Dear Residents & Friends,

I hope you and your family have had a good start to 2013.

This year’s budget contained good news for all Singaporeans. The Marriage & Parenthood Package and the many changes to our housing programmes are all good developments. For those of us who need financial help, better jobs, and better healthcare security, there are also new social strategies in place. I support our move to sharpen our progressive fiscal system which I feel is fairer. There is the enhanced WIS (Workfare Income Supplement Scheme), the revised CPF contribution rate, and lower property tax and personal income tax rebates. I am also heartened that there will be a review of healthcare financing. There is also the double GST voucher pay-out to those who need more help.

Overall, there is more welfare spending for Singapore.

On the ground, there are exciting changes. Within two years, the entire Braddell Heights estate comprising the 108 HDB blocks and the private estates will all be completely upgraded. The NRP (Neighbourhood Renewal Programme) and LUP (Lift Upgrading Programme) at blocks 301 - 329 are progressing as scheduled. Those at blocks 401 - 427 are starting. We received good news that our other private estate (around Upper Paya Lebar, Bartley and Serangoon Avenue 1 areas) will be getting the Estate Upgrading Programme.

At the same time, infrastructure will improve - the MRT, Circle Line stations at Bartley, Serangoon and Lorong Chuan, the bus interchange at Nex and of course, Nex shopping mall itself with all its various attractions and also the National Library branch all make our place a choice location.

The former bus interchange is now being redeveloped and by end of this year, we will see a new childcare centre for 200 little ones, a senior care centre with a community gymnasium and a family medical clinic. These make sure that all of us in the community - residents, elderly and also young couples with children - will be served well. The open bus bays will be converted to surface car park and these additional 125 car park lots will be much welcomed by residents and visitors alike.

We have much to look forward to. Together, let us continue to help build a green, gracious, generous and great home for us and our family.

今年的预算案，为新加坡人民带来好的消息。婚姻与家庭的配套及房屋计划的多项改革，都是良好的发展计划。对于那些需要经济援助、寻求工作、与医疗保障上需要获得支援的家庭，我们也有新的策略。我支持这项足以加强我们经济发展的计划，我觉得是公平的。新财政预算案包括了扩充“就业入息补助”(WIS)的覆盖范围，修订公积金缴交率和调低的房地产税和个人所得税回扣。我很欣慰的是医疗保健金获得调整，还有，政府将支付双份消费税赠券给那些需要更多帮助的人。

总体而言，将有更多的福利让新加坡人民受惠。

我们这里有许多改变。布莱德岭区在两年内，有108座的政府组屋和私人住宅区将会完成翻新的工程。邻里区重整计划（NRP）和第301至 329座组屋的电梯翻新已按计划进行中。第401至 427座组屋也开始了翻新工程。我们接到了好消息，我们的私人住宅区（包括巴耶礼巴上段，巴特礼和实龙岗一道）将获得翻新。

同时，邻里设施也将获得改善以提升我们居住环境的素质，包括巴特礼、实龙岗和罗弄泉的地铁站和环线站、在NEX的巴士转换站，当然也包括NEX商场内的一些景点和国家图书馆分馆。

前实笼岗巴士转换站正在重建中，今年年底，我们将看到一个崭新并可容纳200个儿童的护儿中心、一个拥有社区健身室和家庭医疗诊所的乐龄中心。这些确保我们区内的 居民，乐龄人士和年轻的夫妇与他们的孩子将获得很好的照顾。开放式的巴士道将改为125个停车位，这些停车位将会受到很多居民和访客的欢迎。

我们有很大的期待。让我们继续努力，一起为我们和我们的家庭建立一个绿化、优雅、宽容的美好家园。

Saya berharap anda dan keluarga anda telah memulakan tahun 2013 dengan baik.

