    To the President and Members ofthe City Council:

    Your Committee on Committees amd Rules having a resolution (referred, on March 20, 1985), assigning the present Aldermem of the Third Ward to the Chicago City Council Stamding Committees heretofore assigned to the former Alderman of the Third Ward on May 2,1983 begs leave to recommend that Your Honorable Body do Pass as amended.

    This recommendation was concurred in by a viva voce vote of the members of the-committee, with no dissension, at a meeting held on April 9th, 1985.

    Alderman Rush introduced the following amendment to said proposed resolution:

    "I move that Dorothy Tillmam be appointed to the Committee on Education amd the Committee on Neighborhood in addition to her other committee assignments."

    After extensive debate, Aldermam Vrdolyaik moved to Refer the committee report to the Committee on Committees amd Rules. The motion Prevailed by yeas and nays as follows:

    COMMITTEE ON CULTURAL DEVELOPMENT AND HISTORICALLANDMARK

    PRESERVATION.

    DESIGNATION OF EAST LAKE SHORE DRIVE DISTRICT AS "CHICAGO LANDMARK".

    The Committee on Cultural Development and Historical Landmark Preservation submitted a report recommending that the City Council pass the following proposed ordinance transmitted therewith:

    WHEREAS, The Commission on Chicago Historical and Architectural Landmarks has determined that the area known as the East Lake Shore Drive District, as hereaifter described, is worthy of designation as a "Chicago Landmark"; and

    WHEREAS, The Commission has found that the East Lake Shore Drive District meets the criteria for designation as set forth in Section 21-64(b) ofthe Municipal Code, namely:

    Its chau-acter, interest or value ais pau-t of the development, heritage or cultural characteristics ofthe City of Chicago, State oflllinois, or United States.

    Its identification with a person or persons who significamtly contributed to the culture amd development ofthe City of Chicago.

    Its exemplification of the cultural, econonuc, social, or historic heritage of the City of Chicago.

    Its portrayal ofthe environment ofa group of people in am era of history chairacterized by a distinctive architectural style.

    Its embodiment of distinguishing chau-acteristics of an architectural type or specimen.

    Its identification as the work of am architect or master builder whose individual work hais influenced the development ofthe City of Chicago.

    Its unique location or singular physical characteristic representing an established amd fanoiliaur visual feature ofa neighborhood, community, or the City of Chicago; and

    WHEREAS, The eight buildings ofthe Eaist Ladce Shore Drive District were built during the first three decades of the twentieth century and typffy an elegamt urbam Iffestyle that was developing in Chicago at that time; and

    WHEREAS, The Drake Hotel, designed by the eminent architect Benjamin Marshall, who also designed four other apartment buildings along East Lake Shore Drive, has always been synonymous with luxury and fine hospitality; and

    WHEREAS, The remadning buildings of the East hake Shore Drive District were all designed by the well-known airchitectural firm of Fugaurd and Knapp, amd represent a stylistic harmony among all the buildings along the entire block; and

    WHEREAS, The East hake Shore Drive District has been the home of many persons who have contributed to the development of the City of Chicago, including Kellogg Faiirbank and Ogden McClurg; and

    WHEREAS, The Commission has concluded that the East Lake Shore Drive District is truly important to Chicago and deserves to be preserved, protected, enhanced and perpetuated, and the Commissioner of Planning ofthe City of Chicago has concurred in the Commission's recommendation that the East Lake Shore Drive District be designated as a "Chicago Landmark"; now, therefore.

    Belt Ordained by the City Council ofthe City of Chicago:

    SECTION 1. The City Council accepts, approves and adopts the recommendation ofthe Commission of Chicago Historical and Architectural Landmarks, filed with the City Council pursuant to Section 21.61 ofthe Municipal Code of Chicago, that the area known as the East Lake Shore Drive District, an area comprised of two hotels, six residential buildings and a portion of Lincoln Park, is worthy of landmark designation.

