Secured Operational Information Sharing
Operational Cross-Sector Solution Development
- AHC’s Integrated Planning Framework- Joint Public/Private Working Groups- Annual CATEX exercises & drills- Develop Short/Mid/Long-term Solutions to Sector Operational Issues
How Is This Accomplished?AHC Operational Capabilities
- Identify qualified projects that cant be solved by single company or sector- Work with federal R&D investment to develop solution(s), approaches, technologies, etc..- Test, Evaluate & Transition Solution to Sector via a Non-Profit- Examples: LOGIIC & Fleet WG Secure Info Sharing Pilot w/PIV-I
- Develop “trust framework” to share sensitive operational information (legal,
process, policy, governance, & technology)- Develop private sector operated secure cloud based on TSCP model
using LoA 4 (PIV-I) security- Address various scenarios:
(Private to Public (e.g. electric to states)Private to Private (e.g. telecom to electric, fuel, finance, & food)Intra or Inter Sector
- Identify operational issues in each sector via Sector Focused Working Groups- Let private sector designed short/mid/long-term info sharing solutions- Have states advise on each solutions to ensure operational support &
sustainment- Design, document, test, exercise and operationalize solution

112015 Fleet Response Working Group Overview
Multi-State Fleet Working Group• 2011
– DHS and AHC hosted a one-day workshop (Dec) with representatives from public and private sector to discuss challenges with fleet movement in disaster response using the IRENE scenario where fleets were delayed crossing state borders for many reasons.
• 2012– AHC formed a Steering Committee (Jan) with PHI, Verizon, NJ OHSP and Bank of America– Focused on expediting fleet movement, initial scope covered NJ and PA– AHC Board met (July) with Electric, Telecom, Food and Fuel Operational Professionals to create
Regional Integrated Planning Framework– Hurricane Sandy (Nov) validated need for ongoing framework, partnerships, proposed solutions
and identified additional opportunities
• 2013– Fleet Response Working Group chartered (Jan) as working group of AHC but controlled and
managed by private sector– Established Planning Framework & Work Plan and annul exercise (CATEX)– CATEX (Oct) focused private/public sector communication and coordination, and the
development of the EULO (Energy/Utility Liaison Officer) Position Specific Guide to help manage expectations/roles in government EOCs

What Is The Regional Fleet Movement Coordination Process?
3/19/2015
• Created during CATEX 2013 exercise process• Coordinates multiple states with electric sector fleet movement
response efforts• Private sector shares sensitive operational information with
states on movements – #FTEs, ETAs, Truck types, Destinations, etc
• States provide feedback to expedite fleets through their state – declarations, guidance on toll/weigh stations, routes, etc..
• Results: – Improving power restoration efforts with regional crews arriving
onsite faster; – reducing delays in pass through states; – improving regional situational awareness

legally4. Expedite the ability to obtain critical operational information needed in
a disaster5. Utilize and operationalize a FRWG “trust framework” for secure
information sharing6. Support the integration of public sector and the private sector lifeline
sectors

Example Return On Investment(Electric Sector)
• Assumptions:– Operational Costs in $/hr vary by sector– Reductions in time wasted yields direct impact to operational costs
• Case Studies– Canadian Border Crossing Delays
• Reduced 2hr/truck delays to 20 seconds/truck– Toll Station Delays & Costs
• Reduced 1-3hrs/truck/state to no delays when using Delaware EZPASS Commercial Accounts
• Reduced $25-$50/truck/year cost for EZPASS transponders to $25 for unlimited vehicles when use the Delaware EZPASS Commercial Account Process and online vehicle database is kept updated
– Annual transponder costs for company with 1500 vehicles » Before: (1100 vehicles) X ($25/yr/vehicle) = $27,500/yr.» After : Single transponder for 1100 vehicles = $50/yr.
– Expediting Information Flow Between Multi-States and Private sector• Difficult to measure• Electric sector spent $11-$12Million/hr during SANDY response• Time saved at tolls stations not measured
