FollowingtheDefenceShipbuildingSMARTIndustryGroupmeeting,ImetwiththeCommonwealth’sShipbuildingTaskforce.IpresentedthefindingsoftheSMARTGroup,and outlined our plans for deliveringthevariousdefenceindustryprojects.Afteroutliningtheirtop-linestrategy,theTaskforcerequestedthattheWTIA is more involved in future strategicplanning.

I also met with the senior weldingsupervisorandseniorprojectengineersfromASC’sSurfaceShipBuildingteam.Afterdiscussingworkforceplanning,training,andtechnologytransfer,IvisitedtheirshipyardtogainfirsthandunderstandingoftheissuesASCisfacingintheconstructionof the air warfare destroyer.

WiththeGovernmentrecentlyannouncingtheconstructionofsubmarines,futurefrigatesandoffshorenavypatrolboatsfrom2018,theAustralianshipbuildingindustryhasbeeninthespotlight.Overthelastmonth,theWTIAhasbeenworkingwithsomeoftheshipbuildingindustry’slargestplayers.

WELDING EQUIPMENT COMPLIANCE SCHEME

AlongwithPeterKueblerfromBOC,IalsometwithBrianRichardsonthismonth,the Director of Electrical EquipmentSafetyandLicensingforQueensland.Wediscussed issues related to industrialweldingequipmentthat fails to meet appropriate Australian and International standards.

Weagreedtoworkinpartnership to develop a compliancescheme,whichwillbemanagedbytheWTIA.Thisscheme will ensure that all industrialweldingequipmentcomplies with all relevant standards and codes.

• Broader industry capability todeliverfutureshipbuildingprojects,specificallyhowtofacilitatetechnologytransfertobenefitthewiderindustrial sector.

• Researchanddevelopmentcapabilities,whichwillberequiredtomeetfutureneedsandtechnologicaladvancements.

Inaddition,welookedatopportunities to compile a weldingcapabilitystatementthat will encompass welder qualificationandcertification,industrycapability,researchanddevelopmentcapability,

Robert Wiseman recently presented a lecture to

members of the Victoria Division on the effects of Boroninsteels,andwhyBoron is added to some structural steels.

Inhispresentation,Robertexplained the role of boron in steelandweldingconsumables,whattolookforinthechemicalanalysis in the mill or batch certificate,andhowtoadjusttheweldingprocedure.

This topic is particularly relevantgiventhatoverthelastyear,ithasbecomeincreasinglyclearthatlowandmediumstrengthstructuralsteelscontainingundisclosedamountsofboronarebeingimported into Australia.

Analloyingelementusedtoincrease the hardenability andstrengthofsteels,thepresence of boron necessitates that appropriate use of preheat andheatinputcontrols,andweldingconsumableselection.Disclosure of boron levels in steel is important—fabricators needtoknowwhattolookfor,how to assess whether the steelisfitforpurpose,andhowtoadjustweldingprocedures.

WELDING COMPETITION

The Victoria Division recently hostedaweldercompetition,with12weldersparticipating.

The competitors were expected to weld test plates in pipe,plateandanonferrousGTAweld,allwithinthree,hourstonominatedweldingprocedures.

Thestandardofweldingwasextremelyhigh,asgradedbyprominentindustryinspectors,KevinWooden,StewartMartinand Warren Spooner.

OurcongratulationstoTrevorNoble,whotookoutfirstplace,DanielBurcombe,whocamesecond,andthirdplacedJessie Smolemaars.

The Victorian Committee wouldliketothankthesponsorsoftheWeldingCompetition,includingKemppiAustralia,DandyGas,IWS,UneekBendingandChisholmInstitute of TAFE. Without the supportofoursponsors,theevent would not have been possible.

TheWTIAisaimingtodevelopastrongerskillsbasefortheAustraliansteelindustrythroughapartnershipwithTAFENSW.Thetwoorganisationshavesignedamemorandumofunderstanding(MoU),withWTIACEOGeoffCrittendenworkingtoimplementsimilaragreementswith other TAFEs across the nation.WTIAwillworkwithTAFENSWtogetaconsistentstandardofweldingtraining,certifiedtoISO9606,andpre-TAFEtrainingtohelp school leavers understand vocationaltraining.

WTIA will launch a National WelderQualificationRegisterthisyear,whichwillnameall welders who have achieved accreditation to ISO9606-1:2012,whichspecifiesqualificationtestingrequirements.

The international standard provides technical rules for a systematicqualificationtestforwelderssotheirqualificationscan be uniformly accepted.

Mr Crittenden said welders currentlyhadqualificationsratifiedonaper-projectbasiswhichwascostlyandinefficient.

InassociationwithTAFENSW,WTIAwillspearheadreinstating

the trade of welder to the TAFE syllabus,insteadofalternativelightorheavyfabricationworkercategories,andtrainingwillbeconductedinlinewithISO9606.

