQ.

• For those of you who are interested in sightseeing, the Chennai Marina Beach is the second longest beach in the World and there is the World Heritage Site at Mahabalipuram, which is around 50 Kms from the City.
