The Design Standards and the Design Review Panel (DRP) are in place to ensure the best possible housing design outcomes are achieved throughout the Elmstead Neighbourhood.
Every purchaser is provided with Design Standards (also included in the sales contract) to clearly explain the design and delivery requirements for homes in the Elmstead Neighbourhood. A copy should be provided to your builder / architect to assist in the design and delivery of your new home.
Design Approval Process:
Step 1. Choose your builder, house design and façade.
Step 2. Complete the Design Approval Checklist with your builder and ensure you meet both Design Standards and Plan of Subdivision restrictions.
Step 3. Compile the documentation required for the Design Approval Application and submit the completed application for approval. Applications need to have the following:
• Design Approval Application Form must be provided with initial and subsequent applications.
• Completed Design Approval Checklist
• Proposed house plans conforming with DRP requirements
Step 4. The DRP will review each complete application to ensure your home complies with the Design Standards.
Initial and subsequent applications can take up to 10 business days.
2.1 DESIGN APPROVAL OVERVIEW
If your application requires amendments, the DRP will provide written advice detailing the areas requiring clarification.
Applications to the DRP will only be reviewed if all the requirements have been submitted. Approval will not be granted on a part application.
If any design changes are made after DRP approval, all documentation must be resubmitted for approval.
In the instance of a conflict between two or more standards, the DRP will assess the application on its merits and compliance in general with these standards.
The DRP also reserves the right to approve variations or dispensations to these standards if submitted designs are considered to achieve the objectives conveyed by these Design Standards.
The decision to approve or not approve an application is solely at the decision of the DRP and does not set a precedent for future applications.
The DRP’s approval does not constitute a building permit nor replace the need for a building permit.
A building permit must be obtained from Wyndham City Council or a private building surveyor prior to commencement of construction.
Applications submitted must strictly comply with the restrictions on the Plan of Subdivision. Cedar Woods cannot vary Plan of Subdivision Restrictions, and any designs approved by the DRP do not override restrictions on any Plan of Subdivision.

•Dimensions and areas of proposed building structures;
•Setbacks to all boundaries and private open space dimensions;
• Original and proposed finished ground levels, including changes in level;
• Lot boundaries, dimensions, areas and North point;
• Driveways, parking areas, all hardstand surfaces (including paving and pools);
•Details of proposed retaining walls; and
•Extent of fencing for corner lots.
- Floor plans, roof plans and elevations (2 x A3 copies if by post) including:
• Internal layout including rooms, balconies, verandahs, decks, windows, openings and dimensions;
• Position of water tanks, TV antennas, air-conditioning units, evaporative cooling units, solar water heaters, solar panels, pool heaters, outbuildings and sheds;

The appearance of your home is one of the most influential factors on the style and character of your street. Elmstead’s character and style will be made up of your individual style; influenced by the clean, fresh and contemporary character that is created when combining natural materials and clean lines. These elements will form a contemporary Australian style of architecture which is unique to Elmstead.
All the homes in the Elmstead Neighbourhood should achieve the following key objectives:
1. High quality materials and contemporary architecture.
2. A balanced façade with a palette of clean, crisp tones.
3. An emphasis on quality, natural materials and colours.
Your home must be of contemporary Australian architectural character. Period reproduction styles and mixtures of styles, for example Federation, Edwardian, Colonial, Victorian, Georgian, Neo-Classical etc are not considered to be of contemporary Australian architectural character, and therefore are not permitted.
Your home must not contain external period decorative elements. For example, finials, fretwork, wrought iron, ornate timber works, turned posts, decorative wooden lacework, corbelling and quoins are not considered appropriate to contemporary Australian architectural character and will not be approved.
Where mouldings are used they must be of square or rectilinear shape and painted to match the render of the dwelling.

3.2 BUILDING MATERIALS
3.2.1 External windows and doors must not contain leadlight or stained glass features.
3.2.2 Security doors are permitted and must be a plain mesh screen with a frame the same colour as the front door or door frame. Decorative feature bars or grilles will not be approved.
3.2.3 Aluminium sliding windows and doors must not be used on the front façade or any elevation visible from the street.
3.2.4 To ensure a varied selection of external materials and diversity with the streetscape, the design of your home must comply with the Façade Requirements as follows:
3.2.5 Where two or more feature materials are required, at least one natural-look (i.e. timber or stone) must be used, and a feature garage door may be counted as one feature material.
Additional feature materials may include:

3.2.7 The materials and colour finishes used for the front façade must return by a minimum of 800mm on the side elevations.
3.2.8 External plumbing (excluding drainage downpipes) and reticulated or wired services must not be visible from the street.
3.2.9 Meter boxes must not be located on the front façade, except on secondary frontages where:
– they are screened by architectural elements; or

3.6.1 All pitched roofs must be minimum 25 degrees.

3.7.1 Each home must include provision for two car parking spaces, of which one must be undercover in either a garage or carport.
3.7.2 Garages and carports must be stepped back a minimum of 840mm from the building line.
3.7.3 Standard Lots: The width of garages must not exceed 50% of the width of the façade. The external width of garages must not exceed 6 metres.