Belanjawan tahun ini mengandungi berita baik untuk semua rakyat Singapura. Pakej Perkahwinan & Keibubapaan dan pelbagai lagi perubahan pada program perumahan kami merupakan perkembangan yang baik bagi kita. Bagi mereka yang memerlukan bantuan kewangan, pekerjaan yang lebih baik, dan perlindungan penjagaan kesihatan yang lebih bai, terdapat strategi baharu. Saya menyokong usaha kami untuk mengasah sistem progresif yang pendapat saya bersifat lebih adil. Terdapat WIS yang dipertingkatkan, penyemakan kadar sumbangan CPF, dan cukai harta yang lebih rendah serta rebat cukai pendapatan peribadi. Saya amat berbesar hati kerana penyemakan semula penmbiayaan penjagaan kesihatan bakal dijalankan. Terdapat juga penggandaan baucer GST sebanyak dua kali ganda bagi mereka yang memerlukan.

Secara keseluruhannya, terdapat lebih banyak perbelanjaan kebajikan untuk Singapura.

Di kawasan kami, terdapat perubahan yang menarik. Dalam tempoh masa dua tahun, kawasan Braddell Heights yang terdiri daripada 108 blok HDB dan estet perumahan swasta akan ditingkatkan.The NRP dan LUP di blok 301-329 sedang berlangsung seperti yang dijadualkan. Peningkatan di Blok 401-427 akan bermula tidak lama lagi. Kami menerima berita baik bahawa estet perumahan swasta yang lain (di kawasan Upper Paya Lebar, Bartley dan Serangoon Ave 1) akan menjalani Program Peningkatan Estet.

Pada masa yang sama, prasaranan akan dipertingkatkan - MRT, stesen Circle Line di Bartley, Serangoon dan Lorong Chuan, pusat pertukaran bas di Nex dan sudah tentu pusat membeli-belah Nex dirinya dengan pelbagai tarikan dan juga cawangan Perpustakaan Negara menjadikan tempat kami lokasi pilihan utama.

Pusat pertukaran bas yang lama kini sedang dibangunkan semula dan menjelang akhir tahun ini, kita akan melihat sebuah pusat jagaan kanak-kanak yang baru untuk 200 kanak-kanak, pusat penjagaan warga emas dan gimnasium masyarakat dan klinik perubatan keluarga. Ini memastikan bahawa semua orang dalam masyarakat - penduduk, warga emas dan juga muda pasangan dengan kanak-kanak - akan diberikan khidmat yang baik. Pusat perhentian bas terbuka akan ditukarkan kepada tempat meletak kereta dan penambahan lot meletak kereta sebanyak 125 lot akan dialu-alukan para penduduk.

Terdapat banyak perubahan yang dinanti-nantikan. Bersama-samalah kita membantu membina kawasan perumahan yang mesra alam dengan masyarakat yang berbudi bahasa serta bertolak ansur untuk diri kita dan keluarga kita.

Dear Residents,

Greetings from the BH Newsletter Committee!

Time flies! Though three months have passed, it is never too late to wish one and all a joyous and prosperous 2013!

We have great news for you in this newsletter! It is with regard to the various upgrading works completed/on-going/upcoming in our Braddell Heights Estate! In addition, our various Braddell Heights Grassroots Organizations have put together, a wide array of fun-filled activities/events in 2012 and the first quarter of 2013! These activities/events received overwhelming support from our residents, and we look forward to more of you participating in the events/activities organised in the near future. “Making Volunteerism a Part of Our Life”Since young, I have been actively contributing my time to help others. It is perhaps from my late parents

that I inculcated the spirit of volunteerism. In addition, it is always good when someone is happy and appreciates your help in return.

Volunteerism comes from the heart. My involvement in the grassroots first began when Mr Gary Tan, PBM invited me to join the Residents’ Committee (RC) in mid-2000. Mr Gary Tan was the immediate Chairman of Zone ‘A’ RC. My participation in the grassroots provided me excellent

opportunities to interact with many RC members and residents on a regular basis. In addition, it is heartening to see my peers putting in the effort and time in making the estate a better living

community for the residents.