    SECTION 2. The facades ofthe following buildings and the southern portion of Lincoln Pau-k bounded by East Lake Shore Drive on the south, Laike Shore Drive on the east amd north, amd North Michigam Avenue on the west, amd as further legally described in Appendix A attached to amd made a paut. of this Ordinance, aire hereby designated a "Chicago Landmark"; the exterior facades of the Draike Hotel, 140 East Walton Street, along Eaist Wadton Street, North Michigam Avenue amd East Laike Shore Drive, including the north amd south light courts amd those portions of eaist facade which aire limestone faced at its intersection with East Walton Street amd the East hake Shore Drive facades; the entire exterior facades ofthe Draike Tower Apairtments, 179 East Laike Shore Drive, along East hake Shore Drive, as well as the east amd west facades from the third fioor to the top of the roof and the one-bay wide facade which joins the Draike Tower to the Mayfaiir Regent Hotel pauradlel to East Laike Shore Drive; the exterior facades of Mayfaiir Regent Hotel, 181 East Laike Shore Drive, along East Laike Shore Drive, including the east, south amd west walk forming the two side light courts; the East Lake Shore Drive facade of 199 East Lake Shore Drive, and that portion ofthe west wall which faces the Mayfaiir Regent Hotel light court to the west; the East hake Shore Drive facade of 209 East Laike Shore Drive; the East Laike Shore Drive facade of 219 East Lake Shore Drive; the East Laike Shore Drive facade of 229 East Ladce Shore Drive; amd the East Laike Shore Drive amd North Ladce Shore Drive facade of 999 North Ladce Shore Drive.

    SECTION 3. Notwithstanding Section 21-64.1 of the Municipal Code of Chicago, no building permit application need be submitted to the Commission on Chicago Historical amd Architectural Lamdmarks for amy construction, erection, reconstruction or demolition which does not aiffect the exterior or exterior appeairamce of amy structure, building or property within the East Laike Shore Drive District. Permit review for the Drake Hotel, 140 East Walton, shall be subject to Resolution of Commission on Chicago Historical and Architectural Landmau-ks dated April 3, 1985; Permit review for the Drake Tower Apau-tments, 179 East Lake Shore Drive, shall be subject to the Resolution of sadd Commission dated Februairy 6,1985.

    SECTION 4. The Commission on Chicago Historical and Architectural Landmarks is hereby directed to create a suitable plaque appropriately identffying said lamdmark amd to affix sadd plaque to the property designated as a "Chicago Lamdmau-k" in accordamce with the provisions of Section 21-64(5) ofthe Municipal Code of Chicago.

    SECTION 5. The Commission on Chicago Historical amd Architectural Landmaurks is directed to comply with the provisions of Section 21-64-(g) of the Municipal Code of Chicago.

    SECTION 6. This ordinance shall take effect on and aifter its due passage and publication.

    Appendix "A" attached to this ordinance reads as follows:

    The proposed East Lake Shore Drive District consists of the publicly and privately owned properties within the following boundaries:

    Beginning at a point on the east line of North Michigan Avenue at its intersection with the north line of East Walton Street; thence East along this north line of East Walton Street a distance of 400 feet to the east property line of the reau* portion of 179 East Lake Shore Drive; thence north along this east property line a distance of 108.75

    feet to the south property line of the maiin structure of 181 East Lake Shore Drive; thence Eaist along this south line amd continuing eastwau-d along the south property lines of 199, 209, 219 and 229 East Lake Shore Drive to the west property line of 999 North Lake Shore Drive; thence South along this west property line a distamce of 8.87 feet to the south property line of sadd property; thence East along this south property line to the east property line of sadd property; thence northwesterly along this east property line to the north boundauy of the publicly owned pau-k lamd bounded on the north amd east by North hake Shore Drive; thence Westerly along this north boundauy of the publicly owned park lamd bounded on the north and eaist by North hake Shore Drive to the east line of the amgled extension of North Michigan Avenue; thence Southwesterly along this east line and continuing south along the east line of North Michigam Avenue to the point of beginning.

    The privately owned properties within these boundaries are legally described as:

    Lots 7 through 29 in Fitz-simon's Addition to Chicago, being a subdivision of pau*t of Block 8 of Canad Trustees' Subdivision ofthe south fractional 1/4 of fractional Section 3-39-14; and

    Lots 7 through 12 in Holbrook amd Shepaurd's Subdivision of Lots L to 6 inclusive in Fitz-simon's Addition to Chicago, being a subdivision of paurt of Block 8 of Camal Trustees' Subdivision ofthe south fractional 1/4 ofthe fractional Section 3-39-14, also that pairt of accretions to said Block 8 l}dng east ofa line 750 feet east of amd parallel to Lincoln Pau-k Way and not included in sadd Fitz-simon's Addition;

    All in the east pairt ofthe south fractional 1/4 of Section 3, Township 39 North, Range 14 East ofthe Third Principal Meridian in Cook County, Illinois.

    On motion of Aldermam McLaughlin, the foregoing proposed ordinance was Passed by yeas and nays as follows:

    Alderman Natairus moved to reconsider the foregoing vote. The motion was lost.
