Organisational Context
The Jesuit Refugee Service (JRS) Europe is an international Catholic organisation. Its mission is to accompany, to serve and to advocate for refugees and forcibly displaced people. The JRS Europe team in Brussels shares this mission by engaging in policy and advocacy work, project management, fundraising, communications and coordination. The finance work focuses on projects in favor of forcibly displaced people who suffer from immigration detention, destitution and the European policies of border management and asylum. Communications work is today closely linked to the advocacy activities and includes the publication of materials for various audiences, media relations and the coordination of central messages with other JRS offices in Europe. The JRS Europe Regional Office has working relations with funding agencies, including the EU agencies, as well with private donors. The JRS Europe Regional Office coordinates activities of 17 JRS country offices and country-based projects. The Brussels-based regional team includes six permanent staff and volunteers.
Operational Context
The JRS Europe Finance and Fund-raising Officer assists the Regional Director and the Regional Office team in proposing and implementing regional financial strategies. implementing and driving strategies to cultivate and manage relationships with donors, with the aim of sustaining and increasing their financial support to JRS.S/he comes with sound analytical skills and a creative mindset, and is in tune with JRS mission and way of working. The Officer is able to engage with fellow team members in the European Office as well as JRS national offices’ teams in working towards a common vision. S/he comes with good networking skills and would have to visit JRS national offices to assist them.The position requires 4 / 5 years of experience.
Key Responsibilities
The Finance and Fund-raising Officer reports to the Regional Director and will be responsible for the following tasks. In particular, s/he will:
At the Regional office Assist the Regional Director and the Programmes Officer in identifying and entering into
agreements with government and private funding agencies. Participate in the evaluation of JRS Europe common projects. Help and train JRS Europe country offices and projects to implement and maintain finance
templates, reporting policies and accounting tools. Develop and implement a fund-raising strategy.
Finance work Responsible for financial management of the Regional Office in collaboration and consultation
with the Regional Director, the Programmes and the Accountant officers. Assist in monitoring JRS Europe common projects budgets in collaboration with the Programmes
Officer. Oversee the documentation and recording of all income and expenditure transactions for JRS
Europe common projects, to verify and maintain procedures in current financial transactions, in link with country offices concerned.
Ensure regular reconciliation of accounts of the Regional Office and of JRS Europe common projects.
Review interim and final country offices financial reports within JRS Europe common projects and train country offices in reporting.
Issue timely financial reports to funding agencies according to agreements and contracts. Evaluate procurement policies and procedures, and recommend improvements. Assist country offices to ensure that finance and accountant officers are properly recruited and
receive adequate training.
Fund-raising Work closely with the Regional Director and the Programmes Officer to develop and implement
fundraising strategies, plans, activities and income targets. Manage and cultivate relationships with private trusts, foundations, corporations, religious
congregations and individual donors. Increase income from small-scale donors by running regular print and electronic funding appeals Research and identify new tools and platforms for publicising appeals and leveraging support
from small-scale donors.

Work closely with the Communications officer to make sure content produced and published is engaging and topical for supporters and communications tools (website, social media etc.) are optimally used.
Give presentations on JRS and its work and organise events targeted at specific donor groups in Brussels or elsewhere when necessary.
Implement and improve the stewardship plan to promote interaction with and recognition of donors, ensuring that they are appropriately and promptly thanked.
Oversee the collection and management of donor data, ensuring that database records are accurate, up-to-date and compliant with data protection legislation.
Qualifications and Experience
The post-holder will have the following essential experiences, skills, knowledge and abilities:
Permission to work in Belgium. JRS Europe is not in a position to obtain a work permit for any applicant.
University studies in accounting, finance, business administration or equivalent; a recognized qualification in accounting.
At least four (4) years of proven experience and substantive understanding of NGO budgeting, accounting and reporting.
Proficiency and competences in handling finance and communications software. Proven ability to develop rapport with foundations, corporations and individual donors. Knowledge of and ability to work with donor management systems and in compliance with data
protection legislation. Ability to inferface sensitively with people both in the field and in support offices. Ability to work effectively in a cross-cultural environment with a multi-national staff. Excellent interpersonal, communication and presentation skills. Strong analytical, strategic thinking and planning skills. A positive, constructive attitude to meeting challenges, solving problems and identifying
opportunities. Ability to manage several tasks simultaneously in a busy office environment and to meet
deadlines.
Core Values and Ethics Enthusiasm for the faith-based mission of JRS and willingness to advocate based on the JRS
mission and vision. Sympathy with or experience of the JRS vision and a good understanding of the way of working
and of the JRS values expressed in the JRS International Strategic Framework. High integrity and honesty. Previous experience with working in a team. Field experience in working with refugees, migrants or vulnerable social groups. Previous professional experience with faith-based organization is an asset.
Language Ability to speak and write fluently and compellingly in English and French.

Working knowledge of additional European languages, especially Spanish. Availability to travel to country offices in Europe.
Terms of appointment:
This is a full-time position (38 hours per week). We offer a 18-months contract, to be possibly transformed in a contract of indetermined
duration. The applicant must demonstrate that s/he has the permission to work in Belgium. The applicant must be willing to travel occasionally within Europe. The desired starting date is beginning of September 2016. The salary offered for this position, based on the JRS Europe salary scale, is between € 3 000 and
€ 3 300 gross per month, according to experience and skills. All conditions and additional benefits are according to Belgian legislation.
A profit-sharing scheme will be offered beyond fund-raising targets.
