Metcalf Attack # 2• Attack #2 and its nature reveal that Metcalf remains vulnerable to

the same Physical Security vulnerabilities exploited in Attack #1.• Attackers cut through perimeter fencing in darkness on August

27, 2014 and stole heavy construction equipment. • An intrusion alarm was sent to Metcalf personnel at 0200, but a

response was not executed.• The perimeter breach and theft were detected at 0730 when

workers arrived at the Substation. • SafeZone® monitoring would have prevented this attack. • SafeZone® can be deployed such that Attack #1 and #2 can be

prevented with a single system sharing equipment configured to detect and respond to the known Physical Security vulnerabilities.