3.8.1 Homes on corner lots must address both street frontages. The materials, window treatments, embellishments and colour scheme used on the primary façade must be replicated on the secondary façade.
3.8.2 Features of the primary façade such as porticos or verandahs must be replicated on the secondary façade forward of the fence line OR an appropriate corner lot feature must be included on the secondary façade forward of the fence line.
Appropriate corner lot features will be assessed on a case by case basis by the DRP.
3.8.3 The secondary façade must comply with the following sections 3.1, 3.2.1 to 3.2.6 (inclusive), 3.2.9 and 3.2.10.
3.8.4 The secondary façade is set back a minimum of 2.0m from the property boundary on the secondary frontage.
3.8.5 Side fencing is setback 10.0m from the primary lot frontage boundary.
3.8.6 The primary façade (i.e. the non-replicated façade) and entrance face the primary street frontage.

3.9 DRIVEWAYS & LETTERBOxES
Coloured concrete driveway.

Temporary and ornamental letterboxes are not permitted.

3.9.1 The driveway must be constructed of exposed aggregate concrete only. No coloured oxides are to be added.
3.9.2 Driveways must be constructed within 30 days of the issue of the Occupancy Permit.
3.9.3 A minimum distance of 500mm between the side boundary and the edge of the driveway is required with a planting strip to be incorporated, except if the garage is sited on the boundary. In this case, the planting strip must be a minimum of 300mm.
3.9.4 A 90mm PVC storm water pipe or similar pipe must be installed beneath the driveway 1 metre from the front property boundary. This will assist the installation of the irrigation system.
3.9.5 Letterboxes must be positioned on the front boundary adjacent to either the driveway or path with the house number clearly displayed. Letterboxes should be purpose built and replicate the colour, material and style of your dwelling. For example should match either the render to dwelling or garage door.

3.10 ExTERNAL BUILDINGS & OTHER ITEMS
3.10.1 Outbuildings must be located to the rear of the property and must not be visible from the street.
3.10.2 Outbuildings must not exceed 20m2 in floor area and 3.6m in height.
3.10.3 Outbuildings must be constructed of one of the materials as per section 3.2. They must not be constructed of materials other than brick, stone, rendered concrete, painted concrete sheet, timber or coloured non-reflective metal.
3.10.4 The design, appearance and colours of any outbuilding must complement the main dwelling.
3.10.5 Water tanks must not be visible from any street view. If positioned on the side of the dwelling, screening or fencing must be installed.
3.10.6 Roller shutters are not permitted on any window visible from the street.
3.10.7 Decorative curtains and window coverings must have a plain backing so as to not detract from the contemporary style of a homes exterior.

3.11 LOT FENCING
3.11.1 Fencing must be located on both side and rear boundaries but not along the front boundary. Fencing to the side boundaries must not begin forward of the façade, unless that side boundary forms the rear boundary of an adjoining lot, in which case it must be fenced along the full length with horizontal rails not visible from the street.
3.11.2 Side wing fencing must be setback a minimum 800mm from the façade and must complement the architectural character of the dwelling and must not be higher than 1.95m. Colourbond and wrought iron fences are not permitted as side wing-gate fences.
3.11.3 Side and rear boundary fencing must be 1.95m high natural timber lapped paling fence with exposed 3x5 posts on both sides with peak capping on all posts.
3.11.4 Fencing must not exceed the front façade of any dwelling/ garage (except where a property adjoins the rear of another property). Horizontal rails must be placed on the internal side, when a fence has a road or front-of-lot interface.
3.11.5 Corner lot fencing must be setback a minimum of 10 metres from the title boundary at the primary street frontage or not forward of the corner treatment whichever is the furthest.
3.11.6 The following items must be positioned so they are not visible from the street. If this is genuinely not possible, they may be screened in a manner that complements the home so they are not visible from the street:
– Water tanks – Clothes lines
– Heating systems – Evaporative coolers
– Air conditioning units – Pools
– Satellite dishes – Radio masts
– Antenna – Rubbish bins
– Add-on patios – Garden sheds
– External plumbing (not including down pipes)

3.12 ROOF-MOUNTED ITEMS
3.12.1 Externally mounted air-conditioning units, evaporative cooling units, solar hot water system tanks (not including solar panels), antennas and satellite dishes:
– Must not be visible from the front façade (adjacent street view). The highest point of the unit must not exceed the peak ridge of the roof of the dwelling.
– Must be similar in colour to the roofing which the unit or device is mounted.
– Corner lots: Units may only be located on secondary frontages where it is impractical to locate them elsewhere. When mounted on secondary frontages, slimline or low-profile units must be used.
3.12.2 Solar hot water tanks must not be visible from the street. Only Solar panels may be positioned anywhere on the roof to maximise their efficiency.