“ThenewregisterwillsetthebenchmarkandtheMoUwithTAFE NSW will see uniformity across the nation in welder qualifications,”MrCrittendensaid.

LucyArundell,TAFENSWIllawarra’sInstituteDirector,andMrCrittendensignedtheMoUon2May.

“The partnership comes at an important time for the country’ssteelindustry,asWTIA continues to advocate forintroducinglegislationensuringallimportedfabricatedsteel complies with Australian WeldingStandards,”MrCrittenden said.

“Astrong,vibrantsteelindustry

is critical to the future of Australianindustry.Arrium’s7,000directemployeesarejustthetipoftheiceberg;therearemorethan14,000Australiansemployedinrelatedjobs.”HesaidtheMoUwouldensuretrainingwasmoreindustryfocused in future.

The WTIA was delightedtobe involved

in a recent Industry EveningatSouthMetropolitanTAFE,designedtoimproveTAFE-industry cooperation and collaboration.

South Metropolitan TAFE (formerlyPolytechnicWestTAFE)heldanIndustryEveninginlateAprilatitsThornlie Campus. Louise Petrick,astheWTIAWesternAustraliaTechnologyManager,was invited to provide an introductory presentation about the WTIA.

Louise’spresentationhighlightedmany of the important projects on which the WTIA is currently working,andgeneratedsomelively discussions around AS/NZS1554.1:2014.

The National Welder Database garneredaconsiderableamountofinterest,particularly

in relation to welder qualificationswithrespecttoISO9606-1,AS2980and AS/NZS1554.1.

Discussionswerealsoquitelively in relation to pre-qualifiedandnon-prequalifiedmaterial,boroncontentandthe responsibility of the manufacturer with respect tothematerialscertificate,as amended by Standards Australia after the publication ofthe2014versionof AS/NZS1554.1.

Theinfluenceofaboroncontentof0.008%orhigheronthematerialsproperties,andtherequirementsforprocedurequalificationswerebrieflydiscussed.Anadditionalpresentationwasrequestedwithmore detail by the audience.

Theeveningalsoshowcasedprojects that have been completed by students attendingSouthMetropolitanTAFE. These projects enabled industry representatives to review and comment on the direction and content of trainingcurrentlyprovided

bytheTAFE.Awiderangeofskillswereondisplay,everythingfromhobbygaswelding,tostructuralandpipearcwelding.

Of particular interest was a groupprojectwhereeachstudent was responsible for a part of the fabrication. They hadtoworktogethertoensurethat each individual part met thespecificationandtolerancerequirementssothatthefinalassembly passed.

PeterAndrews,theHeadofProgramsatSouthMetropolitanTAFE,wasvery happy with the Industry Evening.Hesaidthatwhilealargerestructureishappingwithin the Western Australia TAFEsystematthemoment,moreeventslikethesewouldbe held in future to expand TAFE-industry cooperation and involvement.

TheMaymeetingof the Queensland Division featured an informative presentation on AdaptiveRoboticWeldingandCutting.

PeterKueblerofBOCspokeaboutworldleadingAustralianinnovationinthefieldofroboticapplications,includingweldingandplasmacuttingapplications.

With rapid advancements in this area over the last few years andAustralianinnovations,robot-based automation is tacklinglargeandcomplexstructureswithminimaltoolingandprogramming.Thisenablesfabricators and manufacturers to weld and cut small runs of componentsmoreefficientlyandkeepjobsinAustralia.

Peterprovidedin-depthinsightsinto the adaptive robotics technologythatiscurrentlyavailable.Hispresentationwasextremelywellreceived,beingveryinformativeandengaging.

Aprofessionalweldingengineerandmetallurgist,Peterhasover35yearsexperienceintheconstruction,fabricationandweldingproductsindustries.

HeisaqualifiedInternationalWeldingEngineerandhasadegreeinmetallurgyfromRMIT.Peterhasheldmanagement,technicalandconsultingpositionswithawiderangeofcompanies,andis currently employed by BOC asKeyCustomerTechnicalSolutionsEngineer.

Inthisrole,heisresponsibleforco-ordinatingtechnicalsupportforBOC’slargestcustomersaswellasmarketingofweldingautomationequipment.

CERTIFICATION REGISTER

TheRegisterwillbebeneficialtoselfemployedwelders,welders employed by body hirecompaniesprovidingbreakdownandmaintenanceservices,andweldersworkingongovernmentinfrastructureprojects.

Fabrication and construction companies,projectmanagers,inspectionagenciesandgovernmentagencieswillalsobeabletoquerytheregisterto verify the status and extent ofawelder’squalifications,simplifyingprojectmanagementrequirementsandvalidatingqualificationsandexperienceprior to employment.

The opportunity will also be provided to suitably qualifiedweldingsupervisors,inspectors,trainersandweldingengineerstoqualifyandregisterasapprovedexaminers.

