for the Task Group.
U» Ships are authorized and encouraged to make routine tests of ammunitionduring gunnery training exercises.
5» When aircraft are providing towing services no ship shall fire unless theplane is definitely making a firing run, which willbe announced over thetow control circuit hy the tow plane, Tow plane pilots should be briefednccordingly.
6. SPECIAL TRADING EXERCISES.-A# MANICURE Radar jamming exercises of two types, (l) jamming airborne

The purpose of this exercise is to provide training against a rapidlydecending target from high position angle. As it is an experiment,
comments are desired at any time as .to its value and to means by whichitmisit be improved.
Particular care in regard to the clearance of the plane must be taken
before opening fire, Due regard must be given to the adjacent shipswhich may be in the line of falling shell splinters.Unless a 'firing ship has been specifically designated, any ship in thefiring unit may fire on any run if it is safe to do so.
D. Exercise "VISUAL FIGHIBR DIRECTION".
One division of Combat Air Patrol willbe stationed on the four cardinal points as Jacks patrol. One section of Combat -air Patrol willact as target. Target planes will open the task group beyond visibility range and then return, similating a suicide attack. Runs shall bemade at angels Ito angels 2. Target planes willmake destroyers theirpoint of attack. These runs willbe reported until termination of theexercise. Any destroyer or visual fighter director ship, sighting the
'approach of the target planes, will immediately commence interceptionwith the closest Jack patrol.

COMANDER TASK GROUP FIFTY-EIGHT POINT FOUR OPERATION ORDER 2-45
PUBLIC RELATIONS ANNEX
1. Attention is called to Annex Kof ComFifthFleet's Operation planNo, 13-44 which sets forth the arrangements for prompt transmission of newsmaterial, including photographs, to the United States and elsewhere.
2,An increased number of newspaper correspondents, magazine writersand radio correspondents will accompany the Task Force on this operation, makr
ing possible a broader coverage of the Navy's share in the Pacific War, but r\u25a0"
their success in presenting this story to the public in the States depends on
the rapidity with which their material can be forwarded to transmission centers,
It is directed that every facility commensurate with security and the exigenciesof military operations be accorded.
3, An increased number of Public Relations Officers are also to beon duty with the Task Force to assist press and radio representatives in theircoverage of the operation and to help assure rapid transmission of their mater-
ial. They will also prepare original material for Public Relations purposes
according to their previous instructions, with the aim of giving the Americanpeople and their Allies an adequate picture of Naval activity in this Theatre,
4. Paragraph 17 of Annex X of ComFifthFleet's Operation Plan No,
13-44 notes that "news is the most perishable of all products," with even aday's delay costly in the value it willhave when it reaches the newspaperdesk or the domestic radio on the mainland. Cooperation and workmanlike effic-iency all down the line are required if unnecessary delays are to be avoided inthe forwarding of news. Study of Annex X, Appendix One, to ComFifthFleet'sOperation Plan No, 13-44 will familiarize commanding officers with the methodsset up for collection of news material and the transmission of it to CinCPOAat Guam fo r relay to the States, Prior to beginning of the operation, press
and radio correspondents willbe informed in detail by Public Relations Officers,of the fastest routes for their specialized types of copy, and commandingofficers of ships are directed to cooperate with them inmoving such copy for-ward.