As the new Chairman of Zone ‘A’ RC, there are several new initiatives I plan to execute with my members. We first intend to upgrade our present RC centre, making it more conducive for residents as they participate

in our programmes/activities organised in the centre. In addition, we intend to start a Reading Club, especially for the needy students residing in the estate. We will also continue to invite more residents to participate in

community events through outreach programmes. As the Chairman, I will also seek to solicit feedback from residents and improve on the existing good works accomplished.

It is indeed my privilege to know so many helpful and gracious Samaritans in the estate. Last but not least, I would like to express my heartfelt thanks to Mr Gary Tan his excellent contributions towards Zone ‘A’ RC and the Braddell Heights

estate at large.

“No Act of Kindness, No Matter How Small, is Ever Wasted”I grew up having long-time neighbours and had always loved the sense of belonging with my immediate community. With the desire to envisage greater camaraderie amongst residents, I then embarked on my journey, as a volunteer with the Youth Executive Committee (YEC) when I was 18 years old. I had good mentors in the YEC to guide me along. Through those years, I also had the opportunity to be involved in various sub-groups of the Braddell Heights Community Club, and their activities.

Some years later, I was invited by Mr Tan Eng Poh, then Chairman of the Braddell Heights Zone ‘D’ Residents’ Committee to join his group of dedicated volunteers. There, I picked up valuable skills and knowledge. In addition, I ‘brush up’ on my dialects, so as to better communicate and understand the elderly. The learning experience was indeed enriching and satisfying!

Assuming the role as the Chairman of Zone ‘D’ Residents’ Committee, it is surely my responsibility to serve the needs of residents, together with my members. It is indeed a worthwhile challenge I would like to partake, and be possibly a source of inspiration to others in serving the community.

I would like to thank my family for their support, Mr Seah Kian Peng, Adviser to Marine Parade GRC GROs, residents and grassroots leaders in the Braddell Heights estate for the opportunity to serve. Let’s work together to ensure a better living environment, for one and all in Braddell Heights!

“Volunteerism - An Enriching Experience!”I first began volunteering 20 years ago. I was then actively involved with the Toa Payoh Residents’ Committee. Although

I did not officially join them as a grassroots leader, I was actively helping out in most of the activities and events for the constituency. It was during this period of time when the spark of volunteerism ignited in me, bringing me a great sense

of satisfaction that I could not find elsewhere.

Since then, I was greatly motivated to serve in the Residents’ Committee, even after I moved to Serangoon some years later. I then joined the Braddell Heights Zone ‘E’ Residents’ Committee in 2008. As a member, I had

numerous opportunities to serve alongside many veterans of the committee, and was also able to reach out to the residents, and to understand their needs better. Upon reflection, I realize the ability to make a difference in the community and to give back to the society is what makes volunteering works worthwhile. I would like to specially thank Mr Seah Kian Peng, Adviser to Marine Parade GRC GROs and Mr Peter Lim,

immediate past Chairman and all members of Zone ‘E’ Residents’ Committee for their valuable advice over these years.

As the newly appointed Chairman for Zone ‘E’ Resident Committee, I will continue to reach out to all residents in the Braddell Heights estate. I hope to be able to organise more meaningful community events, to foster

neighbourliness and camaraderie amongst residents, thereby creating deeper social ties within and beyond the community.

Let’s all bring back the kampong spirit together!

11 Yuan Xiao Celebrations 2013

‘Yuan Xiao Festival’ Celebrations 2013!

he annual joyous Yuan Xiao Festival was celebrated on 23 February 2013, Saturday at the Amphitheatre, Serangoon Central.