BASIS OF THE REGISTERTheRegisterisbeingdesignedtomeettherequirementsofISO9606-1:2012Qualificationtestingofwelders—Fusionwelding—Part1:Steels.

CompliancewithISO9606-1provides for the realisation of multiplebenefitsbyweldersandenquirersalikeincluding:• A common method of

welderqualificationwhilstutilisingacceptancecriteriaassociatedwithspecificcontractrequirements.

• Evaluation of welders followingaqualifiedweldprocedure.TheWPSmay be either a standard procedure provided by the WTIAoranyspecificWPSnominatedbythewelder’semployer.

• Functionalitysimilarto,andconsistentwith,AS/NZS2980providingfamiliaritytousers.

AS/NZS 2980Qualificationofweldersforfusionweldingof steels when published in2007,wasdraftedtakingcognisanceofthethenISO9606-1anditsproposedrevisions at the time of publication. It is also consistent with weld acceptance criteria utilisedwithinAS/NZS1554.1(categorySP)andAWSD1.1.

The WTIA has submitted an application to Standards AustraliatoadoptISO9606-1as an AS/NZS standard whilst incorporatinglocalappendiceswhich will facilitate its adoption and provide for welders wishingtoretainqualificationstoAS/NZS2980.

PROCESSWelderswillinitiallyregisterwith the WTIA. A WTIA appointed examiner will thenorganisethepracticalassessment at a mutually

The examiner will then visually assess the welded test pieces prior to either destructive testingorsubmissiontoasuitableNATAregisteredlaboratory for non destructive examination,asappropriate.

An optional theoretical component consistent with bothAS1796requirementsand the International Institute ofWelding’sIWPwillalsobe available. Once a welder hasqualified,acertificatewill be made available which willrequireaconfirmationendorsementeverysixmonths,consistentwithrequirementsforAS/NZS2980.

Aftertwoyears,twoweldsproduced by the welder in theprecedingsixmonthsareevaluated by the examiner torevalidatethewelder’squalificationforafurthertwoyears. This process is referred toasprolongationwithin AS/NZS2980.Revalidationmay utilise production welds in lieuofadditionaltesting.

EXPRESSIONS OF INTERESTExpressions of interest are nowsoughtfrompersonnelandorganisationsforthefollowingroles:Examiner,ExaminingCentre,andTestingCentre.

REQUIREMENTS1. ExaminersExaminerswiththefollowingqualificationsandexperienceareencouragedtoapply:a.IIWcertifiedIWS,IWTorIWE;b. WTIAcertifiedstructuralsteel(AS2214)orpressureequipment(AS1796-10)weldingsupervisors;c.WTIAcertifiedinspectorsatthe standard or comprehensive level.

Personnelwithalternativequalificationswillbeconsidered by application.

Examiners will need to be familiar with both AS/NZS 2980andISO9606-1;andwillberequiredtoconductvisual examinations. Approved examiners may be able to conduct limited destructive tests.

Approved examiners should

have access to calibrated externalmeteringsuitabletoconfirmweldingconditionsspecifiedontheWPS.

2. Welding and Examination CentresPrivatetrainingcentresandTAFEs with facilities suitable fortrainingandpracticalweldassessmentsareencouragedtoapply. Approved centres should have access to calibrated externalmeteringsuitabletoconfirmweldingconditionsspecifiedontheWPS.Weldtestingwillalsobeavailablewithinfabricatorsworkshopsuponrequest.

3. Testing CentresLaboratories with NATA endorsement to conduct ultrasonic,radiographic,anddestructive tests such as macro tests,bendtestsandfracture(nickbreakandfilletbreak)testsareencouragedtoapply.

Thisyear’sNMW(heldfromMay11to13inSydney)endedonasolidfooting,withmorethan200exhibitingcompanies,50speakersandover5,000visitsbyattendeescreatingabuzzatthecombinedNMW-Safety First Conference and Expoevent.FeedbacktoorganisersReedExhibitionsisthatparticipantshavegainednewinsights,informationandall-important inspiration for growth. TheWeldingTechnologyProductZonewasastandoutatNMW:showcasinginnovationsfromwelding’sleadingnames,includingKemppi,Fein,InnovativeWelding,Ensitech,Klingspor,MetalScienceTechnologies,Weldbrush and more who were

invitingindustrytoseethelatestdevelopmentsinweldingtechnology. Ensitech,theinventorandmanufacturer of the TIG Brush system presented - for thefirsttime-auniquefluiddelivery system that puts an endto‘dipping’processesforstainlesssteelweldcleaningandpassivation.Ensitech’sEstherSokoyasaid,“Thisnewsystemisclean,efficientandeffective:andjudgingbythefeedbackwereceivedatNMW,it’saverywelcomedevelopment.” AlsoexhibitinginNMW’sWeldingTechnologyzonewasFein&Tyrolit,providingrollingdemonstrationsofthecompany’sadvancesinmetal