3.13 PLAN OF SUBDIVISION RESTRICTIONS
3.13.1 It is important to ensure that your home complies with both the design standards, and the Plan of Subdivision restrictions.
Failure to comply with Plan of Subdivision restrictions may lead to issues if you wish to sell or re-finance your property.
3.13.2 Common items which need to be checked include:
– Blinds and shutters
– Security screens or grills
– Air-conditioning units
– Satellite dishes
– Front fencing
– Refuse bin locations
Locating any of the above items in locations visible from the street are in breach of Plan of Subdivision restrictions.

5.1 FRONT GARDEN SELECTIONA key feature of the Williams Landing community will be the quality of the landscaped parks, gardens and streetscapes. Appropriate front garden design and plant selection forms an important part of your overall neighbourhood character. This document provides a selection of front gardens designed to create a vibrant and integrated streetscape.
This document contains 4 front garden landscape designs, each with differing style and planting palettes. The gardens are designed to suit both standard lots and corner lot types, and can be adapted to suit your individual lot orientation and house plan.
The plans depict an indicative representation of each of the garden designs, together with an indicative “elevation” view of how that garden might look at maturity (i.e. 2-3 years after establishment) on a typical house.
The list of plants gives the names and sizes of the range of plants for that garden design. However, because different plants have differing tolerance to sun or shade, the plant list identifies alternative species for shady conditions. Where two plant codes are shown for the same plant in the design, the first one shown is suitable for north and west facing gardens. The plant code shown in square brackets after the number is the required alternative plant for a south or east facing garden.
The tree shown in each of the designs can be selected from the list of three alternatives shown in the plant list. A small picture of each of the plants is shown on the design sheets also.
Before making your selection, the following are some questions to consider in deciding which garden is most suitable for you.
Which garden will suit the design and character of your new house?
You will be able to choose one design from the 4 differently themed gardens. It is important to consider which of these themes will be most complementary to the style of your house. You should also pay attention to the house plan and the location of windows, porch and driveway, in order to maximise views and access, whilst allowing for screening and privacy.
Which garden will work with the layout and orientation of your site?
The gardens have been designed to suit different lot orientations - for example, the plants for north facing gardens are slightly different from south facing ones. The orientation of your site will therefore determine the species selection in your new garden. There is a choice of 3 trees for each garden design, from which you will be able to choose one. The garden will also vary depending on whether the lot is mid-block or corner. Paths and access requirements will be dependent on site layout and the design of your home. Note that some of the designs accommodate an “alternative” path location (shown dotted) which may suit your home more.
Which garden will fit your individual requirements?
Finally, choose a garden which will most suit your lifestyle. Consider the level of care and maintenance you would like to contribute to the garden. Also consider how you will be using your front garden.
Importantly - note that it is also your responsibility to regularly maintain the nature strip in front of the footpath.

5.2 FRONT GARDEN INSTALLATIONBefore your landscape can be installed, the following conditions must be met:
• the dwelling construction must be fully completed;
• all rubbish, rubble and vegetation must be removed and a level grade provided to the landscape areas, with a maximum level difference of 300mm;
• a 90mm PVC stormwater pipe must be installed beneath the driveway on the property, offset 1m from the title boundary, and
• you must provide Cedar Woods with a copy of the Occupancy Permit for the property.
The timing of installation of the works will be subject to the prevailing weather conditions. Generally, no landscape installation works will be carried out in the summer months. Home owners will need to make their own arrangements for access to their properties in the intervening period between occupancy and installation of the front garden landscapes.
The landscape works included in this package are limited to:
• topsoiling;
• planting of tree, shrubs and ground covers;
• mulching;
• automatic drip watering system to garden beds;
The package does not include:
• concrete or paver pathways to the porch or front door;
• driveways;
• watering;
• maintenance;
• letterboxes; or
• fences & gates.
It is the responsibility of the home owner to ensure that front gardens and nature strips do not fall into disrepair from the time it is completed. Front lawns and nature strips (in front of the footpath) must be maintained regularly, and garden beds kept free of weeds. Please be aware of any prevailing water restrictions in maintaining your garden. Contact City West Water for the restrictions prevailing at any time.