Some 1000 residents thronged and packed the Ampitheatre as early as 6.45 p.m. before the commencement of the event. They were all ready for the festive mood - to catch the wide array of entertainment items on stage, and participate in the fringe activities. The concert began promptly at 7.15 p.m., with a splendid performance by the Braddell Heights Harmonica Group. The event culminated with the loud drum rolls from the Braddell Heights Dragon and Lion Dance Troupe, as they welcomed the Guest-of-Honour, Mr Seah Kian Peng, Deputy Speaker of Parliament & Adviser for Marine Parade GRC GROs. The movements by the dragon and lions, in a sinuous and undulating manner captivated the audience. Other cultural items followed immediately after the dragon and lion dance performance. These included performance items by the Drum Ensemble and Guzheng Ensemble from Zhonghua Secondary School and a dance performance by pupils of Nan Chiau Primary School.

On the other hand, the fringe activities commenced, alongside the stage programme. These included the ‘Paper Cutting’ booth by Braddell Heights Community Arts and Culture Club (CACC), ‘Chinese Tea Art’ and ‘Chinese Calligraphy Demonstration’ booths by Braddell Heights CC Chinese Traditional Arts Planning Committee (CTAPC), and informational booths from external agencies such as the National Environment Agency (NEA) and the Singapore Police Force (SPF). Young enthusiastic children also pit their wits at the ‘Chinese Riddles’ corner, managed by the Braddell Heights CC Youth Executive Committee (YEC). The residents were also treated to an ice-cream and goodie bag.

The event ended at about 10 p.m. with a lucky draw hosted by our Guest-of-Honour, Grassroots Adviser, Mr Seah Kian Peng.

Do Good Feel Good! 2012sequel to the ‘Do Good Feel Good! 2011’, where the Al-Istiqamah Youth Wing (Arrijal

Al-Istiqamah) and the Braddell Heights Community Youth Executive Committee (YEC) jointly collaborated, to distribute basic necessities to 250 needy families residing in the Serangoon and Braddell Heights Constituencies, ‘Do Good Feel Good! 2012’ reached out to 600 needy families residing in the Marine Parade and East Coast GRCs, and Jalan Kayu and Serangoon districts.

With the support of volunteers and pupils from Anderson Secondary School, Anderson Junior College, ComfortDelGro Corporation Ltd, Goh Joo Hin Pte Ltd (New Moon Products), Institute of Technical Education College Central, Institute of Technical Education College West, Lee Foundation, Montfort Secondary School, Nanyang Junior College, Nanyang Polytechic, National Environmental Agency, NTUC Foundation, People’s Association Youth Movement, Pokka Corporation Pte Ltd, Prajna Field Society, Sheng Shiong

Supermarkets, Singapore Polytechnic and Singapore Press Holdings, the event was carried out successfully on 4 August 2012, Saturday.

Our Guest-of-Honour, Dr Maliki Osman, Mayor, South East CDC & Grassroots Adviser, Mr Seah Kian Peng, Deputy Speaker of Parliament also participated in the event. They helped pack and distribute the basic necessities. The basic necessities were then delivered to the door-steps of the needy families, by the volunteers beginning 12 noon. The recipients greatly appreciated the basic necessities delivered to them. On the other hand, the organizing committee received positive feedback from the volunteers who were involved in the project. Some had even expressed a keen interest to participate in the upcoming ‘Do Good Feel Good! 2013’, scheduled to be held in July 2013.

Community Health Assist Scheme

The Community Health Assist Scheme (CHAS) provides accessible and affordable medical and dental care to Singaporeans. Under CHAS, members receive subsidies for outpatient medical treatments for chronic and/or acute conditions as well as selected dental services at participating CHAS General Practitioners (GPs) and dental clinics near their homes.

CHAS members will also enjoy subsidised referrals to specialist outpatient clinics when required. Besides enjoying subsidies for their chronic conditions, the patient can also tap on their Medisave to help pay for these treatments.

Apply for CHAS now! Pick up a CHAS application form at any Community Centre, Public Hospital or Polyclinic or visit www.chas.sg to download the form. Only one application form per household is needed. All eligible members in your household will receive a Health Assist card if your application is successful.
